Selected Public High Schools in ZamPen to Receive DOST’s STARBOOKS

With the goal of

providing an effective and efficient access to S&T information through the use of information and communications technologies (ICT), the Department of Science and Technology Regional Office No. IX (DOST IX) has recently released a grant to the Regional Information Technology and E-Commerce Committee (RITECC-IX) to carry out the project “Piloting of STARBOOKS in Selected Schools / Libraries in Zamboanga Peninsula Region.” The grant, amounting to P 760,324.00 is funded under the DOST Grants-in-aid (GIA) program.

RITECC- IX is a special c o m m i t t e e on ICT under the Regional Deve l opmen t Council IX.

DOST’s STARBOOKS STARBOOKS is the First Philippine Science Digital Library developed by the Sci-ence and Technology Informa-tion Institute (STII) of DOST. This was officially launched on June 24, 2011 in time for the DOST-STII’s 24th Anniversa-ry. The event was attended by the DOST Secretary Mario G. Montejo, other DOST Officials and friends from the media. STARBOOKS, or the Sci-ence and Technology Academ-ic and Research-Based Open-ly-Operated Kiosk Station, is a stand alone, onsite research kiosk that provides free access on S&T information for aca-demic and livelihood use. The system provides relevant and latest information on S&T sub-jects. Users can have access to thousands of titles of books, journals, scientific researches,

technical and annual reports and other latest data and in-formation contained at the DOST’s Science Information Network (SciNeT), Philippine eLib project sources, freely-available online resources, and subscribed databases.

STARBOOKS Recipients The recipients of the project are selected educa-tional institutions / libraries in Region IX with S&T priority subjects in their curriculum as identified by the RITECC-IX members. The project also aims to create and enhance interest of students in the field of S&T, encourage their great and curious minds to develop new ideas, inventions and in-novations and stimulate and inspire their capacity to get in-volved in research and entre-preneurship.

The mobile kiosk was one of the various display and exhib-its featured during the recently conducted Regional Invention Contests and Exhibits (RICE) organized by DOST-IX. This new academic and livelihood resource differs from other library portals as it does not require Internet connectiv-ity to deliver information to its users. The kiosk has a built-in server that provides instant ac-cess to S&T information. The information can be printed us-ing a portable printer. STARBOOKS also con-tains various videos on DOST-developed technologies for entrepreneurs looking for po-tential science-based livelihood. On its initial run, 171 technol-ogy videos have been uploaded in the kiosk through the differ-ent DOST agencies. The videos range from food processing to laundry soap making and other livelihood materials. The DOST

through the Science and Tech-nology Information Institute (STII) will continuously build the STARBOOKS content to ensure that the information of-fered are rich and timely. STII expects that this project will spur a wave of S&T enthusi-asts and entrepreneurs. Fur-thermore, it is also hoped that every barangay in the country will adopt STARBOOKS kiosk to make S&T information ac-cessible to every Filipino. To intensify greater utilization of STARBOOKS in provincial and municipal areas, DOST IX plans to install STARBOOKS kiosks in selected pilot educational insti-tutions / libraries in the region. The Department also encour-ages public and private libraries / information centers to adopt STARBOOKS. DOST-STII is very willing to provide STARBOOKS content free-of-charge for educational and research purposes.

Schools who wish to avail of the STARBOOKS will be given the contents / software for free. However, they are re-quired to provide for the com-puter system with the minimum requirements specified for the installation of the STARBOOKS software. The Chief Execu-tive, who will be ac-companied by mem-bers of his economic team led by Finance Secretary Cesar Puri-sima and a power-house of Philippine business delegation (numbering over a hundred), arrives at the Haneda Airport on board a Philippine Airlines Flight PR001 from Manila. Shortly after simple arrival cere-monies at the airport, the Chief Executive will immediately pro-ceed to meet with the Filipino community at the Japan Education Center’s Auditorium. In a prepared program for the oc-casion, President Aquino will be wel-comed by Philippine Ambassador to Japan Ambassador Manuel Lopez. There will also be an audio visual presentation on the Philippine Embassy-Filipino Community Assistance to the vic-tims of in the after-

math of the March 2011 earthquake and tsunami disaster. This will be followed by a cultural dance presentation by the F i l ip ino-Japanese children. After the presentation, three boys and three girls will present to Presi-dent Aquino the Box of Tanzaku (box of wishes and dreams). Then the President will deliver his mes-sage for the Filipino community in Japan. The President is expected to apprise the Filipinos work-ing in Japan about new positive devel-opments and trans-formation of the Phil-ippines and to thank them for their hard work particularly on their contributions to the country’s eco-nomic progress. According to the Philippine Embassy here, there are an es-timated 250,000 Fili-pino overseas work-ers in various parts of Japan and 30,614 of

which are in Tokyo. He is also set to make a trip to the Tohoku Region par-ticularly the Sen-dai City, Ishinomaki and the Kadonawaki coastal area which were heavily affected by the March 2011 earthquake and tsu-nami. Ishinomaki is a city located in the Miyagi Prefecture in Japan. As he sets foot at the Sendai station, the President will be welcomed by its of-ficials. He will then proceed to the Ishino-maki City Hall where the Ishinomaki may-or will pay a courtesy call on him. The President then will separately visit the Kadonawaki Junior High School Evacuation Cen-ter and the nearby Ishinomaki Catholic Church Kindergarten Building where he will also meet with the Filipino communi-ty and deliver a brief message. administration’s Public-Private Partnership infrastructure program when he arrives here on Sunday for a four-day official working visit.

The Chief Execu-tive will be accompa-nied by his Cabinet economic team headed by Finance Secretary Cesar Purisima and over a hundred Filipi-no business executives who will likewise assist him in luring Japanese investors to invest in the Philippines. The President is expected to make the pitch when he delivers his speech at the Phil-ippine Economic Forum before Japanese busi-ness leaders on the topic “Socioeconomic Forum in the Philip-pines.” Aside from this, the President is expect-ed to brief big Japanese business organizations on the economic devel-opment and vital eco-nomic reforms that he had instituted, includ-

ing his policies on good governance, since he assumed office in June 2010, when he will per-sonally meet with them separately during the course of his visit. All these business meet-ings will take place at the Imperial Hotel where he is billeted. Among these or-ganizations that Presi-dent Aquino is expect-ed to meet are the top brass of the Terumo Corporation, the Mar-ubeni Corporation, the Toyota Motor Corpora-tion, the “Pocket Mon,” the Yokohama Rubber Co. Ltd., the Ichijo Co. Ltd., and the Mitsui and Co. Ltd.. The President is going to echo the same pitch that the Philip-pines is now open for business when he at-tends the roundtable

discussion with of-ficials and members of the Japan Philip-pines Economic Co-operation Committee (JPECC) and during the luncheon hosted by the Japan and To-kyo Chamber of Com-merce and Industry and the JPECC at the 11th and 12th Floor of the Tokyo, Kaikan re-spectively. For several de-cades, Japan has been the second larg-est trading partner of the Philippines. Since 2010, Japan ranked as the No. 1 export mar-ket and import source of the country, which makes Japan the No. 1 trading partner of the Philippines with total trade in 2010 amount-ing to US$14.5 billion. The President, joined by a lean del-egation, embarked on Philippine Air-lines chartered flight PR 001 at the Ninoy Aquino International Airport in Pasay City. The group left for Tokyo at nine in the morning. In his brief mes-sage prior to their departure, President Aquino said he will share with the world the reforms that the government has been and continuously im-plementing to push for sustainable prog-ress and develop-ment that will result to better living stan-dards for the Filipino people. “Ito po ang layunin ng pagbisita natin: ang maitan-

Ishinomaki City is among the areas that were severely devas-tated by the March 11 earthquake and tsunami off the Pa-cific coast of Tohoku region in the eastern part of Japan where there are also quite a number of Filipinos residing there, Lopez said in an interview. “I think it is only fitting that the Phil-ippines play a role in the reconstruction of that area,” Lopez stressed said. According to Lo-pez, The President will be giving a do-nation to the May-or of Ishinomaki for the reconstruction of their city hall that was devastated dur-ing the tsunami. “So makikibagay tayo with the local community and at the same time I think, the President, mag-papasalamat din siya to the local officials for taking care of our nationals who were affected by both the

In an interview with Radio TV Mala-cañang, Maria Barro, a Filipino entertainer in Japan conveyed that she and her fel-low Filipinos are all looking forward to see President Aquino once again, noting that some of them will take this opportunity to address their “re-quests” to the Philip-pine leader. President Aqui-no has met with the Filipino community members in Tokyo late last year follow-ing his attendance of the 18th Asia Pacific Economic Coopera-tion Leaders’ Meeting which was held in Yo-kohama. “Maganda na-man ‘yung accep-tance ng mga Fili-pinos dito sa kanya pero…syempre, hindi natin masasabi, may

To effectively address the country’s perennial jobs to skills mismatch problem, the Department of Labor and Employment (DOLE) is now working to help secondary school students aim or study courses which will provide

them with skills needed by the industry.

During the program “Talking Points” held at the Philippine Information Agency, DOLE Undersecretary Danilo Cruz said their agency is now providing third and fourth year high school students throughout the country with an effective career and employment guide counseling. “Ito ay kung papano natin matuturuan nang maayos na pagpapa-plano ng kanilang career ang ating mga kabataan at ‘yung mga kursong kukunin nila ay talagang tutugma sa mga trabahong kakailanganin natin sa mga susunod na taon,” he said. (We are working to effectively teach the youth how to plan their career including what course to take in college that allows for a greater chance

of employability in the future.) Cruz said that through proper career coaching, students will also be able to best determine the course they will take in college by giving preference to jobs that match their interests, skills, values, and other abilities and more importantly, that which the industries need.He said the intervention will help most graduating high school students determine the “right job” for them in the future, thereby assuring them of employment in the particular industry they trained for, and curbing the job mismatch problem. At the same time, the labor official said the DOLE has continuous coordination with other concerned g o v e r n m e n t

agencies like CHED (Commission on Higher Education) to determine and regulate those courses which would produce graduates who cannot be employed in the future and determine those that would. He likewise was emphatic on what courses would have the highest batting average in terms of employability and these are - mining, welder, mechanics, aeronautics, geology, and software engineering. To address the jobs-skills mismatch, the Commission on Higher Education has been providing scholarship grants to priority courses as a way to influence the course preferences of graduating high school students as well as present first year and second year college students.

de Oro City River Ba-sin (CDOCRB) Proj-ect, so people in the area can be protected from flooding. “We want to pro-

tect our people from flashfloods, not only during the rainy sea-son but also dur-ing occasional rains brought about by the

global warming and climate change,” the Congressman said during the ground-breaking ceremony of the project, yes-terday, Sept. 23. With an alloca-tion of Php100 million, the project involves the construction of revetment and chan-nel excavation along the CDOCRB that is expected to benefit the residents of Po-blacion, Barangay Uno, Barangay Ma-casandig and Ba-rangay Carmen, this city. Rodriguez, how-ever, said that the bid-out price of the project was reduced to Php60,415, 539.25 million, saving for the government about Php40 million, which can be used of an ex-tension of the revet-ment, later-on. To be completed in 300 calendar days, the revetment will have a total length of

country’s most delicious roasted pig better than Cebu City. Following the installation of CVD program services and equipment in all 186 barangays of the city, the city government and the Handicap International-Philippines are preparing to carry out the program which was launched in May this year. Prior to the implementation, at least 100 barangay captains in the city are expected to get orientation on the details of the CVD program on September 29 at Marco Polo Hotel, this city. Erolle Jay Miranda, communications officer of the CVD project-Handicap International-Philippines, said the bulk of participants to the orientation will be coming from Davao City’s League of Barangay Captains. Miranda said that the CVD program is utilizing a multi-stakeholder approach in the implementation of the program, citing the significant involvement of the local government

in this endeavor. He bared City Mayor Sara Duterte is also anticipated to lead the city government during the orientation activity which would prepare the communities for the onset of the CVD program. The LGU of Carmona, Cavite will also attend the event to share their best practices in supporting and sustaining non-communicable disease initiatives particularly on diabetes projects, Miranda said. South Cotabato’s Department of Agrarian recently embarked on

an information campaign for Republic Act 9700 otherwise known as the Comprehensive Agrarian Reform Program with Reforms.

But instead of sim-ply gathering agrar-ian reform beneficiaries (ARBs) in community meetings, DAR So. Co-tabato has brought with them an array of other services including a med-ical caravan and many other services through line agencies in the re-gion.

The activity tagged as “Info- Med Caravan” was held at Brgy Aflek, T’boli on September 14 and Brgy Lower Macu-lan, Lake Sebu on Sep-tember 21. Another one is scheduled for Brgy Buenavista, Surallah on Wednesday. Felix Frias, provin-cial agrarian reform offi-

Cabrera also added that it is also the obliga-tion of the people who live near areas known to have many trees to pro-tect nature particularly the trees against log-gers who just make use of the natural resources for money without think-ing of any of the nega-tive results or outcomes of their operations. “We also believe that our people living in this kind of area are somehow responsible for protecting Mother Nature from greedy log-gers who are into mone-tary profit and not think-ing about the outcome of their operations. It is therefore our job in the CENRO to educate these natives about the dif-ferent programs of the government to help pre-serve our forests from destruction”, Cabrera explained. Another purpose of the visit was the organi-zation of the indigenous people in the said place to make them stewards or guardians and protec-

tors of their forests and also make them (IPs) managers of their own lands. Timuay Fernando Mudai, one of the re-spected elders or lead-ers of the community of IPs in the said place, showed his utmost sup-port to the program of the government and pledged to guard their lands and forest trees with their lives and pre-vent anybody who in-tends to destroy their natural resources. However, Timuay Mudai also revealed to the CENRO personnel that one of their eajor problems is illegal log-ging which somehow became rampant in the past years which re-sulted to the destruction of some forest areas in their place. Mudai also said that the IP in Sitio Tiling will need all the help that they can get from the dif-ferent government agen-cies to safeguard Mother Nature and to do that is through proper linkaging and coordination. “We will protect these forests but we also need the help of our part-ners like the government and other non-govern-

ment agencies (NGOs). Logging has been our problem here and the re-sult was not good and if things will continue like this we will end up the losers”, Mudai pointed out. The idea was posi-tively responded by the personnel from CENRO. Other government agency who came along with CENRO was the Na-tional Commission on In-digenous People (NCIP) to also update the natives on the status of their ap-plication for their certifi-cate of Ancestral Domain Claim for the 25,000 hectares ancestral land. It was discovered that the natives still haven’t complied with all the requirements and the NCIP personnel urged the leaders as well as mem-bers of the community of IPs to secure all the nec-essary requirements to fast track the approval of their application. During that day two agencies got con-nected with the natives. One with the purpose of promoting environmen-tal protection and pres-ervation while the other on advocating the pres-ervation of cultural heri-tage.

ZAMBOANgA CITY, Sept. 25 (PIA) - - Some 60 policemen directly assigned and involved in protecting and looking after the welfare of tourists got a “Tourist Oriented Police for Community Order and Protection” (TOPCOP) training from the Department of Tourism (DOT).

The recently con-ducted three day train-ing was held at the Po-lice Regional Office (PRO) 9 in Camp Romeo Abendan, Barangay Mer-cedes, here. The training in-volved handling and ap-proaching tourists, basic courtesy, securing tour-ist destinations, and dif-ferences in culture and traditions. Lecturers/tra in-ers include: P/Sr. Supt. IPIL, Zamboanga Sibugay, Sept. 25 (PIA) --Out of the seven (7) gasoline refilling stations in Ipil, Zamboanga Sibugay only two (2) have complete documents for the procurement of a compliance certificate from the DOE. This is what Fred Paclar, a representative from the Department of Energy (DOE)-Field Office based in Davao City said in an interview.

Paclar, together with other represen-tatives from the DOE, visited the municipal-ity of Ipil for a cali-bration and general inspection of all exist-ing gasoline refilling stations which was personally requested by the Committee Chairman for Trade and Industry of the Sangguniang Bayan (SB) of Ipil, SB Mem-ber Alberto Alcoriza, Jr. During the in-spection, the DOE Inspecting Team checked every pump-ing gas station. A cal-ibration bucket was used by the DOE per-sonnel to see if the pumping stations re-fills accurately. According to Paclar, all pumping stations should be calibrated to ensure accurate readings on the quantity of gas-oline products that customers get from gas refilling stations. He further said that the DOE team

also got samples of the gasoline products from every gasoline refilling station to check if certain stan-dards are followed like octane levels, etc. “We are very par-ticular with the accu-racy of the pumping stations so that the consumers get qual-ity gasoline products and accurate quan-tity so we are strictly implementing stan-dards in our calibra-tions and sampling”, said Paclar. The samples are set to be sent to the National Office of the DOE for laboratory tests and the results along with the rec-ommendations from the said government agency will be sent to the concerned gas refilling station. SB Member Al-coriza also expressed his thanks to the DOE team for answering his call for a calibra-tion and general in-spection to the gaso-

line stations in Ipil to protect the interests of the consumers as well as the owners and operators of the said gas stations be-cause they can check whether their ser-vices need improve-ment and their facili-ties more upgrading and standardization. Alcoriza also ex-plained that the safe-ty and protection of the motorists and the public as a whole is also one of the main reasons why the in-spection was con-ducted. “I am thankful that the DOE never failed Ipil in its re-quest for an inspec-tion because we re-ally need this kind of activity every now and then for us to protect the interest of our business op-erators and more im-portantly the public. The safety of the Ip-ileños as well as the Sibugaynons is also one of our reasons why we requested for


this inspection”, ex-plained Alcoriza. Department of Trade and Industry (DTI)-Zamboanga Sibugay Provincial Chief, Edito Luma-cang, and other rep-resentatives from the Municipal Treasur-er’s Office of Ipil also came along with the DOE Inspecting Team to personally witness the inspection. However, Paclar and his team were slightly dismayed when the result of the inspection revealed that there were some pumping stations that have inaccurate read-ings in their refilling of gasoline products. The DOE team im-mediately sealed the said defective gas pumping stations and imposed penalties to the owners and op-erators. “We have no choice but to imple-ment sanctions on these gas stations be-cause they have vio-lated our regulations. The penalty is also

based from the exist-ing national mandate from the DOE and the owners can only reopen their sealed gas pumping stations if they would fix them and pass another cal-ibration test and after paying penalties im-posed on them”, Pa-clar pointed out. Gas stations that have incomplete pa-pers for securing the compliance certificate of the DOE were also given sanctions and further recommen-dations to completely satisfy the require-ments set by the DOE for a gas refilling sta-tion. Some motorists appreciated the in-spection conducted by the local govern-ment of Ipil through the DOE because it also gave them the chance to identify gas stations with defec-tive pumping stations and patronize those that have accurate and quality gasoline products. Alcoriza conclud-

ed that the result of the inspection would prompt him to fully and religiously en-force and implement standard schedules of calibration and in-spection to all gas stations which is ev-ery six (6) months. “We will be very strict now and follow the standard sched-ule for inspection and calibration which is every six months”, ended Alcoriza. Gas station pumps are regulated by the government by a bureau or division centered on stan-dards and weights. In the Philippines, the DOE regulates and inspects gas stations to keep the sale of gasoline fair for con-sumers. Inspections are routinely done throughout the year for retail gas sta-tions. Tests are em-ployed to check cali-bration of the pumps to ensure a fair me-ter count and quality of the product.
