PRESIDENT’S REPORT
We are very happy to announce that the President and CEO of MOAA, Vice Admiral Norb Ryan, USN (Ret) will
visit our chapter and be our speaker for our Wednesday,
March 19th meeting. He is the leader and spokesman of the military coalition in Washington and anyone who
hears him speak will recognize his unique ability to defend and explain to politicians, the press, and MOAA
members the role of earned entitlements in maintaining a strong national defense. The details of making
reservations and dinner selections are at the end of this newsletter.
Our string of outstanding
speakers continues as, once again, we all left Anthony’s with smiles on our faces. Our February
speaker was Sandy Sullivan who is both an author and a motivational speaker. Her presentation was the
story of her exciting and remarkable life. Following
high school, Sandy became a trade show model. At the age of 19, in 1961, she was introduced to the
Green Bay Packers when she was hired to work an informational booth to generate ticket sales for the
Green Bay Packers. After meeting Vice Lombardi and then meeting and dating Paul Horning, she and her
friends were invited to team parties. Sandy had the ability to fit in with the “guys” and create friendships
that have endured for a lifetime. She then obtained her college degree and went to the University of Wisconsin, then a hotbed of
student demonstrations, for her Masters. Engaged to Green Packer Dan Currie, she accompanied him to Washington, D.C, and managed a restaurant. When
Currie broke some teeth, Sandy met and eventually married the dentist Matt Sullivan who is the Washington Redskins dentist. Matt and Sandy have a
daughter and lived a happy life together. After Matt passed away, Sandy’s
parents brought Sandy and her daughter back to Wisconsin. She became the caregiver to her parents for eleven years until they died. During that eleven
years, she began writing about her friends in the 1960’s era Packers and that

led to her decision to put this compilation into a book. The book was self-
published and has been a success. The next phase of her extraordinary life was when she was convinced to enter politics and run for Wisconsin Secretary of
State. She lost that election by only 200,000 votes out of 3 million cast. Sandy was a dynamic speaker and kept us engrossed in her very interesting
presentation. We really appreciated her pleasant demeanor and several of us purchased copies of her book. I also want to thank Larry Bradley for
scheduling Sandy to speak with us.
Lt Col Mike DeBolt USA (Ret), the JROTC Commander at Benson High School, gave us a brief update on the fund-raising for the
trip for 24 cadets to go to France as the Nebraska representatives for the D-Day anniversary events. By working concessions at
Creighton and UNO athletic events and being supported by various veterans’ activities (breakfasts, wristband sales, etc.),
they are approaching the financial goal of $91,000. (Our Chapter
contributed $500 to this effort a couple of months ago.)
In late January, I was invited to attend a kickoff breakfast for the Big Red Challenge at the Stadium Club in Lincoln. Former
Governor/Senator Bob Kerry was to have delivered the keynote address in person but his flight was cancelled due to weather.
Big Red Challenge is a 501(c)3 nonprofit and a Registered Student Organization (RSO) at the University of Nebraska-Lincoln. Two 2013 graduated
ROTC students—one Air Force and the other Navy--founded Big Red Challenge in 2012 to assist wounded veterans and the children of fallen service members
in their quest for college education. All three of the UNL ROTC units were represented by cadets/midshipmen and their commanders at this meeting.
Since our chapter supports these chapters, we should support them in this endeavor.
I attended a dinner on February 20th with US Senator Fischer. Besides her husband Bruce, General Roger Lemke, and her military legislative assistant
from Washington, most of the twenty other attendees were government contractors from Artemis, Boeing, McCallie, SAIC, and others. There were two
representatives from the Omaha Chamber. The President of the Navy League and I were the only representatives of military organizations. I did get to bring
up my two issues concerning the potential need for a study of Army force structure and the balance between Active, Reserve, and National Guard (similar
to the ongoing Air Force study) and a concern that final decisions on future COLAs wait until the OSD-directed study completes its study. Most of the
discussion was on the contractors’ issues with defense contracts, protests, and payments on defense contracts and the resulting very difficult financial and
staffing issues they face. As the meeting was breaking up, Congressman Adrian Smith of Nebraska’s 3rd congressional district entered the room.
Senator Fischer introduced him as “my congressman” and he said a few words.

Legislative Update (B/Gen Paul Cohen USAF(Ret))
The Congress repealed, in part, the COLA Reduction for
military retirees just ahead of another Washington snowstorm, and then headed out of town. The action
eliminated the portion of the Ryan-Murphy deal on the budget that would have affected currently serving
members of the Armed Forces. MOAA led the fight to remove this highly objectionable clause, generating
some 295,000 messages to Congressional members. The repeal measure fell short of totally eliminating the
provision. It will affect military members entering the service on or after January 1, 2014, unless further legislative action takes
place. MOAA believes that the Congress should complete the repeal task and then wait on any further action regarding military benefits until the
commission established to study the subject makes its report, now slated for
February 2015. A fair and open debate on the recommendations will then allow for a more thoughtful approach on the pros and cons and, ultimately, a fiscally
sound plan that meets the needs of the military to attract and retain the most qualified men and women. The President’s Budget for 2014-15 should be made
public in the next few days and MOAA will scrutinize it carefully. We expect another round in the continuing campaign to pick the pockets of past and
present members of the Armed Forces as a solution to a fiscal problem that they did not create.
In Nebraska, Senator Sue Crawford’s bill to grant in-state status to veterans
wishing to use the G. I. Bill in our state universities and colleges is, as of this writing, on Select File in the legislature. It has gained first round approval and
now needs to be set for second round action. Senator Crawford has made LB 740, as amended, her priority bill. The Heartland of America Chapter has been
highly visible in support of this measure and will continue to push for its
passage.
Senator Crawford’s LB 720, dealing with custodial arrangements for children of deployed personnel, had its hearing in early February. The Judiciary Committee
heard little in opposition, but did hear calls for extending the measure to include similar situations outside of military service. There is no further word
as to when or if the committee will take up the proposal.
On February 13th, Chapter President Dan Donovan testified at the Revenue Committee hearing as a proponent of Senator Crawford’s bill, LB 902, regarding
exemption of military retirement pay from state income tax. Dan’s testimony stated that the real beneficiary of LB 902 is the added economic value to
Nebraska. Dan said, “In my civilian career, I worked with and hired several military veterans. As a SCORE counselor, I have worked with several veteran
and their families. They are generally technologically savvy, know how to work
as part of a team, and ultimately, they know how to get things done.” Dan also

expressed support for Senator Janssen’s LB 721, a far reaching bill exempting
virtually all retired and social security payments from state income tax. That measure would benefit the larger percentage of Chapter membership, but the
ultimate goal would be similar. “By retaining more retired military, LB 902 and/or 721 should foster economic growth for Nebraska,” Dan concluded.
The Revenue Committee met in executive session on February 21 to consider further action.
TRICARE For Life Mandatory Mail Order Rx Coming March 15th (MOAA Legislative Update – 21 Feb)
Beginning March 15, TRICARE For Life (TFL) beneficiaries will be required to fill
maintenance medication prescriptions refills through the TRICARE Home Delivery (mail-order) pharmacy system.
Beneficiaries can opt out of this
requirement after using the mail-order refill system for one year.
The new requirement stems from the FY
2013 defense authorization bill. In a bipartisan compromise to avoid large,
across-the-board TRICARE pharmacy copay increases, Congress included a
mandatory mail-order pilot program for
TFL beneficiaries to offset the cost.
Mail-order pharmacy delivery lowers costs for both beneficiaries and DoD. A 90-day refill of generic medication is
free through the mail-order pharmacy, but costs $5 per 30 day refill at a retail drug store. For brand name medications the cost is $13 for a 90 day refill
through mail-order versus $17 for a 30 day refill at a retail store.
The mandate applies to a group of brand name maintenance medications. Generic medications are exempt from the mail order requirement. If the
beneficiary has not switched to home delivery or to a military treatment facility, starting with the third fill of that same medication after March 14, the
beneficiary will be responsible for the entire cost of the medications if obtained from a retail pharmacy.
All initial prescriptions can still be filled at a retail store, and beneficiaries can receive up to two 30 day refills at a retail store during the transition.
Beneficiaries living near a military hospital or clinic may continue to fill their
prescriptions on base and do not need to enroll in the mail order program. Additionally, those with other prescription coverage and those living overseas
also are exempt.

Nursing home patients are also eligible for exemption from the mail order
requirement. Caregivers can call the number below with prescription information to opt out, and Express Scripts will also be reaching out to nursing
homes to assist with the process.
TRICARE will begin reaching out to affected beneficiaries over the next month. You can enroll online or over the phone at 1-877-882-3335.
Individual waivers to opt out of the requirement may be granted on a case-by-
case basis due to personal need or hardship, emergency, or other special circumstance.

March 19th will be a visit by Norbert F. Ryan, Vice
Admiral, USN Ret., the President and CEO of MOAA. I’m very much looking forward to hearing his thoughts and
know you must be, too. Please join us.
April 26th, a Saturday night, we will be going to the
Omaha Community Playhouse. If you’ve never been to one of our Omaha Community Playhouse outings, then I
want to strongly encourage you to do so. This is a terrific experience. The meal has always been outstanding and
(candidly) a superior value to what we get at Anthony’s (Two entree’s and we get dessert included!) Beyond
getting to see the play, you get a backstage tour. In addition, this is one of two programs we have on a night other than Wednesday night. We will be going to
the Omaha Community Playhouse on Saturday night, April 26. We will be

May 21st, we will hear about the experiences of a man who joined the 101st Airborne at age 15, parachuted into Normandy on D-Day, fought across Europe,
earned a battlefield commission from General George S. Patton, liberated a concentration camp, crash landed in a B29 in Korea, captured by North
Koreans, escaped, recaptured, put into a Chinese POW camp in Manchuria, escaped, recaptured, repatriated, hospitalized for a year in recovery, and was
on the first C141 to Hanoi to bring our Vietnam POWs home.

June 18th, I am happy to announce our June speaker will be Clete Blakeman.
Don’t know who that is? Think back to January’s AFC Playoff game between the Denver Broncos and Sand Diego Chargers. This is the game where Peyton
Manning got all the attention for his “Omaha” audible calls. Blakeman was the referee for that game. Blakeman will talk to us about what it’s like to be an NFL
referee.
For July 16th, Ron Russell has gotten the
Commander of the 55th Wing at Offutt to consent to be our speaker.
Mark down August 28th for attending an Omaha Storm Chasers game.
On September 17th, Cadets from the Benson
High School Army ROTC will report to us on their trip to Normandy. This year will be the
70th Anniversary of D-Day. We are helping the cadets go to Normandy for the commemoration. If anyone has any particular memorabilia or special expertise
about D-Day or other battles (Operation Market Garden, Battle of the Bulge, Battle of Saipan, for example) to share, please contact me. We could use it
either in May or September.
The majority of the programs for 2013 came from your excellent suggestions.

COLA Relief Was Just The First Step
(MOAA Update 20 Feb)
For the past two months, MOAA and its 380,000 members have spoken out against the
harmful cost-of-living (COLA) cuts passed in the Bipartisan Budget Act of 2013. And last

week, Congress finally listened by passing a
partial repeal of the COLA cuts for working-age
retirees.
Congress Listened. But Why?
MOAA delivered the facts to Congress—facts that
highlighted the unjust impact these cuts would
have on military personnel and their families. An
E-7 with twenty years of service stood to lose
nearly $83,000 and an O-5 with twenty years of
service stood to lose $124,000. The opposition
claimed COLA cuts would be insignificant, but the
facts showed otherwise.
MOAA stood firm on its belief: If you’ve served, you deserve the benefits promised to
you. And with the tireless efforts of MOAA’s entire legislative team and the 295,000
messages sent to Capitol Hill by MOAA members, Congress was forced to listen.
More Battles Ahead
The COLA relief represents a significant victory, but more military compensation and
benefits are in jeopardy. In the coming months, we could see proposals to:
Cap pay raises or even freezing pay
Make additional end-strength cuts
Cut basic housing allowances
Reduce the commissary benefit savings
Means-test TRICARE fees and establish TRICARE For Life/TRICARE Standard
enrollment fees…and more.

Germany, then you know no list of romantic European destinations
would be complete without mention of beautiful Garmisch-
Partenkirchen in the Bavarian Alps.
These two mountain resort towns reside side-by-side, doubling the
charm. Plus, an active duty or retired military ID card will allow
you to reserve a hotel room in the Armed Forces Recreation Center
Edelweiss Lodge and Resort in Garmisch. What to do: Take in the
historic sites during a drive along Germany’s Romantic Road, which leads to the castles of Neuschwanstein and Hohenschwangau, or during a stroll down
the streets of Garmisch, working your way to Ludwigstrasse in nearby Partenkirchen. Feeling parched? Stop by the famed Fraundorfer Restaurant
and Inn for a warm bierlikor in the cool weather or a cool schnapps in warmer temperatures. If you’re looking for outdoor adventures, hike the majestic
Partnach Gorge year-round, except for a brief time period in the spring when

MOAA’s New Membership Model
Effective Jan. 1, 2013, MOAA launched a new three-tier model of
membership. The new membership model provides a new connection with
currently serving officers; a better bundled package of services for those nearing military retirement and those in their second careers; and a
renewed emphasis to be all we can be to LIFE members. BASIC Membership
This model expands MOAA's reach to younger officers currently in uniform
by offering a relevant and compelling electronic experience (at no fee), and emphasizes that no one advocates more strongly for them than MOAA.

Features include:
Promoting a strong national defense. MOAA will continue to advocate for a strong, top quality career force with compensation and benefits for
military members, retirees, veterans, and their families and survivors that is commensurate with the extraordinary demands and sacrifices
imposed upon them. BASIC members will receive tailored communications about the
legislative issues that impact them and their families. BASIC members will have access to limited product, transition, and
financial information services. MOAA will offer BASIC members additional value to move them to PREMIUM Memberships.
Includes information on the importance of chapter membership and how to locate the nearest chapter.
Anyone can join as a BASIC member, but members over age 35 are limited to three years. BASIC members either lapse to a Prospect or
upgrade to a PREMIUM or LIFE membership.

uniforms and now work to protect what they've earned through a career of service and sacrifice.
Building trust and confidence for further advice on life's transitions. Building on the idea of chapter membership as part of their MOAA
membership experience. Premium members joining after Feb. 1, 2013, receive a voucher good for a one-year membership in their local chapter.
Note: PREMIUM members must choose a one-, two-, or three-year
membership term. Starting January 2013, one year is $37, two years is $72, and three years is $95. The only other PREMIUM category is for
Auxiliary members. One year is $34, two years is $65, and three years is $85. Any age member can be a PREMIUM member as long as their dues

The men and women who have answered the call and paid the ultimate price so that we and future generations could have the freedoms so cherished by human beings. We must ever be vigilant and prepared to defend our way of life against those who would deny it. Callous politicians, power hungry egoists, corrupt individuals, adversarial religions, and even our latest self-oriented generations pose grave threat to the preservation of what many take for granted. Every citizen should take a few moments from time to time and reflect on the benefits we have in our country. They should give thanks to those who have served and preserved our way of life.
Hopefully, they will also pledge to do their part to keep it so. -- pj

Wednesday, March 19th, 2014 Anthony's Restaurant (72nd and F Streets)
Registration and Social Hour Begins at 6 pm - Dinner at 7 pm Reservations are for meal selections only, and should be e-mailed to our central e-mail address or phoned to Ron and Sharon Russell. Please specify names of attendees, meal choices and include a phone number in case we need to contact you. Reservations should be in by Monday night before the dinner! If you must cancel your reservation, please call Ron or Sharon at 402-297-4244 prior to 4:00 pm on the day of the event; otherwise the chapter will be charged if you are a NO-SHOW and we will send you a bill for the cost.

Program
MOAA led the charge in Congress’ recent relief of the latest harmful cost-of-
living adjustment (COLA) cuts. MOAA’s legislative team worked tirelessly, and
our members sent approximately 295,000 messages urging Congress to do the right thing. VADM Norbert Ryan, MOAA’s CEO was there! Come and hear about
it and what else is brewing in the halls of the Administration and Congress.
Remember the expression, “The more the merrier?” We encourage you to help make our monthly meetings even merrier throughout the coming year with your presence.
We strive to provide three things with our meetings: camaraderie, a good meal and a stimulating program. We’ll do our best to provide the last two, but only you can
