CHAPTER 5: QUALIFICATION REQUIREMENTS 5.1 LICENSES, QUALIFICATIONS AND COMPETENCES DESCRIPTION 5.1.1 Requirement This chapter contains a description of the required licenses, ratings, and qualifications/competency (e.g. for route and aerodromes), experience, training, checking and recency for operational personnel to conduct their duties.

The Compagnie Africaine d’Aviation (CAA) policy is to offer employment to Personnel who possesses the necessary qualities both personal and professional appropriate to contributing to the safety culture, reliability, customer service and commercial awareness.

Prior to the first day of flight duty with Compagnie Africaine d'Aviation (CAA) each crew member must have received initial training as defined in Operations Manual Part D:

A conversion course on the type to be flown (Operators Conversion Course required

for all direct entry pilots, who are already type-rated) Non-type rated pilots will require a full type conversion course with an approved DRC

CAA TRI/TRE, in addition to the requirements of the operators conversion course as defined in operations manual Part D

5.1.2 Responsibilities The objective and extent of all Flight Operations Training will be determined by the Training Director with approval of the Director of Flight Operations, in accordance with national, international regulations. The syllabi programs and the training processes (see also OM Part D) established under the authority of:

The Crew Training Manager in close coordination of the Director of Flight Operations and according to Compagnie Africaine d'Aviation (CAA) standards.

Instructors, Examiners and Line Check Commanders are the only responsible on their decisions; they have to be able to perform duties and responsibilities without inappropriate interference from management and/or external organizations.

5.1.3 Qualifications

Qualifications serve the following purposes:

To give the crew member a feedback on his general behavior, attitude to work and leadership.

To show the crew member the quality of his work in relation to the required standard, with special emphasis on points that should be improved.

To evaluate the crew member competency to perform his duty. To record the performance of a crew member during:

A particular course; A particular period; A check.

Compagnie Africaine d’Aviation (CAA) crew members having received a course / check grading and “not qualified” must be given an explanation to their qualification. Then our crew members must be in good physical and mental condition for flight duty, no subsequent claim of indisposition as an excuse for a course / check grading “not qualified” can be accepted. Qualifications is treated confidentially. Qualifications of transition training, command courses, route and proficiency checks shall be Established / put forward in written form by the responsible instructor or check pilot in accordance with current forms and instructions. The signature of the crew member on the check form means that note has been taken of the qualification but not necessarily agreement with the given course / check grading. In general, a qualification consists of two parts:

A wording describing the performance and behavior. A grading

Examiners shall not test applicants to whom flight instruction has been given by them for that license or rating except with the expressed consent in writing of DRC - CAA. All qualifications are generally divided into two groups:

Qualified. Not qualified.

This separation clearly defines whether the requirements for passing a course, a check or renewal of license as required by the Authority are fulfilled. Grading between qualified and not qualified are not tolerated. Problems in connection with the grading “not qualified” shall be described in words.

5.1.4 Flight Crew Training The appropriate courses as described in OM Part D is completed before final release by successful completion of a Line Check.

The syllabus for each training program specifies the amounts of training to be provided in the airplane, the simulator, fixed based simulator and other training devices. All simulators fixed based simulators and other training devices must be audited by the company and approved by the Authority. 5.1.5 Flight Time Logging

5.2 FLIGHT CREW All Pilots undergoing training without a DRC license with a current Type Rating will be issued with a Temporary Validation to operate an aircraft registered within the DRC. This Temporary Validation is valid for a period of 6 months from date of issue. New pilots must not operate until they are in possession of the Temporary Validation and the Commander or training Commander must hold a full DRC CAA license. Minimum education for new pilot is a high school diploma. 5.2.1 Commander The Commander basic requirements must hold a:

Valid ATPL acceptable to the DRC CAA Valid Class 1 Medical Certificate issued by the DRC CAA approved medical examiner Valid Type Rating on the aircraft type to be flown Minimum 4000 hours total time, 500 on type for A 320, 3500 hours total time 300 on

F100 and 3000 hours total time and 250 F50. 5.2.1.1 Flight Crew Previous Experience Table For direct entry pilots, experience levels are assessed against the specified minimum requirements according to the following criteria:

This experience may be varied at the discretion of the Director of Flight Operations. 5.2.1.2 Flight Crew Scheduling A conversion training program, as set down in Operation Manual Part D is given to allow flight crew member to perform their duties on the additional other type(s)

5.2.1.3 Screening Process Guidance Screening process for direct hire or upgrade to PIC. The screening occurs prior to a pilot being assigned duties as PIC and typically includes:

Training records review; Management recommendations and/or review board; Training department recommendations and/or review board Verification of training records from the previous training centers Verification of minimum experience acceptable to the Authority; Any other screening requirements in accordance with the needs requirements of the

Authority.

Note: Each prospective flight Crew Member should be screened or tested for psychoactive substances prior to be assigned to duties.

5.2.2 Pilot Relieving the Commander

A qualified Commander may provide the relief to another Commander or a First Officer in flight.

A qualified First Officer (F/O with ATPL) may relief the Commander provided the following minimum criteria are met:

1500 hours total flight time 250 hours on type Successful completion of Left hand Seat training as described in Operation

Manual Part D. 5.2.3 First Officer (Co-Pilot) The First Officer basic requirements must hold a:

Valid CPL or ATPL acceptable to the DRC CAA Valid Class 1 Medical Certificate issued by the DRC CAA approved medical

practitioner Minimum 250 Hours total time

5.2.3.1 Flight Crew Previous Experience Table For direct entry pilots, experience levels are assessed against the specified minimum requirements according to the following criteria:

5.2.4 Pilot under Supervision Following completion of flight training and checking as part of a conversion course or as part of the Command Course when upgrading to Commander, the flight crew members have to fly a minimum number of sectors under the supervision of a specifically trained for the task and nominated Commander. The minimum flying hours/sectors specified below are minimum individual requirements. Taking due note of the experience of the flight crew member and the complexity of the airplane the number of sectors may be increased up to the number selected by the Crew Training Manager or Director of Flight Operations. 5.2.4.1 Line Flying under Supervision Following completion of airplane/flight simulator training and checking is part of the conversion course, each flight crew member operate a minimum number of sectors and/or flying hours under the supervision of a line instructor nominated by the Compagnie Africaine d'Aviation (CAA) and acceptable to the Authority as reported in the OM Part D. The minimum sectors/ hours, specified in the OM Part A 5.2.7 are determined by the following:

Previous experience of the flight crew member; Complexity of the airplane; and The type and area of operation.

A line check, as prescribed, is completed upon completion of line flying under supervision. Line flying under supervision provides the opportunity for a flight crew member to carry into practice the procedures and techniques he has been made familiar with during the ground and flying training of a conversion course. This is accomplished under the supervision of a line instructor specifically nominated and trained for the task. At the end of line flying under supervision the respective crew member should be able to perform a safe and efficient flight conducted within the tasks of his crew member station. 5.2.5 Flight Engineer N/A

5.2.6 Operation of more than one Variant or Type

5.2.6.1 Limitations of type

Compagnie Africaine d’Aviation (CAA) crew members not fly on more than two types for which

a qualification of different type is required or variant as per Operations Manual Part D.

A flight crew member operating more than one type or variant will comply with all of the requirements as prescribed for each type or variant to the training, checking and recent experience requirements. 5.2.6.2 Conditions Before exercising the privileges of flying on two aircraft types or variants operated by Compagnie Africaine d’Aviation (CAA), following appropriate procedures and/or operational restrictions, approved by DRC CAA, will be considered:

The flight crew members must have completed two consecutive LPC/ OPC and must have 500 hours in their position (CPT or F/O) within Compagnie Africaine d’Aviation (CAA) on the new type operated;

If the captain having two validations of license and inexperienced Commander on one of these types, he must have flown only on this type until reaching a minimum experience as Captain for 6 months and 500 hours, and the co-pilot must have completed 2 LPC/ OPC on this type before being authorized to use the second type for which he had a validation;

The minimum experience level on one type before differences training establishment for operation of another variant.

Updated type rating on one type or variant. The currency on the safety and emergency procedures (Computer Based Trainer or self-

study); The updated flight simulator (initial or recurrent); The process whereby flight crew qualified on one type or variant will be trained and

qualified on another type or variant. When a flight crew member operates more than one airplane type or variant within one or more license endorsement, following prescriptions will be applied:

The minimum flight crew complement specified is the same for each type or variant to be operated;

Only airplanes within one license endorsement are flown in any one flight duty period in accordance with the Compagnie Africaine d’Aviation procedures included to OM Part D.

One of Crew member must operate only one type rating with a minimum of 350 flight hours.

5.2.6.3 Airplane Registered in Different Member State When considering such operations of more than one different Member State registration, the Compagnie Africaine d’Aviation takes into account differences and/or similarities of the airplanes concerned:

The level of technology; Operational procedures; Personnel qualification; Safety and security measures Handling supports and characteristics. Conformity of state air law (the training, checking and recent experience requirements).

5.2.7 Crewing of Inexperienced Flight Crew On completion of a type rating or command course and the associated line flying under supervision, no two pilots are to operate together until they have both completed either:

100 flying hours and 10 sectors within 120 consecutive days, or 150 flying hours and 20 sectors (with no time limit).

In case a new airplane type is introduced or Flight Crew Members have previously completed a type conversion course at Compagnie Africaine d'Aviation (CAA) a lessier number of flight hours or sectors may be authorized by the Director of Flight Operations.

5.2.7.1 First Officer’s Limitations for Take-off and Landing Commanders are encouraged to designate the First Officer as PF, when conditions are suitable, but the Commander should act as PF whenever, in his judgment, this is necessary. It’s recommended to the commander to act as PF for the first flight of the day.

On all take-offs, the Commander will control the thrust levers in case the decision is to reject the takeoff. On all Category C aerodromes, the commander must be the PF on take-off and landing.

5.2.8 Upgrading from First Officer to Commander 5.2.8.1 Airbus 320 Minimum flight times required:

License ATPL with type rating endorsement 4000 Hours total time minimum 2000 Hours of multi-crew operations 500 Hours minimum on type.

5.2.8.2 Fokker 100 Minimum Flight times required:

License ATPL with type rating endorsement 3500 Hours total time minimum 2000 Hours of multi-crew operations 300 Hours minimum on type.

5.2.8.3 Fokker 50 Minimum Flight times required:

License ATPL with type rating endorsement 3000 Hours total time minimum 1500 Hours of multi-crew operations 250 Hours minimum on type.

The candidate for upgrading must complete the command course training. Refer to Operation Manual Part D. 5.2.9 Recurrent Checks 5.2.9.1 Recurrent License and Operator Proficiency Checks (LPC, OPC) Each flight crew member will undergo a License proficiency check (LPC) to demonstrate his competence in carrying out normal, abnormal and emergency procedures and renew the Type Rating and License every 12 month. All LPC and OPC must preceding by one RT of 4 hours per crew.

The LPC shall be conducted in an approved simulator, in accordance with the requirements of the DRC CAA, and as specified in the approved syllabus.

A LPC shall be conducted by a TRE or SFE, qualified and approved for this purpose in accordance with DRC CAA. 5.2.9.2 Recurrent Proficiency Check Requirements Each Compagnie Africaine d'Aviation (CAA) Flight Crew Member shall undergo the OPC every 6 months after LPC, as part of a normal flight crew complement, in order to comply with the following checking requirements:

Satisfactory completion of the LPC requirements every 12 months, and OPC every 6

months after LPC. Satisfactory completion of the Line Check requirements every 12 months.

5.2.9.3 Periods of Validity 5.2.9.3.1 Operator Proficiency Check The period of validity of an operator proficiency check is 6 calendar months in addition to the remainder of the month of issue. If issued within the last 3 calendar months of validity of a previous operator proficiency check, the period of validity shall extend from the date of issue until 6 calendar months from the expiry date of that previous operator proficiency check.

5.2.9.3.2 Line Check The period of validity of a line check is 12 calendar months in addition to the remainder of the month of issue. If issued within the final 3 calendar months of validity of a previous line check the period of validity shall extend from the date of issue until 12 calendar months from the expiry date of that previous line check. The line check must be conducted on the airplane.

5.2.9.3.3 Annual Emergency and Safety Equipment Check The period of validity of an annual emergency and safety equipment check is 12 calendar months in addition to the remainder of the month of issue. If issued within the final 3 calendar months of validity of a previous annual emergency and safety equipment check, the period of validity shall extend from the date of issue until 12 calendar months from the expiry date of that previous annual emergency and safety equipment check.

5.2.9.3.4 Crew Resource Management Flight crew members complete all elements of the full length CRM course program over a three year recurrent training cycle, by three annual parts. The training will be organized joint flight crew and cabin crew

5.2.9.3.5 Ground and Refresher Training Each flight crew member shall undergo ground and refresher training every 12 calendar months.

5.2.9.3.6 Pilot Qualification to Operate in either Pilot’s Seat A commander whose duties also require him to operate in the right hand seat shall complete the following additional training and checking during the OPC/LPC:

(a) An engine failure on take-off;

(b) A one engine inoperative approach

(c) A one engine inoperative landing

(d) Rejected takeoff

(e) Passenger evacuation

5.2.9.3.7 Route and Aerodrome Competence Qualification – PIC (Category C aerodromes) The period of validity of the route and aerodrome competence qualification is 12 calendar months ( can be performed in conjunction with the Line Check) in addition to the remainder of:

(a) The month of qualification or (b) The month of the latest operation on the route or to the aerodrome Route and

aerodrome competence qualification is revalidated by operating on the route or to the aerodrome within the period of validity described above. If revalidated within the final 3 calendar months of validity of a previous route and aerodrome competence qualification, the period of validity shall extend from the date of revalidation until 12 calendar months from the expiry date of that previous route and aerodrome competence qualification.

5.2.9.3.8 Recent Experience – PIC Multi-pilot Operations A pilot-in-command shall have carried out at least 3 take-off and 3 landings as pilot flying in an airplane or an approved flight simulator, of the type to be used, in the preceding 90 days. The 90 day period may be extended up to a maximum of 120 days by line flying under the supervision of a TRI/TRE.

5.2.9.3.9 Recent Experience – Co-pilot A Co-pilot shall have carried out at least 3 take-off and 3 landings as pilot flying in an airplane or an approved flight simulator, of the type to be used, in the preceding 90 days. The 90 day period may be extended up to a maximum of 120 days by line flying under the supervision of a TRI/TRE. 5.2.10 Route and Aerodrome Clearance

To ensure sufficient knowledge of routes and aerodromes to be flown, Compagnie Africaine

d’Aviation (CAA) has defined, within the Operations Manual Part D, the required flight crew

training for each route or groups of routes, taking into account the following conditions:

Terrain and minimum safety altitudes

Seasonal weather conditions, equipment, services and procedures for communication

and air traffic.

Search and rescue procedures

Navaid equipment within the route and aerodrome to be flown.

5.2.10.1 Categorization

Any route outside of normal operations of Category A should have its category defined by the

Chief Pilot before any operation.

Compagnie Africaine d’Aviation flight crew should also have knowledge on operating

aerodromes and the Director of Flight Operations will decide on the training required for each

aerodrome, taking into account following conditions:

The influence of the terrain and obstacles on approach and departure procedures;

The similarity of approach instrument procedures and landing aids with those to whom

the flight crew is familiar ;

The influence of marginal runway dimensions and aircraft performance limitations;

The reliability of weather forecasts and the probability of adverse weather conditions;

The accuracy of aerodromes available information;

The nature of ATC procedures and their familiarity to the flight crew;

The influence of enroute conditions, including the field, navaids and air/ground

communications equipment;

The flight crew familiarization by themselves with approach, departure and unusual route

equipments, by means of instructions from the ground, simulators, or adequate

equipment to self-training;

Compagnie Africaine d’Aviation (CAA) has defined three aerodrome categories: A, B and C. Category A Aerodromes which meet all the following conditions:

An approved approach and landing instrument procedure;

At least one runway without takeoff and/or landing performance limitation procedures;

Circling minima not higher than 1000 ft AGL;

Possibility of night operations.

All Pilots of Compagnie Africaine d'Aviation (CAA) are authorized to operate into Category A airfields on the basis of the Annual Line Check and should self brief for these airfields using the flight documentation provided in the Flight Guide and the airfield performance data pages.

Category B Aerodromes with:

Non-standard approach aids and/or circuit approach;

Characteristics or unusual performance limitations.

Any other relevant considerations, including obstacles, facilities, lighting, etc.

Prior to operating to a Category B aerodrome or aerodromes the flight crew is to be briefed or should self brief by means of a programmed instruction on the Category B aerodrome(s) or Jeppesen, AIP (if available), internet information, and he should certify that the briefing or self briefing has been completed by recording the fact on the appropriate Company form, such as a remark on the OFP before flight. The commander will - if it deems necessary - contact the aerodrome office by phone for more

information.

Category C Airfields that pose special problems in the approach and/or take-off and/or landing that require additional consideration to Category B airfields.

Before operating to any airfield in this category the pilot in command is to be trained on the airfield or undertake instruction in a flight simulator approved by the Authority for the purpose.

A record of the training shall be retained by the Compagnie Africaine d'Aviation (CAA) Flight Operations Department on the appropriate form or Observed or have actually made an approach and landing at the aerodrome concerned in the last twelve months.

Non Categorized Aerodromes

When the flights on routes and aerodromes which have not been included in the routes and

aerodromes categorization are planned, the Director Flight Operations, the Chief Pilot and

FSO will be notified in time in order to make the assessment for a safe operations.

5.2.11 Type Rating

5.2.11.1 Periods of Validity

Type ratings are valid for 12 (twelve) calendar months from the date of issue, or the date of

expiry if revalidated within the 3 months immediately preceding the current expiry date. For

revalidation of type ratings, the applicant shall complete a license proficiency check on the

applicable type of airplane prior to the expiry date of the rating.

An applicant who fails to achieve a pass in all sections of a proficiency check before the expiry

date of a type rating shall not exercise the privileges of that rating until the proficiency check

has successfully been completed.

5.2.12 Instrument Rating

The period of validity of an instrument rating is 12 (twelve months) calendar months. The

revalidation of an IR is combined with the type rating revalidation and must conducted in a

flight simulator.

An applicant who fails to achieve a pass in all sections of a proficiency check before the expiry

date of an instrument rating shall not exercise the privileges of that rating until the proficiency

check has successfully been completed.

In case of a renewal of the Instrument Rating the same conditions as for a revalidation shall

apply, except for any additional requirements as deemed necessary by the DRC CAA.

5.2.13 Annual Line Check

Compagnie Africaine d'Aviation (CAA) ensure that each flight crew member undergoes an

annual Line Check on the airplane, to demonstrate his competence to carry out the duties

required during line operations, as described in the Operations Manual.

The annual Line Check is considered by Compagnie Africaine d'Aviation (CAA) as a

particularly important factor in the development, maintenance and refinement of high operating

standards, and is used as an indicator of the usefulness and effectiveness of recurrent training

policies and methods.

The period of validity of a line check is 12 (twelve) calendar months, in addition to the

remainder of the month in which the check was conducted. Line checks may be conducted up

to 3 months prior to the expiry date and be extended for a further 12 calendar months from the

initial expiry date. Annotation must be made on the Line Check Report indicating the new

expiry date. 5.2.14 Line Check Requirements Annual line checks is conducted so as to fulfill the following requirements:

To establish the ability of the crew member(s) concerned to perform satisfactorily a

complete line operation, including the pre-flight and post-flight procedures, and use of the equipment provided, as specified in the Operations Manual;

To assess the Crew Resource Management (CRM) skills of the flight crew member(s)

concerned. In the case of Commanders, or pilots to whom the conduct of the flight may be delegated, the ability to manage the flight and to make command decisions shall also be demonstrated; and

To check the operation of each flight crew member in the functions of Pilot Flying (PF)

and Pilot Not Flying (PNF). A minimum of two sectors as PF and two sector as PNF shall be conducted during the Line Check of each flight crew member.

Annual Line Checks is conducted by a TRE, TRI or LTC nominated by Compagnie Africaine d'Aviation (CAA), and accepted by the DRC CAA, for this purpose. During the conduct of an annual Line Check, the TRE, TRI or LTC is occupy an observer’s seat, so as to allow the proper assessment of CRM and flight management skills. Line checks is conducted over a route selected to allow adequate representation of the scope of normal flight operations. To satisfy this requirement, at least one of the sectors on which the check should be conducted with a flight time of more than one hour. The TRE, TRI or LTC conducting the check will record the results on the line check form and make suggestions for eliminating any existing deficiencies.

If it is necessary to stop a check for any reason, Compagnie Africaine d’Aviation (CAA)

not use the crew or operational Personnel unless the control is taken and the results

satisfactory to meet requirements of the performance of commercial flights.

5.3 CABIN CREW The selection responsibilities of the cabin crew members are devoted to the Cabin Crew Manager, the Flight Operations and Human Resources Department. The training responsibility is devoted to the Training Director. This is also delegated to the Cabin Crew Manager and the Chief Cabin Supervisor. All Cabin Crews and senior cabin crew will achieve an annual Line Check to verify both knowledge and competency. 5.3.0 Minimum Requirements A cabin crew member shall meet the following requirements:

Minimum age 18 years old; School diploma; Good knowledge of the French and English language; knowledge of another language

is a preferable title; Have passed an initial medical examination or assessment and be medically fit to carry

out specified cabin crew duties. Remain medically fit to perform those specified duties. Successfully complete an Initial Training and the appropriate Operator’s Conversion

Course before operating as cabin crew. Be competent to perform duties as specified in the Operations Manual and/or Cabin

Attendant Manual. 5.3.1 Senior Cabin Crew Member (SCCM) The Senior Cabin Crew member shall have at least one year’s experience as a cabin crew member and shall be specifically trained by an appropriate course to operate as the Senior Cabin Crew member responsible for cabin management and cockpit cabin interface. Whenever more than one cabin crew member is assigned for a flight, a senior cabin attendant must be nominated. In the event the nominated Senior Cabin Attendant becomes unable to operate the elderly qualified Cabin Attendant on board will operate as Senior Cabin Attendant. 5.3.1.1 Senior Cabin Attendant Requirements A senior cabin attendant must, at least:

Successfully complete an Initial Training and the appropriate Operator’s Conversion Course;

Be competent to perform duties as specified in the Operations Manual and/or Cabin Attendant Manual;

Have one year’s experience as a Company’s operating cabin crew member and, Have completed an appropriate course.

5.3.1.2 Senior Cabin Attendant Responsibilities The senior cabin attendant is responsible to the Commander for the conduct and coordination of cabin safety and emergency procedures as specified. The senior cabin attendant is also responsible for the passenger handling and the service on board the airplane. 5.3.2 Cabin Crew Member Operations on an airplane with a maximum approved passenger seating configuration of more than 19 pax (when carrying 1 or more passengers) require at least one cabin crew member included in the crew for the purpose of performing those duties specified in the Operations Manual in the interests of the safety of passengers. 5.3.2.1 Cabin Crew Members Requirements A cabin attendant must, at least:

Successfully complete an Initial Training and the appropriate Operator’s Conversion Course in accordance with the OM Part D;

Be competent to perform duties as specified in the Operations Manual and/or Cabin Attendant Manual;

Professional Requirements; The Compagnie Africaine d'Aviation (CAA) ensure that:

the cabin crew member remains medically fit to discharge the duties specified in the Operations Manual

the cabin crew member is competent to perform his duties in accordance with the procedures specified in the Operations Manual

Annual Line Checks, scheduled by the Manager Cabin Crew shall ensure the defined level of competency is maintained by each Cabin Crew Member.

5.3.2.2 Additional Cabin Crew Member The Authority may under exceptional circumstances require an operator to include in the crew additional cabin crew members. The cabin crew may also include additional cabin crew member when required by the type of operation, e.g., training, upgrading, check-flights. 5.3.2.3 Cabin Crew Members during Familiarization Flights After completion of conversion training and prior to operating as one of the minimum required cabin crew, a cabin crew member shall undertake prescribed familiarization flights under the supervision of a senior cabin attendant or training/check cabin attendant.

5.3.3 Operation on more than one Type or Variant A cabin crew member cannot operate on more than three airplane types except that, with the approval of the Authority, the cabin crew member may operate four airplane types, provided that the safety equipment and emergency procedures for at least two of the types are similar. A conversion training program, as set down in Operations Manual Part D is given to allow cabin crew members to perform their duties on the additional other type(s) For the purposes of above, variants of an airplane type are considered to be different types if they are not similar in all the following aspects:

Emergency exit operation; Location and type of safety equipment; and Emergency procedures.

5.3.4 Line Check A Cabin Crew Member must complete a Line Check before release after conversion training has been completed, and thereafter every 12 month cycles in order to verify that all cabin crew members are able to perform their duties in accordance with instructions of the Operations manual. The Chief Cabin Supervisor or other designated Supervisor, acceptable to the Director of Flight Operations will perform the Line Checks.

5.4 TRAINING, CHECKING AND SUPERVISION OF PERSONNEL Compagnie Africaine d'Aviation (CAA) employees adequate number of supervisors that will monitor training, checking of personnel within all areas of the operations. Supervisors, instructors, trainers and checkers is approved and designated by Director of Flight Operations and acceptable to the DRC CAA. Applicants for a supervisory position should be subject to interview by relevant Compagnie Africaine d'Aviation (CAA) Managers. Attendance to additional training courses may be required, as decided by Director of Flight Operations.

5.4.0 General Prior to appointment to a training position, nominees must have been checked in those duties applicable to the appointment. A certificate of competence to conduct the duties of the particular training or checking capacity must be verified and evidence retained on the individual’s personal training file. Flight crew nominated to conduct OPCs and Instrument Rating Renewal Tests have to be authorized by the Authority. The authorization permits the nominated examiner to conduct tests/checks detailed in their authorization. TRIs being nominated for instructional duties must satisfy the following requirements:

5.4.1 Flight Crew 5.4.1.0 TRE Refer to Part D 5.4.1.1 TRI (MPA) – Minimum Requirements An applicant for the initial issue of a TRI rating shall have:

successfully completed an approved TRI course; 1500 hrs as pilot in command of multi pilot airplanes of which at least 1000 hrs shall be

as pilot in command on the applicable airplane. completed within the 12 months preceding the application at least 15 route sectors, to

include take-offs and landings as pilot-in-command or co-pilot on the applicable airplane type, which not more than 7 sectors may be completed in an approved flight simulator; and

conducted on a complete type rating course at least one part related to the duties of a TRI on the applicable type of airplane under the supervision of a TRI notified by the competent authority for this purpose.

5.4.1.2 Line Training Captain Commanders nominated as Line Training Captains must be holding a valid ATPL and Current on the type, shall be nominated by the Director of Flight Operations.

5.4.1.3 Chief Pilot The Chief Pilot should have:

Valid ATPL. Been a LTC for an applicable aircraft. At least 3000 h total flying time with experience on the current type. Inter-personnel communication skills. Comprehensive knowledge of aviation legislation and laws. Good command of the English Language (spoken and written).

5.4.2 Cabin Crew 5.4.2.1 Chief Cabin Crew Supervisor The Chief Cabin Crew Supervisor should have minimum qualifications as set out for Cabin Crew Supervisor and be acceptable to the Director of Flight Operations. 5.4.2.2 Cabin Crew Training Instructor/ Cabin Crew Supervisor

Senior Cabin Crew with at least 2 years experience. High standard in both written and spoken English, and a good working knowledge of

aviation terminology, with a demonstrated ability to communicate at all levels. Competent general knowledge of duties and responsibilities. Experience in SEP and service. Training experience.

5.4.2.3 Service Trainer

Senior Cabin Crew with at least 1 year’s experience. Experience in customer service High standard in both written and spoken English, and a good working knowledge of

aviation terminology, with a demonstrated ability to communicate at all levels.

5.4.2.4 Safety and Survival Instructor The following minimum qualification requirements must be satisfied by all applicants for appointment as Safety and Survival Instructors:

Minimum of 1 year service as a Senior Cabin Crew member. Successful completion of an approved Instructional Techniques Training. High standard in both written and spoken English, and a good working knowledge of

aviation terminology, with a demonstrated ability to communicate at all levels. Competent swimmer, with knowledge of life-saving techniques.

5.4.3 Dangerous Goods Instructor

Dangerous Goods Instructors are required to be approved by the DRC CAA to conduct training.

5.5 OTHER OPERATIONS PERSONNEL Selection and employment of the personnel listed below fall under the sphere of competence and responsibility of the Director of Flight Operations. The Flight Dispatch Manager is also responsible for the On-Job Training of Flight Dispatchers.

5.5.1 Flight Follower

5.6 ENGLISH PROFICIENCY Airplane pilots and flight navigators who are required to use the radiotelephony aboard an aircraft shall demonstrate the ability to speak and understand the language used for radiotelephony communications to the level specified in the language proficiency requirements in ICAO Annex 1, Appendix 1. The language proficiency of airplane pilots who demonstrate proficiency below the Expert Level (LEVEL 6) is formally evaluated at intervals in accordance with an individual’s demonstrated proficiency level, as follows:

Those demonstrating language proficiency at the operational level ( Level 4 ) should be evaluated at least once every THREE years; and

That demonstrating language proficiency at the Extended Level (Level 5) should be evaluated at least once every SIX years.

Formal evaluation is not required for all applicants who demonstrate Expert language proficiency, e.g. native and very proficient non-native speakers with a dialect or accent intelligible to the international aeronautical community. Compagnie Africaine d'Aviation (CAA) guarantees at least the Operational English Level (Level 4) for all the crewmembers. Evaluation is performed in accordance with DRC CAA requirements.
