1 Operational Plan - Introduction
The Operational Plan sets out the management and operational objectives and medium term
project targets in a five year Work Programme (Appendices A & B). This Plan refers to a number
of other operational documents which set out operational procedures to ensure the safety of the
Canal users, the public and property. This plan also contains a set of operational policies for the
Canal which will be added to over time as these develop (Appendix C).
There are two main work programmes for the Basingstoke Canal, which are the Revenue Work
Programme and the Capital Work Programme. The Capital Work Programme is delivered directly
by the owning County Councils and supported by the Basingstoke Canal Authority (BCA). The
Revenue Work Programme focuses on the work of the Basingstoke Canal Authority, the Ranger
staff, volunteers and contractors.
Sitting alongside these (but not included in this document) are also work programmes for the
Visitor Services team and the Finance and Administration team.
The work for all these plans derives mainly from the following sources;
Extensive Inspections Regime (as outlined in the Asset Management Plan)
Planned works from other Canal plans such as the Conservation Plan, Emergency Plan,
Asset Plan, Business Plan
Direct correspondence from members of the public
Canal user groups meetings (recorded in minutes/actions of meetings)
Canal staff & staff Valuing Performance Appraisals
The work is also influenced by the following Acts, Legislation and policy;
Policy from Hampshire County Council (HCC) such as Health & Safety, Waste, Transport,
Finance, Trees
Governing Acts such as Byelaws,National Parks & Access to the Countryside, Canal Act
Other policy from Environment Agency, Natural England (SSSI),
Local Authority Planning (Conservation Planning Area)

2 Prioritisation and Assessment of Work
Work is assessed for its priority and allocated appropriately. Factors taken into consideration are;
immediate risk to members of the public
likely cost
required timescale of works to start and length of work
what time of year work would need to be completed
staff or contractor requirements
the procurement process that would be required
operational policies
Different inspections have a different priority system appropriate to the asset; many of these are
based on the Canal and River Trust’s inspection regime and Asset Inspection Protocols (See
Asset Management Plan).
Asset related work is recorded, where appropriate, into the Asset Geodatabase and allocated
priority. Other works are put straight into the revenue work programme or issued immediately for
attention.
When larger structural works are completed these are then recorded as completed in the Asset
Geodatabase to complete the recording loop. Day to day recording of work is via a diary in the
Canal Centre office.
Improvement projects are often identified but unless these have a direct benefit for improving a
risk issue then these are kept as a wish list (GIS Layer held by strategic manager) until funding
may become available. The other factor that might change this is if the project has a potential
revenue income benefit, in which case a business plan may be drawn up and presented to JMC
for consideration.
3 Monitoring and Performance The Key Results Indicators (KRI’s) aid Members and Senior Managers in assessing how the well
the BCA are doing in achieving their targets and goals.
The Strategy gives the Partnership an overarching mission of “Safeguarding the Basingstoke
Canal for the future”
It draws on the Strategy & Vision, Asset Management Plan and Conservation Management Plan to
arrive at a set of seven Strategic Priorities for the Canal. These cover accessibility and safety for
all users (on and off water), economy, environment, water strategy, community engagement and
heritage.
A dash-board of 10 Key Results Indicators are then used to demonstrate performance for
managers and Members. These will be fed through many more Key Performance Indicators which
will be based on the actions and priorities contained in the underpinning delivery level plans. This
system mirrors closely that used by Canal and Rivers Trust (C&RT).

3.1 Performance will be communicated using the Key Results Indicators (taken from Canal Strategy, ‘V’ numbers refer to items in Vision) and monitored with Key Performance Indicators See Links below (double click to open in either Excel or PDF)
(NOTE: Oct 2016 - The spreadsheet shows the KPI’s and KRI’s and the banding of the RAG status for each. This will not be shown in future and is only for information in initially agreeing this document. These will later be hidden and a simple Red, Amber or Green will be shown instead) Each plan contains a series of actions which in the main, lend themselves only to subjective assessment of progress prior to completion. Progress against these actions will be monitored using a traffic light system. These plan actions will be used to inform the Key Results Indicators. The Operational Plan will be a compilation of the annual actions or longer term projects from each of the main plans setting out priority, key resources and timescales for each of the actions, and as such will be a dynamic document.
