Happy New Year everyone. I hope all of you had a very nice holiday season. Now that the cookies have been baked, the big dinners made, and family gatherings held, it’s time for us to get back into the swing of things at our cities. I would be remiss if I didn’t mention the New Law and Election Seminar in San Jose in November. It was a fan- tastic conference with great speakers and content, and you can’t beat the location. The attendance was up, and it is nice to see the economy improving so that more Clerks are able to start attending these important learning opportuni- ties again. The Board is continuing its work on this year’s goals. The 4 C’s - Continuity, Co- operation, Communication, Collaboration, are working on ways to enhance the website for our membership. They are working on improving information sharing in order to become more efficient and effective at the Division Board level. They are brainstorming on ways to expand our networking opportunities, and support- ing the other groups in publicizing information related to the other goals as it be- comes available. Don’t forget that I am looking for volunteers for a Complete Access Committee. We will begin our work shortly, and it will be by phone so that volunteers won’t have to travel. If you live in a remote area and are having trouble attending Di- vision Meetings, seminars, and conferences, etc., we are looking for ideas to make sure everyone benefits from their membership. Please submit you names to our Trustees and fill out a volunteer card. You will receive a point for partici- pating. I wish you a very Happy, Healthy and Prosperous New Year. Legislative Director’s Report CCAC The Legislative Committee met on De-cember 10, 2012 via conference call and continues to evaluate proposals for the upcoming legislative cycle. In addition, the Committee is conducting preliminary research regarding updating the Secre-tary of State’s Records Retention Guide-lines. The Committee is also making con-tact with potential authors of future leg-islative proposals utilizing the League’s Legislative Voting Record as a tool. League The League Board of Directors recently appointed the Task Force on League Strategic Initiatives. The purpose of the Task Force was to evaluate the advocacy strategies of the League over the next few years to expand and protect local control and funding for cities. The Task Force identified multi-year advocacy op-tions which were approved by the Board for membership distribution and review at its last meeting. The Task Force will make final recommendations to the Board next year based on the comments received by the membership over the next few months. The next League Board meeting will be held in Pasadena on February 7-8, 2013. FPPC At its Commission meeting on December 13, 2012, the FPPC took the following noteworthy actions of direct application: 1. Amended Regulation No. 18435 ex-

tending sender identification require-ments to mass mailings sent by elec-tronic email. The regulation now re-quires identification of the candidate or committee name on similar cam-paign messages distributed to the public via mail or email in an amount over 200.

2. Adopted Regulation No. 18756 im-plementing AB 2062 permitting local agencies to use electronic filing of SEIs (Form 700) upon approval and certification of the system by the

FPPC. The regulation sets forth the specifics for obtaining approval, re-certification and payment of the $1,000 fee.

3. Amended Regulation Nos. 18723 and 18730 extending the SEI filing dead-line for individuals with active mili-tary status to thirty days following their return to the office.

4. Amended Regulation Nos. 18545, 18703.4, 18730 and 18940.2 adjust-ing the gift limitation amount for January 1, 2013 through December 31, 2014 to $440. Various contribu-tion limits and voluntary expenditure ceilings were also changed based on a cost of living adjustment.

5. Amended Regulation No. 18705.5 to include paid standing or ad hoc com-mittees of the same public agency of which the official is a member, in addition to outside boards and com-missions, when voting on appoint-ments.

6. Form 700 and a variety of other forms were changed for technical, non-substantive reasons to comply with newly amended or adopted regulations and legislation ensuring the proper forms will be used in the upcoming year.

The FPPC is also undergoing a national search for a new Executive Director. As you may recall, that position has been vacant since the former director, Roman Porter, resigned in August 2011. IIMC The Legislative Committee continues to work on its plans to begin disseminating federal information to the members in the upcoming year by way of a semi-annual newsletter to be electronically distributed in the early part of next year. The content of the newsletter will include regionally-relevant legislative happenings and resources, along with broadly appli-cable federal government happenings relevant to the municipal clerk profes-sion.

Athenian Dialogue On pages 9-10, please find the flyer for an Athenian Dialogue on Neil Postman’s book, “Technopoly: The Surrender of Culture to Technology” to be held in San Mateo on Saturday February 2, 2013 from 9 to 4 pm. If you haven’t taken a Dialogue before, it is a great way to explore leadership prin-ciples using a book to focus discussion and cull out lessons. Purchase and read the book before the day-long, facilitated study session. Then the facilitator pro-vides a framework for the subject and guides the group (usually 10 to 18 peo-

ple) in conversation and small group work, with the result that you look deeply into the topic and yourself. Par-ticipants come away with great personal insights, new interesting role models, and a stronger focus on the type of leader they strive to be. In this Dialogue participants will explore how the concept of technopoly (the tyr-anny of technology over human behav-ior) has changed leadership styles, ac-cess to leaders, how we become leaders and what makes a leader in our modern world. A particularly timely topic today.

• Applicant must have not attended a previous CCAC annual conference

Member Spotlight - Theresa Della Santa ATHERTON CITY CLERK HONORED WITH PRESTIGIOUS

AWARD For most of 2012, Theresa DellaSanta served not only as the City Clerk of the Town of Atherton, but as its Interim City Manager as well. When the existing City Manager re-signed abruptly early this year, Theresa was asked by the Council to step in and fill the role. “Her attention to detail and focus on delivery to schedules created immediate con-fidence with the Town’s Council and improved the overall diligence of the Town’s staff,” according to Atherton Mayor Bill Widmer. In recognition of Theresa’s tireless service while coming to the aid of the Town, and for her many achievements dur-ing ten months as Interim City Manager, Theresa was hon-ored with the Mayors’ Diversity Celebration Award by the San Mateo County Hispanic Chamber of Commerce. The Mayors’ Diversity Celebration Awards honor 21 diverse indi-viduals from every city in San Mateo County who are mak-ing a difference in the community. Mayor Widmer nomi-nated Theresa for the award. Congratulations, Theresa!
