OP Monthly Status Report
March 2020
FY2020 Supply Corps Roadshow Season
The FY2020 Supply Corps Roadshow season is going virtual. The NAVSUP OP team will work with the
Supply Corps Chapters impacted by current travel restrictions to schedule their virtual roadshow.
CIVINS Post Graduate (PG) Education Screen Board (810/811)
The Supply Corps CIVINS PG Education Screen Board (810/811) is scheduled to convene during the summer
of CY2020. All interested officers who meet the eligibility requirements below are highly encouraged to
submit a package. Officers selected for the 810 Program will receive a Master of Business Administration
(MBA) from a BusinessWeek Top 30 business school and the Supply Acquisition/Distribution Management
subspecialty code (1301P). Officers selected for the 811 Program will attend the University of Kansas and earn
an MBA degree from the School of Business, a graduate certificate in Petroleum Management from the School
of Engineering, and a Petroleum Management subspecialty code (1307P). Sample letters can be found on the
Career Counselor website and the eSUPPO app.
Given the extended closures of GMAT testing facilities due to COVID19, GMAT scores are not required for
this year’s 810/811 board. Instead, eligible officers who meet all the other requirements listed below, may also
submit SAT or ACT scores in addition to their undergraduate transcripts. Packages are due 5 June 2020.
Supply Corps Postgraduate Education Board!
The CY2020 Supply Corps Postgraduate Education Board will convene in June 2020 immediately following the
810/811 board. This board will screen eligible candidates for Naval Postgraduate School and all service colleges.
In preparation for the board, eligible 3100 officers in 2009-2014 year groups should ensure their records contain
the minimum eligibility requirements listed below to be automatically screened:
• Academic Profile Code (APC) of 345 or better (ODC Block 47) for NPS, NPSCIVINS, and NWC
• Postgraduate School Preferences (ODC Block 94)
• Completed one Operational Tour (928 AQD) (ODC Block 72 / OSR Special Qualifications)
• Warfare Qualification (ODC Block 72 / OSR Special Qualifications)
This board is separate from the Civilian Postgraduate Education Board (810/811) which is covered below.

Requirements:
• Letter to the Board stating preferred program (810, 811, or both); if both, officer must list programs in
order of preference; • Completed one operational tour of 18 months (or more);
• Earned a warfare qualification;
• 3100 designated officers in Year Groups 2012-2014;
• Qualifying APC on file (245 or better for 810 and 323 or better for 811) or waiver request; and
Officers selected from this board are required to provide qualifying GMAT scores for a Top 30 Business school
in order to be detailed to a PG Institution.
Restriction of Movement (ROM) Financial Entitlement…$$$
CONUS ROMs are required at the Area Commander’s discretion. Service members are not authorized ROM
entitlements unless stopped at an alternate location, sent back to a previous location, or are not allowed to report
to their new command. Contact your gaining command to determine if a ROM is required for you. All
personnel reporting to or detaching from an overseas command are required to ROM for 14 days. Personnel
transferring from overseas to overseas are required to ROM at losing and gaining command. Please provide
ROM dates to your detailer to ensure orders include all necessary authorizations.
**ALL PERSONAL WHO ARE REQUIRED TO “ROM” MUST HAVE ROM AUTHORIZATION IN
THEIR ORDERS PRIOR TO REPORTING TO THEIR ULTIMATE COMMAND IN ORDER TO
RECEIVE ENTITLEMENTS.**
Important COVID19 NAVADMINS
Current NAVADMINS pertaining to COVID19 are provided below. Refer to the NPC website for the most up-
to-date official information.
NAVADMIN 116/20 (https://www.public.navy.mil/bupers-
npc/reference/messages/Documents/NAVADMINS/NAV2020/NAV20116.txt) Stop movement is
officially 30 June. However, SECDEF is expected to review the order every 15 days and update as
necessary. If the stop movement order is extended, our detailers will reach out to affected officers. Be
flexible, but plan accordingly.
o PCS waivers are being reviewed and approved by PERS. Initial responses are usually provided
in within 48 hours, pending volume of requests. Intent remains to focus on mission essential
moves and those that prevent Sailor and family hardships. Gaining and losing commands are
encouraged to discuss merits of any waivers, provide sufficient justification and most
importantly, include Detaching commander endorsement through the first Flag Officer or
member of the Senior Executive Service (SES).
NAVADMIN 89/20 (https://www.public.navy.mil/bupers-
npc/reference/messages/Documents/NAVADMINS/NAV2020/NAV20089.txt) announced Navy is
accepting applications from officers and enlisted personnel who desire to delay their voluntary
separation or retirement for 6 to 12 months (duration specified by Service Member). All Service
Members interested in extending, are invited to apply, but priority for approval will be given to those

Service Members filling sea duty and critical billets. Requests must be received by 1 July 2020.
Command endorsed requests to delay a separation or retirement date should be initiated through the
appropriate detailer. If you have members requesting to modify or cancel an existing separation, they
can email Ms. Deborah Jones ([email protected]) to adjust their requests. For retirements,
members must submit a memo (ref: NAVADMIN) to [email protected] requesting to
cancel or modify their requests.
NAVADMIN 105/20 (https://www.public.navy.mil/bupers-
npc/reference/messages/Documents/NAVADMINS/NAV2020/NAV20105.txt) authorized unlimited
retire/retain quotas through 31 DEC 2020. As a result, retire/retain requests for CY21 will minimized.
Retire/retain ONLY applies to statutory retirements, interested officers should submit requests soonest.
CY21 CAPT & CDR Detailing Cycle Launch!
The Supply Corps Office of Personnel expects to launch the CY21 Captain and Commander detailing slate
during the first week of May 2020. CAPTs and CDRs, as well as LCDRs in-zone for CDR, with a PRD in
CY21 will be able to review the billet lists and provide detailing preferences throughout the month of May to
their respective detailer. Officers considering a PRD extension or voluntary retirement in CY21 are asked to
contact their detailer before 1 June 2020 to discuss.
Priority Based Detailing
Due to our manning shortfalls, OP will begin detailing in accordance with the Navy Personnel Command’s
Priority Officer Manning Thresholds. As a result, we will be changing our O-4 and below billet lists by
advertising billets in priority order starting in May (example below). For transparency purposes, all billets will
still be advertised, however, billets highlighted in GREEN will be the only ones available at that time. The
detailing landscape is constantly changing and we’ll continue to update the available billets approximately
every two weeks. As you negotiate your next set of orders, please take a look at the most recent billet list and
be ready to discuss the billets highlighted in GREEN.

For a multitude of reasons, the Supply Corps is experiencing an inventory shortfall that will continue for the
foreseeable future. The largest deficiencies will be felt in the LT to CDR ranks. Therefore, the Office of

future. In preparation for those discussions, please consider and research opportunities that can minimize the
impact of reduced manning. Conducting early turnovers in a TAD status, completing school/training
requirements in advance of PCS, reducing en route leave during PCS, careful consideration of approved
retirements and shortened PRDs, civilian rotation, and Contractor and/or Reservist backfill opportunities can all
potentially reduce the impact of upcoming gaps in personnel.

Flag Aide Opportunities
OP is currently collecting application packages for five Flag Aide opportunities rotating in CY20. Serving as a
Flag Aide is an excellent opportunity to experience executive and strategic level decision-making based on
exposure to many aspects of the Navy and Department of Defense environment. As an Aide, you will handle a
range of Admiral or General Officer’s matters that provide tremendous growth and professional
development. These opportunities are extremely challenging and highly rewarding tours for Junior Officers

Updated Board Schedule
NAVADMIN 072/20 announced the postponement of boards scheduled to convene at Naval Personnel
Command. Zone sizes, board correspondence submissions and official record pulls remain consistent
with original board dates for statutory boards.
NAVADMIN 072/20 offered the opportunity for smaller administrative boards to convene virtually. NAVSUP
Leadership has authorized Supply Corps sponsored administrative boards this year to be conducted virtually to
ensure alignment with career progression and milestones. Board correspondence submission dates shall remain
the same and additional changes will be promulgated by NAVSUP Flash for affected boards.

Special Leave Accrual
The Department of Defense has authorized the active duty service members to accumulate annual leave in
excess of 60 days (not to exceed 120 days) as shown on their end of month September 2020 Leave and Earnings
Statement. Memebers are futher authorized to retain such unused leave until the end of Fiscal Year 2023.

Per NAVADMIN 220/19, Electronic Submission of Selection Board Documents (ESSBD) will become the
preferred method of submitting a Letter to the Board (LTB) beginning 01 January 2020.
To utilize ESSBD, candidates must access document services through MyNavy Portal (MNP) at
https://www.mnp.navy.mil/group/my-record or the BOL main menu. From the BOL main menu, select "Navy
Personnel Command Document Services," Start Process, Selection Board and LTB. On-screen instructions will
direct the submitter thereafter. Submissions should be prepared with attachments (if applicable), prior to
initiating their LTB. There is no save and return function between BOL sessions. Submitters will receive an
email confirmation regarding the status of their submitted LTB.
ESSBD attachments must be in .pdf format and must not contain classified information or classified
markings. LTBs and attachments containing such markings will not be presented to the board and may subject
the submitter to disciplinary action.
Multiple LTBs to the same board will be accepted. However, duplicate submissions, using ESSBD or other
available avenues, are discouraged.
Submission and subsequent acknowledgement of receipt for LTBs submitted via ESSBD or other means does
not constitute confirmation of eligibility for the boards to which LTBs are submitted. A full visual user guide to

Captain Major Command Ashore or
Commander Milestone Board
Board #56 (CAPT Major Command) will convene on 15 June and consider eligible officers in PYG 16-20.
Board #55 (CDR Milestone) will convene on 17 June and consider eligible officers in Promotion Year Group
(PYG) 18-19.
Officers not completing the 2D1 qualification process for consideration before their first milestone board
opportunity will lose future board eligibility unless a command-endorsed request for exception is submitted and
approved by the Chief of Supply Corps.
In accordance with NAVSUPINST 1412.1B, the following prerequisites are prescribed for Supply Corps
officers pursuing Commander Milestone tours:
Attainment of at least one formal warfare designation.
Completion of at least two Supply Corps operational tours prior to being screened "in zone" for the
rank of Commander (minimum 18 months each).
Completion of Joint Professional Military Education (JPME) Phase I.
Attainment of a subspecialty code in at least one Supply Corps core competency (Acquisition,
Supply Chain Management, Operational Research Logistics Analysis).

Receipt of a formal nomination letter from your Reporting Senior; nomination letters should certify
that nominee meets all eligibility requirements.

Do I Qualify For That??
92A/929 AQDs: Upon reporting to a second operational tour, officers should contact the Supply Corps Career
Counselor to ensure their record reflects the 92A AQD. Officers should also contact the career counselor upon
successful completion of that second operational tour to ensure the 929 AQD is recorded.
SUBSPECS: In order to obtain a subspecialty code, members serving in a coded billet need to meet the 18
month minimum requirement. Records usually reflect by the 19 month mark.
In addition to receiving credit by serving in a code billet, officers may request subspecialty codes from the
Subject Matter Expert by submitting a package. The subspecialty package will be generated using the
appropriate sample package that appears after the subspecialty table provided in link below, and sent by email
to the Subject Matter Expert (SME) who will review the request against the Education Skill Requirement (ESR)
or Core Skill Requirement (CSR), and notify PERS-451 of their recommendation. Upon notification from the
SME, PERS-451 will award the subspecialty. The SME listing and email is available in the NOOCS Vol I
Appendix B. Reviewing the applicable ESR or CSR is strongly recommended when generating the package to
enable a swift review. Once approved, allow 1-2 weeks for the subspecialty to appear on the ODC/OSR.

Probationary Officer Continuation and Redesignation (POCR) Supply Corps Officers
MILPERSMAN 1540-010 mandates officers disenrolled from aviation training for other than medical reasons
shall be required to serve on Active Duty for a period equal to the officer’s normal period of minimum required
service plus the time spent under instruction. Refer to MILPERSMAN for additional details.
O-4 Run-time
The recently approved SECNAV Supply Corps Career Progression timeline accelerates the point at which
Supply Corps Officers will screen for, and if selected, attend PG School. This will enable Junior Officers to
serve in more observed tours as a Lieutenant Commander prior to their Commander promotion board. These
tours will consist of an operational or overseas tour and a utilization tour, in no specific order, as depicted in the
illustration below.

Active & Reverse Mentoring
The Supply Corps Community’s updated career progression timeline requires all Supply Officers to understand
the impacts these changes have when providing mentorship. Consider the points below to provide effective
guidance.
Junior officers are encouraged to seek out mentors who've achieved success in Supply Corps
competencies they find interesting.
Senior officers are encouraged to actively engage their officers to understand their professional goals.
Mentors should provide relevant feedback that addresses protegee’s interest while addressing the
relation to the Detailing Triad.
Mentors should be knowledgeable of current community values.
There are various paths to success. Consider the guidance received from multiple mentors when planning
various career paths.
But Seriously, Are You Ready For Sea??
Did you know that roughly 34% of the LCDR billets are Operational or Overseas? Assuming two tours as a
LCDR, the Supply Corps will need 68% of our LCDRs to complete an Operational or Overseas assignment
during this 5-year rank. These are outstanding opportunities to lead sailors in a warfighting capacity, diversify
and/or balance your career assignments and directly contribute to the community being “Ready for Sea!”
There are currently 12 operational/overseas opportunities available to fill in 2020. All LCDRs have to “clear”
the Operational and OCONUS desk before competing for CONUS Shore duty billets. Talk to your mentor(s),
your family and your detailer about the value of one of these tours and seize the opportunity now!
FY20 JPME II Schedule

Are you a LCDR* or above and currently filling or have orders to a Joint (JD1) billet and still need to complete
JPME Phase II? If so, please contact the O5 Detailer ([email protected]) to discuss the possibility
of attending one of the below classes. A full course description can be found at

If Class 20-3 becomes a virtual course, the Joint Forces Staff College expects students to meet the normal
in-residence standards for participation and assessments. Students are expected not to be assigned duties
beyond the educational mission for the duration of the course. Additionally, quotas will not be increased
as a result of virtual delivery of the course.

DAWIA Experienced Credit
Please be advised, at this time the DACM office is only processing requests for military certifications and/or
acquisition corps membership for officers that have previously held an acquisition billet, are en-route to an
acquisition billet, or are required to meet the AQD for a promotion board within the next 4 months. These
requests are currently taking 60-90 days to process.
All other requests are on hold until further notice.
If your request falls outside the above referenced criteria please reach out to your Officer Community Manager
for guidance. If your OCM reviews your time and feels it qualifies for the 50% rule they can reach out to the
DACM office on your behalf.
*Note: In addition to the requirements set by the DATM Office, Supply Corps Officers requesting experience
credit must demonstrate through FITREPS, awards, etc., that they have performed the corresponding Career
Field/Path Specific Duties per the DAWIA Operating Guide Position Category Descriptions (PCDs). Only
complete experience request applications will be considered. Complete requests include request memorandum
outlining the specific FITREP/Award/etc. verbiage that correlates to Career Field/Path Specific Duties, along
with the appropriately annotated supporting documentation. An officer must have completed a minimum of 24
months in the position for which credit is requested, with Career Field/Path Specific Duties comprising a
minimum of 50% of their responsibilities. Do not submit your request via eDACM to the OCM. BUPERS-3 is
not the adjudicating authority for acquisition credit, and therefore a referral to the DATM Office from the OCM
on an officer’s behalf does not constitute the awarding of acquisition experience credit.
