    becoming more open and dynamic, especially after Russias accession to the WTO. Students and scientists often go abroad to acquire valuable in ternat iona l exper ience and knowledge.     HIGHER EDUCATION FOR EXPORT Alexander Arefiev In the XXI century the production of knowledge and export of educational services have turned into one of the most in-demand and promising products of human activity. Millions of people go to study abroad every year. Financial indicators of the global educational market reach 150 bln. USD, whereof higher education accounts for 90 bln. USD. So what is the place of Russia at the international market of higher education? In the academic year 2010/2011 full-time and extramural tertiary level programs

    of Russian system of higher education counted 157,646 foreign students. This number is 6.7 percent higher as compared to the year 2009/2010. Preliminary figures indicate that in the academic year 2011/2012 the increase did not exceed 5 percent. With such a growth rate of the number of international students, postgraduate and doctoral students, the Russian higher education is not going to be able to take the leading position at the global market of educational services.

    GATES TO EUROPE Despite the established association with windmills and clogs, the Netherlands is one of the most

    advanced and rich countries of the world. It has the universities founded as early as in the XVI century, its modern educational system corresponds to the top world standards, which

    makes the Dutch diplomas a reliable guarantee of successful job placement. The combination of high quality educational programs, relatively low cost of

    education and an impressive number of courses in English explains why the Netherlands is so popular among international students, which number in the

    country amounts to 45 thousand people. In the academic year 2012/13 13 Dutch universities were included in the QS World University Rankings. All 13 are within top 500, 11 of them are in top 200. The most prestigious (62nd) place is occupied by University of Amsterdam, the oldest in the list Leiden University is at the

    75th place, Utrecht University ranks 85th.

    Quota on education of foreign residents in RF

    Government resolution 891 issued on October 8, 2013, on Setting a quota on education of foreign residents and stateless persons in the Russian Federation.

    According to the Government resolution 891 of October 8, 2013, on Setting a quota on education of foreign residents and stateless persons in the Russian Federation the quota on training of foreigners in domestic HEIs increased by 1.5 times. Now up to 15 thousand foreign citizens, stateless persons and compatriots living abroad will be able to study at Russian HEIs using budget

    funds.The rise in

    quota for the educat ion of foreign citizens and the stateless is caused by the increasing d e m a n d f o r t h e t r a i n i n g of special ists f o r f o r e i g n

    countries in Russia. In particular, the number of orders for the training of personnel for foreign countries has increased, including those coming from the State Duma of the Federal Assembly of the Russian Federation, the Ministry of Justice of Russia, the Federal Drug Control Service of Russia, a series of subjects of the Russian Federation, the state corporation Rosatom, Rossotrudnichestvo, the University of Shanghai Coopera-tion Organization, and international organizations.

    The Interfax Information Services Group with the assistance of the Peoples Friendship University of Russia which is the base institution of the CIS countries in the sphere of the informational support of the education systems of the member-states of the Commonwealth of Independent States (according to the decision of the Council of the heads of governments from Nov. 25, 2005, and Nov. 20, 2009), and with the help of the Intergovernmental fund of the humanitarian cooperation of the CIS member-states begins to collect data for the formation of the macro-regional rating of the institutes of higher education of CIS countries, Georgia, Latvia, Lithuania and Estonia in 2012-2013.

    The macro-regional rating of higher education institutions of CIS countries, Georgia, Latvia, Lithuania and Estonia will allow to determine efforts and achievements of each of these countries by the increase of competitiveness of their universities, to make active mechanisms of scientific and educational systems, first of all in such directions, as development of students and academic mobility, elimination of the new and remaining barriers on the way to free exchange of scientific information and knowledge: development and realization of joint educational programs

    at all levels; development of the market of highly skilled work and market of the academic labor.

    It is expected that it will give new momentum to the development of academic system of the countries which are taken part in a ranking, ability of flexible and fast response for preparation of highly-qualified national personnel at the global level. Besides, the creation of HEIs ranking of CIS, Georgia, Latvia, Lithuania and Estonia will have a positive impact on the implementation of a modern system of quality assurance in higher education based on an independent evaluation of universities and educational programs.

    Foreign students in Russia

    33 thousand foreigners became students of Russian higher educational establishments in 2013, the number of people wishing to study in Russia increases every year, as Veniamin Kaganov, deputy head of the Ministry of Education and Science of Russia, said.

    According to the deputy minister, the leaders among foreign students are those from CIS countries, the leader among European countries is Slovenia, the Asian leader is China, the leaders among Near East countries are Palestine, Syria and Iraq.

    On the whole, s tudents f rom 120 countries study in Russian higher educational establishments, Kaganov said on Monday at the joint meeting of special purpose committees of the Federation Council.

    2ND INTERNATIONAL ABROAD FAIR

    On March 26-28, 2013 the 2nd International Study Abroad Fair organized by the International Educational Centre OPTIMA STUDY and Exhibition Company OPTIMA EXPO took place in Samara and Ulyanovsk.

    The Fair attracted over 12 thousand visitors which proved the significance and relevance of this project. This year the event was attended by over 50 leading international educational institutions from various parts of the world: Canada, the USA, the UK, Switzerland, the Czech Republic, the Netherlands, France, China and other countries.

    The leading educational institutions of the Volga federal district were also active indeed. The city of Ulyanovsk hosting such a large-scale international educational fair for the first time was represented by its major educational institutions like Ulyanovsk State University, Ulyanovsk State Teachers Training University, Ulyanovsk State Technical University. The press conference dedicated to the opening of the event was attended by representatives of the Ministry of Education and Science of the Samara region, the Department of Education of the Samara Administration, the Ministry of Education and Science of the Ulyanovsk region, and representatives of the participants.

    The highly topical business program of the Study Abroad Fair included methodical conferences and seminars like Test-Taking strategies: Keys for Exam Success (EGE, GIA, Cambridge exams and IELTS), International cooperation of the Universities.     The phenomenonA special role in establishing the

    principle of tolerance belongs to the Enlightenment, where tolerance was nominated to the forefront of freedom of conscience and expression: in the 19th century tolerance was understood as an expression of the outer and inner freedom in liberal philosophy and as a capacity for reasoned choice between alternative viewpoints and ways of behavior.

    In today's world neutral tolerance towards members of other societies, cultures, religious and ethnic communities is less vital than an active and interested one that is based on a reflexive attitude towards ones own position, a constructive communicative interaction with representatives of various communities.

    Studying tolerance of different groups, communities, taking into account the different levels of development of societies based on their cultural and historical traditions, socio-economic conditions and political realities, is vital.

    The current understanding of tolerance as an interest, based on a reflexive regard to ones own positions and communicative constructive interaction with representatives of various communities, raises new questions:

    How does tolerance comply with an act of moral evil?

    What are the rules of tolerance in various impor tan t f i e lds o f human life and society? For example, what are the rules of polit ical tolerance: acceptance and rejection of the positions of other political forces, wrong decisions of public authorities?

    How to deal with the following issue: an intolerant person, very often, does not recognize himself/herself intolerant and implies that there is something wrong with other individuals or groups of people.

    How (on what principles, in what ways taking into account cultural and historical traditions, as much as socio-economic realities) can we construct a unified civil society, if different cultures in society give rise to profoundly different patterns of reactions and ways of life?

    When and how tolerant person must, when it can accept, for example, the consequences of bad behavior, poor aesthetic taste? More generally when tolerance is reaching its limits, for example, in cases of terrorism? And even if the terrorism issue is not simple.

    The correctness of the practice of teaching and administrative decisions with respect to both individual and development strategies of collectives

    The phenomenon of tolerance as a scientific matter is investigated in a number of scientific disciplines philosophy, sociology, psychology, pedagogy, cultural studies, history, etc. The concept of tolerance has evolved from the Latin tolerantia passive acceptance, a voluntary bearing of suffering.     and societies, depends on the competent, qualified (scientifically based) answer to these and many other issues related to tolerance.

    Intercultural DialogueIn the last decade in Europe intensified attention

    was paid to the issues of tolerance and intercultural dialogue at all levels from kindergarten to parliament, from university campuses to urban societies and national NGOs.

    The culmination of this was the announcement of the intercultural dialogue in the European Community by the European Union with the support of the Council of Europe. The reason for this, were the protests of youth in the summer and autumn of 2007 in France and in several other European countries.

    But it was just a cause: it is obvious that for naming year 2008 the Year of Intercultural Dialogue in the European Community, there were better reasons for pressing problems of ethnic, sectarian, ethnic relations.

    It is very important that Europe, which opened its doors to immigrants from Africa, Asia, the Arab world a few decades ago, does not close the borders in connection with these problems, and will try to build multinational European Community on liberal principles.

    Obviously, at this stage it is important to develop more specific measures at both the macro and micro levels so what are the mechanisms, the way and the stages of problem solving in the designated area?

    By the macro level, we understand the need (based on the experience gained and the existing and forthcoming analysis) of a clearer definition and allocation of functions: it is necessary to define more clearly what the tasks and solving problems in the sphere of international relations are which has to be done by a variety of government agencies (Ministry of Education, Ministry of Youth Policy, Ministry of Culture, etc.), and what the role of various public institutions is - especially the youth.

    Without such an allocation of competences between the various government agencies and public organizations, there cannot be a competent solution of urgent problems: there either will be a duplication of functions, or problems and challenges will not be covered due to generated gaps.

    Both options are unacceptable, especially, since funds for such activity will still be sent by a principle of left over, or more often by a fire principle the money must be spent where the fire is lit.

    In this article we consider one of the micro level the level of tasks, roles and capabilities of universities

    in the development of intercultural dialogue in a multicultural society as part of their core mission education activities.

    For universities of a classic type, universities focused on humanities and especially for the regional universities, the task of implementing the socio-cultural centers has become a particularly urgent task during the last decades.

    The tasks of universities in this area stem from the general objectives set out by society and government. These are the creation of new knowledge (research) and knowledge transfer (educational activities). Of course, it is quite familiar to training staff of the universities - teachers, psychologists, philosophers, sociologists who specialize in this field of activity, as well as the implementation of the university programs of additional education training staff in this area is already working professionals in the LLL Life Long Learning.

    It is necessary to attract the attention of local and regional authorities for them to order such training: both administrative elites and managers at various levels should have this training.

    At the same time, not only the main educational programs implemented by universities should be included, but also, hundreds of training programs in completely different fields of activity, while professionals will have to live in a multi-national companies, working in multinational teams.

    A key objective is to promote tolerance among students of high schools. On one hand, it is here where the formula of the Federal Law "On education" should work, which provide us with a definition of education "Education is a purposeful process of teaching and training for individuals, society and state."

    On the other hand, in the educational process of higher education institutions need to build a constructive educational technology, capable of giving the necessary competences graduates in the field of tolerance.

    Now, during the introduction of new standards of higher education in the Russian Federation, Russian universities have a unique opportunity to develop a set of competencies of a graduate college (wish it

    was not done centrally a priori, in the preparation of the federal state standards of higher education) and students to plan the development of relevant skills in specific disciplines.

    S p e a k i n g a b o u t t h e development of the student c o m p e t e n c i e s , i t i s important to bear in mind that their development should be a part of the value orientations o f an ind iv idua l in relation to the existing society the material and spiritual opportunities.

    Understanding tolerance

    The famous Russian scientist and philosopher W l a d y s l a w L e k t o r s k i y highlighted the fol lowing ways of understanding tolerance: tolerance as indifference, tolerance as forbearance and tolerance as the extension of its own experience and critical dialogue.

    At the same time the most fruitful and acceptable to the modern world is, obviously, the last way of understanding tolerance the expansion of their own experience and critical dialogue.

    But this approach poses new challenges, in particular, to all educational institutions from kindergarten to university. This approach requires a transition from passive exploration of ideas and principles to the development of tolerance through intercultural communication and intercultural

    dialogue. In this case, on the one hand, education is competent to hold the line on the matter that tolerance for other people's point of view does not imply rejection of criticism, or rejection of ones own beliefs: in the upbringing of tolerance there is no room for indulgence of evil, attacks on freedom and moral human dignity.

    On the other hand, P e o p l e s ' F r i e n d s h i p University of Russia holds a belief, (if you put aside pol i t i ca l d i f ferences ) , t h a t " P r o b l e m s a n d m i s u n d e r s t a n d i n g s occur on a na t iona l b a s i s o f i g n o r a n c e , misunderstanding or lack of respect for other cultures,

    traditions and customs of other nations".This formula, on the one hand, dictates the need

    for regular national activities featuring culture, traditions and customs of

    other nations. People's Friendship U n i v e r s i t y h o l d s s u c h

    exhibitions and national activities of dozens of

    countries around the world almost weekly in academic buildings, dormitories and the University Interclub. This happens on a regu lar bas i s and is approved and developed in

    advance for the entire academic year.

    However, now these forms of work, in the light of

    the understanding tolerance as an active development of

    forms and methods of intercultural dialogue, are inadequate - they are

    even more obvious and, yet passive forms of representation of culture, traditions and customs of the people or country.

    Obviously, the active forms of intercultural dialogue require multinational and international activities with an active participation of representatives of various countries and peoples.

    For this we need a rallying idea at the university level and at national level. In People's Friendship University one of such uniting ideas that brings young people together at the university level, is the idea that while studying it is possible to get to know and make

    Internationalization experienceAs a result of the Year of Intercultural Dialogue

    in the European Community (conducted under the auspices of the European Union and supported by the Council of Europe in 2008) the final seminar Intercultural dialogue in multinational university community was held in June 2009 with representatives from 30 countries in Europe is based on Peoples 'Friendship University example. This was a result of a presentation in March 2008 in Strasbourg, where Peoples' Friendship University shown it experience in intercultural dialogue in a multicultural campus.
