1.1 PURPOSE AND OBJECTIVES
This document describes the training approach proposed by Alcatel-Lucent to train theLibyana’staff in operating the Libyana Mobile Phone network.
Training will be composed of both “Classroom training” and “On the job training” in order toassure a smooth transition between construction and operation activities and to get the staffautonomous in their future activities and tasks.
Training will be job oriented.
Training curricula will be designed according to:
- operation topic
- planning topic
- Performance & provisioning topic.
Training programs will take into account the Libyana’s Mobile Phone requests expressed in threeRFQ:
- RFP1
- RFP2
- RFP4
Libyana’s teams will be trained on:
- Radio Access Network (GSM and UMTS),
- Backhaul Network
- Microwaves Network
- Telecom Applications (OCS, SRP, SDM)
- Core Network (CS and PS).
Training will be job oriented.
Training will be delivered by Alcatel-Lucent University.

1.2.3 Training Delivery
A variety of options is available for customers to best fulfil their learning needs.
1.2.3.1 Instructor Led Training
• Traditional Classroom – provided at Alcatel-Lucent University Training Centers,typically offering hands-on lab exercises emulating a real-life environment.
• Dedicated Training – provided at Alcatel-Lucent Training Centers dedicated to a singlecustomer or group.
• Suitcase Training – delivered at a location of the customer’s choice, (their facility orother specified location) using equipment shipped from Alcatel-Lucent (if applicable)or using the customer’s equipment at their training site. Equipment at the customer’ssite must be operational and trouble-free, but not in service.

• Distance Learning/Virtual - delivered via LiveMeeting or other similar services, allowinginstructor facilitation over the Web for better time-management while reducing travel-related costs of training.
1.2.3.2 Alternate Media Training Delivery
• Computer-Based Training (CBT): Designed, developed and administered by Alcatel-Lucent University, CBT courses are interactive training products that a customer canlaunch from his/her PC any time, regardless of network connectivity. CBT courses offerstudents a convenient way to learn pre-requisite knowledge prior to attendingInstructor Led Training.
• Web-based training (also referred to as e-learning): Anywhere, any-time instructiondelivered over the Internet or a corporate intranet to browser-equipped learners.There are two primary models of Web-based instruction: synchronous (instructor-facilitated) and asynchronous (self-directed, self-paced).

Instructors must complete an extensive certification program based upon product knowledgeprior to delivering training. In-depth technical knowledge on Alcatel-Lucent products enablesinstructors to address topics above and beyond standard text.
Alcatel-Lucent University instructors are required to demonstrate knowledge of the technicalmaterial presented and its relevance to the customer's various networks and solutions.
In addition to technical competence, Alcatel-Lucent instructors receive training in the followingareas and are required to demonstrate expertise in:
• Classroom leadership and control and conflict management in the classroom
• Oral presentation, communication, and sensitivity to deliver training to diverse studentaudiences at worldwide locations

1.2.7 Alcatel-Lucent’s Capability to Create Prototype Site Training Configurations
Alcatel-Lucent University will work with customers to define the appropriate curriculum for avariety of audiences from our standard offering of Instructor Led and Alternate Media courses.
If required, we have the ability and expertise to adapt the training materials and lab
exercises/configurations to meet the requirements of a particular customer in fulfilling itsspecific learning objectives and deliver the training via the most effective medium and to theappropriate venue.
Equipment may be shipped to a specified location or accessed remotely, depending on therequired configuration.
Alcatel-Lucent University can develop specialized end user workshops to facilitate the learningexperience based on the customer’s needs and requirements

1.4 CLASSROOM TRAINING MAIN CHARACTERISTICS
The proposed training has the following characteristics:
1.4.1 Language
Classroom training will be delivered in English language.
Training documentation will be written in English.
1.4.2 Location
Training will be delivered in Libyana premises.
Libyana Mobile Phone will provide training facilities and tools.
1.4.3 Pre-requisites
Each training module will be described with the expected knowledge and skill levelrecommended to attend it with efficiency.
1.4.4 Maximum number of participants As a general rule, for a theoretical training (“T”), the number of participants is 12 and for a practicaltraining (“P”), it is 8.
1.5 ON THE JOB TRAINNING PROCESS MAIN CHARACTERISTICS
1.5.1 Principles
An On the Job Training sequence consists to execute in real conditions the operational tasksunder the supervision of an Alcatel-Lucent expert.
At the beginning, the majority of the tasks will be performed by the Alcatel-Lucent Expert.
Progressively, these tasks will be handed by the Libyana teams until a complete autonomy.

Each participant should have already attended classroom training.

The On the Job Training (OJT) activities will be performed to small groups (four traineesmaximum) in order to get the maximum of efficiency and to facilitate exchanges between theALU expert an the participants.
OJT activities will be split in two periods.
- A static period where the operational tasks will be performed by the ALU Expert.Trainees will observe the execution and ask any question.
- An active period where the operational tasks will be performed by the trainees under thesupervision of the ALU Expert.Trainees will explain the tasks before to perform them.
During static and active periods, the ALU expert will detail and explain the procedure to beexecuted:
- What are the objectives,
- What is the standard duration,
- Which tool will be used
- What are the risks
- What is the detailed of the tasks to be performed
- What are the good practices,
- Etc…
He should encourage the participation of each trainee and should ask questions to be sure thattrainees have understood what to do.
A summary of the activities will be done at the end of each procedure.
During the OJT sequences, the ALU Expert will progressively increase the complexity of the tasksto be performed by the trainees.
If the ALU Expert detects some additional knowledge needs on specific points during an On theJob Training sequence, he will organize an adapted corrective training action.
On the job training sequences will be performed during the deployment phase.

Indeed in the way of the competence acquisition, assessment is a stepwhich allows the trainee to have a real feedback on how he masters theexecution of main procedures belonging to the maintenance, supervisionand/or configuration job such as board replacement, fault analysis, re-parenting, site creation, parameter settings, indicators monitoring, etc.Practically, thanks to the assessment the trainee will have a clear pictureon his real acquired competencies through a straight-forward task-completion report. Moreover, the essential added-value of the assessmentis to bring an opportunity to detect and solve a misunderstanding issue ina critical task execution.
Pre-requisites The trainee attended the training courses relative to the assessment.
Method
After the practical course begins the assessment phase in which thetrainee has to perform a selection of key exercises already seen duringthe course with the help of the :• Electronic Customer Documentation• Connection to 9100 BTS, 9130 BSC/MFS, 9125 TC, 9153 OMC-R, and/or9959 NPO.• Trainee's personal notes
The "examiner" monitors the trainee during the practical session. At theend of the assessment, a report is made to the trainee and if requested tothe customer. In this report, tasks acquired and tasks not acquired will beclearly identified.
Note: assessment duration can be customized according to the number ofequipments to do assessments on.
