Political Report: Brian O’Neill Statewide SEIUs are working to get signatures for the Initiative regarding a minimum wage of $15 per hour and a raise in paid sick leave from 3 days to 6 days a year. SEIU Local 521 has a quota of 10,000 valid signatures by April 13th. Hillary is doing well. She has 2 out of 3 wins thus far and it is projected she will take 5 out of the next 7 races. Chief Elected Officer’s Report: Luisa Blue SEIU International Convention May 22-24 – Nomination and Election process for delegates. This year the Convention will be in Detroit. We will send 25 delegates. Get your petitions in. State Council will have 3 pre-convention delegate orientation meetings so that delegates are prepared and know what is going on. In April the Locals need to do their Convention registrations. Then the International Secretary Treasurer certifies the lists. The 3 Divisions (Property Services, HomeCare, and Public Sector) will be assigned to 3 different hotels. Hillary may come to the Convention. There is no Lost Time the Delegates must take their own time off to be paid. Unexpected Death of Justice Scalia – its effect on Friedrichs v CTA and Immigration: Justice Scalia died unexpectedly on 2/13/16. The Friedrichs v CTA hearing was held January 11th. It is expected that we would have lost the decision in the public sector. It is not expected that the remaining justices will not decide to bring a decision because the chances are the decision would have been tied. If no decision is made by the Supreme Court, the decision of the next lower court will stand. They could choose to re-hear the case, but probably will not. The Immigration Reform Executive Order is not expected to be voted down by the justices. Our immigration people would like to push a vote, but a final decision has not been made as yet. There are cases and questions regarding ACA issues. There are over 30 cases similar to Friedrichs already waiting to be heard in the Supreme Court. Right to Work will continue to file cases at local the level. The basic rights of Union Shop and Agency Shop are and will continue to be challenged. Every challenge is an opportunity for Labor to stand up and fight. Our fight is to get the Community involved and backing us. Fight for $15: April 14th is a National Day of Action. National Strike throughout the County and World.

Unfinished Business: Motion C: Approval of the Corrected 2016 General Fund and Organizing Budgets. Motion: To approve the corrections to the Executive Board approved 2016 General Fund and Organizing Budgets 1.4 as reflected in the 2016 General Fund and Organizing Budgets 1.5. The General Fund and Organizing Budgets 1.5 will become the Approved Budgets for 2016. Duly moved; seconded; passed as presented.

New Business:

Motion D: To Support the County of Santa Cruz Chapter Municipal Code Change Regarding Sleeping Outside at Night. Motion: To support the position of the County of Santa Cruz Chapter Board to change the municipal code in Santa Cruz so that the act of sleeping outdoors at night would not be a crime.

Hello SEIU 521 Team, You all contributed to this amazing victory for working families and the labor movement. In the signing ceremony this morning, Governor Brown literally gave credit to SEIU. The minimum wage increase bill is a direct result of SEIU members, staff, and allies working to put an initiative on the November ballot. The momentum started at the community level with places like Santa Cruz, Mountain View, Palo Alto, San Jose, Fresno, San Mateo, and more all discussing their own minimum wage and living wage increases. Congratulations to all the members and staff that work at the local level to help drive the movement forward. We are half way there...the call to action is for $15 AND a Union. We are still working to transform this movement into real organizing of workers to grow our strength and continue to change our economic system so real workers have power. Every signature you, a member leader, and ally collected directly contributed to this victory. We can now stop gathering signatures for the ballot initiative. California First in the Nation To Raise Minimum Wage to $15 an Hour

On Monday, April 4, California became the first state in the country to raise the minimum wage to $15.00 an hour statewide. The current state minimum wage is $10.00 an hour.

Governor Jerry Brown signed legislation that will raise the minimum wage to $10.50 on January 1, 2017, $11.00 on January 1, 2018, and then a $1 increase each year until 2022 when the minimum wage will reach $15.00. After 2022, the minimum wage will be tied to inflation. The legislation gives the governor the power to pause the next year's wage increase each September for recessions or job downturns.

The bill also allows employers with 25 employees or less more time to comply with the pay increases. This law applies to all employees in California, except federal employees.

The minimum-wage bill also extends paid sick days to in-home supportive service (“IHSS”) workers. IHSS workers will accrue an hour of paid sick time for every 30 hours worked. Implementation of these sick days begins in July 2018.

The California governor acknowledged this legislative deal comes in response to labor-sponsored initiatives to raise the minimum wage to $15.00 by 2021 proposed for the November ballot, and the Fight for $15.00 movement. “One of the sources, certainly, is the way the average American is being treated by this particular economy,” Brown said. “Economics is about dollars and cents, it’s very mechanical, it’s rather heartless. Justice is about giving people their due.”

Victory for the moment as Supreme Court splits in Friedichs

The Supreme Court entered an order today which puts an end to the Friedrichs case. By a vote of 4 to 4, the Court affirmed the Ninth Circuit’s decision dismissing the lawsuit. This decision affirms the longstanding rule under the Supreme Court’s decision in Abood v. Detroit Board of Education, which allows union security arrangements where permitted by state law. It also means that none of the 4 conservative justices were willing to approve union security. This outcome is a victory for the moment. However, there are more lawsuits pending, and if the composition of the court changes with a Republican appointee, the issue in another case will come back to the Court. If that happens, we could see a much different outcome. Many public sector unions have put into place efforts to reorganize and move forward. The anti-public employee forces will continue to

Sacramento, CA – The Service Employees International Union (SEIU) California released the following statement today after the Secure Choice Retirement Investment Board made recommendations to move forward with a new retirement investment plan that would help alleviate a looming epidemic of poverty among California seniors:

“After a lifetime of hard work, everyone deserves basic financial security. Social Security alone does not keep people out of poverty, and the 401k option has failed nearly all workers, especially those who have no access to a plan through their work.

“But today, California moved a step forward on a historic journey to rebuild the promise of retirement security for seniors and address the looming epidemic of senior poverty that threatens to hit our women, low-income workers, and people of color the hardest.

“The plan the Secure Choice board put forward today meets the important goals of sharing risk across members and across generations so no one has to worry what they’ve worked for will be wiped out because of bad timing.

“SEIU is proud to have been involved in this effort since the beginning, working with Senate President pro Tempore Kevin de León to move SB 1234 from concept into law, and leading a statewide conversation about retirement security for all. Every day, the Bay Area is topping national lists of places with housing crises. Today, we're at the top of a different list - the list ofwho's taking the lead on building affordable housing.

Last night, with Santa Clara County Supervisor Cindy Chavez and San Jose Mayor Sam Liccardo as champions, the Valley Transportation Authority Board passed the strongest affordable housing policy of any transit agency in the country.

The only way that we address the crisis is not only by building more affordable housing but also preserving what we have now for renters. Renters' rights go to a vote at the San Jose City Council on Tuesday, April 19 at 1:30 pm. Will you be there?

partnerships. This new policy says each site must have a bare minimum of 20% affordable housing units, while setting a goal that in aggregate 35% of all the housing built will be affordable.

VTA is also targeting the communities who are affected the most by inequity, committing that half of the affordable units will be for extremely low income residents and half for very low income. With low-income residents four times more likely to ride transit than high-wage earners, this policy takes aim not only at the Bay Area's housing and displacement crisis but also at our carbon footprint.

The Bay Area is projected to add 2.1 million new residents by 2040, with Silicon Valley absorbing the largest share of that growth, yet regional plans have not shown where the housing will come from for of all these residents - let alone for the low-income residents. With cities and agencies across the county facing decisions every day about equity and inclusion - and the San Jose City Council facing a similar decision this spring about affordable housing on City-owned land - this landmark vote by the VTA board forms a critical part of our broader strategy to build and preserve tens of thousands of affordable housing units in Silicon Valley.

April 19, the fight for housing for all continues as San Jose City Council votes on renters' rights. RSVP to stand up for renters' rights.

The victory we are celebrating today shows what happens when we stand together and say that public dollars and public land - our dollars and our land - can and must be leveraged to fill our housing gap, not make it wider. Thanks to the VTA board and staff, to the Silicon Valley Leadership Group for deep partnership in making this happen, to the Great Communities Collaborative for bringing together these campaigns and advocates across the region, and to you as a community member standing for affordable housing.

Public Services Division Resolution and Call to Action Our Vision We believe that by joining together, we can make our communities better places to live and work. We believe that everyone who works should make enough to sustain their family including access to affordable housing, health care and child care and a secure retirement. We believe that our government must work for all people so everyone has access to safe streets, quality healthcare, clean water, and public libraries. We believe that we must invest in our schools so every child can get a great education from birth to college graduation. We believe that we must confront the legacy of slavery that shows up in our everyday lives -- from unsafe water to unequal schools -- and demand fair and equal treatment for African Americans and all people of color, from the justice system to the ballot box. By sticking together in SEIU and expanding our movement, we are making a difference on a scale we haven’t seen in generations.

Challenges that call on us to build an even bigger movement that wins for all working

people There’s no doubt that we are building a movement. That’s why these wealthy special interests are pushing legislation and court cases in hopes of

stopping our movement. They want to simply impose their extreme agenda on all of us. They want to keep wages low, avoid paying their fair share in taxes, drain resources from our public schools and make it harder for people to participate in our democracy. Today less than 7% of people are in unions and a handful of billionaires are bankrolling efforts to make it even harder for people to stick together in a union.

At the same time, our world is changing. And these changes require us to reimagine how to win for working people:

● Almost half of all working people make less than $15 an hour -- including many

SEIU members and our families. More and more people are working part time, piecemeal jobs without a traditional worksite, without benefits, job security or retirement security of any kind. It’s getting harder and harder to sustain a family for millions of

working people. As a result, 22% of children live in poverty. ● Extreme weather including droughts, flooding, pollution and record-high

temperatures are creating urgent needs for emergency services so our communities can rebuild and recover.

● Our communities are changing. More people are moving to urban areas. People are living longer lives. More people are squeezed by the costs of caregiving for children and elderly parents. These changes are increasing demands for services.

● New technologies are transforming the way we deliver public services. Many of us will need to learn, train and adapt to new modes of work.

But the truth is, we’ve always face opposition and we’ve experienced big changes before. This moment calls on us to lead to meet these challenges so all working people can thrive in our changing world. Call to Action We will:

1. Create the Next Forms of Worker Power with the Fight for $15 by uniting working people into strong organizations to be a powerful force for good jobs, quality education and safe communities where everyone has a fair shot.

2. Build a Wider Movement by linking economic, racial, immigrant justice movements. We will work with others to protect the principles of government that serves the community and corporations that pay their fair share. We are the stewards of government that must not be controlled by corporate power, but must serve to regulate and to balance it. When we unite a broader movement of people to expose the rigged economy, we can level the playing field and win for our communities.

3. Innovate in our Union by showing how We’re All in this Together. We will use our

strength at the bargaining table and beyond to raise standards and improve services for our families and everyone in our communities. And we will engage more members in our union and in the broader movement for a just society. We will fight to ensure wealthy special interests pay their fair share so we can invest in good schools and the safe and healthy communities all families need. We will lead on making sure our work in public service fuels opportunity for everyone.

No participant in an SEIU Local 521 Executive Board Meeting, Officers’ Meeting, or Sub-Committee Meeting, whether a member of the Executive Board, member of SEIU Local 521, staff of the Local, observer, or other individual, shall make an audio or video recording of an SEIU Local 521 Executive Board Meeting, Officers’ Meeting, or Sub-Committee Meeting, without the express advance consent of a majority of the Executive Board. This Policy shall be strictly enforced. Any complaint regarding an alleged violation of this Policy shall be swiftly brought to either the Executive Board or Officers for determination and remedial action at the next calendared Executive Board or Officers’ meeting.
