Report of Multidisciplinary Online Refresher Course on Tribal Studies: Emerging Perspective An online Multidisciplinary Refresher Course on Tribal Studies: Emerging Perspectives was organized from 23 rd November to 5 th December 2020 by Human Resource Centre Pt. Ravishankar Shukla University, Raipur. Prof. A. K. Gupta Director of HRDC, presented the welcome address which was followed by the theme of the course by Prof. Moyna Chakravarty and vote of thanks by Dr. Arvind Agrawal, co-coordinator of the course in the inaugural session. After the inaugural session all the 40 participants introduced themselves under the induction programme. First lecture was delivered by Padmashree Dr. A. T. Dabke on the health aspects of tribal children of Chhattisgarh. He concluded that the health situation of the tribes of Chhattisgarh as vulnerable and explored the areas of research in this field. He expressed that more than 50% of Kamar tribal children are malnourished. He compared his studied population with NFHS data. He opined that there is a strong association of development of brain with nutrients, stress and care giving. Next lecture was of Eminent Professor Vijoy Sahay of Ranchi University who focussed on inconsistencies in tribal development. He started his lecture with excellent and basic conceptual description of the term “Tribe” He pointed out the differences between caste and tribe. He strongly emphasized that tribal development is not possible without cultural changes. He also threw light on Man- nature - spirit complex of Prof. Vidyarthi and about the notified and denotified tribe and differentiated between band, tribe. chiefdom and state. Report of Multidisciplinary Online Refresher Course on Tribal Studies:

Emerging Perspective

An online Multidisciplinary Refresher Course on Tribal Studies: Emerging Perspectives was organized from 23rd

November to 5th December 2020 by Human Resource Centre Pt. Ravishankar Shukla University, Raipur. Prof. A. K.

Gupta Director of HRDC, presented the welcome address which was followed by the theme of the course by Prof. Moyna

After the inaugural session all the 40 participants introduced themselves under the induction programme. First lecture was

Prof. S. B. Roy chairman of Indian lnstitute of Bio-Social Research and Development delivered his lecture on Participatory

Development: case study from Baiga and Lodha PVTG’s. He explained how social change can be brought about if we are able

to change world view on perception of tribal people .He shared his field experiences on digital ethnography through

“Panchatatva” According to him the major emerging aspects of tribal development are forest right act (FRA). 2006; GOAL

(Going online as Leaders), Self Reliant programme and the most important is participatory development. He explained FRA in

detail mentioning that the three rights are viz. individual forest right, community forest resource right and forest right for

minor forest products as timber and non-timber. Dr, Sucheta Sen choudhuri ot central university Jharkhand presented her

views on constructivists approach for tribal studies and about ethnographic fictions. Her lecture was followed by Prof. Arup

Banerjee from Dept. of Anthropology Kolkata on reaching the unreached: A brief discourse on recognizing and combating the

health problems. He explained the causal factors of malnutrition, tuberculosis, leprosy and hypertension. He also discussed the

Anthropometric techniques for identifying high risk individuals. He clarified the role of some epigenetic factors for poor health

conditions of tribal people.

Dr. Neelkanth Panigrahi of Guru Ghasidas University, Bilaspur delivered his lecture on role of fifth and sixth schedules in tribal

development in India. His presentation was on role of fifth and sixth schedules in tribal development in India. He discussed

about the classification of tribes on the basis of language, racial, economic and socio-cultural. Prof. Tanka Subba former Vice

Chancellor of Sikkim University pointed out the shortcomings of tribal studies. He specified that for defining tribe: theory,

methods and languages were considered as shortcomings of tribal studies. He referred about the studies conducted during the

colonial and post-colonial period. His lecture was followed by Prof. Vijoy Sahay who criticized the over rhomantism and

indigenous knowledge of tribal people. He shared his own experiences on field work amongst the Car Nicobarese of Chowra

Island. He emphasized on scientific analysis of ethno medicines. Techniques of field work and ethnography was shared by

Dr. Jitendra Premi of S.O.S. in Anthropology. He also shared his views on fifth schedule and existence of tribal’s. Dr. Ramdas

Gambhir of Savitree Phule University, Pune presented his views on PESA, tribes and development. He expressed his

views for the effective implementation of PESA concept of Anthropology like Emic perspective, empathy. ethnocentrism at

individual level should be taken into consideration. The best model of tribal development put forth by him was model of

modernization paradigm and participatory development. Prof. Premananda Panda of Sambalpur University discussed about the

forest dependency and mentioned about different kinds of natural resources and their utilization by different tribes.

Prof. D. K. Behra, Vice Claancellor of Sambalpur University delivered his lecture on formal education of tribal children in

context of change. Educating tribal children is an important parameter for the inclusive growth of their economy . Medium of

instruction, contents of education, absence of local/tribal teachers in thee school, cost of schooling, lack of supervision of the

schools located in tribal dominated areas, location of the village. attitude of parents and teachers etc. are the causal factors for

loss of interest of tribal children in formal education. Prof. Basheer Hasan of S.O.S. in Psychology, Pt. Ravishankar Shukla

University focussed on the importance of case study method in Social and behavioral Sciences.

Prof. Premananda Bharati Retd. Professor and head of Biological Anthropology unit, Indian Statistical Institute kolkata

presented the statistics on prevalence and cause of malnutrition, anemia and non-communicable diseases among the tribal

women of India. Prof. Subho Roy former head. Dept. ot Anthropology University of Calcutta delivered his lecture on Bio -

Cultural Approach: Origin and Development with special reference to health.

The second lecture of Dr. Gambhir was on Positivism and Phenomenology .He opined that in order to arrive at certain truths

the theory of positivism and phenomenology has to be applied which can be done by observation and applying scientific

methods.

Prof. Farhad Mollick of Mahatma Gandhi International Hindi Vishwavidyalaya Wardha enlightened us with demographic

features of the tribes of Chhattisgarh and on the constitutional rights of tribes especially on the forest act related to their issues

and concerns He also focused on displacement of tribals due to sanctuaries and wild life to be a matter of great concern. Prof.

Abhik Ghosh of Punjab University Chandigarh distinguished the characteristics of tribes, scheduled tribes and particularly

vulnerable tribal groups.

Prof. Ashok Pradhan of S.O.S in Anthropology discussed his views on progress and challenges of tribal development and also

expressed his views regarding tribal traditions and Science. He started his lecture with preamble of Indian constitution which

seeks provision of overall development to all human groups. Lokur committee was cited as an example for identifying

scheduled tribes. He considered tribal development is centered around economic and social transformation which is based on

complex cultural environmental factor and their own concept. He dealt with some challenges of tribal development. Dr. Nister

Kujur Associate professor or S.O.S in Sociology shared his views on the problems of tribal displacement and rehabilitation due

to the development programmes.

The last two lectures were delivered by Prof. Sarit Chaudhuri of Rajiv Gandhi University, Arunachal Pradesh who expressed

his views about how museums can contribute to promote tribal heritage and also expressed his views on the situation of tribes

of Arunachal Pradesh.

Besides the 33 deliberation by 20 resource persons we also had a number of evaluators for the assessment of their micro – level

teaching, Seminar and presentation of their project proposal.
