    Our team is very familiar with this project. Human Nature conducted the trail alignmentstudies for CDOTE and ME/IBI Group prepared the survey for the Park District.

    We have extensive knowledge of trail design and regulations, having delivered the ArmlederTrail (including the link to Lunken); portions of the Ohio River Trail; and three phases of theMill Creek Greenway Trail.

    Past track record of success. In addition to the projects listed above, this team helped deliverprojects such as Washington Park, Clark Montessori and Varsity Village at UC.

    We know the regulatory stakeholders. Mr Koehn and Mr. Wolnitzek have strong relationships

    with ODOT; CDOTE; SORTA and the IORY; and the Eastern Corridor Rail Team. Theserelationships will ensure quick and effective communications.

    Our team, will be able to provide you an integrated TOTAL PROJECT APPROACH includingregulatory stakeholder buy-in; trail alignment conceptualization; complete project design frompreliminary to detailed plans; as well as permitting, utility coordination, and constructionadministration and inspection services.

    Attached please find our technical submission and formal Scope and Price. The Scope andPrice have been prepared as the attachments to the standard AIA B102-2007 contract (with anymodifications that are mutually agreed upon).

The project team was constant throughout the duration of the projectand Project Manager Jeff Joehn performed the railroad and utility coordinationwork.

    Key to our TOTAL PROJECT APPROACH for this project will also becoordination with all stakeholders associated with the project. We believeefficient and coordinated involvement of all agencies with a stake on this

    project will be the crucial element to advance or hinder the critical path.

    In addition to the regulatory stakeholders, there are other stakeholders thamay include (but are not limited to): neighborhood councils, elected officialsresidents, businesses, property owners and bike advocacy/trail groupOur team is experienced in working with these groups to develop effectivesolutions to projects with complex issues.     THELEN was established in 1971 to provide a local service to the GreaterCincinnati/Northern Kentucky area and a regional service to Ohio, Kentuckyand Indiana. They specialize in geotechnical engineering and testing, andconstruction materials testing. THELEN has provided engineering, testing

    and construction review services for over 31,000 projects. They have created acomputer database of past project surface and subsurface information, whichis readily retrievable for use on this project. This database, combined withthe extensive experience staff, gives THELEN an extensive knowledge of thesoil and bedrock conditions in Southwestern Ohio. THELEN has receivedcertifications of accreditation from the American Association of State Highwayand Transportation Officials (AASHTO) for soil, portland cement concreteportland cement concrete aggregate and hot mix asphalt aggregates.

    THELEN maintains a local fleet of subsurface exploration equipment. Thefleet includes four truck-mounted drilling rigs, one skid-mounted drilling

    rig for remote access, and three track-mounted (all-terrain) drilling rigs. Thedrilling rigs are equipped with the necessary augers, rock coring equipmenand sampling equipment to complete test borings more than 250 feet deep androck coring more than 750 feet deep. Support equipment for the drilling rigsinclude a dozer, an 18 long enclosed supply trailer, water tanks, grout pumpsand pickup trucks.

    Human Nature was created to focus upon the planning/design of publicopen spaces and open space systems (parks, preserves, trails, greenways,streetscapes, neighborhoods, plazas and public art). These places offer the besopportunities for communities to express themselves through a celebration ocultural and natural resources.

    They have enjoyed 18 years of tremendous opportunities with wonderful

    clients in creating and building great places for people to connect with natureand enjoy. Part of the philosophy that has lead to their success is the belief thaeach client, each site, and each community is unique and deserves a tailoredapproach and interpretation.     PROJECT APPROACH

    inTrOduCTiOn

    This project consists of the planning and subsequent design of a roughly 4.5mile connection between the Montgomery Inn Boathouse and Carrel StreetThree proposed trail alignments have been developed: using the north trackalignment for most of the length (referred to as the Rail with Trail approach)a non rail alignment for most of the length (referred to as the north alignmentand a hybrid approach. At this time, it has been determined that the Rail withTrail approach has the highest likelihood of success, and we are proceedingwith that route.

    Through our past experience with the project, our field walks and our reviewof the past work, we know that non-ideal trail conditions will be requiredsuch as narrowed trail areas, shared alley / trail sections, and possible newtrail crossings of the railroad. Our team is used to working on trails in urbanareas and will use that experience along with sound engineering practices andjudgement to deliver the project.

    ME/IBI Group will be cognizant of the impact to utilities. Potential utilityimpacts and/or relocations are one of the key drivers in alternative refinementsduring the planning stages of a project.

    Emergency vehicle access in the event of an incident on the trail is another itemthat will be carefully considered during planning and design of the portions ofthe project that are not immediately adjacent to a public roadway.

    The team selected for this project is comprised of a very talented groupof people who are experienced in all disciplines to successfully conceptualizethe alignment, design the project, and provide construction administrationand inspection services, including: planning/alternatives of trail alignmentsbikeway and roadway design, regulatory stakeholder coordination, utilitycoordination, railroad coordination, geotechnical engineering, retaining waland structure design, boundary and topographic surveys, and constructionservices, including material testing .

    Our sub-consultant partners are HUMAN NATURE for trail conceptualizationand the design of the neighborhood connections and THELEN for geotechnicainvestigations. These are both firms with which ME/IBI Group frequentlypartners.

    The design team for this project is comprised of talented professionals who arealso avid bicyclists. Our QA/QC manager and one of our design engineers forthis project are bicycle commuters.

    Project Manager Jeff Koehn works regularly with ODOT, CDOTE and SORTAwhich will help get the project moving quickly into the regulatory stakeholdercoordination.

    vALueAdded-"COmpLeTesTreeTs"invOLvemenT

    Complete Streets (a term coined by the America Bikes Board) accommodatethe need for an integrated, connected street network that serves all of its usersincluding motorists, bicyclists, pedestrians, and transit riders of all ages andabilities. ME is a proud Bronze Partner of the National Complete StreetsCoalition, a diverse coalition of more than 50 organizations that supporcomplete street policies across the country, including the Senate Bill S. 2696The Complete Streets Act of 2008, promoting street design that is safe for al

    users.

    ME/IBI Group has long been incorporating "Complete Streets" principals toour designs, frequently before the term existed as such (one example beingthe U.S. 50 Corridor Study for OKI). Since becoming a partner of the coalitionME/IBI Group was asked by the Mid Ohio Regional Planning Commission(MORPC) to present on the topic of "Complete Streets" at a brown bag lunchduring Ohio Planning Conference (Columbus Chapter), which speaks to ourexpertise and commitment to improving safety for motorists and non-motoristsalike.

    The Operation SAFEWALKS project for the City of Columbus/MORPCis another excellent example of our team's ability to inform our clientsand the public on the value of "Complete Streets" features as well as theirimplementation.

    Our team will incorporate key principles of "Complete Streets" duringdevelopment of alternatives for this project at the eastern and western terminand wherever there is vehicle / bike interaction, the most fundamental ofwhich is the assurance of safe accessibility to all users.

    Ohio River TrailME/IBI Group was selected to perform environmental, preliminaryengineering, design services and construction documents for a 1 mileportion of the Ohio River Trail from Carrel to Wilmer. Features of theproject including converting the abandoned railroad corridor into a10 wide accessible multi-use trail; trailheads; urban design elements;drainage; landscaping, decorative fencing, pavers and artwork; waynding signage; modifying City streets including a trafc signal at Kellogg

    Avenue and Carrel across from the Lunken Airport terminal, modicationsto an existing ood levee and log stop gates; removal of freight railroadtracks; building demolition; and right-of-way plans.

    The project included the restoration of an existing abandoned freighttransfer rail terminal into an iconic gateway shelter which providedhistorical elements and tells the story of the rail line. The transfer terminal

    improvements included refurbishing the rail bumper post, rehabilitationand painting of the terminal, the development of a plaza and observationdeck and the development of graphic panels and interpretive signagedetailing the history of the rail line and the neighborhood.

    An alternate stormwater design was completed using green designprinciples to take advantage of a low depression as a rain garden/waterquality basin to eliminate approximately $50,000 of drainage elements.

    Additionally over 1,000 l.f. of steel railroad track was recycled and used asfencing around the project. Construction on the project was completed inMay of 2011.

    Otto Armleder ParkME/IBI Group prepared the design of a 5,000 foot long ADA complianttrail that connects the Lunken Loop trail to the Armleder Park Trail system.The trail starts in the northeast corner of the Lunken airport property, runsalong the top of the ood control levee, drops down to the toe of the levee,passes under the Beechmont Avenue Bridge over the Little Miami River,crosses over the Duck Creek on a 150 long truss bridge and connects tothe Armleder Trail system.

    The design includes an 800 long SierraScape retaining wall (averageheight of 8) that will be fully vegetated; a truss bridge designed tobe submerged under 20 of water (Ohio River 100 year ood) and towithstand regular ooding (Duck Creek and Little Miami oods) andsustainable designed stream bank stabilization and channel re-direction.

    The project required a National Scenic Rivers Permit; USACE and OEPApermits for the streambank stabilization; ood plain approval from thelocal oodplain administrator, approvals from both CDOTE and ODOTfor work under Beechmont Avenue, coordination with NIOSH with theirfacilities in the area.

    Mill Creek GreenwayME/IBI Group worked with the Mill Creek Restoration project to deliverapproximately two miles of trail in the 2009, 2010 and 2011 constructionseasons. We provided surveying, preliminary engineering, cost estimating,nal design, bidding and construction management services. The trailruns between the Mill Creek Road Bridge over the Mill Creek, to the northend of Salway Park.

    The project includes a trailhead, with a 20 space parking lot, with threebio-retention areas. The trail is 10 wide and is designed to AASHTOand local standards. ME/IBI Group worked closely with CDOTE on theportions of the trail that abut the ROW and with Parks Board and CRC forthe portion of the trail that runs through Salway Park.

    Beckett Road ImprovementsME/IBI Group completed construction plans for the proposed intersectionimprovements for the Beckett Ridge Boulevard and Beckett Road to addressa safety and congestion issue at the intersection of Beckett Ridge Boulevardand Beckett Road. The project included the development of a three-lanesection and left turn at Beckett Ridge Boulevard and the Beckett Parkentrances as well as corrected the substandard horizontal alignment.

    Other design elements included construction of a 0.50 mile multiuse biketrail, drainage improvements including two culvert replacements, retainingwalls and coordination with the improvements at the proposed park beingdeveloped by West Chester Township. ME/IBI Group completed the surveyand engineering tasks and used S&ME (formerly BBC&M) to assist with thegeotechnical engineering. The construction cost was $1.3 million, and workwas completed in the fall of 2009. The project was completed on time and

    under budget.

    Blacklick Creek GreenwayME/IBI Group designed an eight-span pre-fabricated pedestrian bridgeover U.S. 33 and Blacklick Creek and a one-mile trail segment. ME/IBI Group also provided roadway/trail design; bridge engineering; FEMAhydraulics; signage and pavement markings; maintenance of trafc;drainage/storm sewer design at selected locations; erosion and sedimentcontrol; utility coordination; land surveying and cost estimates for theproject. ODOT District administered construction of the $2.1 million project.

    Langram Bikeway ImprovementsThis project added a four-foot bikeway lane to each side of South BassIslands Langram Road to better accommodate cyclists and pedestriansand improve safety conditions for residents and tourists traveling betweenMiller Ferry Landing and Perry Monument. ME/IBI Group completedsurvey, roadway and drainage design, right-of-way detail sheets, andpublic involvement assistance for this 2.0-mile project. The project wasconstructed at a bid cost of $400,000.

    ME/IBI Group was selected to perform preliminary engineering, designservices, and construction documents for a portion of Red Bank Road from

    Brotherton Road to Fair Lane Avenue. The work included roadway constructionplans, including Red Bank Road, Rags Drive/New Erie Drive, and the additionof a service drive near the existing residential houses; signing; constructionof a bike/hike trail along the project; surveying; removal of freight railroadtracks; structures demolition; and traffic signal warrants/design and right-ofway plans.     U.S.50Connector-RossCountyEngineer

    ME/IBI Group completed plans for the construction of more than 11,000l.f. of a new limited access highway through difficult terrain. The connector

    serves as a bypass of Clinton Road, linking U.S. 50 and Pleasant Valley RoadUsing intricate geometrics, ME/IBI Group created a safe and faster route forthe traveling public. The project includes one signal at Pleasant Valley Roadwidening of U.S. 50 at the connector, a 1,000 l.f. extension of Clinton Roada modification to Anderson Station Road, and seven box culverts or largepre-cast structures. ME/IBI Group provided all engineering and surveyingservices for this fast-track project, including right-of-way plans. The project isfunded with local dollars.

    The project included a parallel bikeway, designed in accordance with theAASHTO manual, "Guide for Development of Bicycle Facilities, 3rd Edition."The bikeway included five stream crossings and an underpass. The earthworkand crossings will be constructed as part of the roadway project. The asphaltwill be constructed as funds are available.

    ThreeCreeksPark

    ME/IBI Group performed design work on this 86-acre park site that includeda bikeway, paved automobile parking areas with lighting, a shelter house, andwater and sanitary service for the park. Sanitary work included a 4,500 l.fforce main with lift station, including specialty aerial sewer on foot bridge, and3,500 l.f. of waterline.

    ME/IBI Group has conducted boundary surveys in several Metro Parks inorder to re-establish property boundaries to evaluate the impact of existingencumbrances upon the parks. Also, due to land acquisition efforts byMetro Parks, ME/IBI Group prepared plats and legal descriptions to aidthe acquisition process. As part of this contract, ME/IBI Group providedtopographic survey (Phase 7) and construction staking (Phase 8) for theBlacklick Creek Bikeway. We also coordinated survey work with the adjacent

    PomeroyWalkway-VillageofPomeroy

    ME/IBI Group designed approximately 1.6 miles of concrete or asphaltwalkway for the Village of Pomeroy from east of the Village Amphitheaterto the Pomeroy Municipal Park. The path was built over an old railroad bedand parallels the Ohio River. Due to the closeness of the Ohio River and theassociated steep banks and drop offs, the project also involved steel pipe railingand lighting for the majority of the path to protect pedestrian traffic.

    EastOrangeRoadImprovements-DelawareCountyEngineer

    ME/IBI Group designed improvements to East Orange Road, currentlya two-lane road, from South Old State Road east to Bale-Kenyon Road(8,200 l.f.), including four intersections, a one-mile bike path, and a bridgeME completed a traffic study to examine the need for roadway wideningthroughout the project limits and to analyze any traffic and/or safety concernsassociated with the existing and proposed schools; location of the proposedbike path, and possible drive locations for the proposed high school.

    Based on this study, ME/IBI Group evaluated the use of roundabouts at threelocations where the County originally proposed signals. The County decidedto construct the roundabouts, saving approximately $300,000 as compared tosignals. ME/IBI Group has prepared final design plans and currently is in theprocess of acquiring right-of-way (over 30 parcels) for the project constructionConstruction is anticipated to commence in Spring of 2009 and the estimatedconstruction cost is $3,800,000 (excluding right-of-way).

    HendersonRoadReconstruction-CityofColumbus

    ME/IBI Group designed improvements to a 2,900-foot section of this cityarterial. The project included replacement of curbs, gutters, water service tapsand sidewalks; widening the bridge over Olentangy River to accommodatebicyclists and pedestrians; modifications and upgrades to existing trafficsignals; design of Best Management Practices, storm sewer design, design of a newparallel 8 waterline, signal design at High Street and Olentangy Boulevardmaintenance of traffic plans, traffic control plans and detailed design of 29ADA-compliant wheelchair ramps. ME/IBI Group also provided surveyright-of-way plans and public involvement services.

ME/IBI Groups work includedboundary and topography surveys, conceptual studies, site design, preparationof construction documents, attendance at a series of public meetings andparticipation in the bidding process. The project received a 2004 Excellencein Concrete award from the Ohio Concrete Construction Association for theBest use of concrete in a public park or recreational setting.

    ME/IBI Group assisted the District with a preliminary study for trail layouand alignment, bridge crossing locations and probable land acquisition costsThe trail will connect Furnass Park in the City of Massillon, to Sippo LakePark, and continue to the Stark County Fairgrounds. The approximately fivemile trail will provide needed access through residential neighborhoods andwill link parks, schools and commercial use areas.

The wideningimprovements included type two curb and gutter, lane widths of 12, culvertimprovements, 10 bike path and extensive coordination between the City ofWesterville, City of Columbus and Franklin County.

    ME/IBI Group conducted a development feasibility study for the park. Thisstudy included a utility inventory for existing storm and sanitary lines nearand through the park site and evaluated the impact of the existing utilities onthe proposed park layout. Modifications were made to the concept plan basedupon the location of the utilities. ME/IBI Group prepared a grading andstorm drainage plans for the park, and designed a bikeway from the northernCleveland Avenue connector to Main Street.

    ME/IBI Group completed design work for the construction of a 2,400 l.f. bikepath along landscape buffer between a proposed commercial developmentand the existing residential development in the City of Dublin. The bike path

    Olentangy Bikeway - City of Columbus -ME/IBI Group designed this1.1-mile project (between Tuttle and Clinton/Como parks), which includedpreparation of an Environmental Assessment Summary (ESA), 404 permitsbikeway plans and quantities. Before preparation of the ESA, Mr. Hackenbracht

    was directly involved in discussions with the City of Columbus and OhioDepartment of Transportation to choose a preferred alignment. Plans involvedvertical and horizontal alignments, typical sections, cross sections, drainagequantities and necessary hydraulics for the two bridge crossings over theOlentangy River. The project has been constructed and is currently in use.

    AlumCreekBikeway -City ofColumbus -ME/IBI Group was directlyresponsible for the design and establishment of the alignment along theexisting levee paralleling Alum Creek and Saint Charles High School in theCity of Columbus. The bikeway extended between Clifton and Broad StreetDesign included horizontal and vertical alignment, typical sections, drainage

    provisions, quantities, cost estimate preparation and cross sections. Easemenestablishment was determined and prepared under Mr. Hackenbracht'sdirection. The project has been constructed and is currently in use.

    AlumCreekBikewayBroadStreetUnderpass-CityofColumbus-ME/IBIGroup was directly responsible for designing a bikeway underpass (350 l.f.)under the Broad Street Bridge to allow connection of the existing bikeway inWolfe Park with the proposed Alum Creek bikeway. Design included verticaand horizontal alignment, typical sections, drainage provisions, quantitiescost estimate preparation and cross sections. Easement establishment wasdetermined and prepared under ME/IBI Group's direction. The project hasbeen constructed and is currently in use.

    U.S.50GatewayStudy-OKI

    ME/IBI Group completed this transportation and land use planning studyfor the OhioKentuckyIndiana Regional Council of Governments. The studyincluded the areas surrounding U.S. 50 from S.R. 1 to S.R. 62 in DearbornCounty, Indiana. Components of the study included coordinating the placemenof proposed alternatives with adjacent land uses and addressing economicdevelopment opportunities to ensure that the corridor develops at the highes

    potential level. Public involvement played a key role in the studys ultimateacceptance and success. The U.S. 50 corridor area is already developed andplagued with access problems such as poorly located and/or closely spaceddriveways/intersections, and access points that span the entire frontage of theproperty with little distinction between the business parking lot and the statehighway. Known as the Main Street for Dearborn County, it was imperativethat the study present solutions that would not only improve the congestedtraffic flow on U.S. 50, but also create an environment that would maintaincommunity character and boast economic development.     for improvements included solutions for the roadway and community, aswell. The proposed improvements included access management regulationssidewalks, landscaping, and zoning recommendations.

    OperationSAFEWALKS-MORPCThe Mid Ohio Regional Planning Commission (MORPC) has joined effortswith City of Columbus for this project, including providing the necessaryfunds for preparation of this study. The City of Columbus intends to use theresults of this study to identify and plan for future sidewalk constructionprojects within the study limits. The Operation SAFEWALKS Program wascreated in February 2007 with the goal of providing safer pedestrian routesalong major arterial roadways within the older areas of the City of ColumbusIn particular, the sidewalk improvements to be considered for this study wereadjacent to roadways listed in the Columbus Thoroughfare Plan within the1958 City Limit boundary. ME/IBI Group assisted the City of Columbusin identifying the missing sidewalks within this boundary and providedconstruction cost estimates. From this list of projects, plan view exhibits weredeveloped utilizing existing GIS mapping. Briefly summarizing, the studyprepared a total of 106 cost estimates throughout the four quadrants of the 1958City Limit boundary. The total length of sidewalks studied was approximately153 miles at an estimated cost of $96 million.

    Proper electronic files shall be maintained as per MEs I.T. Procedures.All plots shall have date, time and filename signature in bottom left corner

    outside border.

    Consult appropriate design manuals. Follow procedures of theQA/QC program.

    Follow Section 4 of QA/QC Tactical Plan and incorporate allprevious review comments.

    Approximately 2-3 weeks prior to submittal date, a set of checkprints shall be compiled, bound and stamped as such with thedate and the initials of those who completed the check printset. Follow the procedures outlined in the QA/QC program.Consult and complete appropriate checklist. Check forcompliance with design and quantity calculations.

    Alternatively, this set may be compiled in sections. The checkis very extensive and is not complete until the engineer issatisfied and confident of its completeness and compliancewith QA/QC procedures.

    After check prints have been corrected and new plots have beenmade, a fresh blue line set shall be reviewed by project manageror designated QA/QC reviewer. This set shall be bound andstamped as review set with date and initials of reviewer. Inaddition, this set shall be back-checked against check prints

    to check for loss of information (i.e. levels on etc.). Only thosesheets with corrections shall be sent to CAD. Final plots shallbe compared to previous review prints to check to make sureproper levels are displayed.

    Check prints, plan and composition prints, tracings or printmylar as-submitted blue line, as-submitted working set blueline, calculations, CD of files, etc.

    ** Final submittal tracings shall never be used as work printsfor next submittal.
