    Steps towards optimization

    Memorandum of Collaboration (MOC) between the oil

    companies for sharing product and facilities to optimize

    effective utilization of product and facilities

    Monthly industrial logistic plan meeting (ILP) for finalizing

    product movement and distribution pattern for ensuing

    month on the basis of refinery production, product

    availability, consumption and demand

    To study the tanker operations and port operations

    To optimize the coastal movement of the tankers carrying POL

    To find ways to increase the turnaround of the tankers

    Division of project into two parts:

    FINDINGS

    The time taken for non core activities(i.e other than pumping) is more

    and consuming almost 50% of the time of the tanker at berth

    For discharge of the cargo the Q.C testing time of the cargo is

    substantially more and is proving to be bottleneck in the whole process.

    Pre-berthing delay at the ports due to various reasons is affecting the

    turnaround time to a great extent.

    Whenever there is loading of two or more products or loading and

    discharging of product then the operational time at berth significantly

    increases.

    CONCLUSION

    The operations at the port level is neither optimum nor

    consistent

    Technological improvement in the tanker operation is slow

    Infrastructural development at the ports is very essential

    Activities proving to be bottleneck in the whole operations

    should be tackled seriously

    RECOMMENDATIONS:

    Training on a continuous basis should be imparted to the port

    authorities so that the efficiency of port operations should

    increase and be consistent.

    A well laid down operations procedure with time constraintsshould be made and followed.

    Good relations with the port authorities should be maintained .

    New technologies should be continuously incorporated which

    will help in increasing the efficiency of the overall process.

    All the oil companies should come together and set a advance

    Q.C laboratory at the ports .
