I’ve laid out my budget priorities for the upcoming fiscal year: Public Safety, Police and Fire recruitment and retention, and investment in neighborhoods and communities that have been historically underserved. FY 2015 Proposed Budget Press Conference

On Monday, I joined Mayor Faulconer,

two of my Council colleagues, and key

City leaders to unveil the proposed

Fiscal Year 2015 budget. I am thrilled

about the good news in this budget for

the Fourth Council District. I’ve laid out

my budget priorities for the upcoming

fiscal year: Public Safety, Police and

Fire recruitment and retention, and

investment in neighborhoods and

communities that have been historically

underserved.

As Vice Chair of the Public Safety and Livable Neighborhoods Committee, I know that we have work to do

to ensure that our neighborhoods are safe and livable. This budget will fund the temporary fire station at

Skyline at Sychar and a Fast Response Squad in Encanto. This will help to improve emergency response

times that have been inadequate. If you’re having an emergency, you don’t want to wait unnecessarily

for the aid of our first responders. In addition, the budget restores staffing to help maintain and repair

our fleet. As Vice Chair of the Infrastructure Committee, I know that we need to address our aging and

crumbling infrastructure. It is no secret that we need sidewalks in the Fourth District. This proposed

budget will help with revitalizing our neighborhoods. Funding is also proposed for much-needed

community plan updates. Each of you will have an opportunity to provide your input on the proposed

budget. Public Hearings will begin the first week in May and I’ll include dates and times in next week’s

Paving Great Futures | Creating Jobs through Training and Education

Paving Great Futures stopped by the Tubman-Chavez

Community Center during my office hours. We are there

from 10 a.m. – 2 p.m. every Friday. I am excited about

what they shared as their goals for this District. This

organization is dedicated to creating jobs through

training and education. They realized that they couldn’t

keep asking for jobs that people weren’t giving them.

They decided to create their own economy. The

organization is having a mixer on Wednesday, April 23rd

from 6 p.m. – 8 p.m. at the Jacobs Center. To learn

Citizens Review Board | Promoting Fair and Humane Policing of the City

I want to make my constituents aware of the independent Citizens Review Board on Police Practices. The

purpose of the Board is to empower an independent citizens group to assure the public that complaints

recommends and advocates for policies which promote fair and humane policing of the city. To learn

Infrastructure Improvements | Holly Drive Improvements Project Groundbreaking Ceremony Councilmember Cole will be breaking ground on Wednesday, April 30th at 11:30 a.m. for this important

infrastructure project. The staging area will be at the corner of Holly Drive and Willie James Jones. Holly Drive is a two lane residential street in desperate need of infrastructure improvements. This project proposes to widen the roadway

to accommodate on-street parking on both sides of the street and install new curbs, sidewalks, new drainage improvements, trees and speed bumps to encourage drivers to slow down. An asphalt concrete overlay is proposed to

improve the driving surface. After the completion of the project, the roadway will meet current City standards for a

typical residential roadway with improved pedestrian access, reduced vehicular speeds, improved driving surface, and enhanced parkway with street trees. We are getting things done for you!

Utilities Undergrounding Program | Website: http://www.sandiego.gov/undergrounding/index.shtml Each year, the City of San Diego’s Utilities Undergrounding Program (UUP) relocates approximately 15 miles of

overhead utility lines. It will take time and coordination with San Diego Gas & Electric (SDG&E) and the Public Utilities

Department to underground all the utilities throughout the City of San Diego. In the Fourth Council District, we currently have 3 UUP projects in construction: 1) Residential Project Block 4AA in Paradise Hills; 2) Residential Project

Block 4G in Lincoln Park; and 3) Residential Project Block 4Z in Paradise Hills North. We also have 3 projects in the design phase. To see when your area is scheduled for undergrounding or for general information about the City's

Councilmember Myrtle Cole was joined by City officials from the Streets Division, the

Code Enforcement Unit, the Environmental Services Department and members of the

Community to kick off her fifth Neighborhood Revitalization Day. There are 18

communities that comprise the Fourth Council District and she’s hosting revitalization

days for each community. “We’re filling potholes, eliminating graffiti, cleaning up our

neighborhoods, and addressing the issues that impact our overall quality of life. We are

getting things done,” said Councilmember Cole.

Presentación de propuesta para el Presupuesto Fiscal 2015

Este lunes acompañe al Alcalde Kevin Faulconer, a dos de mis colegas del Cabildo y a algunos líderes de la Ciudad a

la presentación de la propuesta del presupuesto para el Año Fiscal 2015. Este presupuesto está lleno de buenas

noticias para el Distrito 4. Mis prioridades presupuestales para el siguiente año fiscal son: La seguridad pública,

reclutamiento y retención de policías y bomberos e inversión en las comunidades que históricamente han sido

desatendidas.

Como Vicepresidenta del Comité de Seguridad Pública y Comunidades Habitables, se que tenemos que trabajar para

asegurar que nuestras comunidades sean seguras. Este presupuesto financiará la estación de bomberos temporal en

Skyline y Sychar y la Unidad de Respuesta a Emergencias en Encanto. Esto mejorará los tiempos de respuesta a

emergencias, de esta manera ya no tendremos que esperar para recibir atención cuando la necesitamos. Además,

este presupuesto aumentará el personal responsable de reparar de nuestra flota vehicular. Como Vicepresidenta de

Comité de Infraestructura reconozco la necesidad que hay de dar mantenimiento a nuestra infraestructura. Para

nadie es un secreto que nuestro distrito necesita banquetas. Este presupuesto ayudará a revitalizar nuestras

comunidades. También se dará financiamiento para la revisión de planes comunitarios. Continuaré trabajando por

nuestras comunidades para que todos contemos con la ayuda necesaria para mejorar en nuestro Distrito.

Tuve la oportunidad de recibir al equipo de Paving Great Futures en el Centro Comunitario Tubman-Chavez durante

mi día de puertas abiertas. Estoy trabajando desde la oficina distrital todos los viernes de 10 a.m. a 2 p.m.

El equipo de Paving Great Futures me compartió las metas que tienen planteadas para el Distrito 4. Esta organización

se enfoca en la creación de empleos mediante la capacitación y educación. Ellos decidieron dejar de solicitar empleos

y empezar a crearlos. Esta organización tendrá una reunión informativa el próximo miércoles 23 de Abril, de 6:00 a

Comisión de Observación Ciudadana | Promoviendo practicas policiacas justas

Quiero dar a conocer la gran labor que realiza la Comisión Independiente de Observación Caudada de Prácticas

Policiacas. El propósito de esta comisión es el empoderamiento ciudadano para asegurar que las denuncias en contra

de la Policía de la Ciudad de San Diego sean investigadas de manera justa. Esta Comisión hace las recomendaciones

pertinentes y aboga por la creación de políticas públicas que promuevan las prácticas policiacas justas y humanas.
