Nigeria is the largest oil producer in Africa and has been a member of the Organization of Petroleum Exporting Countries (OPEC) since 1971. The Nigerian economy is heavily dependent on its hydrocarbon sector, which accounted for more than 95 percent of export earnings and more than 75 percent of federal government revenue in 2011 - 2012, according to the IMF. Uncertainties in Nigeria's investmentpolicies , regulatory framework and security concerns have caused a slowdown in oil and gas exploration activity, and delays in project development, including LNG projects.

Attacks led by, West African pirates has lead to refined petroleum products theft estimated to be worth between $2 million and $6 million on average, with values reaching as high as $10 million. With se ven incidents of oil theft reported, the value of stolen petroleum in 2012 is estimated to have been between $14 million and $42 million. The EU will provide some €37 million to strengthen the fight against piracy in several Eastern and Southern African countries through support for theProgramme to promote Regional Maritime Security (MASE).The US, UK, Australia, and various EU member states have pledged funds to help local governments improve security.The Nigerian National Petroleum Corporation estimated that Nigeria lost N191bn ($1.23bn) to oil theft and vandalism in quarter one, 2013 and collectively the Ministry of Finance for Nigeria estimates the country is costing $7 Billion and year in losses.
