Aim of Report

The Office of the Governor Annual Report 2014–2015 is an integral part of the Office of the Governor’s corporate governance framework and describes the achievements, performance, outlook and financial position of the Office for the financial year. The Annual Report is a key accountability document and the principal way in which the Office reports on activities and provides a full and complete picture of its performance to Parliament and the wider community.

The Report details the objectives, activities and performance of the Office during the period 1 July 2014 to 30 June 2015 and includes information and images which illustrate the many activities the Office undertakes to provide executive, personal, administrative and logistical support to the Governor and to manage the Government House estate.

The Office of the Governor advises Aboriginal and Torres Strait Islander people that this Annual Report may contain images of people who have died. The Office does not wish to cause distress to any Aboriginal and Torres Strait Islander community members.

Many pine cones from the original ‘Lone Pine’ at Gallipoli were brought back to Australia by soldiers returning from World War I. One such soldier gave a pine cone to his mother who planted its seeds many years later. She gifted one of the seedlings to the Australian War Memorial in Canberra and it was planted there in 1934. In 1979, a seedling propagated from that tree by Canberra’s Yarralumla Nursery, was planted on the Government House estate in Brisbane. The tree now stands more than 20 metres high.

During the 2014-2015 period the Office of the Governor oversaw the transition of Governors, with the conclusion of the Honourable Penelope Wensley AC’s term and the swearing-in of His Excellency the Honourable Paul de Jersey AC as Queensland’s 26th Governor on 29 July 2014.

The Office of the Governor continued to provide high-quality professional services to support the Governor of Queensland’s busy program of constitutional, legal, ceremonial and civic duties. In His Excellency’s first year in office, this included support to establish the Governor in this role by providing comprehensive briefing material, developing the Governor’s program and reviewing patronage and other civic support activities.

The Office also supported the Chief Justice of Queensland, the Honourable Tim Carmody, the Honourable Justice Margaret McMurdo AC, and the Honourable Justice John Muir in fulfilling the duties of Acting Governor as required.

A considerable focus for the Office during the year was facilitating the Governor’s extensive program of travel to regional and remote areas of Queensland. Communities in Western Queensland experiencing ongoing drought conditions, and those recovering from the aftermath of Tropical Cyclone Marcia, were important inclusions in the visit program. The Office also supported the Governor’s international travel program to meet Queensland’s trade, investment and cultural objectives.

To complement the Governor’s community engagement activities and to further the understanding of the role of the Governor

within the community, the Office launched a comprehensive new website and a Twitter account on the occasion of the Governor’s swearing-in, with Facebook added to the communication suite shortly thereafter. This marked the first time a Queensland Governor had established a social media presence.

The Office also supported the Governor’s significant constitutional and ceremonial roles associated with the State General Election in January 2015, and commemorations of the Anzac Centenary during the year. The Office worked closely with patronage and other organisations to manage substantial administrative and logistical responsibilities in relation to correspondence, briefings and event management.

On 6 June 2015, 150 years of Fernberg was commemorated as part of the Queensland Day Open Day. The day also celebrated the completion of the most substantial works to Government House since the 1930s, the equitable access upgrades, which included the addition of two lifts, a covered walkway, porte-cochère and other improvements to enhance access to Government House, particularly for people with physical disabilities.

The small team of Office of the Governor employees provided high-level service and support to facilitate the Governor’s responsibilities during the period.

Highlights of the Office’s work during the year include:

ɶ coordinating an extensive program of travel and engagement, particularly with regional and remote communities throughout Queensland;

ɶ facilitating patronage of, and support for, 154 community groups through visits, speeches and messages, receptions, and celebrations of milestones and anniversaries;

ɶ coordinating receptions and events hosted at Government House including a program of investiture ceremonies, and the associated administration, logistics and hospitality of these events;

ɶ providing high-level advice and support to the Governor in the constitutional duties of presiding over weekly Executive Council meetings, granting Royal Assent to Bills, handling petitions, processing correspondence relating to constitutional and legal requirements, and conducting the swearing-in of Ministers;

ɶ providing public access to the Government House estate through a planned public engagement strategy which included tours of the estate with volunteer guides;

ɶ implementing a program of work to manage, maintain and improve facilities across the heritage-listed Government House estate, in conjunction with the Department of Housing and Public Works, including completion of the equitable access upgrades and the Bromeliad pathway project;

ɶ ongoing implementation of the Bushland Management Plan to preserve and enhance the bushland areas of the estate;

ɶ continuing to implement the recommendations of the Safety Management System audit reports and stage four of the Government House Security Review to ensure security operations, infrastructure and personnel meet best practice standards;

ɶ ongoing implementation of the 2013-2018 Strategic Plan;

ɶ continuing to deliver administrative, financial management, customer relationship management and corporate governance improvements by modernising processes, systems and policies;

ɶ equipping staff with contemporary knowledge and skills which reflect the core values of the Office of the Governor, through professional development and core skills training; and

ɶ producing a free, publicly available booklet outlining Fernberg’s historical and heritage value, coinciding with the completion of the equitable access upgrades.

EQUITABLE ACCESS UPGRADES

During 2014-2015, the most significant structural changes were made to Government House since the 1930s as part of the equitable access upgrades.

Two new lifts, a porte-cochère and covered walkway and other improvements were installed to improve access to Government House, particularly for people with physical disabilities. The extensions balance obligations set out under heritage and disability legislation.

The project was approved by the Queensland Government in early 2014 and work commenced in September that year. The upgrades were completed in June 2015 in time for the Queensland Day Open Day, which also commemorated Fernberg’s 150th anniversary.

The Governor and Mrs de Jersey were received by Her Majesty Queen Elizabeth II at Buckingham Palace during a program of travel which included the United Kingdom.

During 2015-2016, the Office will continue to provide high-level executive support to enable the Governor and/or Acting Governor to fulfil constitutional, ceremonial and community duties. As the longest-serving Australian State Governor in office, the Governor will be called upon to act as Administrator of the Government of the Commonwealth of Australia in the Governor-General’s absence. The Office will facilitate support to the Governor as required to fulfil these duties.

During 2015-2016, the Office will:

ɶ provide expert and responsive advice to the Governor in support of constitutional, civic and ceremonial responsibilities as the representative of Queensland’s Head of State;

ɶ maximise opportunities for Queenslanders to meet the Governor through an extensive program of regional travel and community engagements, including taking Government House operations to a regional part of the State;

ɶ support opportunities for the Governor to promote Queensland to high-level State visitors;

ɶ preserve and conserve the heritage and horticultural assets of the Government House estate for current and future Queenslanders;

ɶ arrange an overseas visit program to meet Queensland’s trade, investment and cultural objectives;

OUTLOOK FOR 2015-2016

ɶ support ongoing centenary of Anzac activities in Queensland;

ɶ implement a communication strategy to increase community understanding of the Governor’s role and associated program;

ɶ undertake a revaluation of Government House’s heritage and cultural assets; and

ɶ implement the Corporate Governance Framework as part of best practice fiscal responsibility and to enhance capability through the Business Continuity Plan.

The Office will continue to work in conjunction with the Department of Housing and Public Works to prioritise the preservation and conservation of Government House and the estate and to implement a program of capital works and maintenance, including work to upgrade the Heritage Quarters.

The Office will refine operational and audit plans and undertake further work on the Business Continuity Plan to ensure ongoing improvements are made to corporate governance.

The Governor does not participate in the political process. The primary role of the Governor is to ensure Queensland enjoys stable government which commands the popular support of the Parliament.

The Governor has a number of specific roles prior to, and immediately following, a State General Election such as that held on 31 January 2015:

ɶ dissolving Parliament;

ɶ issuing the Writ causing the election of the 89 Members of the Legislative Assembly;

ɶ receiving the return of the Writ following an election; and

ɶ appointing Ministers of the State, and members of the Executive Council of Queensland.

Under the Queensland Constitution, the Governor – or the Acting Governor when the Governor is out of the State or when the Governor cannot act – can dissolve or prorogue Parliament. By convention, the Governor seeks the advice of the chief adviser, the Premier, in the exercise of this power. Under the system of government exercised in Queensland, the Governor is duty bound to, and almost always does, accept that advice.

Under the Electoral Act 1992, the Governor must issue the Writ causing a general election not later than four days after the day on which the Legislative Assembly is dissolved.

The Queensland Constitution prescribes that the Legislative Assembly shall not continue for more than three years from the day appointed for the return of the Writs for the election choosing the Members of that Parliament.

Assembly. In practice, the Governor is advised by Executive Council in the exercise of this power. The polling day must be a Saturday not less than 26 days, nor more than 56 days, after the issue of the Writ.

The Writ commands the Electoral Commission of Queensland to conduct a general election in accordance with the law.

Following an election, the Commission writes the name of each candidate elected for the 89 electoral divisions on the Writ, and returns the Writ to the Governor, not more than 84 days after the Writ was issued.

Under Queensland’s constitutional arrangements, the Governor appoints the Premier – the chief Minister – who is the leader of the party, or parties, which has majority support in the Legislative Assembly. In Queensland there are 89 Members of the Legislative Assembly.

The Governor also appoints Ministers of the State and members of the Executive Council of Queensland (by custom, the Premier and Ministers), to advise the Governor on the exercise of the Governor’s duties and powers.

Under the Queensland Constitution, the Governor may summon Parliament. Again, the Governor seeks the advice of the Premier in exercising this power.

The Governor of Queensland performs a number of significant constitutional duties, particularly during State Government Elections, which ensure Queensland enjoys a stable Parliament.

Office Overview

The Queensland Constitution provides that there must be a Governor of Queensland who is appointed by the Sovereign. As such, the Governor is the personal representative of Her Majesty Queen Elizabeth II who is Queensland’s Head of State, and the Governor is authorised and required to do and execute all matters which pertain to the office, according to law.

The powers of the Governor are derived from the Commission of Appointment issued by The Queen and are prescribed in legal or constitutional terms in various pieces of constitutional legislation and in a number of Acts of the State Parliament.

Queensland’s Constitution allows the Governor to appoint Ministers and to summon and dissolve Parliament. It also establishes the Executive Council over which the Governor presides.

The Governor’s primary constitutional responsibility is to ensure the continuance of a stable government in Queensland which commands the support of the Parliament. The Governor does not participate in the political process.

Similarly, the Office of the Governor is a non-political, independent entity, established to provide executive, personal, administrative and logistical support to the Governor’s constitutional, representational, ceremonial and civic responsibilities. The Office also maintains the Government House estate, in partnership with the Department of Housing and Public Works.

The Office of the Governor directly contributes to maintaining a stable and effective government by providing professional support which enables the Governor to undertake the constitutional responsibilities as the representative of the Head of State.

The corporate objectives of the Office of the Governor reflect the six goals central to the Office’s Strategic Plan 2013-2018:

• Constitutional and Legal

Provide executive support to enable the Governor to fulfil constitutional and legal responsibilities, including granting assent to legislation, issuing writs for elections, swearing-in Ministers of the State and members of Executive Council, opening Parliament, considering petitions for the Governor to exercise the power of the Royal Prerogative of Mercy, and presiding over meetings of Executive Council.

• Ceremonial

Support the Australian honours and awards system and other award programs, and attend military and commemorative ceremonies.

• Community Engagement

Provide a diverse range of opportunities for Queensland organisations and members of the community to visit Government House and to learn about the Governor’s role. Facilitate the Governor’s travel to regional and remote centres and support organisations of which the vice-regal couple are Patron.

CORPORATE OBJECTIVES

The interior of many of Fernberg’s rooms feature decorative cornices with botanical embellishments. Ceiling roses surrounding the lights and chandeliers have been restored and painted in pastel colours to highlight the complexity of their design.

• Preserving Government House and the Estate

Maintain Government House as an official State residence by conserving its heritage-listed buildings, grounds and gardens, and undertaking appropriate maintenance, security, workplace health and safety, and horticultural tasks.

• Effective Management

Strengthen the Corporate Governance Framework to continue to improve performance, capability, accountability and value-for-money service delivery using effective technology and resources.

• Promoting Queensland

Assist the Governor’s activities that highlight and promote Queensland business, produce, culture and trade through hospitality and attendance at events. Support the Governor in hosting international dignitaries and undertaking interstate and international travel to promote Queensland’s interests.

In the Governor-General’s absence, State Governors are called upon to undertake the role of Administrator of the Government of the Commonwealth of Australia. It is usual for the longest-serving available State Governor to undertake this duty.

In the presence of the Honourable Justice Susan Kiefel AC from the High Court of Australia, the Governor took an oath on 17 October 2014, which provided His Excellency with a dormant commission to fulfil the role of Administrator, when required.

Four days later, on 21 October 2014, the Governor-General’s Standard was raised at Government House, Queensland, signalling that His Excellency was Administrator of the Commonwealth. During the 2014-2015 period, the Governor of Queensland administered the Commonwealth on a total of three occasions.

Following the completion of a number of State Governors’ terms of office during the period, on 1 July 2015, the Governor of Queensland became Australia’s longest-serving State Governor in office. As the Constitutions of Queensland and the Commonwealth of Australia specifically preclude a person simultaneously performing constitutional responsibilities in both jurisdictions, during periods when the Governor is Administrator, an Acting Governor for Queensland is appointed and supported by the Office of the Governor.

During periods when His Excellency is Administrator of the Commonwealth, the Governor-General’s Standard is raised at Government House, Queensland, and is also used on official cars.

To provide effective support to the Governor, the Office of the Governor uses a Corporate Governance Framework which guides organisational structure, planning and decision making, management standards and policies, and monitoring, reporting and evaluation processes.

The Framework:

ɶ sets out management processes;

ɶ establishes a management structure; and

ɶ promotes continuous improvement by measuring the implementation of the Framework.

MANAGEMENT PROCESSESThe Office of the Governor’s management processes provide the basis for effective corporate governance and include:

Planning

ɶ Strategic Plan – the organisation’s mission statement, goals and objectives;

ɶ Operational Plan – the annual program of activities which deliver the objectives of the Strategic Plan;

ɶ Business Plan – each Business Unit’s contribution to achieving the objectives of the annual Operational Plan;

ɶ Specific plans (including a Communication and Engagement Plan, and a Business Continuity Plan); and

ɶ Collaborative plans developed and delivered with external partners (including the Bushland Management Plan, Strategic Maintenance Plan, Conservation and Curatorial Plan, and Water Efficiency Management Plan).

Performance Management and Evaluation

ɶ Key Performance Indicators – reporting actuals against planned results/outcomes;

ɶ Quarterly Business Unit Reports;

ɶ Risk Matrix and Annual Audit Plan; and

ɶ Project Evaluation Reporting.

Resource Management

ɶ Policies and procedures for managing financial, human and information resources;

ɶ Annual Procurement Plan;

ɶ Monthly/Quarterly Budget Reports;

ɶ Employee Performance Planning and Development Plans;

ɶ Annual Core Training Plan; and

ɶ Record-keeping Operating Procedures.

MANAGEMENT STRUCTUREAt 30 June 2015, the Office of the Governor employed 44 full-time equivalent employees across executive, professional, administrative and operational bands.

The Official Secretary is the Office of the Governor’s Chief Executive and accountable officer, in accordance with the Financial Accountability Act 2009. The Office employs a Chief Financial Officer and a nominated head of Internal Audit who is the Deputy Official Secretary.

Corporate Governance

The Coat of Arms of the Royal family is displayed on the gates to the Government House estate as a symbol that the Governor is The Queen’s representative in this State. The Arms features a shield supported by a lion and a unicorn with the sovereign’s motto Dieu et mon Droit (“God and my right”) displayed on the base.

Two strategic advisory groups, a management group and various project-specific working groups support the Official Secretary.

ɶ The Executive Management Group is the Office’s strategic agenda-setting and decision-making body.

ɶ The Internal Audit and Risk Management Committee (chaired by the Deputy Official Secretary) provides advice on the efficiency and effectiveness of internal controls, implementation of audit recommendations, and systems and processes to address risk.

ɶ The Workplace Health and Safety Committee (chaired by the Facilities and Operations Manager) advises and monitors workplace health and safety issues.

ɶ The Management Group is comprised of managers who provide specialist knowledge and guidance on the Office’s key service-delivery areas and who represent the views of staff at meetings, contribute to strategic decision making, and communicate information and decisions to their teams.

ɶ In addition, project-specific working groups and sub-committees are assembled when required to work through major operational and strategic issues relevant to the day-to-day functioning of the Office of the Governor, including, in 2014-2015, the Open Day Working Group and the Transition of Governors Working Group.

Air Commodore Mark Gower OAM, MAICD

Air Commodore Gower was appointed to the role of Official Secretary in 2008 following a successful 30-year career as a senior officer in the Royal Australian Air Force. He has held a number of company director appointments on government, commercial and not-for-profit boards. Air Commodore Gower is the Governor’s most senior adviser and is the designated accountable officer within the Office.

Ms Cecily Pearson MAICD, MIIA (Aust)

Ms Pearson has been the Deputy Official Secretary of the Office of the Governor since July 2008 and is responsible to the Official Secretary for the corporate, administrative and operational activities of the organisation. Ms Pearson has a background in policy, projects and administration in state and federal government.

Ms Rosie Turnbull CPA, GAICD

Ms Turnbull joined the Office of the Governor in March 2009, and was appointed Chief Financial Officer in 2010. Ms Turnbull previously held various roles in state and federal government.

To measure the impact of the Corporate Governance Framework and to facilitate ongoing improvements, the Office uses the following performance standards:

ɶ routinely reviewing and updating policies and standard operating procedures;

ɶ ensuring staff complete their mandatory training each year;

ɶ formalising risk management approaches including through the internal audit committee and mitigating any risks identified during internal and external audits;

Corporate Governance

Upon being sworn in as the 26th Governor of Queensland, His Excellency the Honourable Paul de Jersey AC made a commitment to support, encourage and inspire all Queenslanders. During his first year in office, the power of social media made it possible for His Excellency to reach and communicate with more Queenslanders than ever before.

The Governor was Queensland’s first, and one of Australia’s first, vice-regal representatives to establish a social media presence. Within a week of launching the Governor’s Twitter handle on the occasion of His Excellency’s swearing-in, more than 500 followers had been garnered. In June 2015, at the financial year close, the number of Twitter followers had reached more than 2,900, with a Facebook community of likers also growing strongly to more than 2,000.

Undoubtedly, the Governor’s most prominent moment on social media emerged following the January 2015 State Government Election. The Governor used Twitter to disseminate critical constitutional information relating to the post-election process, attracting substantial mainstream media attention and reaching a potential 120,000-strong audience.

THE POWER OF SOCIAL MEDIA EXTENDS THE GOVERNOR’S REACH

Upon being sworn in as Queensland Governor, His Excellency the Honourable Paul de Jersey AC committed to support, encourage, inspire and promote the welfare of all Queenslanders. He also pledged to travel throughout regional Queensland communities, seeking to unify and promote goodwill and mutual respect within them.

During his first year in office, the Governor made significant headway on this commitment, travelling extensively throughout the State on 36 visits to regional centres, and giving particular focus to communities affected by natural disaster. As an apolitical representative of Queenslanders, the Governor can provide empathy and comfort to people in times of need. By meeting with locals and listening to their stories the Governor can also help to raise the profile of their achievements and challenges.

In February 2015, in the aftermath of Tropical Cyclone Marcia, the Governor travelled to affected communities including Gympie, Biloela, Yeppoon, Emu Park, Byfield and Rockhampton, to lend support in the face of an overwhelming clean-up and recovery process. Later that year in April 2015, the Governor and Mrs de Jersey hosted a reception at Government House to recognise the contribution of the Queenslanders who assisted with disaster management activities associated with the cyclone.

Also during the period, Western Queensland continued to endure extreme drought conditions and in February 2015, the Governor hosted a reception at Government House in support of drought-affected Queenslanders. Three pastoralist families from Western Queensland were guests of honour at the reception, having been invited by the Governor and Mrs de Jersey to attend a short stay at Government House.

Communities in Western Queensland experiencing ongoing drought conditions, and those recovering from the aftermath of Tropical Cyclone Marcia, were important inclusions in the Governor’s program of travel to regional and remote areas of Queensland.

GOVERNOR’S REGIONAL TRAVEL HIGHLIGHTS COMMUNITY STRENGTH IN THE FACE OF ADVERSITY

During remarks at that reception, the Governor said he and Mrs de Jersey had relished the opportunity to meet so many wonderful Queenslanders on their travels and had been deeply moved by the spirit and resilience of the people of Queensland’s vast west.

Through community work and as Patron of 154 organisations, the Governor and Mrs de Jersey also seek to recognise the contributions of volunteers and groups supporting Queenslanders in need. During the period, this work extended to the communities and organisations supporting drought-afflicted Queenslanders, and included a visit to Charleville in October 2014 to open the new Royal Flying Doctor Service hangar, and to Winton in April 2015 to launch Waltzing Matilda Day.

The Office of the Governor facilitates the Governor’s travel to regional and remote centres as well as His Excellency’s patronages and provides a diverse range of opportunities for Queensland organisations and citizens to visit Government House.

CONSTITUTIONAL AND LEGAL

The Governor of Queensland’s primary responsibility is to ensure that Queensland enjoys stable government and is governed in accordance with the Constitution. While not directly participating in the political process, the Governor performs a number of key constitutional duties, including presiding over meetings of the Executive Council and providing the approval required within the Constitution to give legal effect to many of the decisions and actions of government. The Governor is also responsible for granting Royal Assent to Bills passed by Parliament, summoning and dissolving Parliament, appointing all Ministers of the State, and issuing writs for elections.

In 2014-2015 the Office provided high-level support for the Governor’s constitutional responsibilities including researching, planning and coordinating briefing materials, and liaison with a range of organisations and government agencies. The Office also provided extensive support during the transition of Governors, including contributing to the swearing-in ceremony of Queensland’s 26th Governor on 29 July 2014.

During the period, the Office supported the Governor (or Acting Governor) in fulfilling a number of constitutional and legal duties, including:

ɶ dissolving, on 6 January 2015, the Legislative Assembly of Queensland;

Government House records include the “Instructions to Our Trusty and Well beloved Sir George Ferguson Bowen” issued by Queen Victoria on 6 June 1859. Queensland is a constitutional monarchy, with The Queen as Head of State and the Governor as Her Majesty’s representative. The monarch personally signs the document of appointment under seal.

ɶ issuing, on 6 January 2015, upon the advice of Executive Council, the Writ which caused the State General Election for 31 January 2015;

ɶ swearing-in, on 14 February 2015, three Ministers of the State and appointing three members to the Executive Council;

ɶ accepting resignations of Ministers of the State and members of the Executive;

ɶ swearing-in, on 16 February 2015, 14 Ministers of the State and one Assistant Minister, and appointing 14 members to the Executive Council of Queensland;

ɶ receiving, on 16 February 2015, the Electoral Commissioner of Queensland who returned the Writ for the 2015 State General Election;

ɶ presiding over 46 meetings of the Executive Council (including six special sittings);

ɶ assenting to 36 Bills presented by the Legislative Assembly of Queensland;

ɶ signing delegations for Acting Ministers;

ɶ considering 207 requests for the Governor’s intervention including petitions for pardon, commutation of sentence, remission of a fine or penalty, and protests;

ɶ attending two ceremonies where the Honourable Justice Robert Gotterson AO, the Honourable Justice Philip Morrison, and the Honourable Justice Anthe Philippides took the Oath of Allegiance, followed by the Oath of Office, enabling them, in accordance with the Queensland Constitution, to assume the role of Acting Governor as required;

ɶ taking, on 17 October 2014, the Oath of Allegiance, followed by the Oath of Office, in the presence of the Honourable Justice Susan Kiefel AC from the High Court of Australia, so that His Excellency may assume the role of Administrator of the Government of the Commonwealth of Australia in the absence of the Governor-General; and

ɶ administering the Government of the Commonwealth of Australia on three occasions.

The Office also supported the Chief Justice of Queensland, the Honourable Tim Carmody, the Honourable Justice Margaret McMurdo AC, and the Honourable Justice John Muir in fulfilling the duties of Acting Governor as required.

On Friday 13 February 2015, the Governor received the Honourable Annastacia Palaszczuk MP and invited her to form government, swearing-in an interim Cabinet led by Ms Palaszczuk on Saturday 14 February 2015.

The Governor also hosted at Government House His Royal Highness The Prince Edward, Earl of Wessex KG GCVO and hosted a reception in the presence of Her Royal Highness, The Princess Royal, for the 2014 Royal Agricultural Society of the Commonwealth Conference.

The Office also supported the Governor in hosting and attending numerous official functions and events in support of all levels of government during the year, including the: funeral of former Tasmanian Governor, the Honourable Peter Underwood AC; Queensland Anzac Centenary Commemorative morning tea hosted by the Premier of Queensland; morning tea at Government House for winners and finalists of the Premier of Queensland’s Export Awards; airport greetings for attendees of, and events associated with, the 2014 G20 Leaders’ Summit; breakfast hosted by the Premier of Queensland in honour of the Prime Minister of the Republic of India, Mr Narendra Modi; Australia Day Flag Raising Ceremony in Townsville, the first time this ceremony has been held outside Brisbane; and Mackay Regional Council Sarina Water Recycling Facility opening.

CEREMONIAL

The Governor officiates regularly at a range of important ceremonial and celebratory occasions and commemorations, including in 2015, the opening of the 55th Parliament of Queensland. Many of these ceremonies recognise the outstanding contributions Queensland citizens and organisations have made to their communities.

Each year, the Office provides extensive administrative and logistical support to the Governor to host a series of investiture ceremonies at Government House to confer awards and honours and to recognise and encourage outstanding Queenslanders. The Governor’s ceremonial role also includes representation at military parades, remembrance ceremonies and special occasions of State and national significance. In 2015, the Governor presided over a number of events associated with the Gallipoli centenary, including the Anzac Day Dawn Service of Remembrance.

A large number of special ceremonies and receptions are hosted at Government House or in the grounds of the estate, including in 2014, the farewell parade for Queensland’s 25th Governor.

The Office has a vital role in ensuring these events are well organised and strike an appropriate level of dignity, ceremony and hospitality.

During 2014-2015, the Office supported the Governor in:

ɶ opening, on 25 March 2015, the 55th Parliament of Queensland;

ɶ receiving the presentation of the Speaker of the Legislative Assembly of Queensland;

ɶ hosting and officiating 13 investiture ceremonies, including one in Townsville and one in Cairns, for 265 Queensland recipients of Australian honours, awards and bravery decorations and 1,115 guests;

ɶ receiving visiting Heads of State, High Commissioners, Ambassadors and foreign dignitaries; and

ɶ attending, hosting or supporting an additional 30 award ceremonies and events including: 2014 Winston Churchill Fellowship Awards at Government House; 2014 Showcase Awards for Excellence in Schools; Spinal Injuries Association 2014 Inclusive Community Champions State Awards at Government House; Brisbane Girls Grammar School Speech Day and Prize Giving Ceremony; Suited to Success and Dress for Success Morning Tea and Volunteer Award Presentation; 2015 Research Grant Awards Ceremony for the Royal Brisbane and Women’s Hospital Foundation; and 2015 Guide Dogs Queensland Team Graduation Ceremony.

The Office also supported the Governor in attending 27 Australian Defence Force-related activities, commemorations, anniversaries, openings, and presentations, including the: Anzac Day Dawn Service, Anzac Square, Brisbane; Defence Reserves Support Council’s Employer Support Award function; Australian-American Association’s 73rd Anniversary Memorial Service of the Battle of the Coral Sea; Australian Army 7th Combat Brigade Family Day at Duncan Ovals, Gallipoli Barracks, Enoggera; official dedication of the No. 23 Squadron Association’s Monument Memorial to WWII members of No. 23 Squadron; and official calls by senior officers in Queensland commanding the naval, military and air forces.

The Governor’s ceremonial role includes representation at military parades, remembrance ceremonies and special occasions.

The Governor officiates and leads a range of important ceremonial occasions of State and national significance, including Anzac Day.

As dawn broke on Saturday 25 April 2015, hundreds of thousands of Queenslanders gathered at solemn commemorations across the State marking 100 years since the landings at Gallipoli.

The Governor acknowledged Queensland’s significant contribution to Australia’s World War I effort during a keynote address delivered at the Dawn Service of Remembrance at Anzac Square, Brisbane.

“Queensland, along with the other States, contributed the cream of its youth to the Great War. Queensland contributed 58,000, nearly 40 per cent of the male population aged 18 to 44. Ponder that proportion – 40 per cent of all men aged 18 to 44. Many of those young men served at Gallipoli.

“… However, those figures cannot give a feel for the individual family tragedies played out as a result of this conflict. The reality is that the cream of the nation was lost a century ago; families throughout the nation were left to mourn, and they still mourn.”

During the proceedings, His Excellency, as the representative of all Queenslanders, laid the first wreath, where two days earlier, the Governor had presided over a ceremony where thousands of school students gathered to lay wreaths to honour the memory of the fallen.

The Governor also acknowledged that while Gallipoli represented the birthplace of the Anzac spirit and a defining moment of our nationhood, this spirit continued to imbue the service of Australians on many subsequent fronts.

DAWN SERVICE OF REMEMBRANCE

At the Dawn Service of Remembrance held at Anzac Square in Brisbane, the Governor addressed the crowds of people who, variously estimated at up to 30,000, had gathered to remember the fallen in the year that marked 100 years since the landings at Gallipoli.

“Since Remembrance Day 1930, the Eternal Flame of Remembrance has been burning in this Shrine in Anzac Square. Under the tutelage and guidance of my parents, my teachers, I was moved by that circumstance as a child and as a youth, and I still am – deeply. This flame burns constantly. It burns as a reminder for me, for all of us, of the sacrifices made by our men and women at arms – sacrifices made to preserve and defend the freedom we have today.

“We will indeed be worthy of those sacrifices if we seek to exhibit in our daily lives the qualities of those who fought and died for us at Gallipoli, and in the many conflicts which followed – the characteristics of selflessness, comradeship and dedication to the common good.”

The Office supports the Governor in participating in and implementing a meaningful program of community engagement, including extensive travel to regional centres.

In 2014-2015, the Office coordinated the Governor’s 36 visits to regional centres including to drought-affected areas of Queensland such as Boulia, Winton, Charleville, Goondiwindi, Alpha and Springsure; communities impacted by Tropical Cyclone Marcia including Rockhampton, Yeppoon, Byfield, Thangool, Biloela and Gympie; and Indigenous communities of Cape York, the islands of the Torres Strait, Cherbourg and Inala. During the regional visit program the Governor participated in 100 community events.

As a strong advocate for equality and inclusion, and for enhancing the welfare and standing of the people of Queensland, the Governor and Mrs de Jersey accept patronage of community organisations. Vice-regal patronage generally spans the length of a Governor’s term. In 2014-2015, the Office coordinated, maintained and developed extensive networks throughout Queensland, including with patron organisations. This provided valuable opportunities for the Governor to participate in community programs and to attend and host events at Government House.

In 2014-2015, the number of community tour and school groups able to visit Government House was restricted due to a program of building works associated with the equitable access upgrade. However, the project improvements have resulted in enhanced access to Government House, meaning more Queenslanders, and particularly people with physical

disabilities, will be able to enjoy visiting Government House into the future.

The Office continued to support the Governor in hosting community events at Government House, and undertaking a high volume of planning, administrative and logistical work associated with an Open Day and visits. During the period, more than 12,600 people came through the gates of Government House to attend 150 official functions, including:

ɶ 3,800 people who attended during the 2014 Christmas Lights display;

ɶ 3,706 people on Queensland Day for Open Day;

ɶ 346 tour group participants; and

ɶ receptions, dinners, lunches and morning/afternoon teas promoting, encouraging and recognising Queenslanders in the fields of tourism, agriculture, local government, business, philanthropy, arts, defence, law enforcement, consular and diplomatic services, health care, youth achievement and sports.

Throughout the year, hundreds of visitors also attended two swearing-in ceremonies for Ministers of the State.

The Office incorporates a wide range of community events in the Governor’s official program to seek to support, encourage and inspire all Queenslanders and to promote and uphold the advancement of Queensland. In 2014-2015, as part of a program of community engagement, the Governor attended 250 community, civic and milestone events, including in the regions, to officially open the: 100th Innisfail and District Annual Regional

The Office also provided support to the Governor to manage vice-regal social media accounts – a first for Queensland – with

a Twitter account and Facebook profile attracting 2,916 and 2,059 followers respectively at the close of the period. The Office also began distributing a quarterly e-newsletter to key stakeholders. These contemporary platforms enhance the Governor’s engagement with the Queensland community.

In 2014-2015, the Office also coordinated the despatch of 1,300 congratulatory letters to Queenslanders celebrating milestone birthdays and anniversaries and assisted the Governor to prepare 212 speeches and messages.

PRESERVING THE GOVERNMENT HOUSE ESTATE

The official residence of Queensland Governors since 1910, Queensland’s Government House, also known as Fernberg, is a heritage-listed State-owned residence surrounded by 14 hectares of gardens and grounds. Steeped in historical, cultural and environmental significance, the grounds have accommodated the functions of Government House for more than 100 years.

During 2014-2015, the Office of the Governor’s small team of horticultural specialists, in partnership with the State Government’s Department of Housing and Public Works, continued to work carefully to maintain and preserve the natural heritage of the gardens and grounds for the enjoyment of Queenslanders and visitors to Government House.

An important project delivered during the period was the completion of the equitable access upgrades – the most significant modification to the Government House estate since the 1930s. The project included a new covered walkway and porte-cochère, the installation of two accessible lifts, the provision of access for persons with disability to the ground-level bathroom and the conversion of a utility room (on the ground floor) to include additional bathroom facilities. The modifications ensure Fernberg remains a House where all Queenslanders are welcomed, whatever their level of physical ability.

During 2014-2015, the Office also undertook the following key estate-related activities:

ɶ delivered an annual program of capital works, in conjunction with the Department of Housing and Public Works, to update and maintain Government House facilities;

ɶ undertook a wide range of horticultural projects and activities to maintain the gardens and grounds of the heritage estate in line with the Government House Conservation Management Plan of the estate and the Bushland Management Plan;

ɶ continued to implement the Bushland Management Plan to preserve and enhance the bushland areas of the estate;

ɶ undertook recovery work following major weather events including severe storms in November 2014 during which a number of trees were lost across the estate and subsequently created more than 15 cubic metres of mulch;

ɶ facilitated a maintenance project for the Cottage including external painting and roof repairs;

ɶ completed the Bromeliad Stage 2 pathway project in January 2015 including upgrading the disintegrating pathway and modifying storm water run-off systems through the rock wall and surrounding Bromeliad gardens;

ɶ implemented stage four of the Government House Security Review; and

ɶ continued to implement the recommendations of the Safety Management System audit including an assessment of the Office of the Governor’s general compliance with the requirements of the Work Health and Safety Act 2011.

The Ponds area embodies ecological design and environmental awareness. Constructed in 1992, the Ponds feature a variety of wetland habitats and capture water from overland run-off.

EFFECTIVE MANAGEMENT

The Office of the Governor’s Strategic Plan provides a framework to guide and measure the performance of the Office and its service delivery to support the Governor and provide effective stewardship of the Government House estate. The Strategic Plan also articulates the Office’s corporate values, goals, strategic activity and performance measures.

During 2014-2015 the Office of the Governor:

ɶ delivered and reviewed its Operational Plan ensuring its alignment with the goals, objectives and values of the Strategic Plan (2013-2018);

ɶ adopted best practice approaches and instilled a culture of continuous improvement;

ɶ renewed key policies to ensure consistency with relevant legislative frameworks;

ɶ continued to update priority standard operating procedures to define roles, enhance coordination between business units, and provide effective succession planning;

ɶ identified risks to feed into an ongoing Business Continuity Plan;

ɶ implemented a change of organisational structure;

ɶ implemented additional elements of the Bushland Management Plan which guides sensitive development and regeneration of the significant natural bushland on the estate;

ɶ provided training and development to ensure all employees are well equipped to deliver and develop their role in the Office and used a

standardised approach to Equal Employment Opportunity, Workplace Health and Safety, and Code of Conduct policies and procedures;

ɶ monitored the estate-wide Safety Management System to meet legislative obligations to provide a safe work environment for employees and visitors to Government House;

ɶ continued to use data derived from IT systems to inform program planning considerations, budget decisions, workloads and staffing; and

ɶ enhanced public accountability of the Governor’s role and program through an increased online presence, including social media.

The ongoing development, implementation and review of management practices will ensure the Office is well placed to operate in the current business environment and meet the expectations of the Governor and contemporary Queensland society.

During 2014-2015, staff turnover was approximately 20 per cent. Two employees received retrenchment packages during the reporting period. No other employees were offered redundancies.

Targeted recruitment practices, appropriate induction processes, a performance planning and development framework (including complaints and grievance resolution policies), industrial agreements, human resource policies consistent with those in the public sector, and a structured annual training program continue to provide a stable working environment for Office of the Governor employees.

Report on Performance

The Office of the Governor assists the Governor in promoting Queensland’s trade, business and cultural interests for the advancement of the State, and to strengthen bilateral trade, community and cultural ties within Australia and overseas.

These objectives are met by:

ɶ hosting, at Government House, international delegations and visiting dignitaries, and events facilitating bilateral trade, business and cultural opportunities;

ɶ attending external events promoting Queensland interests, including during 2014-2015, events associated with the G20 Leaders’ Summit;

ɶ a level of overseas travel in support of Queensland trade, business, cultural and agricultural initiatives; and

ɶ sourcing and promoting Queensland produce.

During 2014-2015 the Governor hosted, at Government House, a range of events facilitating bilateral trade, business and cultural opportunities, including for: delegates to the Biennial Conference of the National Federation of Australia-Japan Societies; finalists in the 2014 Premier of Queensland’s Export Awards; delegates to the 2014 Royal Society of the Commonwealth Conference; delegates to the 57th International Conference of the Pacific Rim Advisory Council; organisations fostering Queensland’s international relationships; and the visiting American Ballet Theatre. The Governor also attended a number of events hosted by various organisations in support of Queensland trade and investment and bilateral relations.

The Governor, as the representative of Queensland’s Head of State, also received at Government House, 23 calls from Heads of State, High Commissioners, Ambassadors, Ambassadors-designate and foreign dignitaries.

PROMOTING QUEENSLAND

In November 2014, the Governor participated in a number of events relating to the G20 Leaders’ Summit, including welcoming delegates at Brisbane International Airport and attending the address by the President of the United States of America, the Honourable Barack Obama.

During 2014-2015, the Governor also travelled to Singapore, New Zealand, India, Belgium and the United Kingdom in support of Queensland trade and investment, Brisbane hosting the G20 and the Asia Pacific Cities’ Summit, and the Centenary of Anzac commemoration. The Governor attended 58 events and speaking opportunities overseas, including: participating in meetings with high-level business and government representatives in some of Queensland’s most significant markets promoting trade, cultural and business initiatives; honouring Queensland’s contribution to war efforts by visiting Kranji War Cemetery, Singapore, 70 years after the end of Australia’s WWII involvement, Tyne Cot Cemetery and Polygon Wood, Belgium, and the Pukeahu National War Memorial Park, Wellington, in the Anzac Centenary year; and promoting cultural business and investment opportunities including involvement in the 8th Asia Pacific Triennial of Contemporary Art at QAGOMA.

Government House also highlights and promotes Queensland produce by sourcing food and wine from local producers. Queensland wines were served at all dinners, receptions and lunches during 2014-2015 at Government House. The Office ensures that the freshest of produce is showcased at Queensland’s premier establishment by sourcing it, wherever possible, from local producers. Queensland timbers and porphyry also feature in the equitable access upgrades.

Each year, the Office of the Governor organises the hospitality for hundreds of receptions and events at Government House. The Government House kitchen designs seasonal menus to showcase the outstanding variety of fresh produce available from all over Queensland.

The Office of the Governor has finalised another successful year with a positive operating result of $79,000 and a solid cash position of $847,000.

Total appropriation revenue for 2014-15 was $6,148,000, all of which was provided through Queensland Government appropriation.

Actual expenses from continuing operations of the Office increased by 5.4 per cent compared with the previous year. Salaries and employee-related expenses represented the largest expenditure item at $4,268,000.

EXPENDITURE 2014-15The operating expenses for 2014-15 are outlined in the graph.

The Office of the Governor’s net asset position as at 30 June 2015 was $2,504,000 (up from $2,338,000 in 2013-14).

The Queensland Audit Office undertook an independent audit of the Office of the Governor’s financial report for 2014-15. The audit report states that the Office of the Governor has complied with the prescribed requirements in respect of the establishment and keeping of accounts in all material respects and the financial report has been drawn up to present a true and fair view in accordance with the prescribed accounting standards of the transactions of the Office for the year 1 July 2014 to 30 June 2015 and of the financial position as at the end of that year.

OVERSEAS TRAVELDuring 2014-15 His Excellency and Mrs de Jersey travelled overseas on three occasions visiting Singapore, New Zealand, India, Belgium and the United Kingdom in support of Queensland trade, investment and cultural objectives, Brisbane’s hosting of the G20 Leaders’ Summit and the Centenary of Anzac commemoration. The Governor was accompanied on these occasions by the Official Secretary or the Deputy Official Secretary and an Aide. The total cost of this travel was $152,999.39.

PUBLIC LIABILITYThe Office of the Governor maintains liability insurance cover (property and general liability) against insurable risks with the Queensland Government Insurance Fund (QGIF). The current policy cover provided by QGIF, which has few exclusions and no upper limit on claims, covers the Office of the Governor for any legal liability which may ensue as a result of activities conducted by the Office.

WASTE MANAGEMENTThe Office of the Governor’s Waste Management Policy is contained in the Code of Conduct.

2014-15 STATEMENT OF ASSURANCEAs required by the Financial Accountability Act 2009, the Chief Financial Officer provided a statement to the accountable officer, the Official Secretary, assuring him of the efficiency, effectiveness and economy of the Office’s financial operations and governance. This statement indicated no deficiencies or breakdowns in internal controls which would impact adversely on the financial statements or governance for the year.
