Some remarks about Swiss politics
• Swiss Confederation:
since 1848 (no war and no interrupt until today)
• Federalism:
26 cantons and 2,600 municipalities (largely autonomus)
• Subsidiarity:
decentralised division of power, solve issues at the lowest possible level
(every canton has its own constitution, laws, parliament and courts)
• Direct Democracy:
• Popular vote: three to four times a year (on federal, cantonal and minicipality level)
• Popular initiative: right to propose an amendment or addition to the Constitution, needs 100,000
signatures within 18 month
• Optional referendum: right to demand that any bill approved by parliament be put to a nationwide
vote, needs 50,000 signatures within 100 days
• Mandatory referendum: all constitutional amendments approved by parliament must be put to a
nationwide vote. Voters are also required to approve Swiss membership of international
organisations, such as the United Nations and the European Union.
• “Magic Formula”:
Executive power is in the hands of the seven-member government (Federal Council) made up of
representatives of the four main parties (without interrupt since 1959), elected, by the Federal Assembly
(National Council and Council of States) every four years at the beginning of a new legislature.

Art. 6 Principle of Freedom of Information1
Every person shall have the right to inspect official
documents and to obtain information about the contents
of official documents.

The documents may be inspected in situ or a copy
thereof may be requested. Legislation governing
copyright shall be reserved.

Where an official document has already been published
by the Federal Government, in paper or electronic
format, the provisions pursuant to (1) and (2) above
shall be deemed to have been fulfilled.
What are Official Documents?
Art. 5 Official Documents

An official document shall be any information:
a. which has been recorded, regardless of the medium;
b. retained by the authority which issued same or to which it has been communicated; and
c. which concern the execution of a public function.

Documents which have been produced by means of a simple computerized process
from recorded information which meets the requirements pursuant to (a), (b) and (c)
above, shall be deemed to be official documents.

Not deemed to be official documents are any documents which:
a. are used by an authority in a commercial capacity;
b. have not been issued; or
c. are intended for personal use.

In the absence of any legislative provisions which
would prohibit such actions, the
authorities shall inform the public as follows:
a. they shall publish, on the Internet, information as to their functions and
important matters for which they are
responsible.
b. they shall make available further information, as appropriate, which may
facilitate the identification of official documents, insofar as doing so does not
give rise to excessive costs.
