Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:

A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

As of 2014/10/15, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property.

As of 2014/10/15, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses.

I am a qualified person and have the qualifications required by section 5 of the regulation.

I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.

I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.

PHASE ONE CONCEPTUAL SITE MODEL

The Phase One Conceptual Site Model (CSM) is provided as Plates 4.1 and 4.2. The CSM

provides a basic overview of the Phase One study area, basic geological and hydrogeological

information and any other pertinent data that may affect the Phase One ESA of Schedule D of

the Regulation. The CSM is required to contain figures, narrative descriptions and assessments

as per Subsection 16(7) of Table 1 of Schedule D (Sub-Heading (iv) in Report Section 7 of the

Regulation). The following table and narrative provide information for the CSM summarized

from this Phase One ESA.

The Phase One CSM indicates that there is sufficient information collected for this Property to

confirm that there are not any APECs or PCAs that may require any further investigation (i.e.

completion of a Phase Two ESA).

Phase One Conceptual Site Model

Provide one or more figures of the Phase One Study area that,

i) Show any existing buildings and structures

The Phase One Conceptual Site Model (CSM) identified the property with a rural residential building. The other structures that are present in the Study Area within 300 m are generally residential subdivision homes to the north, east and south with rural residential and agricultural lands to the west.

ii) Identify and locate water bodies located in whole or in part on the Phase One Study Area

A tributary of Jackson Creek runs through the southeast area. There are no other water bodies located within the Phase One Study Area.

iii) Identify and locate any areas of natural significance located in or in part on the Phase One Study Area

One area of natural significance was identified within the buffer zone of the Phase One Study Area. A wetland is located along the tributary of Jackson Creek on the southwest area of the Property that follows the tributary to the west.

iv) Locate any drinking water wells at the Phase One Property

One drinking water well was located for the Property. The Property well identified as MOE Well Record number 5109060, was constructed in 1977 with a depth of 57m with bedrock encountered at 56m. The well is located centrally on the Property just south of the dwelling and barn as indicated on Plate 2 and 4.

v) Show roads, including names within the Phase One Study Area

Roads with names are provided on the Phase One Conceptual Site Model, Plate 4.

vi) Show uses of properties adjacent to the Phase One Property

The adjacent lands are generally residential developments with agricultural lands to the west as shown on the Phase One Conceptual Site Model, Plate 4.

vii) Identify and locate where There are no PCAs or tanks identified on the

There was no evidence of a garage, tanks, or spills observed or any evidence of PCAs or APECs based upon the records review from the activities at this Property. i) Any areas where PCA on or potentially affecting the Phase One Property has occurred

Based upon the interview, site reconnaissance and records review, Geo-Logic is not aware of PCAs on or potentially affecting the Property.

ii) Any contaminants of potential concern

None

iii) The potential for underground utilities, if any present, to affect distribution and transport

One residential house is located on the 9.9 ha property, thus underground utilities are not expected to be an issue.

iv) Available regional or site specific geological and hydrogeological information, and

The Property generally slopes to the southeast. The inferred groundwater flow direction is expected to be toward Jackson Creek.

v) How any uncertainty or absence of information obtained in each of the components of the Phase One ESA could affect the validity of the model.

The Property has had minimal development activities and has generally been rural residential and pastured land. It is proposed that the Property be used for residential development. The activities related to the Property are, in the opinion of Geo-Logic, not considered to be of significant environmental concern. Thus, it is our opinion that the degree of uncertainty is limited and the CSM is valid.

The Property is currently rural residential land that encompasses an area of 9.9 hectares (24.5

acres) and is located on the south side of Parkhill Road West (east of Brealey Drive and west of

Ravenwood Drive). The area has been naturalized, resulting in grassland and new tree growth.

The topography of the immediate area is drumlinized with a gently rolling slope towards the

southeast where a small creek basin directs water to the northeast to Jackson Creek. Shallow

groundwater flow is expected to conform to the local topography and expected to be influenced

by Jackson Creek. The Property is located in the physiographic region known at the

Peterborough Drumlin Field (Chapman and Putnam, 1984) and is generally comprised of till

plains (drumlinized). The Peterborough area is underlain by thin, flat-lying, Middle Ordovician

limestone. The glacial materials deposited over bedrock in the area are from the Late Wisconsin

period.

The Property relative to topographical features is shown on the Vicinity Plan, Plate 1. The site

location relative to the surrounding roads and water courses is shown on the Property Plan, Plate

2. A Plot Plan, Plate 3 illustrates the lands based upon a recent aerial photograph (2012). The

Phase One CSM is provided as Plate 4 and depicts the Phase One Property as well as the Phase

One Study Area.

Based on the records review, interview and site reconnaissance carried out as part of the Phase

One ESA, no APECs were identified at the Property or within the Phase One Study Area that

required further investigation (i.e. Phase Two ESA).

There were no dry cleaning facilities or bulk fuel dispensing facilities (including gas stations),

vehicle repair facilities or garages observed up-gradient within 300 m. An Environmental Risk

Information Service (ERIS) report was requested for the Property and surrounding area. One (1)

water well record was identified for the Property. The Property well identified as MOE Well

Record number 5109060, was constructed in 1977 with a depth of 57m with bedrock

encountered at 56m. The records for the surrounding 300 m radius also indicated no APECs. It

is Geo-Logic’s opinion that no APECs were identified based on the records review from ERIS.

Investigations of Fire Insurance Plans, Property Underwriters reports Property Underwriters

Plans, TSSA and MOE documents were performed by Geo-Logic. No environmental impacts are

expected at the Property based on the information provided above to Geo-Logic.

Digital aerial photographs reviewed from 1929 through 2012 indicated the first developed land

use as agricultural followed by rural residential and agricultural use with farm buildings on the

lot to the west. Additional land development was identified in the area in the 1966 aerial

photograph, including some land clearing, and development of the City of Peterborough is

visible to the east. From 1990 to 2012, the area appears to be further residentially developed and

the property is naturalized with trees and vegetation.

An interview with the Property owner, Mr. Davenport of LTM Land Corporation indicated that

the property has historically been used for rural residential and agricultural purposes.

Development extending from the City of Peterborough now surrounds the Property on the north,

east and south. To the best of his knowledge, no spills, releases or environmental related impacts

have occurred on the Property including the storage of hazardous materials, landfilling or

dumping operations. To his knowledge there was no underground storage tanks located on the

Property. Based upon this interview, there were no APECs or PCAs identified.

The Property’s current conditions, consist of vegetation and mixed deciduous and coniferous

sapling growth. There is no evidence of garage activities, tanks, spills or PCAs/APECs

concluded through extensive records review and property inspection. No landfills or dumps were

observed in the vicinity based on the aerial photographs, site reconnaissance and interviews.

The Phase One CSM indicates that there is sufficient information collected for this Phase One

Property and the Phase One Study Area to confirm that there are no PCAs or APECs that would

require further investigation.
