Letter from the Ohio Treasurer 

Dear Ohioan: Thank you for your interest in the Ohio Green Guide. Your organization’s leadership in creating a more environmentally sustainable business is critical to bringing a new economic paradigm to the state of Ohio. The purpose of this guide is to make investments in green and clean technology easier on the green in your wallet through the use of government financial assistance programs. We aim to provide an easy-access network of resources to encourage environmentally responsible businesses in communities across Ohio. The programs included in this guide encompass various realms of alternative and renewable energies and climate-conscious investments. All of them offer benefits to companies already located in our state as well as those that are considering relocating here. You probably already have an idea of some of the potential next steps to make your business a leaner, greener and more sustainable operation. That is why our guide is organized by energy type and action: biomass and fossil fuels, conservation, solar, clean air, redevelopment, wind, research and development, and others. Just flip to the section that indicates the category of your green initiatives, and then find a list of grants, loans, and other financial resources designed for you. I would like to call special attention to three Ohio Treasury programs: GrowNOW - Provides a 3% interest-rate reduction on bank loans for small business owners (defined as having fewer than 150 employees) who are saving or creating jobs in Ohio. The program can save businesses up to $24,000 with less than 20 minutes of paperwork. Agricultural Linked Deposit Program – Provides up to a 4% interest-rate reduction on loans up to $100,000 for Ohio farmers who finance their operating expenses. ECO-Link – is a partnership between the Ohio Treasurer of State and eligible state banks to provide reduced-rate financing to encourage Ohioans to complete energy efficient projects in their homes. The program enables Ohioans to receive up to a 3% interest-rate reduction on bank loans up to $50,000 when completing weatherization projects and installing energy efficient “Energy Star” products in their homes. Other programs listed in the guide, while not administered by the Ohio Treasury, offer additional options which could be critical to the expansion and development of your business. We have provided links with all the contact information you will need to get started on your “green” journey. About

Benefits

Biomass is among the fastest-growing categories of alternative energy initiatives in the world today. These clean renewable energy resources include biodiesel and ethanol. Natural gas, a fossil fuel, is also considered a clean energy source. Their use greatly reduces the environmental impact of fuel use, strengthens the economy and benefits our national security. In 2007, renewable energy sources supplied 14% of the total world energy demand, mostly accounted for by traditional biomass.

Through numerous state agencies, Ohio businesses are able to take advantage of these cleaner fuels. Available programs secure funds for research; more use and production of biomass fuels; less use of dirty fossil fuels (coal); and the commercialization of new bio-products. Projects producing energy from biomass byproducts qualify as “advanced energy resources,” and are eligible sources under the state’s renewable energy portfolio. Under these standards, biomass is a required component of each Ohio electric distribution utility’s total yearly electric supply.

Solar

GREEN   BUSINESSES   SHINE BRIGHT   IN OHIO 

Solar electric energy demand has grown by 20-25% annually over the past 20 years, partly because of lower costs to buy solar technology and expanding opportunities to finance installation and equipment. As a result, companies and consumers have been taking advantage of this cost– and energy-efficient alternative. Northwestern Ohio is quickly becoming a national technology corridor for solar technology development and manufacturing. Funding mechanisms (such as the ones in this guide) have stimulated growth in the solar photovoltaic and thermal systems markets; and they help extend electricity generation in remote rural areas and support research, development and technological advancement.

The financial resources offered by the State of Ohio give businesses opportunities to lower their costs using photovoltaic systems. GOING   GREEN MEANS   FOLLOWING   THE WIND 

Wind

In 2006, wind turbines in the United States generated enough electricity to service more than 2.4 million households. Wind farms provide a clean, emission-free energy alternative to traditional fossil fuels. According to the U.S. Energy Information Administration, wind-based energy accounted for 7% of U.S. renewable energy consumption in 2009, enough to generate electricity for nearly 8.8 million households. The U.S. ranks first in the world for installed wind capacity. May 2010 saw the approval of the nation’s first offshore wind power farm. The nation’s use of wind power is expected to increase.

Ohio is committed to becoming a national leader in wind energy production and component development. According to the Ohio Department of Development, Ohio could have as many as 2,000 megawatts of wind generation in use by 2012. Currently, several large-scale wind projects are under development in Ohio. The many components needed for wind turbines also provide great opportunities for Ohio’s strong manufacturing sector. The wind programs listed in this guide allow businesses to reap the benefits of Ohio grants, loans and tax exemptions. Clean Air

BREATHE  A SIGH OF  RELIEF 

Ohio’s various “clean air” programs focus on assisting businesses as they transition to more energy efficient and economically practical ways of reducing harmful emissions. With new federal “cap and trade” legislation on the horizon, and many northeastern states already committed to a regulatory strategy to reduce emissions, Ohio’s businesses must seriously consider the environmental impact of their investments.

The financial assistance programs found in this section demonstrate Ohio’s commitment to investing in the technology and research that will reduce the state’s overall emission output, and capitalize on the economic development that these investments will bring. Clean air technology assistance programs are available to large and small businesses looking to put down roots in Ohio, and to those eager to transition to more emissions-cutting business practices. The Ohio Air Quality Development Authority makes available to Ohio businesses various grants, loans and tax exemptions for these needed improvements. Other state assistance programs may also be used to assist in this transition. See the “Miscellaneous” section of this guide for more information.

Research and development programs encourage businesses to invest in the development of technology that assists in the conversion of energy, solid waste, and the improvement of thermal energy uses. This category also includes government assistance for qualifying advanced energy projects and promotion of technology-based products and companies.

The financial assistance programs are available through the Ohio Department of Development, the Ohio Public Works Authority and the Ohio Air Quality Development Authority. The assistance includes grants, matching funds with lower fixed rates, and tax exemptions that encourage “green” business growth in Ohio.

REWARDING    OHIO’S  ECO‐FRIENDLY  BUSINESSES 

The programs in this category include resources and financial incentives for the production, installation and implementation of energy efficient methods in Ohio. They also reward businesses for becoming more resource and eco-friendly. Some programs offer businesses product promotion assistance for their manufactured “green” products.
