  • 1. 1. Lay the groundwork forunity and cooperation amongpupils and students byproviding them a venue forimproving their leadershipskills and abilities.

2. 2. Seek to train pupils andstudents to become bettermembers of society anchoredon the ideals and principles ofparticipative democracy andgood citizenship. 3. 3. Harness the pupil andstudent governments aspatterns in achievingquality education andacademic excellence. 4. 1. A school, regardless of anyspecial curriculum programs(such as special science, arts,sports and special education),shall organize only on SPG orSSG, as applicable, for everyschool year; 5. 2. Schools with dulyrecognized annexes shallorganize a separate SPGor SSG provided that theannex is complete withall grade/year level. 6. 3. Schools with special curriculumprograms or with incomplete annexesshall be allowed the election of onerepresentative per programtocoincide with the synchronizedelections in February of every yearapart form the positions enumeratedin pertinent DepEd Orders; 7. 4. In the interim, schools with specialcurriculum programs, which have organizedseparate SPGs or SSGs for SY 2010 2011, shallallow the their existence and operations,provided that a Coordinating Council (CC)which will synchronize their programs, projectsand activities, is established. The Head of theCC shall be chosen by all the SPG or SSGofficers regardless of program from among theSPG or SGG Presidents. In case of a tie, a toss ofcoin shall be employed. 8.
