On the 7th of February 2014, Croissance PEACE organized a meeting around the launch of its business networking forum in the Uganda embassy in France. We would like to thanks H.E. Nimisha J. I thank Mr. Ludovic Emanuely who is in fact a good friend of my colleague in China H.E Ambassador Madibo Charles Wagidoso the Ugandan Ambassador to China, for launching this very important investment and tourism opportunity in Africa Forum in partnership with China, France and Africa and Uganda in particular. China has seriously partnered with Africa on the above,and Uganda in Particular.

China has invested $14 billion in Africa by the end of2013 a jump of 60 % from 2009 in the areas of infra-structure, roads and schools. China has offered Africa$75billion making her the largest lender, cheaper thanthe World Bank, Agence France de Development, EIB,CIDA Canadian International Development Assistance,DFID of the UK etc. Bilateral trade between Uganda

and China in 2013 was $538million in a 35% increasefrom 2012. In Uganda theChinese are building a 600MW dam at Karuma, a 185MW dam at Isimba, developingthe roads from Entebbe toKampala and from Kampalato Jinja; in the north from Ni-mule to South Sudan and inSudan as well. Uganda intendsto implement its vision 2040through all these developmentprogrammes. The Chinese CNOOC has justsigned a MOU with Uganda tobuild an oil refinery with Totalof France. Uganda has oppor-tunities in oil and it's by pro-

ducts including establishing towns in oil centres with lowcost housing and schools. Standard Chartered Bank in Uganda with the Chineseare investing also in the advancement of technology,skills, job creations and revenue collection activities. Forexample the railway which has assets worth $3 billionwith RVR needs to increase investment and its capacity.Please note that Uganda has open capital and currentaccounts and we have a free market economy which ismore liberal than France. Mobile money is used to trans-fer funds which is extremely effective, cheap and moniescannot disappear.

Further to these, the other areas of investment and de-velopment for France with Africa and Uganda in parti-cular is in sports especially football and tennis andmusic. You have so many African bars and coffee shopsand events in France that you could almost make ano-ther small African country within France.Uganda, in particular has excellent talent in these areasthat need to be sponsored and enhanced. You will recallthat the marathon in London in 2012 was won by aUgandan Mr. Kiprotich. Please don't forget that our an-

Africa is the last frontier. Returns on investment inAfrica are a minimum of 25% for those who have thecourage. But I assure you,you must have PPP (PatiencePerseverance and Partner-ships) both privately as wellas publicly, in order to realizethis success.The French Government underthe leadership of PresidentHollande hosted Africa’s Headsof State at the Elysée in De-cember 2013 on Peace and Se-curity in Africa this includedpreservation of the environ-ment such as protection of theelephants, the empowerment ofwomen during conflicts againstrape and violence. Most of Africais safe than Washington DC,Chicago Moscow, New Delhi toname a few cities. Uganda is the safest! without prejudice!So your investment and your own being will be protected!!

The areas of opportunity are in infrastructure, energy,roads, alternate energy, agro-processing, water manage-ment, water securi- ty, as well as in IT and tourism.Or simply come and live in our part of the world andenjoy what it has to offer. The Chinese have very smartlyoffered long term concessional financing to African coun-tries both to individual countries as well to regions suchas the EAC, ECOWAS and SADC. This is 30 years fi-nancing at 2% interest with a 10 year moratorium.With economies in Europe at all times low it is absolutelyessential that you take advantage to partner with theseChinese financing opportunities to use your advancedtechnologies and participate in the above projects. MostAfrican countries have duty free and quota free arran-gements with the USA, the EU, India and China to ex-port products made in these countries to those duty freeand quota free. The challenge is to meet to ISO standards and this isalso a virgin territory for companies from Europe to ex-port their skills and technologies.

in developing their activities in Africa, initially in currentbanking activities, but also increasingly oriented to pro-ject financing, leasing, etc. China has USD 3.8 trillionforeign exchange reserves and this is not without conse-quences for the handling of the country's monetary policyand the value of yuan. This is also an explanation of the

policy of «go abroad» advocated by the Chinese autho-rities with Chinese companies. Chinese banks are actingto support this policy. Although naturally the Chinesefunding will give priority to the projects involving pur-chases of goods and services from China, however itsscope of application is not restricted, particularly for re-gional or international cooperation projects. Please notethat the concept of "country risk" is now part of the de-cision process of Chinese banks.

Finally, please remind that the compensation or barter,especially against oil, gas, minerals or electricity is oneoption often used by Chinese groups to complete the projectfunding. That is the case for some projects in Uganda.

Speech by Jean-Paul Tchang, economist and financial,on the role of chinese banks :

Uganda and China have diplomatic relations since1962. The bilateral economic relations have strengthe-ned in recent years. Chinese companies are involved in a number of infra-structure projects and economic sectors: energy, mining,transportation, ICT, etc., alone or in combination withforeign companies (eg Tullow - Total - CNOOC). It is mainly the Chinese SOEs (State Owned Entreprises)that are active at the moment. We find among them theNo1 Engineering Co of FHEC CCCC Group, CREC(China Railway Seventh Group Co), Huawei, ZTE,Complant (China National Complete Plant Imp & ExpGroup), China Jiangsu International Economic andTechnical Cooperation Group, CICO (Chongqing Inter-national Construction Corp),etc.

Chinese companies bring in most cases chinese fun-ding, supported by policy banks such as the China De-velopment Bank (CDB) and the Exim Bank of China. In the case of the 37.2 km highway that connects the En-tebbe airport to the capital Kampala, in achievement bythe No1 Engineering Co of FHEC CCBC group, theExim Bank of China provides a soft loan of USD 350million for total funding of 476 million. China Development Bank has 154 offices worldwide andorganizes foreign investment forum in Beijing. The fifthversion of the forum took place in Beijing in December2013 with the participation of Uganda.

Major Chinese commercial banks: Bank of China, theIndustrial and commercial Bank of China (CIBC), theAgricultural Bank of China (ABC), Minsheng bank (thelargest private bank in China) may be associated withthe financing of projects abroad, to follow their SOEs orprivate customers. These banks have branches or repre-sentations in Paris or in in London, which are interested

MY IMPRESSIONS :The welcome that was reserved for us was extremelyfriendly and fraternal. We met a very dynamic and vo-luntary ambassador, which suggests we could achieve anactive, effective and exemplary cooperation.Most of our auditors have never been in Uganda. Theywere very impressed by the potential of this country stilllargely unknown.Not only representatives of international relations, direc-tors Africa , SMEs and investors but also journalists werepresent at the meeting which allowed for a constructivedialogue. The Uganda appears as a country where we must be now.
