• (U) The Intelligence Force Structure project was realigned into three separate projects:

• (U) Intelligence Support to Echelon Above Corps Operational Forces-· Department of the Army MIP resources in the active component force structure assigned to, aligned with. and/or in direct support of Echelon Above Corps Operational Forces.

• (U) Intelligence Support to Echelons Corps and Below Tactical Forces- Intelligence staffs and operators/collectors located within the Brigade Combat Teams (BCTs), Division and Corps HQ Intelligence staffs, and the Military Intelligence Battalion structure in direct support of BCTs.

• (U) Intelligence Support to the Institutional Army- Security manpower supporting the Combat Training Centers. intelligence faculty on the Training and Doctrine Command school staffs and U.S. Military Academy, manpower performing security functions with the Army Materiel Command arsenals and depots.

(U) Navy

• (UI Name change from "RQ-21 A Small Tactical Unmanned Aircraft System" to "RQ-21 Blackjack."

(U) Air Force

• (U) Resources previously contained within the OSD Intelligence Management request that did not resource core OSD functions were realigned to the newly created Intelligence Capabilities Management (ICM) project and transferred to the Department of the Air Force. This will separate the performance of these critical intelligence programs from their OSD oversight office, improving the independence of both program performance and oversight. The ICM project is comprised of four activities: Capabilities Management Office, Intelligence Systems Support Office, International Intelligence Technology and Architectures. and the Foreign Materiel Program. Its resources are justified in the OSD volume (Volume VIII).

(U) Marine Corps

• (U) To provide greater clarity, the USMC Unmanned Aircraft System Family of Systems project was separated into three distinct projects in FY 2016: RQ-21 Blackjack. Unmanned Aerial System Payloads, and Small Unit Remote Scouting System. The Small Unit Remote Scouting System includes the UAS systems WASP <RQ-12A), PUMA (RQ-20A). and RAVEN (RQ-11B).

• (U) During FY 2014, the Special Operations Command reviewed the projects funded in non-MIP Major Force Program I 1 and realigned the appropriate funding into three new projects -Signal Intelligence PED, Special Operations Forces Intelligence Training, and Special Operations Forces Intelligence Support - within the MIP.

• (U) Additionally. funding was added into a new classified SOCOM project. Justification for these funds is detailed in the FY 2016 Special Access Program Annual Report.

(U) Introduction

(U) The Fiscal Year (FY) 2016 Military Intelligence Program (MIP) request is submitted at a defining time of transition in the international system. This request sustains our current areas of intelligence advantage. and invests to meet likely future threats and sustain our advantage well into the future. In addition to the MIP request submitted here. substantial intelligence­related investments have been made in the Battlespace Awareness Portfolio. which I also oversee.

(U) The FY 2016 MIP request is closely synchronized with the National Intdligcncc Program. The close partnership between the Office of the Director of National Intelligence and the Department of Defense is essential for achit·ving mission objectives and the effective. efficient provision of intelligence capabilities.

(U) Transforming Defense Intelligence

(U) The central focus of our Defense Intelligence Strategy (DIS) is the imperative to support ongoing operations in an increasingly dangerous and unstable world, while transforming defense intelligence capabilities to meet new challenges that arc gathering on the horizon. There are four reasons that make defense intclligem:e transformation imperative:

I. ( U) The unprecedented number of national security challenges confronting the United States;

2. <UJ The importance of intelligence to U.S. national security;

3. (U) The opportunity to significantly strengthen warning and warfighting;

4. (U) An ongoing revolution in technology that has profound implications for defense and intelligence.

(U) Seven key challenges drive our programing priorities:

• (U) Expansion of the globaljihadist threat.

• (U) Unprecedented instability and conflict across the Islamic World.

• ( U) Expansion of cyber threats in frequency, scale and sophistication.

• ( U) Increasing threat'l to our space systems.

• (U) Proliferation of weapons of mass destruction, particularly but not exclusively by North Korea and Iran.

• (U) Russia's challenge to the European order and use of asymmetric warfare.

• (U) The threats to U.S. power projection posed by China's growing anti-access/area denial capabilities.

(U) Most of these challenges are likely to be enduring, most arc asymmetric and cost-imposing, and some arc novel. All of them arc getting worse.

(lJ) Intelligence remains the Department's first line of defense and the increased investment in the MIP budget request demonstrates the Department's commitment to maintain that critical source of strategic and operational advantage. (U) FY 2016 Programmatic Adjustments

(lJ) In the FY 2016 MIP budget, resources were allocated to programs that allowed the Department to best meet its intelligence missions. Highlighted below is a summary of the major Defense Intelligence and security program adjustments in the FY 2016 budget:

• (U) MQ-4C TRITON: The TRITON acquisition program begins in FY 2016 as the Navy initiates its plnnned low

rate initial production with three aircraft.

• (U) U-2: The Department funded the retention of the U-2 to sustain high altitude lSR requirements until they can

transition to Global Hawk. The Department will divest the U-2 beginning in FY 20 llJ. This aligns with the sensor

upgrade programs for the RQ-48 Global Hawk Block 30 aircraft.

• (U) INSIDER THREAT: To improve the security clearance process and address insider threats. the Department

will begin implementing continuous evaluation and stand-up the DoD Insider Threat Management and Analysis

Center. These efforts will play a key role in combating insider threat activity ucross the DoD by enabling

information sharing and collaboration, analysis. and risk mitigation across Components to address current and

emerging threats to DoD personnel. assets. and information. (Insider Threat funding is non- MIP).

(Ul FY 2017 Way Ahead

( U) The FY 2017 MIP budget will sustain intelligence support to counterterrorism operations and the coalition advice and assist missions in Afghanistan and Iraq. The focus of new investments for the next decade will remain on space protection, enhancing capabilities that provide intelligence in Anti-Access/ Area Denial environment~. improving intelligence support to Cyber operations, and improving Security.

(U) As the principal statf assistant with responsibility for oversight of the security and insider threat mission areas, I plan to establish a Security Portfolio, similar to the Battlespace Awareness Portfolio. for FY 20 I 7. This will allow me to propose smart. cost eftective resource decisions as the Department implements recommendations for Insider Threat and continuous evaluation.

<VI I also anticipate the integration of capabilities within the Defense Intelligence Information Enterprise (DJ2E) a~ DoD's Joint Information Environment (JJEJ and the Intelligence Community Information Technology Environment <K>ITE) mature.

(U) Given the increasing number and severity of threats and national security challenges we face, it is imperative that sequestration he repealed and defense and intelligence budgets grow commensurate with the threats we face. As a key steward of the nation's intelligence capabilities. I seek your support in this critical endeavor. A more stable budget forecast for FY 2017 will also enable the transition of key capabilities from OCO to the base budget. You have my assurance that the MIP and BA Portfolio will continue to provide time criticaiiSR capabilities, continue its close integration with the NIP. and invest in opportunities to expand our intelligence advantage against our nation's hardest intelligence targets.

(U) European Assurance Initiative (ERI)

(U) Through the European Reassurance Initiative (ERI). DoD seeks to reassure our NATO allies anti bolster the security and capacity of our partners. As the President has stated, the United States. along with its NATO allies. will continue to take actions that increase the capability. readiness. and responsiveness of NATO forces to add res~ any threat or destabilizing action. With ERI funding. DoD seeks to help shore up the defenses of NATO members. as well as other non-NATO partner~ in the region. that feel most threatened by Russia's actions against Ukraine.

(U) The DoD would pursue several lines of effort to accomplish the purposes of this initiative. including:

(I) (U) Increased L:.s. military presence in Europe: (2) (U) Additional bilateral and multilateral exercises and training with allies and partners;

(3) (U) Improved infrastructure to allow for greater responsiveness:

( 4) (lJ) Enhanced prepositioning of U.S. equipment in Europe: and

(5) (lJ) Intensified efforts to build partner capacity for newer NATO members and other partners such as Georgia,

Moldova. and Ukraine.

(U) There is one ERI MIP activity which is highlighted below:

(Ul Intelligence and Warning Capability ($20 million)

• (Ul Initiative funds dedicated analytic support at the EUCOM Joint Intelligence Operations Center and NATO Intelligence Fusion Center to provide timely indications and warnings and enhanced exercise planning. lntclligencc is a key cnahler to U.S. and NATO partners in accurately assessing the increased Russian military activity. enahling the U.S. and their allies to respond rapidly to the changing theater security environment and designing tailored partner exercises in Europe. This effort has immediate impact hy sustaining the critical analytic support that was funded in FY 2015 hy the ERI.

(U) FY 2016 OCO Request

(U) Counterterrorism Partnership Fund (CTPF)

(U) The Department has requested $2.1 B in PB 2016 to continue the Department's efforts to combat terrorism with partner Nations through the Counterterrorism Partnership Fund (CTPF). The purpose of the CTPF i' to:

(I) (U) Provide counterterrorism (CT) support to partner nations. including capacity-huilding and enabling support: (2) (U) Provide support to Syria and its neighbors through a Regional Stabilization Initiative; and

(3) (U) Allow the Department to respond to unexpected crises.

(U) The CTPF would permit the Department consistent with guidam:e from an interagency process and appropriate notification to Congress to transfer funds to other accounts for execution. Although the Department has established a preliminary allocation of the CTPF dollars, a transfer fund would allow the Department the !lexibility to update the allocation based on rapidly changing world events and resulting needs.

(lJ) The Department will fund an assortment of regional partner CT strategies and t'ritical enabling capahilities. Some of these enablers are likely to include: Intelligence, surveillance. and reconnaissance; counter lED efforts; contracted personnel recovery operations in Africa; and increased SOF deployments and support facilities overseas to help fill a gap in U.S. CT/crisis response capabilities oriented toward Africa. the Levant. Iraq, and other areas threatened by terrorism.

DoD's performance goals are the basis for DoD-wide

organizational performance management and satisfy the

requirements of the Government Performance and Results

Act of 1993 (GPRA). the GPRA Modernization Act

<GPRAMA) of 2010, and Office of Management and Budget (OMB) Circular A-Il all of which call for

integration of annual performance goab and result~ with

OUSD(l) uses these performance goals to inform strategic

decision making, advance strategy. and drive performance

improvements throughout the Defense Intelligence Enterprise.

(FY) 2014 performance results. the current FY 2015

performance plan, and the FY 2016 performance plan.

(U) FY 2014 Performance Report

(U) In FY 2014. the OUSD(I) had four goals within the

Department's performance plan: (I) MQ-l!MQ-9 Orbits.

(2) Force Protection Detachment (FPDJ support. (3)

HUMINT training, and (4) foreign language personnel.

The results of these goals are provided below.

(U) Performance Goal: In FY 2014, DoD will achieve, then maintain 65 deployed MQ-1 Predator /MQ-9 Reaper orbits.

(lJ) DoD has consistently met or exceeded the target

for this performance goal for each of the past four

fiscal years. In FY 2014. the Air Force met and

sustained its goal of 65 MQ-1/MQ-9 Unmanned

Aircraft System (LIAS) orbits. During the fourth

quarter. the Air Force successfully transitioned one of their AFSOC MQ-1 Combat Air Patrols (CAPs) to an

MQ-9 CAP. The Air Force is replacing all of their

MQ-1 Predator CAPs which arc slated for retirement with the more capable MQ-9 Reaper. The Air Force

now has more MQ-9 CAPs than MQ-1 CAPs. ending

FY 2014 with 33 MQ-9 CAPs and 32 :vtQ-1 CAPs.

The Air Force also achieved successes in '>hifting

MQ-1/MQ-9 CAPs within CENTCOM to provide

additional ISR support for operations in northern Iraq.
