Explain in a separate addendum as called for at the end of this clause, with full reference to the following aspects under which the ANPR , system need to operate :-

- Works at combined speeds (in opposite directions) of around 300 km / h

- Day, night, all weather- Handles bright lights- Stabilised to work in all road conditions- Preferable use same cameras as in - vehicle camera

system - Checks vehicles / plates against remote databases- Record images and GPS location of captures and time /

date stamps- Alert control centre’s, and crew to hits- Monitor multi - hits and direction- Links to other License Plate Recognition systems around

the country to monitor vehicles and identity theft- 100% scanning of vehicles, with 99.98% successful

recognition under conditions where number plates adheres to SABS standards

- 100% scanning of vehicles with 95% successful recognition for number plates other than South Africa

- In all instance Image and OCR technology need to be employed and images need to be stored

- Apart from the ANPR, the images, colour and profiles of the specific vehicle also need to be stored and relationally referenced to an on-board vehicle database for identification and alerts

- Ability to read all types of plate’s e.g. Metal, plastic, paper, including different lettering, multi-line plates, different colours with various backend watermarks, etc.

4.20.3 ANPR monitor multi - hits and direction, plus warning of repeat occurrences is required. In addition the storage of the hits in a minimum of JPEG storage is required for transfer purposes.

Y

4.20.4 Image recognition capabilities for resolving an image correctly is required as part of the ANPR.

Y

4.20.5 The way of keeping track of image enhancements needs to be specified for use in court. Therefore the software to enhance images must be disclosed and specified, as well as all security aspects associated with this facility.

Y

4.20.6 The ability for transforming text based images to character in association with the ANPR system is a requirement. (OCR, ICR

All vehicles will be fitted with an Automated Vehicle Location system which provides the X and Y co-ordinates, date, time, identity of the vehicle via a GSM / GPRS transmission service to a central location through a dedicated APN / via SAPS owned TETRA. Infrastructure.

Applications need to interface to this unit to acquire the GPS co-ordinates, date and time at specific co-ordinates. Refer to Annexure D for the required technical detail.

4.20.8 Provide a full disclosure of the elements as required and described in the exact same order as provided in this paragraph, as a separate addendum labelled appendix L12, “ANPR Functionality” Costing for this subsystem should also be identified separately in Annexure A with clear indication that the associated cost elements is for this concept alone. Each cost driver for this subsystem need to be costed in alphabetical order and structured accordingly in appendix L12.

Appendix L12, “ANPR Functionality”- Works at combined speeds (in opposite directions) of around 300 km / h

LICENSE PLATE RECOGNITION RESPONSE:

Currently we have only confirmed the LPR operation in South Africa at a speed of 263km (confirmed by RTI – John Schnell, on the N3 location of ASD).

Theoretically, based on a 5M FOV (Field of View), at 300KM/H at 60 FPS one will capture 3 images of the vehicle.

300 km per h60 min

5 KM per min0.08333333

3 KM per s83.3333333

60 Frame rate per second1.38888888

We would welcome an opportunity for anyone with a fast car to come to any of our existing sites either locally (over 100 sites) or internationally (over 10 000 sites) with long approach and exit lanes to prove that the system will work at over 300KM/H.

- Day, night, all weather

LICENSE PLATE RECOGNITION RESPONSE:

The camera proposed has a number of features which make this camera ideal for all weather operation, including:

- Strong sunlight / shadow correction- Low illumination requirements- Adjustable gain and shutter time 1/100 to 1 / 30 000 sec- Automatic internal heating with thermostat (-20 degrees to + 55 degress)- IP 67

- Handles bright lights

LICENSE PLATE RECOGNITION RESPONSE:

The camera proposed has an IR filter (at 850 nm) plus external IR lights at 2 000W

This ensures that head lights do not interfere with the operation of the camera while capturing the license plate.

LPR Confidential 5 www.I-cube.co.za

LPR CC 082 562 8225 [email protected]

- Stabilised to work in all road conditions

LICENSE PLATE RECOGNITION RESPONSE:

The camera is a digital camera, operating at 60 frames per second. The housing and bracket are designed to operate in high winds, at speed and on very rough roads.

- Preferable use same cameras as in - vehicle camera system

LICENSE PLATE RECOGNITION RESPONSE:

The camera proposed is designed to operate outdoors and at high speed. LPR would suggest a low cost, IP camera with a built in microphone designed to operate in a vehicle which would be far better than using the same camera in and outside?

RE: LPR GUARANTEE for LPR Software

This letter confirms and explains the LPR guarantee provided by I-Cube for all versions of the LPR software sold by any of the I-Cube distributor’s world wide. I-Cube will replace any LPR software which is found to be defective and not recognising license plates.

If you are concerned and would like to TEST if your LPR system is no longer working, or working at the best recognition rate, capture a number of images in a JPG format using your cameras and PC. Send these images to [email protected] where we use the LPR PLAYER on the I-Cube web site (under support) to process these images. If the LPR PLAYER can recognise the plates, the LPR software is working. In this case the problem is usually a configuration issue on the LPR system.

If the LPR player does not recognise the plate, I-Cube will then RELEARN the neural network so that your LPR software will recognise your specific plates. If this does not solve the problem, I-Cube will replace your LPR software with a software version which will work. There is no time limit to this offer.

Please E-Mail any concerns or questions to [email protected]

Yours Faithfully,

Barry T. Fryer DudleyLICENCE PLATE RECOGNITION CCCell: 082 562 8225; Office: 031-764 3077; Fax: 0866 539 659Email: [email protected]; Web site: www.I-CUBE.co.za
