Background:

Education codes 44256(b), 44258.2, and 44263 expand the authorization for holders of MultipleSubject and Single Subject credentials, referred to as Board Authorizations. Board Authorizationsare assignment options provided to employing districts and counties. School districts may expandsubject authorizations only to teachers who hold a full credential (i.e., non-emergency, waiver,provisional internship, short term staff permit or intern).

To teach in a subject area other than designated by the credential, a teacher must complete 12semester units in the additional subject to be authorized for middle school. Teachers must complete18 semester units in the additional subject to be authorized for high school.

Recommendations:

Consideration: Action/Information Date: February 16, 2016 1. APPROVE SINGLE PLAN FOR STUDENT ACHIEVEMENT 2015-2016 Approve the Single Plan for Student Achievement (SPSA) for Alvarado, Bryant, Carver, Emerson, International, Longfellow, Madison, Mann, Naples, Stevenson, Whittier, and Willard Elementary Schools; Muir K-8 School; Franklin, Hoover, Hughes, Jefferson, Lindsey, and Stanford Middle Schools; and Beach, CAMS, EPHS, Millikan, Reid, and Sato High Schools. Each of the plans has been reviewed by Equity, Access, and College & Career Readiness staff for compliance. Each plan contains the components of effective planning based on student needs, assessment data, use of staff, parent involvement, and allocation of resources. Each schools’ approved SPSA for the 2015-2016 school year will also serve as an interim plan until the following school year’s SPSA is revised and approved. The funding for all programs and personnel outlined in these SPSAs is reflective of the current fiscal year only. 2. APPROVE MEMORANDUM OF UNDERSTANDING WITH THE CALIFORNIA

DEPARTMENT OF EDUCATION FOR TITLE II, PART A Approve Memorandum of Understanding (MOU) with the California Department of Education as required by Section 2141 (c) of the Elementary & Secondary Education Act. The MOU asserts that the District shall 1) develop and utilize professional development strategies and activities to ensure that 100% of teachers become highly qualified; and 2) prohibit the use of funds under Title I, Part A to fund any paraprofessional who does not satisfy the requirements of Section 1119 (c), which includes two years of postsecondary education, an associate's degree or higher, or, for an applicant with a high school diploma, the demonstration of necessary skills on a formal state or local academic assessment, unless the District can demonstrate significant student enrollment increase or there is an increased need for translators or assistance with parental involvement activities. _________________________________________________________________________ SUBJECT: INTELLECTUAL VIRTUES ACADEMY CHARTER _________________________________________________________________________ CATEGORY: NEW BUSINESS Reason for Board Consideration: Action Date: February 16, 2016 _________________________________________________________________________ EXTEND ORIGINAL TERM OF INTELLECTUAL VIRTUES MIDDLE SCHOOL CHARTER BACKGROUND: On September 18, 2012, the District Board of Education approved a charter petition from Intellectual Virtues Academy (Middle School) for a four school-year period. On June 30, 2016, the current charter will expire. Statutorily, a charter may be approved for up to five years upon its initial approval. Intellectual Virtues Academy’s (IVA) engaged in a year of operational planning, followed by instruction that began with a sixth-grade class in September of 2013. This current school year, IVA has enrollment in grades 6-8. Although the District has closely monitored the progress of the charter, there is little data in terms of academic achievement that is available, due to the suspension of old examinations and the adoption of new state required assessments. With the approval of an extension, the District will be able to fully analyze the academic progress of the school. RECOMMENDATION: Staff recommends the extension of the original term of the current charter to the full five years as afforded to initial petitions. With approval of the extension, IVA’s current charter will remain in effect through June 30, 2017. SUBJECT: Approved Consultants Enclosures: Yes CATEGORY: New Business Reason for Board Consideration: Action Business Services Date: February 16, 2016 BACKGROUND: Pursuant to Request for Qualifications #1516/01 staff has compiled and is requesting that the Board approve a pool of Pre-qualified Environmental Consultants to provide services for various Measure K Bond Program facilities improvement projects. This list will supersede the former pre-qualified list established by Request for Qualifications #0910/03. Environmental Consulting Services includes site investigation and testing for the preparation of various reports such as a Phase I Environmental Site Assessments, Preliminary Endangerment Assessments and Remedial Action Workplan. Environmental Consulting Services also include the management of importing and exporting of soil and other underground construction materials. The reports are required by the Education Code, the California Department of Education and California Department of Toxic Substance Control to ensure that the soil at the project site does not contain hazardous materials. The Environmental Consulting Services RFQ was advertised on the Press Telegram, posted on the Long Beach Unified School District website under the Measure K Construction and posted on the California Coalition for Adequate School Housing website. Transmittals and the RFQ document were sent via electronic mail to notify each firm that is on the existing pre-qualified list. A notification via electronic mail was sent to the group of firms that responded to the previous RFQ but were not selected. While a pre-qualified list is not required in the event State funding becomes available this will allow the District to qualify for those funds. A pre-qualified list allows staff to expeditiously select, via a Request for Proposal process, from a highly qualified list of consultants when services are required.

RECOMMENDATION:

Adopt approved list of Pre-qualified Environmental Consultants.
