MEETING OF THE KDCC IN PROGRESS

With the creation of District Korangi, excitement ripples through the masses. A new unit of administration means that more people benefit from the increased attention from the executive authorities in their jurisdiction especially for the development of coastal area, better health facilities, municipal services and education.

Commissioner Karachi, Mr. Shoaib Ahmad Siddiqui terms Korangi as home to multi-lingual, which will pave way for a peaceful Karachi. He is of the view that Korangi has a lot of potential as an administrative unit. The District has many renowned educational and technical institutions,quality stadiums and grounds and glorious achievements in the sports sector. Naseem Hameed, the famous athelete belongs to this area. Karachi associa-tion of trade and industry (KATI), one of the biggest industrial units of the country is located here.

At the inaugural ceremony, the Commissioner was all praise for the young and vigilant Deputy Commissioner, Mr. Zubair Ahmed Channa of the Pakistan Administrative Service (PAS).He directed the maiden DC to address the public issues such as sewerage, roads, education, encroachments, and traffic management on top priority basis. It was hoped that a development package would be launched for the develop-ment and prosperity of the District. The attendees included DCs of all the Districts of Karachi, KMC Administrator, Mr. Rauf Akhtar Farooqui among others.

Amidst the soaring rate of unemployment prevailing in the city, the Commissioner Karachi has launched an employment-facilitation forum entitled, ‘Karachi Placement Bureau’. The basic concept is two-fold : one, bridging the gap between the employers and the employees, and two, providing employment opportuni-ties to the jobless, reemployment to a better place and internship/training opportunities for students. The Placement Bureau is a joint collaboration between the Government and the private sector. Leading from the front as the Face of the Govern-ment, the Commissioner Karachi has, on the govern-ment side, representatives from Labour Department, Sports & Youth Affairs Department, Industries Department, Sindh Technical Education & Vocational Training Authority (STEVTA), Pakistan Bait-ul-Mal, Benazir Bhutto Shaheed Human Resource Research & Development Board (BBSHRRDB), Benazir Income Support Program (BISP) and Overseas Employment Corporation (OEC). On the private side of the table, Federation of Chamber of Commerce & Industry (FPCCI) represents all the Chambers, Employer’s Federation of Pakistan (EFP) with over 4000 members, various town associations, such as KATI, Landhi Association of Trade & Industry (LATI), North Karachi Association of Trade & Industry (NKATI), SITE Association of Trade & Industry, FB Area Association of Trade & Industry (FBATI), Bin Qasim Association of Trade & Industry (BQATI) and Workers Employers Bilateral Council of Pakistan (WEBCOP).

The major activities of the Placement Bureau include periodical meetings, which are aimed at reaching the desired targets and follow-up of previous decisions, and meetings with trade bodies. A seminar was also organized which was attended by the employers and members of various trade bodies. The aims of the seminar were to disseminate the information and receive input from the employers.

Action points: The Karachi Placement Bureau is intended to work on a modern MIS platform with digital inputs and online data base access. As the system gets ready, a focal group consisting of Mr. Shahzeb Shaikh, Assistant Commissioner (General), Karachi Division, Mr. Amjadullah Khan (representing EEP, FPCCI & KATI) & Ms. Samreen Hamid of BBSHRRDB has been tasked with the initial screening of applicants by conducting interviews and forwarding their résumés to potent ia l employers. Résumés of over 300 candidates have been sent out to various employers with a considerable number of candidates been placed. Believing in the energy and fervour of the youth of Karachi, the Commissioner Karachi, Mr. Shoaib Ahmad Siddiqui has engaged a bunch of talented, versatile and concerned youth to engage with the Karachi Administration in various fields of public interest. The team has a combination of doctors, engineers, managers, accountants and other dignified professionals. The Commis-sioner’s Youth Team has been launched with a simple but ambitious vision, “To mobilize the youth of Karachi and provide them with a platform to work on projects which inculcate a sense of empowerment and community spirit.”

The Commissioner Youth Team was launched in an elegant ceremony graced by the Honorable Chief Secretary Sindh, Mr. Sajjad Saleem Hotiana at the Commissioner’s Office. Secretary Youth Affairs Mr. Laiq Ahmed was also present at the occasion.

The Commissioner Youth Team will be running social pojects in areas of education, health and civic awareness on behalf of the Commissioner, Karachi. The Projects would include raising general awareness as well as taking concrete steps in improving the education and health system of public schools and hospitals. The team’s long-term plan includes outreach programs to develop tele-health clinics, and virtual schools across Karachi to serve underprivileged areas including slums. Inclusion of micro-fi-nance entrepreneurship programs along with vocational training centers and capacity-building workshops would add as an adjunct to our eventual aim of poverty alleviation, and also help in adding a substantial workforce to the City’s economy. The team would be looking forward to mobilize the youth of Karachi in various different social projects ranging from civic responsibili-ty to disaster management so that we inculcate in them a feeling of ‘giving back to our City. Opening of chapters of Commissioner Youth Team in different institutions of Karachi is also in the pipeline.

“SERP-II – EDUCATION MATTERS!”

Perhaps, dengue has been the biggest challenge being faced by the Karachi Administration in the health domain. On the special directives of the Chief Minister Sindh and the Chief Secretary Sindh, Karachi Administration has been actively engaged in curbing this life-threatening menace. In this connec-tion, the Commissioner Karachi has directed the municipal authoritiesto carry out active spray drives in critical areas. Another useful technique is that of the Guppy Fish. This larva-eating insect is highly useful against the dengue breeding in stagnant water. The Guppy Fish is readily available in the market.

However, the Commissioner Karachi believes in ‘Fight Dengue with awareness and precaution’. He recently led a walk for the awareness of the same in collabora-tion with the Arts Council of Karachi & Pakistan Medical Association (PMA) from the Arts Council roundabout to the Press Club. Other notables included in the walk were Mr. Aslam Khoso, Additional Commissioner –I, Dr. Saif-ur-Rehman Deputy Commissioner, Central, Dr. Mansoor Abbas Rizvi,the then Special Secretary Health Depart-ment, Mr. Masood Alam, Sr. Director Municipal Services, KMC, representa-tives of Arts Council and PMA.

This focal committee supervises the process and comes up with timely solution of the same through effective coordination. A few successes thus far have been:

A child learns his secondary socialization at the school and develops his/her personality thereon. Keeping in view the importance of primary and secondary education, The Education & Literacy Department, Government of Sindh in collabora-tion with the World Bank (WB), has launched the second phase of the Sindh Education Reform Program (SERP). Perhaps, the most attention-grabbing feature of this version is the active involvement of the Divisional Administration for the smooth functioning, timely implementation and effective feedback of the program. The Commissioner Karachi heads the Regional Reform Oversight Committee (RROC), which also features Deputy Commissioners (all), Director School Education, Representatives of Accountant General Sindh, Works & Services Department. The Committee meets on quarterly basis to review progress of the process.

Similar committees have also been formed at the district level under the chairmanship of the concerned Deputy Commissioner. At the divisional level, a focal committee has been formed under the chairmanship of Additional Commissioner-II, Karachi, Mr. Haji Ahmed, which features Director Schools, Rep of AG Sindh, Finance Department, and Chief Program Manager, RSU.

Commissioner Karachi firmly believes in the notion that Education is the panacea of all evils prevailing in the society. He makes regular visits to the identified schools. His special focus has been areas like Lyari, Korangi and Sultanabad where education may change mindsets. Karachi has been the leader in submitting the semi- annual progress report of RROC to the WB, an essential part of the covenant.

KEY TO A PEACEFUL KARACHI “Unity In Diversity”

Karachi is home to multiple sects and ethnicities. Maintaining interfaith harmony is the key to a stable and harmonious metropolis. The commissioner karachi is a devoted exponent of interfaith harmony and for this purpose he brings on-board Ulemas of all the sects before each sacred occasion like 10th Muharram-ul Haram, 12th Rabi- ul Awwal, Chehlum etc. The Karachi Administration, Police and Municipal authorities sit on one table and ponder over various aspects of law and order, municipal issues such as sewerage, uninterrupted electricity etc. to carry out the processes in a smooth manner. It is due to this platform that Karachi witnessed peaceful processions in recent years.

Whoever thought Pakistan has a lack of football talent must have been appalled at Pakistan’s bronze medal victory at the Street Children Football World Cup in Brazil in june 2014.

A bunch of youngsters made the country proud by playing with zeal and enthusiasm especially in the win against India where little Raziq Mushtaq scored eight goals. The Commis-sioner Karachi acknowledged the success story by arranging a reception in the honour of the team amidst who’s of who’s of the City which included ex. Police Chief Mr. Shahid Hayat, Secretary Youth Affairs Mr. Laeeq Ahmed, Anti-Narcotics Force Chief Brig Abu Zar, Director Local Government Mrs. Rubina Asif and Deputy Commissioners of Karachi Division among others.

The presence of Boys and Girls scouts gave the evening a colourful touch. The Commissioner Karachi is of the view that people who were trying to deprive Pakistan of hope and happiness should realise that if the Pakistani children without any proper facilities, could beat the world’s best teams, then sky is the limit for the people of Pakistan. He said, “We must realise the power of sports which keeps the national flag flying almost everywhere in the world, even in India. Today we should take oath that we will work in collaboration for the prosperity of Pakistan.”

It is worth mentioning that majority of the players belong to the Lyari area of Karachi. Karachi Administration has special focus on the area in the fields of sports, education, health and youth activities. Here is hoping to see Pakistani team competing in FIFA World Cup in their near future.

According to the Commissioner, a purified environ-ment would help in curbing insecurities and anxieties among the masses.

The Sarsabz o Pursakoon Karachi tree plantation campaign was launched recently. During this campaign 300,000 saplings of local indegenous and enviromental friendly trees,sourced from the Provincial Forest Department will be planted across Karachi especial-ly in the industrial areas,highways,-schools,universties,collegues,plain grounds,Supreme Court and hospitals of the city in over the next three months. The campaign was rolled out with plantation at Ramazan Goth near hawesbay, in collaboration with Indus Earth Trust an NGO and National Forum for Environmental Health (NFEH) and over 30 organizations.

In the recent past, Karachi has experienced tremors of severe intensity on the Richter scale.

Unfortunately, there is no remedy to earthquake, Tsunami and other natural disasters. However, mitigation is the way forward. For the Commissioner Karachi, the answer lies in effective coordina-tion among people and the relevant agencies, thorough contingency planning in the light of examples found internationally, and most important of a l l awareness amongst general public

To accomplish these goals, a committee at Divisional Level comprising of various groups (mapping/structure, coordination etc.) has been formed and features experts from civil engineering from NED University of Engineering & Technology, representatives of agencies like UN HABITAT, SCBA, Provincial Disaster Management Authority (PDMA), KMC, Energy Depart-ment, Education & Literacy Department, Pakistan Internation-al Airline (PIA), Civil Defense, Cantonment Boards, KPT, Traffic Police, Rescue 1299, and Scouts among others.

Awareness campaigns are being carried out in the schools, government offices and other places throughout the city. In this connection a walk has been planned in the coming days. Commissioner Karachi has also directed the Sindh building control authority (SBCA) , KMC and Cantonment boards to ensure the approval of those maps which fulfi l l the requirements of earthquake-proof criteria DID YOU

Empowering the Transgender: The Commissioner Karachi takes Khawjasaras on-board

Article 25 (2) of the 1973 Constitution calls for Equality of Citizen and quotes “There shall be no discrimination on the basis of sex”. Keeping the same in mind, the Commissioner Karachi, Mr. Shoaib Ahmad Siddiqui, invited a delegation of Khawajasaras in his office to listen to and redress their grievances. This was probably the first time in the history of any Commissioner’s office which witnessed such delega-tions. Commissioner Karachi is of the view that transgender enjoy equal rights in the Country and their talents must be exploited in various fields. He decided to employ one of their member and ensured that more placements will be done on priority basis.

Earlier, Director Social Welfare Nuzhat Fatima, informed the house that Minister Social Welfare Department, Ms. Rubina Qaimkhani employed three Khawajasara.The Commissioner Karachi said that their registration with NADRA would be ensured through a mobile registration van. Also, khawajasara will be an active part of the task force for the price control initiative taken up by the Karachi Administra-tion.

On the sports front, a table tennis competition was arranged for the transgender, which was highly applauded. In the education and training domain, Benazir Bhutto Shaheed Human Resource Research & Development Board (BBSHR-RDB) has been requested to arrange for technical training program for interested transgender.

PRICE CONTROL INITIATIVE

One of the roles of the Commissioner Karachi is that of the Divisional Controller General Prices. He, through his DCs, ACs and other competent officers, carries out the price control initiative, which directly benefits the public. Mr. Shoaib Ahmad Siddiqui, is a staunch advocate of all-year price control campaign rather than a Ramazan-centric one. By the virtue of Price Control and Prevention of Profiteering Act, 1977 & Sindh Essential Commodities and Prevention of Profiteering Ordinance, 2006, DCs and ACs enjoy powers of First Class Magis-trates in their jurisdiction. The campaign has the following features;

•Control on the prices of milk, meat/poultry, fruit and vegetables & essential grocery items.

•Not only price control but also weight & measure, quality sampling of milk and meat/chicken.

•Presence of ACs at the time of auction in Sabzi Mandi.

•Role of effective Bureau of Supply & Prices, Food inspectors, weight & measures.

•Thousands of shopkeepers/producers fined and hundreds jailed.

•Round the clock Operational Control Room.

•Immediate action by Magistrates on complaints through phone call, SMS, and email.

•Effective support of media.

Independence Day is celebrated throughout Pakistan with national fervour,glory and respect for the motherland. The eve of 14th August witnessed celebrations with special prayers for development of the country and wellbeing of its citizens. The Commissioner Karachi felicitated Karachiites on Independence day by exhorting them to observe Quaid-e-Azam's motto "Unity,-Faith and Discipline".

Under special directions of the government, the Commissioner Karachi coordinated organization of various events through his team of officers, the Deputy Commissioners and the Civil Society Organizations. The Central event of the 14th August was celebrated at Quaid’s Mausoleum. The Commis-sioner Karachi ensured special arrangements for foolproof security through Karachi Police and Rangers. Cleanliness and Traffic Management was also throughout the city for convenience of the citizens as many rallies and processions were being taken out.

Governor Sindh, Dr. Ishrat Ul Ebad Khan , Chief Minister Sindh Syed Qaim Ali Shah, Chief Secretary Sindh, Members of Sindh Cabinet, Diplomats, Officers of Armed Forces and citizens visited Quaid- e-Azam’s Mausoleum to pay homage to the Father of the Nation. More than 2400 school children participated in the event by presenting tableaus and singing national songs.

On behalf of the Commissioner Karachi, gifts were sent to prisoners in jails, sweets were distributed to patients in various hospitals and flag hoisting ceremonies were held in offices of the Deputy commissioners to commemorate the 67th Indepen-dence Day of Pakistan..

The Chief Secretary was actively present in all events of Independence Day celebrations hosted by the Commis-sioner Karachi.

To set annual traditions, Commissioner Karachi organized an event with the support of Deputy Commission-er South at Shaheed Benazir Bhutto Park. It was attended by Station Commander Karachi, Head Quarter 5Core, Force Commander Anti-Narcotics Force, Additional I.G Karachi, President Arts Council, Senior Officials of Civil Administration and the Police and citizens from all walks of life. Honorable Chief Secretary Sindh graced the event as the Chief Guest. Renowned musicians and artists including Fakhre-Alam added joy to the event with patriotic anthems to invigorate the spirit of patriotism amongst the attendees. The evening ended with glittery display of fireworks.

Special attention was paid to involve the youth in Independence celebration as their patriotism was in full swing. They rocked with the scene with jingoistic anthems to lift the spirits of the participants..
