J. Jeter declared the public hearing on the proposed revisions in the Rules of the Oklahoma Board of Nursing, OAC Title 485, to be in session. Notice of the Public Hearing was published in the December 2, 2013, Oklahoma Register. The Notice of Rulemaking Intent, proposed Rule changes and the Rule Impact Statements were made available on the agency’s website at www.ok.gov/nursing. No persons appeared at the public hearing. Written communication submitted by Maria Maule, Deputy General Counsel of the Office of Governor Mary Fallin, was submitted on November 13, 2013, and on December 27, 2013, specific to 485:10-9-1, Licensure by examination, and 485:10-9-2, Licensure by endorsement. The increased push for completion of licensure applications online for endorsement and examination has resulted in one FTE savings due to streamlined system entries, including receipting of payments into the system. The move to handle less paper and go to an electronic platform has also allowed the Administrative Technicians to maintain a higher workload, contributing to the FTE savings. As a result, the workload shift in the Regulatory Services Division enables the agency to move up plans from summer to spring for the hiring of another Investigator. Michelle Wiens obtained certification from the Council on Licensure, Enforcement and Regulation – National Certified Investigator Training – Level I. Lisa Griffitts is on the National Council of State Boards of Nursing (NCSBN) Commitment to Ongoing Regulatory Excellence (CORE) Project subcommittee to identify discipline effective practices. K. Glazier extensively reviewed with the Board the Dashboard Report (attachment #10) containing performance/quality indicators for the agency captured for the second quarter of Fiscal Year 2014. K. Glazier discussed pending legislation which could potentially impact the agency.

Glazier presented to the Board the proposed revisions to the Rules of the Oklahoma Board of Nursing, and clarified the written communication submitted by Maria Maule, Deputy General Counsel of the Office of Governor Mary Fallin, submitted on November 13, 2013, and on December 27, 2013, specific to 485:10-9-1, Licensure by examination, and 485:10-9-2, Licensure by endorsement. Both of these sections include proposed amendments to delete requirement of a high school diploma or a General Educational Development certificate requirement for licensure through examinations as a Licensed Practical Nurse. The communications received from Maria Maule, Esquire, expressed concerns about amending rules in a way that would make the rule language differ from current statute. The concern came as a matter of best practices. While not viewed as false or inaccurate, the proposed language revision was viewed as not being helpful to the reader.
