ONLINE NATIONAL AGRICULTURE MARKET Prof. V.S. Tomar Empowering Farmers and Stabilising Food Prices I ndia has made many strides in agricul- tural production but a lot needs to be done in the field of agricultural market- ing. With significant changes taking place in agri-food systems of domestic and overseas markets, attainment of compet- itiveness has become increasingly dependent on the capacity of the country to develop effective and efficient agricul- tural marketing. Presently, agricultural marketing sys- tem in India has a number of constraints which are related to infrastructure, regu- lations, technology, poor information on opportunities and domestic/overseas markets, unstable and uncertain produce prices, delayed payment to producers and lower price realization by producers. The existing marketing infrastructure like Rural Primary Markets, regulated whole- sale and assembling markets, grading and quality control systems, retail mar- kets, is not at par with the desired level, both in terms of capacity as well as qual- ity of the facilities. Other infrastructural facilities for cold chain storage, linking of the commodity futures with the farmers, perishable cargo centres, rural farm road, market information and quality assurance of various agricultural commodities are also not up to the mark. This infrastruc- ture is also inadequate for realizing the potential competitiveness of multiple commodities for taking them to the global markets. In order to overcome these chal- lenges, a proposal to set up online National Agriculture Market (NAM) was approved by the Cabinet Committee on Economic Affairs on July 01, 2015 through Agri-Tech Infrastructure Fund. Government has allocated Rs. 200 crore for three years to set up an online NAM by integrating 585 wholesale market across India. The plan is to cover 250 mandis in current fiscal year, 200 more mandis in 2016-17 and rest of the 135 mandis in 2017-18. The main objectives of the scheme are : (a) Reforming the existing marketing system by redesigning the market structure, ushering in transparency, leveraging technology in operations, providing a well-functioning regulato- ry framework, encouraging private participation along with regulated markets so that the seller has a real choice. It also aims at making bank- ing an inherent part of the marketing function by collecting the sale consid- eration from the buyer and remitting the same to the bank account of the seller which would put an end to pay- ment related issues faced by the seller. (b) Resolving issues of information asymmetry by encouraging analysis of the commodity and displaying quality parameters of the commodity to benefit buyers. It also aims at pro- viding price details to the seller to enable him to decide the time and price of sale. (c) Having a more transparent auction process through leveraging of tech- nology by providing a well-designed electronic auction platform and redefining rules of auction to improve transparency. (d) Promoting increased participation of buyers by reforming conditions of grant of trader licence and opening up licences to any person in the state/country. This would encourage participation from other locations and improve price discovery. (e) Resolving post-auction difficulties by integrating weighing of produce with the auction process and communi- cating details of the weight recorded and the amount payable/receivable to the buyer/seller. (f) Increasing market access by creating warehouses proximate to the farm to receive the goods, account it against individual producers, testing the same for predetermined quality Continued on page 48

parameters and making available alldetails to the electronic platform ofthe nearby market. This will obviatethe need to reach the market physi-cally. Funding of commodities storedin warehouses would increase theholding power of the farmer.

In the proposed online agri-marketplace, the farmers bringing their produceto local Agricultural Produce MarketCommittee (APMC) would have choice tosell their produce to local traders or buy-ers registered with online platform butstationed outside the APMC locality oreven the physical boundary of the state.Currently, the farmers are restricted tosell their produce only at APMC marketthat often charge high levies or taxes onthe produce. Now there will be onelicence for entire state, there will be sin-gle point levy. There will be electronicauctions for price discovery. The impactwill be that the entire state will become amarket and the fragmented markets with-in the state would be abolished.Seamless transfer of agriculture com-modities within the state can take placeand market size for farmers wouldincrease as he won’t be limited to a cap-tive market. Often farmers do not getremunerative prices for their produce dueto lack of access to alternate marketingmechanism.

While the physical transaction wouldcontinue to be conducted through con-cerned APMC, the online platform wouldallow the bulk buyers, processor andexporters to participate directly in tradingat the local mandi-level through NAM,which would reduce cost of transaction.

The Small Farmers’ AgribusinessConsortium (SFAC), a lead promoter ofthe online NAM, would offer special soft-ware to each mandi which agrees to jointhe national network free of cost.Besides, SFAC would ensure timelydelivery and settlements of payment foragriculture produce. For registration with

NAM, the concerned state must providesingle licence to traders, which would bevalid across the physical boundary of thestate. The APMC would have to providefor electronic trading and issue licencesto traders from any region or state whowould operate through online trading.Due to integration of all the APMC mar-kets through online platform, the volumeof business would significantly increaseas there will be greater competition forspecific agricultural produce, resulting inhigher volume of transaction fees for themandi. There are three basic criteria for aState to propose mandis for “plug-in”to NAM:a) The State APMC Act must have a

specific provision for electronic tradingb) The State APMC Act must provide for

issue of licences to anyone in India totrade through the NAM in the localmandis.

c) There must be one single licence foreach State to facilitate trading in allthe mandis of that State and a singlepoint levy of transaction fee.

Better understanding of the benefitsfrom the system in terms of transparency,better price discovery, quick settlement ofsale proceeds and generation of accurateand timely market information mayencourage more and more number offarmers to bring their produce to the mar-ket. This will help in enhancing the effi-ciency of the market and position of farm-ers in the entire supply chain. The avail-ability of market information enhancesmarket performance by improving theknowledge of market players. Balance ofknowledge provides a more equal distri-bution of gains from efficient market priceformation

The gradual integration of all the majormandis in the States into NAM will ensurecommon procedures for issue of licences,levy of fee and movement of produce. Ina period of 5-7 years we can expect sig-nificant benefits through higher returns tofarmers, lower transaction costs to buy-

ers and stable prices and availability toconsumers. The NAM will also facilitatethe emergence of integrated value chainsin major agricultural commodities acrossthe country and help to promote scientificstorage and movement of agri – goods.

Agriculture sector accounts foremployment of more than 60% of thepopulation, contributing about 16% ofGDP. So far as self-employment of thesector is concerned, bulk of it is con-tributed by its production aspect and avast potential on its marketing front stillremains to be explored. This can beattributed partly to the paucity of infra-structure and partly to the absence ofcongenial regulatory regime encouragingprivate investment in the sector.Agricultural marketing takes care of thepost-harvest activities of the crops viz.cleaning, grading, packaging, transporta-tion, storage, processing, and develop-ment of markets for their smooth transac-tions and dissemination of market infor-mation. All these functions help in cre-ation/addition of time, place, form andpossession utilities to a product. Thepresent agricultural marketing system ofthe country, however, leaves much to bedesired, as it is facing a number of hand-icaps, such as lack of requisite infrastruc-ture, long marketing channels, overridingrole of middle men, low farmer’s share inconsumer’s rupee, and unhealthy con-trols and restrictions discouraging privatesector investment etc. Hence, there is aneed to go for capacity building of allstakeholders in agricultural marketingdeveloping skills in agricultural marketingand agribusiness is essential.

National Skill Development Councilhas estimated the requirements of pro-fessional manpower in agricultural mar-keting and agribusiness managementand has come out with the assessmentthat the current output of professional

graduates in these areas is less thanone-fifth of the current requirements ofthe organized sector.Way-Forward

Agriculture sector needs well function-ing markets to drive growth, employmentand economic prosperity in rural areas ofthe country. In order to provide dynamismand efficiency in the marketing system,large investments are required for thedevelopment of post-harvest and coldchain infrastructure nearer to the farmers’field. Well developed marketing infrastruc-ture and efficient marketing system in thecountry will promote competitive trade aswell as facilitate farmers’ access to valueaddition services such as grading andstorage, etc. on one hand and reducesupply chain inefficiency and post- har-vest losses on the other. Report of theWorking Group on Agricultural MarketingInfrastructure, Secondary Agriculture andPolicy Required for Internal and ExternalTrade for the XII Five Year Plan 2012-17has assessed investment requirements ofmore than Rs. 56,000 crores for develop-ment of different infrastructure during XIIPlan Period. A major portion of this invest-ment is expected from the private sectorfor which an appropriate regulatory andpolicy environment is necessary.Alongside, enabling policies need to beput in place to encourage procurement ofagricultural commodities directly fromfarmer’s field and to establish effectivelinkages between the farm production andthe retail chain and food processingindustries. Prime Minister Narendra Modi has recently dedicated a National Career Serviceportal to the youth of the country. The web portal will be a one-stop platform forboth job providers and job seekers where registration can be done online. It willprovide basic platform for searching and applying for jobs on the portal. It will alsoprovide candidates career-related counselling either by its helpline numbers orvisiting these centres along with other facilities like job posting, aptitude assess-ment, job matching, training providers, skill courses and guidance on self-employ-ment and entrepreneurship. NCS project aims at transforming all the govern-ment-run employment exchanges.Three agricultural-portals namely Soil Health Card (SHC) portal, ParticipatoryGuarantee System (PGS) and Fertiliser Quality Control System portal (FQCS)have been launched. These portals are in English but will be made available inregional languages in later phases. The main objectives of these portals are tomake the process of fertilisers' quality checking, organic farming certification andissuance of soil health cards more transparent and accountable.The Supreme Court has allowed state governments to exercise their powers ofremission to release life convicts with some riders. This will not apply to casesprobed by central agencies like the CBI and for those incarcerated under centrallaws such as TADA. Lifting its stay imposed over a year back, the apex court has-said the relaxation would also not apply, where the convict has been awarded alife term in cases of rape and murder. However, the apex court bench made itclear that this interim order would not be applicable in the Rajiv Gandhi assassi-nation case.A national campaign Surakshit Khadya Abhiyan has been launched in a bid tocreate awareness and capacity building on Safe and Hygienic food for all. India's first indigenously designed and developed High Thrust cryogenic rocketengine generating a nominal thrust of 19 tonnes has been successfully tested fora duration of 800 seconds at ISRO Propulsion Complex, Mahendragiri, TamilNadu.
