His father-in-law Alfredo Gomez did not expect that the area which he initially planned to put up an ice plant in 2008 will turn into a resort. The patriarch was happy on his change of plans seeing people enjoying and having fun in his resort.

A P15-M investment was poured for the construction of the resort to provide guests with the amenities for an enjoyable and unforgettable experience in the place.

“The center of Margosatubig is congested with function halls but there are no parking areas that provide a secure and comfortable stay for the guests, which they can only experience here,” Encallado related.

The Chief Executive issued the statement during the regular press briefing at the President’s Hall of the Malacañang Palace on Monday following the deferment of Lee’s confirmation.

The President said that he is just awaiting the resolution of the CA on Lee’s appointment before he makes the nomination of a new envoy.

“Primarily, we have to listen to the wisdom of the Commission on Appointments. ....Are there grounds for it? As the situation has changed, it also changes the parameters of the ambassador we need in China,” the President said.

The Chief Executive also cited the recent developments in the Scarborough Shoal as the reason in considering the

option of appointing a new ambassador.

“He was appointed a year ago and the considerations were different. Now, we have the Scarborough incident and there are other issues. Does he possess the necessary skills to be able to help us navigate this treacherous water at this point in time?” Aquino stressed. (JS)

Aquino receives posthumous honorary degree for his late mother, Cory Aquino

President Benigno S. Aquino III received on behalf of his mother, the late former

President Corazon C. Aquino, an honorary degree conferred on her by the Bicol University in ceremonies held in Malacañang on Tuesday.

The Bicol University, one of the Philippines’ premier State University in the Bicol Region, conferred a Doctor of Humanities degree, Honoris Causa (posthumous) on the former President in recognition of her advocacy to alleviate poverty through her microfinance programs.

These microfinance programs have provided opportunities for the poorest of the poor to have access to financing for livelihood and skills training.

In his speech, the President expressed elation over the honor accorded his mother, saying that it clearly reflects her optimism that provided hope for her countrymen.“Sumasalamin

ang pagkilalang ito sa pagiging ehemplo ng aking ina, gayundin sa mga ipinunla niyang butil ng pag-asa sa puso ng marami nating kababayan,” the President said.“Patunay ang parangal na ito na may hangganan man ang buhay ng tao, ang positibong naiambag niya para sa kaniyang kapwa at sa lipunan, at ang inpirasyong iniwan niya sa pisikal na mundo ay hindi kailanman magmamaliw,” he added.

Aside from conferring the honorary degree, Bicol University president Fay Lea Patria Lauraya, Ph.D., also handed over to President Aquino the Academic Robe, Hood and Cap.

The awarding of the Diploma was done by

Senator Edgardo Angara, Chairman of the Senate Committee on Education, Arts and Culture; while the awarding of the Plaque of Commendation was given by Nenalyn Defensor Ed.D., Commissioner of the Commission on Higher Education.

The Bicol University was created on June 21, 1969 by virtue of Republic Act No. 5521.

It offers 112 curricular programs along the cluster disciplines of Education, Agriculture, Forestry and Fishery, Technology, Engineering, Architecture, Health and Medicine, Social Sciences, Business and Entrepreneurship; Arts and Letters, Culture and Recreation and Sports. (RCK)

PNoy reiterates need for more energy sources in Mindanao

President Benigno S. Aquino III today declared that government’s main objective is to generate more energy sources for Mindanao to respond to

growing energy needs of the region. “We aim not only to maintain the existing facilities, we also want to add to these, and to utilize their maximum capacities, to get energy to support the increasing economic

activity in Mindanao,” said President Aquino in Tagalog during the press conference. In a press briefing today, Aquino reiterated that the government is

taking into account various solutions presented by stakeholders during the energy summit held in Davao City last April 13. “We are driving to make power rates

reasonable, and the first step really has to be an excess of generating capacity that will foster competition,” Aquino said, adding that Luzon and Visayas already have excess supply of energy. In response to calls for renewable energy, he said that government is looking into this but is also taking into consideration various factors. Among these are the high cost of clean energy generation and whether consumers would be willing to pay more for this. Aquino noted that the government is subsidizing energy to a certain extent as it shoulders P2.6-billion cost of repair of Agus plant. “If we subsidize,

firstly, we have to get it from somewhere, and where do we get it? Secondly, instead of encouraging conservation of non-essential use, we tend to consume more because of this; it goes back to the problem of how do we generate all these demands,” adding that the issue of the generation charge also comes to place, and how much is passed on to the consumers and how definite this will be. The President said that in the budget of P1.8 trillion, around P400 billion can be allocated, and this will probably be the source for the subsidy. “But this will translate to losses for roads, for airport upgrades, irrigation, schools, health services and so forth,”

he said, if this would be used to subsidize energy sources. On the proposal on using nuclear energy during the summit, the President said they are studying the matter very well. “There are other sources for energy that have less potential negative impact that are available to us,” he added. He also said the government will evaluate the proposals against privatization of Agus and Pulangi, even as it was government subsidy of power generation plants that led to the energy crisis. During the energy summit, he stressed that investment in power industry should come from private sector to ensure steady supply of power. “We need to encourage that they build more generating facilities, to generate supply, and then have a surplus of this supply, so that competition becomes feasible, wherein the prices can compete with each other,” he said, adding that he is open to have a more extensive dialogue with the concerned sectors.

DAR, NIA sign MOA on agrarian reform infra support by Editha R. Salvador and Irish Mae Esin

The Department of Agrarian Reform (DAR) and the National Irrigation Administration (NIA) signed a memorandum of agreement (MOA) for the institutional development component

of the Agrarian Reform Infrastructure Support Project (ARISP) Phase III recently in Cagayan de Oro.

The two agencies were represented by DAR Regional Director Engr. Felix B. Aguhob and National

Irrigation Administration (NIA) and Regional Manager Engr. Felix M. Razo.

Free pet spay/neuter set this summerby Jorie C. Valcorza

The Philippine Veterinary Medical Association (PVMA) will do barangay visits to reach more pet owners in the island. This will be their second visit and they target to serve some 200 felines

and dogs. The Provincial VeterinaryOffice(PVO) said PVMA will give priority to spaying activities or the removal of reproductive organs of female dogs and cats, as PVO can easily

accommodate pet owners who need neutering services or the removal of the testicles in male dogs and cats. Camiguin Provincial Veterinary Chief, Dr. Louis S. Bollozos, explained that surgeries are always performed while the animals are under anesthesia. He assures that the procedure is safe provided that proper after care is extended to pets that have undergone the procedure. The activity aims to support the

island’s bid of maintaining a rabies-fee status. This will also help control the population of such animals, thereby, reducing rabid bites. Camiguin Governor Jurdin Jesus M. Romualdo released P150,000 supplemental budget, slated alone for the massive surgical operation for dogs

and cats throughout the province. The activity is open and voluntary. It caters to all owners who are willing to submit their pets. Bollozos said that the prevailing rate now for such procedure in private clinics and hospitals range to about P 5,000.

CAGAYAN DE ORO CITY - The Board of Trustees of the Government Service Insurance System (GSIS) is continuously formulating and reviewing their policies in order to bring better services to members and pensioners.

During the dialogue with the public sector unions here, Trustee Karina Constantino-David elaborated some of the initiatives implemented by the current administration to provide responsive services to its stakeholders. Topping the list was increasing access of members and pensioners through its renewed partnership with the Land Bank of the Philippines as additional service bank in the deployment of more GSIS Wireless Automated Processing System kiosks across the country.

Other initiatives include cancellation of the annual renewal of active status for pensioners for their greater convenience, revised

survivorship policy that allows survivors to receive their pension even if they are receiving income or pension from other sources, and the adoption of the choice of loans amortization schedule for pensioners which gives retirees the freedom to choose the settlement mode of their loan obligations. The Board also formulated a new policy reducing the interest rate for emergency loans from eight percent to six percent, and waiving the one percent service fee for the loan.

MGB eyes students, private geologists for mapping

The Mines and Geosciences Bureau Region XI (MGB-

XI) is eyeing to geology students and private mining geologists to fast-track the completion of its 1:10,000 scale geo-hazard maps. According to Regional Director Edilberto Arreza, there is only one government geologist working in the region and had mapped at least 16 towns. “ eight lang ang makaya ng isang geologist sa isang taon.” (one geologist can only do eight towns in one year) Arreza said.

There are about 47 towns and cities in Region XI. The geo-hazard mapping program is scheduled to be completed by 2014. If we have more geologists we can map more towns, says Arreza. One plan they are pushing is to utilize students particularly OJTs or on-the-job trainees to help the MGB in mapping. He said the students will be paid while working on the maps. Another plan is to seek the help of mining geologists to map the towns adjacent to their mining

sites. Arreza said that a Memorandum of Agreement or MOA is being readied for the schools and mining companies, with the added manpower the MGB can cover as many towns as possible. He says that the 1:10,000 geo-hazard maps are more detailed than the existing 1:50,000 geo-hazard maps made earlier by the MGB. The MGB is facing a shortage of government geologists to do the job of geo-hazard mapping with many geologists lured by the promise of big

pay by private corporations. A licensed government geologist receives around P28,000 pesos (Salary Grade

18) while licensed geologists earns as much as P300,000 in the private sector. (PIA/RG XI)

Convergence goes to far-flung barangayTagum City — Convergence for Peace and Development proceed-ed last Friday (April 13) to the far-thest barangay in the municipality of Carmen. “Tibulao is 28 kms from Car-men poblacion and one of the farthest barangays,” said Mayor Marcelino Perandos during a fo-rum conducted before the formal opening of the program in Tibulao Elem. School. “Kini nga progra-ma dako kaayo ug ikatabang sa barangay Tibulao” (This program would help Barangay Tibulao in a big way) the Mayor added. The Provincial Government, Armed Forces of the Philippines (AFP) and Philippine National Po-lice (PNP) were in full force to de-liver free services such as medical consultation with free medicines, minor surgery, laboratory, dental care, skin care, and haircut. Toi-let bowls, slippers and pieces of toothbrush were also distributed free after the fun games Aside from medical and so-cial services, Convergence has also adopted the forum or locally known as “pulong-pulong” to fa-

cilitate a dialogue between the of-ficialsofthebarangayandagen-cies constituting the Convergence together with the local govern-ment unit concerned. During the forum, Brgy. Capt. Victoriano Ocon Jr. outlined their concerns, which include wa-ter system, farm to market road, electrification,computersets,andland for their public cemetery. The Mayor positively answered all these one by one. I n an interview, Brgy. Capt. government’s Quality Education for Sarangani Today (QUEST) program designed to assist the Department of Education (DepEd) to improve reading skills of “frustration readers” among incoming Grade 2 and 3 pupils.

“Frustration readers” are those who can identify words but have inadequate or no comprehension at all.

The activity is a whole day remedial reading program from April 17 to May 8 implemented in partnership with the DepEd, QUEST, Sangguniang Kabataan and the Alcantara Foundation.

QUEST recently held two days of training for teachers who will conduct the reading classes. Each of the 309 teachers will handle an ideal class size of 35 pupils.

During the training, Governor Migs Dominguez

thanked the teachers for their “passion and commitment” to make SBB successful.

“Let’s remember the first time we makethem (children) read,” Dominguez told the teachers as he stressed the importance of continuously motivating children to learn to read.

Compostela Valley Province also sent nine youth leaders and 12 teachers to join the training as they would replicate SBB starting this summer vacation which would be called “Summer Big Brother: Reading is Fun! Season 1”.

After a series of benchmarking of local officials, DepEd officialsand private sector in Sarangani which was arranged by Alcantara Foundation, Compostela Valley decided to replicate QUEST. Comval started

with an Education Summit last January.

Palawan was also set to launch this month its Palawan Big Brother, patterned after SBB.

In early March, QUEST program manager Annalie Edday was instructed by Governor Dominguez to email the activities of QUEST to Palawan Governor Abraham Mitra because he was interested to replicate QUEST.

A QUEST team led by EddayflewtoPalawanonMarch 19-22 to present QUEST and help Palawan organize its education reform program.

This summer, Palawan will have its PBB (Palawan Big Brother: Reading is Fun! Season 1).

“PBB is the kickoff project of the Palawan education reform program,” Edday said.

In Sarangani, Edday noted the improvement in the performance of the “frustration readers” after they have completed the reading program.

“I am so happy that they feel the sense of belongingness as they enrolled in the next grade,” Edday said.

She said every year different modules are used in the summer classes as additional inputs are being introduced.

a volunteer program to tap youth volunteers who will assist teachers in facilitating the activities from the modules.

“Teaching young children to read is the most critical educational priority facing the province,” Edday said. She explained SBB “will help schools and children uplift their performance in reading.”

“By teaching all children to read well by the end of the third grade, we will ensure that all students that advance to later grades are well prepared to achieve their full academic potential,” Edday added.

Edday said SBB was successful in helping DepED eliminate the frustration and instructional readers among incoming Grade 2 and 3 pupils.

“For years it has produced good result; for 4 years, this program has engaged 855 teacher volunteers, 2,166 youth volunteers and has made 17,983 pupils better readers,” Edday disclosed.

“We are happy that we have numerous volunteers from General Santos City, seven scholars of American Field Studies and one German volunteer this year,” Edday reported about the SBB volunteers training.The programwas first

thought to make “reading

as fun,” said Edday, “but since there are quite a number of frustration readers so we made SBB season 4 as a remedial reading program.”

SBB was launched in 2008 in which Governor Dominguez said the firstconcern then was how to harness the spirit of volunteerism among the youth “to be able to make them contribute in the community.”

“Masarap makatulong bumasa at buksan ang mga mata ng mga bata and teach them to dream big!,” Dominguez told the volunteers in Alabel during the volunteers training last year.

For the past three years, SBB became a channel in unifying the school’s community and utilizing the collective efforts of the Sangguniang Kabataan (SK) of the province.

The governor has pointed out that “success lies in education. It opens up boundaries we think impossible. Education from elementary to high school up to college will ensure better future.”

In 2011, QUEST pre-test and post-test results showed a 55 percent increase of the pupils’ reading level from “frustration readers” (36%) to the right reading level (91%) and were ready to enter Grade 3.

Every year, the reading skills of pupils were improving because of Sarangani Big Brother. SBB has become successful through volunteer youth and members of the Sangguniang Kabataan.

experiences for the little children like I was, and I’m very happy to be an ‘Ate’ (big sister) for them,” Aragon said.

The Panlalawigang Pederasyon ng Sangguniang Kabataan (PPSK) launched the month-long reading program in the summer of 2008 among elementary pupils while instilling the value of volunteerism among “mentors”.

Tawi-Tawi peace council convened to address Sitangkai conflict

Sahali, who chairs the PPOC, said that his agenda in convening the council was to address the armed conflictbetween twogroups in theMunicipality of Sitangkai that has been reportedly escalating. This prompted the PPOC chairman, in the meeting, to direct the PNP Provincial Director, Sr. Supt. Rodelio Jocson to give an update on the situation in the area. Jocsonconfirmedthattherehasbeen armed engagement between the two warring factions, however, as of press time, “the groups are in a ceasefire and settlement of theconflict is under negotiation,” headded. He further said that the peace and order situation in the Province of Tawi-Tawi is manageable and there is no cause for alarm. In the same manner, Task Force 62 Commander, Navy Captain Renato Yongque also said that Tawi-

Tawi in entirety is peaceful, “that is why there is no military movement,” he stressed. Yongque also cited that the military has made changes in its approach and has adopted the so-called “Internal Peace and Security Plan or the Bayanihan,” composed of teams of selected soldiers to help work for peace in the community. Meanwhile, Sahali said that the conflict in Sitangkai betweenthe two groups is purely a clan war or of feuding families, which is normally occurring in the province and elsewhere. He stressed his optimism that such conflict could be addressedsoon, just like incidents of the same nature that have already occurred in the past but were given solutions. “We have peace in Tawi-Tawi, and we will protect that peace,” the governor stressed. As per Proclamation No. 1, series of 2012 signed by the city’s chief executive recently, it stated that the balangays of Butuan have been declared National Cultural Treasures by former President Corazon C. Aquino through Presidential Proclamation No. 86 dated March 9, 1987. The proclamation also stated that the balangays, since its proclamation as National Cultural Treasures have become the centerpiece of tourism activities and an icon of the annual fiesta celebration of the city. With March 19, 2012 marking the 25th year of its proclamation, the Sangguniang Panlungsod

has expressed its sentiments to declare March 9, 2012 to March 8, 2013 as the Balangay Silver Year, the proclamation stated. Meanwhile, in line with the year-long celebration, the Sangguniang Panlungsod also passed SP Resolution No. 220-2012, adopting the official logo of the Balangay Festival Silver Year Celebration. In this regard, the City Tourism Council sponsored a logo-making contest for the aforementioned celebration, where the logo entry encircling a balangay boat with waves and the Year 2012 in the center and with the words “Balangay Festival Year” written in the upper inner silver circle

and the words “Butuan City” written in the lower inner silver circle won the contest. With these developments, the city government is now on the process of finalizing the events that are in-line with the celebration, where people here are expecting for the grandest and colorful fiesta celebration of the city come May 19, 2012, to be highlighted by the staging of the 2012 Mutya Hong Butuan. The Balangay or Balanghai is the first wooden watercraft ever excavated in Southeast Asia. Also known as the Butuan boat, this artifact is evidence of early Filipino craftsmanship and their seamanship skills during pre-colonial times. The Balanghai Festival is also a celebration in Butuan City to commemorate the coming of the early migrants that settled the Philippines, on board the Balangay boats. When the first Spaniards arrived in the 16th century, they found the Filipinos living in well-organized independent villages called barangays. The name barangay originated from balangay, the Austronesian word for “sailboat”.

According to District Engineer Joseph Calderon, besides the on-going implementation of the almost completed carry-over projects from 2011, all infrastructure projects set for 2012 have already been started.

Calderon said the 2012 projects with the total amount of P218,255,000 include the concreting of the remaining unpaved portions of the Surigao del Sur Davao Coastal Road (SDCR) project along with four bridges and also the continuation of the

San Miguel-Bayugan Road. On the other hand, he pointed out that six of all the seven carry-over projects for 2011 have already been completed except for one which is now nearing completion.

Lobregat announced that there is an initial P20 million budget for the development of the islands, known for its pinkish sand. He added that they will be creating 17 new positions to oversee the development and operation of the Islands. Positions are tourism officers, environmental specialists,community development officers,and divers. As part of its initial steps to develop the islands, the city government, together with DOT and the United Architect Association – Zamboanga City Chapter launched the search for the best architectural design for the islands, specificallythe Greater Sta. Cruz, in partnership with the Western Mindanao State University College of Architecture. The contest is open to all Filipino Architects and architecture students here and all over the country. Lobregat already gave a hint to interested participants of what the city government wants for the island. “The development should not be Boracay type. We don’t want high rise hotels. The development will be low impact, and environmentally friendly”, Lobregat said.

He added that what he envisions Sta. Cruz is to be a daytime resort with all needed amenities like administrative building, clinic, staff house, pavilion, CAFGU detachments, and solar panels, among others. Lobregat said there will be two categories for the contest. Category I is for registered architects with currentvalidmembershipcertificatefrom the Integrated and Accredited Professional Organization of Architects, while Category II is for architecture graduates and students with the endorsement of the College Dean. For graduates, there should be an endorsement from his/her mentor. For Category I winners, firstplacer will bring home P100,000.00, 2nd placer will receive P60,000.00, and P40,000.00 for the 3rd placer. DIPOLOG CITY - The Commissioner of the National Commission on Muslim Filipinos (NCMF) told this year’s graduates of the Mindanao State University (MSU) in Marawi City to always work for excellence as “alumni of one of the best schools in the country.” Speaking in the baccalaureate program held on Thursday at the Dimaporo Gym, MSU, Marawi City, Commissioner Moner M. Bajunaid advised the graduates to keep themselves smart, humble, and unafraid. To be smart, he said, one must be wise and equipped with confidence.“Inseekingemployment,a graduate must show his or her best as competition is very stiff nowadays,” Bajunaid said.
