1.1 TRAINING POLICY
1.1.1 General
The Training policy for Flight Operations Officer (FOO) has been developed to establish principles that would allow supervision of all FOO’s training activities.
This policy is directed towards achieving a high level of competency and professionalism by FOO’s. This training policy is based on the requirements of Pakistan Civil Aviation Authority (PCAA) as promulgated in the Civil Aviation Regulations and IOSA training standards. It also outlines the requirement for aircraft type training and additional trainings required for all FOO’s involved in the Operational Control and Flight Dispatch duties. All personnel responsible for Operational Control and Flight Dispatch duties shall hold a valid FOO license issued by Pakistan Civil Aviation Authority and aircraft type rating for the specific aircraft type in their areas of responsibilities. It also contains information and instruction that would be necessary to conduct and supervise the training process in order to achieve the desired standard. FDTM is sub part of Operation Manual Part-D (OM Part-D). FDTM is issued by DGMFD and approved by PCAA; it is a control document and in form of a manual, that meets the need of Operational requirements The content of this Manual contains legible and accurate information which is defined identified and accessible to all Operational Control Personnel and also available on PIA website www.piac.com.pk/manuals.
1.1.2 Objective
The objective of the training policy is to provide a guideline to both the training Instructors as well as the FOO’s about the standard of professionalism required by PIA. PIA expects that each FOO shall demonstrate a level of proficiency beyond the statutory requirements of PCAA. The major objective of the training policy is to develop professional competence enabling the FOO’s to discharge their responsibilities effectively and efficiently. This would allow them to achieve the objective of safe, regular and economical operation of flights within their jurisdiction.

1.2 FAILURE TO MAINTAIN THE REQUIRED STANDARD
Required standard of performance shall be attainment of at least 70% marks in the refresher and initial FOO training courses where as required standard for CRM/DRM, Human Factor, Security, DGR and aircraft type training will be satisfactory completion of each course. Any FOO who does not meet the required standard shall be withdrawn from operational duties and required to appear in re-test or conduct further studies, discussions or training as appropriate with the FOO Ground Instructor or Operation Engineer or other Instructors which ever is the case. Such FOO’s will be required to achieve the above-mentioned required standard of performance prior to resuming their responsibilities.
1.3 RE-ASSESSMENT OF TRAINING POLICY/COURSE MATERIAL
The training process and course material shall be reviewed by a committee comprised of Deputy General Manager Flight Dispatch, Deputy General Manager Central Control and FOO Ground Instructors presided by GMCC to update training syllabus and course material annually in view of the changing operational requirements and training needs if required, considering the following aspects: a) Incorporation of the latest regulatory and operational changes in a timely manner. b) Continuous improvement and effectiveness of training programmes. Any change in the structure of the training policy shall require a prior approval from PCAA.
1.4 CHECKING POLICY
A refresher course shall be carried out for each individual at least once every two years followed by a test, comprised of MCQs with minimum 70% passing marks. Aircraft type training certificate shall be issued after the demonstration of satisfactory and adequate understanding of the relevant chapters of FCOM. The adequate understanding means the ability to read and derive correct data from the tables/graphs presented in the relevant section of FCOM. If a FOO has not prepared any flight plan on a particular type of aircraft during the preceding six months then he/she shall be supervised by the qualified FOO who is current on that aircraft type. Such supervision shall continue till he/she successfully completes at least three flight plans on any sector.
The FOO Ground Instructor (FGI) shall submit the result of each individual separately at the end of the course. Deputy General Manager Flight Dispatch shall forward a recommendation for re-training or re-testing in case of unsatisfactory performance by any individual to GMCC for final decision. successfully complete the trainings according to the required standards shall be awarded with a certificate of relevant training. 1.5 RESPONSIBILITY The General Manager Central Control (GMCC) shall be responsible for ensuring the fulfillment of training requirements according to the guidelines provided in this training manual. The implementation of training policy shall be the responsibility of Deputy General Manager Flight Dispatch who shall monitor the progress of each individual and maintain the records in their personal files.
1.6 TRAINING RECORD RETENTION Training record (initial, refresher and other type of trainings) of each personnel responsible for Operational Control and Flight Dispatch duties shall be maintained by Deputy General Manager Flight Dispatch office in the personal training record file of each individual for a period of at least three years (last three year) from the date of training, and in case of initial training of newly hired FOO’s, their initial training record will be retained permanently while employed for Operational Control and Flight Dispatch responsibilities. Training record files of each individual shall be maintained systematically for easy retention, identification, storage, protection, retrieval and disposition. 1.7 EXEMPTION FROM TEST
Test shall be conducted for employees up to Pay Group VIII only.

2.1 REQUIREMENT OF FOO GROUND INSTRUCTORS
Developments in the ever-changing aviation environment, ATM techniques and regulatory requirements strongly require the need of continuous trainings of those personnel who are responsible for Operational Control and Flight Dispatch. This can be achieved by utilizing competent FOO’s as FOO Ground instructors to fulfill these requirements.
2.2 SELECTION OF FOO GROUND INSTRUCTORS
Selection board comprised of General Manager Central Control, Deputy General Manager Flight Dispatch and Deputy General Manager Central Control shall select FOO Ground Instructors by using consistent system of evaluation, keeping in view the performance, qualification and communication skills of the individuals. Selected candidates shall be required to undergo the instructional techniques training and pass through the procedures of PCAA required for approval as a FOO Ground Instructor. CAA Pakistan FGI approval is valid for one year.
2.3 EVALUATION OF FOO GROUND INSTRUCTORS
Evaluation board for FGI comprised of General Manager Central Control, Deputy General Manager Flight Dispatch and Deputy General Manager Central Control shall conduct evaluation of FGI once in every two years on basis of performance communication skills and instructional techniques of individuals, board will recommended the FGI to conduct next FOO initial/refresher courses. If FGI not shows required level of competencies, board will recommend him/her for refresher course or instructional techniques course.
2.4 AUTHORITY TO CONDUCT TRAININGS/LINE/SPOT CHECK
Qualified FOO Ground Instructors/ Operation Engineers who are approved by PCAA are only authorized to conduct Initial FOO/FOO Refresher/Aircraft Type training courses and FOO Line check and spot checks. FOO Ground Instructors / Operation Engineers shall make the lesson plan according to the PCAA approved syllabus before commencement of each course.
If an individual having authorization leaves PIA, then automatically his authorization shall stand cancelled. DRM/CRM, Security, Human Factor and DGR courses will be conducted by the Instructors of Flight Safety & HSE Division and PIA Training Centre.

2.5 RESPONSIBILITIES OF FOO GROUND INSTRUCTORS
The FOO Ground Instructors shall have the responsibility to keep themselves
abreast of the development of airline environment at large, Air Traffic Flow
management and Future Area Navigation Systems (FANS) specifically. They are
a critical link between the management and the FOO’s training requirements. A
close liaison shall be maintained with FOO’s to understand their difficulties in
respect of training and professional needs.

3.1 OBJECTIVES
The objective of the initial FOO training course is to provide the participants with adequate training for preparation PCAA examination required for the issuance of FOO License and to carry out Operational Control and Flight Dispatch duties on a professional level. The FOO must demonstrate an adequate knowledge to apply the rules and regulations laid down in the various manuals. FOOs shall also be able to judge situations in a way to propose a “realistic” flight plan to the flight crew and to offer best possible support and shall be able to complete aircraft type training for at least two different types of aircraft in PIA fleet and can assume the responsibility of flight dispatch after completion of On-Job-Training under the supervision of licensed FOO.
3.2 CONDITION The participants shall have minimum established qualification of graduation and are employed by PIA as FOO for assuming the responsibility of Operational Control and Flight Dispatch Duties.
3.3 ASSESSMENT
There will be a written exam comprised of MCQ‟s at the end of each session of the course to monitor the progress and understanding of the participants. The participants shall have to achieve a minimum of 70% passing marks in the current session to proceed to the next session. Any participant who is unable to achieve at least 70% marks in any session shall be required to appear in re-test after discussing the weak areas with the Instructor. Any participant who is unable to achieve at least 70% marks in re-test shall be withdrawn from the course and referred to the higher management for further decision. PCAA shall conduct the final exam for the issuance of FOO License and the minimum passing marks is 70% in each paper.
A maximum of three attempts shall be allowed to each participant to pass all the papers of PCAA, in case a participant fails to clear the PCAA examination in a maximum of three attempts shall be referred to the higher management for further decision.
3.4 GRADE
A minimum of 70% marks shall be required for declaring any participant successful in PCAA examination for the purpose of issuance of FOO License.

The average marks secured in all the papers shall be used to ascertain the rating according to the table detailed below.

3.7 ON JOB TRAINING 3.7.1 OBJECTIVE The objective of On-Job-Training is to provide the participants an environment where they can feel and use the knowledge acquired by them after successfully completing the initial FOO training and clearing the examination of PCAA before actively seeking the duties and responsibilities of Flight Operations Officer. The other major objective is meeting the regulatory requirement of PCAA for the Issuance of FOO license.
3.7.2 CONDITION
The applicant for issue of FOO License shall have completed On Job Training (OJT) under supervision of a Licensed Flight Operations Officer for at least 90 days within 06 months immediately preceding the date of application in an approved Flight Dispatch Centre. A prior authorization is required from the Licensing Office of PCAA to commence the OJT and the details of the OJT shall be recorded on form CAAF-642-1. The Flight Dispatch Center authorized to supervise the OJT of an applicant shall fully satisfy itself with regard to the competency of the applicant before issuing the „OJT Completion Certificate which is the eligibility criteria for undergoing the final Oral/Skill test with the PCAA. The Flight Dispatch Center may extend the 90 days OJT period if the knowledge and practical ability of the applicant is not up to the required standard. During the OJT, an applicant shall have completed:
DOMESTIC DISPATCH OPERATION Dispatched, under supervision, at least 05 domestic flights. INTERNATIONAL DISPATCH OPERATION Dispatched, under supervision, at least 05 international flights.
3.7.3 ASSESSMENT After satisfactory completion of OJT PCAA will conduct final ORAL/SKILL test for the issuance of FOO license.

4.1 OBJECTIVE The objective of the refresher training is to brief and update FOO’s on the over all development in the ever-changing aviation environment with a focus on the future developments in ATM techniques and requirements, it shall also cover any change in the aircraft performance data and calculation of the limitations and requirements for all aircraft in the PIA fleet. ETOPS, RVSM, Special Navigation (MNPS, RNP, RNAV) and CNS/ATM systems shall also be covered. The other major objective is meeting the regulatory requirement of PCAA and IOSA standards.
4.2 CONDITION
(a) All FOO’s shall attend this training course at least once in two years. (b) Every FOO shall attend this training course prior to assignment of Operational Control and Flight Dispatch duties after the absence of twelve consecutive months.
4.3 ASSESSMENT
(a) An examination shall be conducted at the end of the refresher training. (b) A proficiency assessment shall be conducted as mentioned in FDM for absentee of twelve consecutive months in addition to above mentioned examination and shall make one qualification flight (RF) as per ICAO Annex-6.
4.4 GRADE
A minimum of 70% shall be the passing marks and be considered satisfactory. A participant scoring below 70% marks shall be rated as unsatisfactory. The instructor shall discuss with him the weak areas and may take another examination or recommend him for another refresher training session.

5.1 OBJECTIVES The objective of aircraft type training is to provide the participants with adequate knowledge of the aircraft performance and its limitations in the preparation of a flight plan. The other major objective is to meet the regulatory requirement of PCAA.
5.2 CONDITION
The participants shall hold a valid FOO license, but are not in possession of the aircraft type certification for which this training is being conducted. This training is mandatory requirement for all FOO’s who are assigned for Operational Control and Flight Dispatch duties (including FGIs) and also for those candidates who are newly hired by PIA as a FOO, prior to assume their duties in Flight Dispatch or Operational Control.
5.3 ASSESSMENT
The participant shall demonstrate to the instructor an ability to derive correct data from the tables and graphs of the relevant chapters of FCOM. The Instructor shall assess the ability of participant as satisfactory or unsatisfactory. Satisfactory means correct use of aircraft performance tables and graphs in obtaining relevant data for the preparation of flight plan. In case of unsatisfactory result, the instructor shall discuss the weak areas with the participants and ensure that the participants are reasonably confident in deriving the relevant data. If the Instructor is still not satisfied with the level of competency, he may recommend for another session of training.
5.4 GRADE The Instructor shall only judge the participant as satisfactory or unsatisfactory.

6.1 OBJECTIVE The objective of additional trainings is to provide the participants with adequate knowledge of mandatory trainings, which are the requirement of PCAA, and IOSA standards, which includes CRM/DRM, Human Factors, Security, DGR, SMS and ACARS.
6.2 FREQUENCY OF ADDITIONAL TRAININGS
6.2.1 CRM/DRM
CRM/DRM training shall be made available jointly with flight crew members for
every FOO, which shall be conducted by the Flight Safety & HSE Division on
annual basis.
6.2.2 HUMAN FACTORS
Human Factors training for every FOO shall be conducted by PIA Training Centre
on annual basis.
6.2.3 SECURITY
Security training for every FOO shall be conducted by PIA Training Centre once in two years.

6.4 SAFETY MANAGEMENT SYSTEM
In order to ensure that the required awareness levels on significance of Safety
Management Systems exist, the General Manager Central Control and DGM
Quality Assurance Flight Operations shall ensure appropriate training and
development programs are planned, developed and delivered at all levels and
functions within all operational personnel of Flight Operations Department Central
Control Division. These include identification and analysis of training needs,
preparation and execution of training plans, orientation and training, measuring
and improving training program effectiveness and maintaining relevant training
records.

6.4.1 FREQUENCY OF TRAINING
All operational personnel are provided with SMS training that must be
incorporated during initial training and every recurrent training program held at
PTC. Internal SAG-meetings are organized for all operational personnel once in a
month for identification of risks and hazards in routine tasks.

6.5 ACARS
ACARS is a digital data link system for transmission of short messages between
aircraft and ground stations via airband radio or satellite. The ACARS training for
each FOO shall be conducted at PTC once in two years during refresher training.
