It has been said that public service must be more than doing a job efficiently and

honestly, requiring complete dedication to the good and welfare of the people.

Both parties intent to implement activities and mitigation measures that will help minimize the effects of climate change and global warming to various sectors of society. Pursuant to Republic Act 9779 otherwise known as the Climate Change Act of 2009 and being the chair of the Cabinet Cluster on Climate Change, the DENR is tasked to promote public awareness on Climate Change adaptation and mitigation. The main role of PIA in this endeavor is to implement advocacy campaigns which include the production and dissemination of information materials using multi-media, including social media platforms. Among the general provisions stipulated on the MOA include the following: 1) both parties shall agree to closely coordinate and/or consult

in the performance of their respective responsibilities; 2) any amendments and modifications to the scope of work or matter concerning the MOA shall be undertaken jointly by both parties. PIA-Caraga regional director Abner Caga said that the agency will do its best to perform its functions and responsibilities as stated in the MOA. “We will not fail you with your expectations. Rest assured that PIA-Caraga will provide all the services needed in the full implementation of this MOA,” he remarked. Meanwhile, DENR-Caraga regional executive director Nonito Tamayo expressed that he is looking forward to a strengthened partnership with PIA especially in this commitment. “We believe in your technical expertise, network and capability in implementing the advocacy campaigns needed to be disseminated. Let us work hand in hand to accomplish our common aim to promote public awareness on climate change adaptation and mitigation in the community and be able to minimize its effects,” he said. It can be recalled that the central office of DENR and PIA had entered into MOA on November 27, 2013 to implement the same.

Diplomatic corps commits to help Phl rebuild from the ruins left by calamities

The Diplomatic Corps of the Philippines on Friday committed to help the Philippines rebuild from the ruins left by

calamities that befell the country last year. Papal Nuncio Archbishop Giuseppe

Pinto, the dean of the Diplomatic Corps, said the whole world wishes to console and to help Filipinos recover from the tragedies.

“The Diplomatic Corps sincerely vows to help in rebuilding something that is even better than what was destroyed,”

Pinto said in his toast at the annual vin d’honneur at Malacañan Palace.

Also, the Papal Nuncio proposed a toast to a New Year of “peace and greater prosperity” for the Filipino people and for the well-being of President Benigno Aquino III.

brought by the increase of the top 10 commodities for the month of November 2013.

“The cause of this expansion can be found in higher exports in petroleum, minerals, and forest products, as well as manufacture and total agro-based products. A number of examples of the latter include fish products, centrifugal and refined sugar, desiccated coconut, and bananas,” Lacierda said.

“This expansion speaks of the potential of our manufacturing and

agricultural sectors, the latter of which is one of our government’s priority sectors for its potential to boost growth in the countryside,” he said.

The NSO also reported that the Philippines’ year-on-year export growth was the fastest among selected trade-oriented economies in the East and Southeast Asian region, Lacierda said.

“This is positive news for our government, as we continue in our pursuit of sustained economic growth that benefits all Filipinos—growth that leaves no one behind,” he said. PND

Investor to develop Davao’s own perfume makers; opens first branch in Mindanao

On top of the business side of the perfume factory, it has come into business primarily to provide livelihood or start up business for any interested individuals or group of persons.

Chemist Fred Reyes, president of ChemWorld Fragrance Factory, at the opening of its first branch in Mindanao at SM City Davao Wednesday said ChemWorld originated among five lay people, including himself, from St. Andrew de Apostle in Makati City way back in 2005, in which they started teaching people how to make candles.

Eith the profitability they saw in perfume making, they switched into it, thus, the beginning of their remarkable growth capturing the global market, among others France, Germany, and the United States.

He said their company is much concerned on the business opportunity on perfume business which people could learn with their perfume products serving only as a “background music.”

“We are the only Philippine fragrance company that has tie-up with seven fragrance companies in France,” Reyes said.

Reyes said 80 percent of its market are sellers that include huge companies. Since 2005 up to now, ChemWorld has trained about 7,000 people nationwide on perfume making business.

“We have now big customers

which are shelling out millions of pesos per order from our company,” Reyes said, though he declined to reveal the worth of their company.

ChemWorld makes scents of its own and versions of notable fragrances which is allowed, he said.

The company is importing container loads of all its raw materials from abroad, including the fragrance bottles and essential oils. It has five stores in Manila, one in Cebu City and one in Mindanao.

Reyes said after Davao, it will open another branch in Pangasinan and another three branches elsewhere in the country, two of which are in Mindanao, particularly General Santos and Cagayan de Oro cities.

With the big demand the company is getting, Reyes has assured that they are not competing with their customers that have become huge in the perfume making business out of ChemWorld’s raw materials.

Engr. Jerry Yanzon, ChemWorld managing director, for his part said they are looking at the Davao market as a priority because the city is the gateway to Mindanao.

With the expansion works the company is getting into, they are looking at a 50 percent growth this year, Yanzon said. (PNA)

The said training aims to employ the Barangay Peacekeeping Action Team (BPAT) as force multiplier. PNP Surigao City chief P/CInsp. Rudy Elandag and P/Insp. Tessiel Moleta will serve as training officers/facilitators of the activity.

The BPAT is composed of different organized sectors in the community such as tanods

(barangay police), youth, purok officials, transport, elders, homeowners, and public health workers.

The BPAT will assist in the law enforcement, community organization, disaster management, environmental protection and barangay conflict resolution in the barangay.

DAR, PCIC to provide crop insurance protection to Surigao Sur ARBs SURIGAO DEL SUR - The Department of Agrarian Reform (DAR) here has partnered with the Philippine Crop Insurance Corporation (PCIC) to provide a crop insurance protection to around 1,827 agrarian reform beneficiaries (ARBs) of this province.

The protection plan is contained in the joint program called the “Agrarian Reform Beneficiaries-Agricultural Insurance Program (ARB-AIP).”

The partnership aims to promote security and stability not only on the lives of the ARBs but as well as on their “fruits of labor” that came from the awarded agricultural lands under the Comprehensive Agrarian Reform Program (CARP). It also caters to the economic activities of the farmers and a continued initiative of the department in extending support services to the beneficiaries.

Moreover, the top management had aligned with PCIC to avail an insurance that will protect the high valued crops and livestock of the

farmers in times of natural calamity or if damage will occur and at the same time a life insurance of the farmers. Thereby, the production cost spent by the farmers and their products will not be wasted.

It was learned that there are ARBs particularly in the municipalities of Carmen and Madrid whose crops were affected by a plant disease and rat infestation. Right then, PCIC agreed to pay the prescribe amount to the affected farmers.

This program is 100 percent subsidized by the national government thru the Department of Agrarian Reform for a period of one year and in accordance with the poverty alleviation agenda of the present administration.

New PNP Surigao City chief assumes office

SURIGAO CITY-- The Surigao City Police Office has a new chief effective Thursday in the person of Police Chief Insp. Rudy Elandag. -

Elandag replaces P/Supt. Joseph Nohara who was promoted to higher position.

The turn-over of command was graced by PNP Surigao del Norte provincial director P/SSupt. Julito Diray, P/SInsp. Renato Badajos, P/SInsp. Rommel Sobrido and Sangguniang Panlungsod Peace and Order, Public Safety Committee chair Perfecto Consigo.

Nojara extended his gratitude to his subordinates for the support and loyalty they gave during his service.

During the ceremony, Elandag asked his new team to be more supportive and cooperative. He also gave emphasis on readiness among themselves, “readiness as to personnel, as to trainings, as to facilities, as to support to LGUs and essentially, as to gaining love by the people.”

On his part, Consigo challenged as well the PNP to continue striving in achieving its goal and at the same time to ensure at all times the agency’s moral stability.

DavNor starts fees for sports complex use

DAVAO DEL NORTE – The provin-cial government started enforcing fees and charges for the use of the facilities of the Davao del Norte Sports and Tourism Complex to offset costs and improve its ser-vices.

The levy was greeted with mixed reactions during the New Year by patrons, who were allowed to use the new state-of-the-art sports center for more than a year. The scheduled rates for the

use of the complex was passed by the Sangguniang Panlalawigan last September 2013. Yet, Governor Rodolfo del Rosario postponed its implementation until January 1, 2014 in order to extend the mass dissemination of the new policy. The Governor maintained the charges are needed to recoup the huge investment and ensure the upkeep of the over P300-million sports complex. “We need to impose the fees and charges in order to ensure the upkeep and to protect the services of the facility,” he said. The Governor assured the fees are fair and may even exceed the value of the benefits that the patrons or health buffs obtain from using the facility. Access to the main entrance of the complex now costs P10.00 during the day and P15.00 at night for regular users, while students are charged P5.00 and P10.00, respectively. However, the entrance fee is being waived for athletes and health enthusiasts, who use the specific facilities of the center, such as the oval tracks, swimming pools, centerfield/football fields, and outside volleyball, basketball and lawn tennis courts, among other amenities.

The respective facilities apply individual rates at reasonable prices, including charges for the exclusive use of modern RDR Gymnasium and Swimming pool Clubhouse. While, exclusive use of the entire sports complex costs P100,000.00 a day, from 8:00 am until midnight. Children six years old and below are free of charge, including persons with disabilities (PWDs), senior citizens, presidents of provincial sports associations, retirees of the provincial government, athletes who have won awards in regional and national meets, as well as, members of the Team DavNor. Those who are entitled to a 50 percent discount include the employees of the Provincial Capitol and their espouses, Special Program for Sports (SPS) students and varsity players. Users may also apply for a monthly membership fee of P350.00 for the use of the oval, plus the cost of their IDs. Or they may opt for a monthly fee of P900.00 for the use of the swimming pools, with additional cost for their IDs.(Noel Baguio-DavNor Info Office)

Antalan wel-comed the city employees during the first Monday convocation in year 2014 with marching order to be always punctual and diligent in work. City Mayor Antalan was grateful to the peaceful and fruitful 2013 and welcomed 2014 with lots of challenges for the development of the city that required exemplary performance of the employees. “Bawal ang tamad ug sige ‘g ka-late sa trabaho, dili magsige ug leave”( being late and lazy in work are forbidden, refrain from always being on leave) City Mayor Aniano P. Antalan said. Antalan pointed out improvement in tourism destinations and maintaining peace and security as his priority concerns for this year. He as well encouraged all barangays to develop tourists spots in their area. Likewise, City Vice Mayor Al David Uy welcomed the year of the wooden horse as a lucky year with lots of opportunities which also required swift actions from the 6th City Council on the most debated issue on coastal resource and marine water zone of Igacos.

Vice Mayor Uy was optimistic of a productive year ahead given the established rapport with the local chief executive and the executive department. During the Department Heads meeting, City Mayor Antalan instructed the department managers particularly the City General Services Office to give strict cost cutting measures for water, electricity and utilization of government resources particularly motorcycles. Antalan stated the three items to have incurred huge amount in expense in year 2013 that needed abrupt measures to reduce the amount. He also instructed all the offices to provide assistance to the Licensing Division to hasten the processing of business permits to the ongoing Business One Stop Shop. Other concerns tackled that need be given prior concerns were the beautification of the city, sports development program and “Dalit serbisyo” that is bringing the speedy services to the people in the barangay. DOST Region 10 Director Alfonso Alamban says that this Regional Invention Contest and Exhibits (RICE) will be held on January 15-17, 2014 at the SM City Event Center, Cagayan de Oro City. RICE, with its theme, “Science, Technology and Innovation: The Road to Smarter Philippines,” aims to recognize the outstanding local inventions, innovations, researches and utility models with significant and potential contribution in the development of the industry and the economy. By showcasing them in a conducive venue, these products of Filipino ingenuity and inventiveness will gain public awareness and thereby bring in potential inventors and commercialization partners. MAMBAJAO, CAMIGUIN – The Division of Camiguin excelled in the “Communication Festival Writing Competitions” held earlier in Cagayan De Oro City.

Standing up to its reputation as the regional champion in journalism competitions for the pupils/students category in the last three consecutive years, educational leaders and teachers here, likewise take home top awards for the comfest. Grabbing first spot in the Education Program/ District Supervisors (EPS/DS) category for editorial writing (English), second place in editorial writing (Filipino), second place in news writing (English), and third place in feature writing (Filipino).

According to Bradge Jumo, CDRRMC representative, the Philippines has experienced several calamities including floods, tsunami, and earthquakes and based on a report from the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), there are over 22 typhoons that enter the Philippine area of responsibility every year. Jumo stressed that five to six of these calamities are noted to be catastrophic. He also stated that the country also experience drought, volcanic eruptions, landslide, trash slide and complex insurgencies and technical hazards. Taking into consideration the tragic effects of these occurrences, Jumo provided a number of tips to the young people of RRCY on what to do when calamities strike in their area. The RRCY is a residential facility for male children in conflict with the law whose age range from nine to

18 years old. The residents undergo institutional rehabilitation instead of being mixed with hardened criminals in jails. The general objective of the facility is to enable boys to resolve their problems and restore their normal functioning, thus regaining self-esteem and dignity through rehabilitative services.

Bayog RHU receives new ambulance

Mayor Leonardo L. Babasa Jr. personally received the ambulance in a turnover ceremony and the blessing during the culmination program of “Kasadya sa Pasko” Festival 2013 held at the municipal government quadrangle last Monday. The ambulance is intended for the Rural Health Unit (RHU) of this town. Fr. Rolly Taghap led the blessing of the vehicle with barangay officials, municipal employees and local residents in attendance. “Kasadya sa Pasko” Festival is annual event initiated by the by the municipal government of Bayog featuring Christmas booths and Light-a-Tree contest participated in by the different municipal offices, the 28 barangays of the municipality, non-government organizations (NGOs) and peoples organizations in the locality. This year’s Christmas booth contest was won by the Municipal

Economic Enterprise Office (MEEO) led by Pablito A. Matias, MEEO officer with the prize of P10,000. Second place went to Barangay Poblacion under Hon. Berly Jote with P5,000 and third place went to Barangay Kahayagan led by Hon. Felix Elardo with P3,000 cash prize. Meanwhile, the Light-a-Tree contest, first prize was garnered by Yellow Team under Councilor Horace Paul Anlap with P10,000 cash prize; second is Black Team led by Councilor Ronilo Yamaro with P5,000 and third is Green Team of Councilor Ernesto Yagos with P3,000. Five consolation prizes of P2,000 each were also given to five other participating contestants. Zambo siege fire victims to get 3,000 cash assistance from CHR

ZAMBOANGA CITY - At least 700 internally displaced families who were victims of fire during the September 2013 siege here are expected to receive P3,000 per family as cash assistance from the Commission on Human Rights (CHR), said Atty. Sharon Belisario in a phone interview.

“Pasensya lang muna sila sa proseso , medyo matagal tagal din dahil may mga dokumento na dapat din ma submit,” she said. Belisario explained that since December last year, CHR-Zamboanga has already prepared affidavit for the 700 families as one of the requirements, 300 of them have already signed the affidavit and the remaining 400 are scheduled to sign it today. “Kailangan ng affidavit, kasi parang complaint din yan (The affidavit is needed because it is similar to a complaint),” she said. After the affidavit has been signed, CHR investigator will then conduct investigation for the preparation of an investigation report, and then it will be forwarded to the legal department for resolution then to CHR central office for fund allocation.

Belisario explained that it would take about two weeks for CHR-Zamboanga to process. She could not, however, speak for the central office as to how long it will take the latter to release the fund. Belisario said the CHR for the moment has stopped at 700 families saying “hindi kasi namin alam kung may enough pondo ba sila sa central office (we don’t know if the central office has enough funds for the purpose.)” She, however, assured that once an advice from the central office is given as to the availability of funds, the CHR here will once again start processing the claims. “Basta sigurado, within the year may next batch pa (I’m certain there’s still another batch to be released within the year),” she said. Aside from the affidavit, the beneficiaries will also need to submit fire incident certification, DSWD access cards and other documents as proofs that they are indeed victims of the fire .
