ACTIVITIES COMMITTEE ANNUAL 4TH OF JULY PARADE
The ACTIVITIES COMMITTEE plans, advertises, and conducts social activities that provide opportunities for enrichment to Stone Ridge residents. Residents are encouraged to attend Activity Committee meetings the first Tuesday of every month at 7:30 PM at the Nettle Mill Clubhouse.
Last month, the Annual 4th of July Parade was a booming success! Even the ninety-degree temperatures didn’t keep residents away from showing their patriotic pride! Nearly three hundred children and adults rode decorated bikes, pushed strollers, or walked in the annual community parade led by the Arcola Volunteer Fire Department. Dulles District Supervisor Matthew Letourneau even made it out to join in the festivities.
The parade departed and returned to Greenstone Pool where CrossPointe Church handed out snow cones!
Here are the most recent highlights from Activities Committee meeting on July 2nd:

There are 8 tot lots located throughout Stone Ridge. These tot lots offer a variety of slides, swings and teeter totters for children. This fall, the Association will be reviewing the tot lots and begin refreshing and making improvements.
To improve the recreation options for children in Stone Ridge, the Board of Directors is requesting residents to provide their input on improvements and needs for the tot lots. If you are interested in participating in a community focus group, please email [email protected].

ARCHITECTURALThe Architectural Review Committee (ARC) assists residents with exterior modifications or improvements to their lots. Homeowners occasionally will make exterior modifications, such as, adding a patio, a deck, all season room, a fence to a lot to add value to their property and add curb appeal.
The ARC acts on all applications submitted for approval. Residents are welcome to attend an ARC meeting, which are held on the second and fourth Wednesday every month at the Stone Carver Conference Room at 7 PM.

SUPERVISOR LETOURNEAU COMPREHENSIVE PLAN
The Board of Supervisors recently adopted Loudoun’s 2019 Comprehensive Plan, which served as the first holistic update to the County’s
transportation and land use policies in nearly twenty years. The 8-1 vote to approve came at the end of a process that took 3.5 years, though the Board itself was constrained by state code which required us to act on the Planning Commission’s draft within 90 days. This time constraint led to a flurry of intense meetings and long work sessions. In this article, I’ll discuss what this new plan means for our area and for Loudoun.
The plan itself contains high level land use goals for areas of the County as well as our future transportation network. The next step for implementation will be revising the County’s zoning ordinance, a process which will also take several years and will get into more detail.
The changes made in Dulles South are relatively minimal; other areas will see more significant changes. The Planning Commission’s draft proposed over 56,000 new residential units in Loudoun by 2040, which is almost double the old plan’s 29,000 new homes. Their goal was to meet as much of the forecasted demand for residential units as possible. However, those forecasts are unconstrained, while the County is very much constrained by infrastructure and budgets. Therefore, the Board of Supervisors worked to reduce the number of additional residential units to 11,490. 9,290 of those will be in the suburban and urban policy areas, with just 2,180 allowed in the transition policy area.
A significant concern is housing affordability. A family must make over $170,000 annually to afford a home at the average sales price in Loudoun. While we have the affordable dwelling unit (ADU) program and other efforts in place, we must look at different types of housing units, such as a smaller lot, smaller square footage single family homes, which aren’t currently in the marketplace. We initiated an Unmet Housing Needs Strategic Plan, which will work in concert with zoning ordinance changes to try to address some of these issues.
In the plan, the County is divided in Policy Areas – Rural, Transition, Suburban, and a new one, Urban. The new Urban Policy Area is focused on the parcels surrounding our future Metro stations. The plan envisions high density, mixed use development housing in these areas. The UPA is planned for the highest amount of new growth.
The Suburban Policy Area is where Stone Ridge and South Riding reside. Here, we are focused on providing more flexibility for developers to build mixed use projects on vacant parcels, such as those along Route 50. I initiated a new “suburban commercial” place type that does not allow residential or data centers to ensure that we still had parcels available for more traditional commercial uses. There is a small amount of new infill development in the SPA, but much of it is built out already. Notably, the Route 50 northern bypass project that I have been championing is designated in the Countywide Transportation Plan for the first time.
The Transition Policy Area was the focus of much debate and will see a modest increase in allowable densities in certain places, namely adjacent to Brambleton and Leesburg. The challenge with the TPA is that without any changes, several thousand new homes can be built by-right without any
proffers or constraints on timing. I therefore supported some higher densities in these areas in order to encourage rezonings that would allow us to collect proffers for infrastructure and be able to plan for the future more sensibly.
One exception to this, however, was the TPA areas south of Braddock Road, which were considered for up to 8,000 new units by the Planning Commission. The Board initiated comprehensive transportation modeling as part of this effort, and it clearly demonstrated that no amount of proffers or road construction within Loudoun could accommodate that kind of density in the Braddock Road corridor due to constraints in Fairfax County. I have been working hard to encourage VDOT and Fairfax County to widen Braddock and make improvements at the Old Lee Road intersection and at the “S” Curve, but that is out of our control in Loudoun. The Board followed my recommendation to not add density here. By-right, that means that about 800 homes can be built.
Finally, there were no changes to densities in the Rural Policy Area, with the exception of two very small parcels that we moved into the Transition Area from Rural, which made sense based on geography.
This revised Comprehensive Plan is a compromise document. The Board took many dozens of votes, and no single interest was represented in the majority for all of them. Almost all the special interests involved in the process – from developers to conservationists – are disappointed in some aspects, which tells me that we probably struck the right balance. Stone Ridge Neighbors:
Our pool contractor has noticed a disturbing increase in the number of times the lifeguards have needed to go in the water already this summer. They have had significantly more reports of “close calls” than ever before.
They asked that we send out these reminders:
■ Lifeguards are not babysitters. Watching your child is your responsibility.
■ Persons unable to demonstrate swimming proficiency to the lifeguards are not permitted in the main pool unattended without being within arm’s reach of a Responsible Person at all times.
■ Persons who are 12 years and younger must be accompanied and closely supervised by a competent person aged 16 years or older “Responsible Person” at all times in order to use the pool.
Swimming pools are fun, but they can also be dangerous and accidents happen when you least expect it.
