REPORT ON LOCAL LEGISLATION

YEAR 2011:

PEOPLE-CENTERED LEGISLATION

The 8th Sanggunian, under the able stewardship of the Honorable Vice-Governor and

Presiding Officer Angelo Marcos Barba with the Honorable Members of the Sangguniang

Panalalawigan ably demonstrated their respective capabilities and expertise with the aim in

view in meeting the people’s advocacy and cry for sustainable development in the province,

has enacted excellent legislation attuned to the challenges of globalization with the

perspective asserting that development is about people, for the people and by the people.

To sustain the Provincial Government’s development of Ilocos Norte, thru the

leadership of the present administration, Hon. Imee R. Marcos, Provincial Governor, the

Sanggunian, as the lawmaking body of the Province, continuously intensified its commitment

and endeavored in sponsoring legislative measures redound to public interests thus focused

and championed the passage of legislative acts towards the full achievement and realization

of the mission and vision of the Provincial Government of Ilocos Norte.

FACTS AND FIGURES

The Sanggunuiang Panlalawigan conducted forty-five (45) Regular Meetings and Five

(5) Special Meetings.

Out of the 56 draft Provincial Resolutions, 54 were passed, and of the 53 draft

Provincial Ordinances, 46 were enacted into law.

In accordance with its review powers, the Sanggunian has reviewed 424

Municipal/City Resolutions and 254 Municipal/City Ordinances and 5394 Franchise

Ordinances, submitted by various inferior Sanggunians.
