Location Plan

A Proposal of Application [PAN] notice has been submitted to Glasgow City Council confirming the intention to submit an application for Planning Permission for the erection of new office development with potential for a ground floor commercial unit (Class 1 Retail or Class 3 Food & Drink) at the corner site of Carrick Street, Crimea Street and Brown Street, Glasgow.

This proposal is phase 2 of the adjacent phase 1 office development that was recently granted planning permission. The phase 1 office development was originally granted Planning Permission in Principle (ref 18/02540/PPP) on 23 January 2019 for Erection of office development (Class 4) and associated works. A further Approval of Matters Specified in Condition was submitted (ref 20/01366/MSC) to allow for the detail of the proposal. The AMSIC submission has been granted consent, subject to the conclusion of a Section 75 legal agreement. Phase 1 comprises a 14 storey office development comprising approximately 295,000sf floorspace

We are keen to gain views of the public and interested parties and welcome any feedback on the proposed development.

This consultation is a pre-application event to gauge public opinion. The planning application has not yet been submitted so comments made at this stage are not representations to the planning authority.

The Site is located to the southwest of Glasgow City Centre in the heart of the established commercial office core. Occupying a central position in Glasgow’s International Financial Services District (IFSD) - the site is in close proximity to Glasgow Central Station and the River Clyde

The central location also offers direct access to the M8 motorway and adjacent M74 motorway. The main city east/ west vehicular arteries of Argyle Street to the north and the Broomielaw to the South are also easily accessible.

Bounded by Brown Street to the East and Carrick Street to the West and Crimea Street to the North, and the south faces onto a new Public Square created by Phase 01 of the development.

The site area measures approximately 3068 sqm (0.75 acres), comprising around a third of the city block. The location offers the opportunity for the new development to be a highly visible landmark within the city.

VEHICULAR MOVEMENTTypically, Glasgow city centre’s road network functions on a one-way system with major East-West arteries fed by secondary North-South veins. Both the Broomielaw to the South and Argyle Street to the North are major two-way carriageways for the city. The proximity to such major routes provides excellent transportation connections to and from the proposed site. Brown Street is one way heading north and Carrick Street is two way, providing good access into the site.

ADJACENCIESGiven the uses of the buildings within the IFSD, storey heights are generally higher than those in other areas of the city. The above visual highlights the number of storeys in buildings surrounding the proposed site, highlighting the medium to high rise nature of the buildings on the south side, closer to the river.The proposed development will fit into the typology of buildings on the southern end of the IFSD and in context of other granted Planning Applications adjacent to the site

BUILDING USESThe predominant use of buildings within the IFSD are generally office or mixed use in nature. This can be seen in the immediate context of the proposed site, with a trend towards office blocks to the southern end of the IFSD and a greater variety of uses towards Argyle Street and beyond.

BROWNFIELD SITE LOCATIONSThere are a number of brownfield sites within the IFSD, currently empty or being utilised as temporary parking facilities. This site is located closest to the City Centre.

DEVELOPMENT SITES - BROOMIELAW QUARTERThere are numerous medium and large scale developments planned for the surrounding area, assisting in the redevelopment of the IFSD city blocks: 1. Snodgrass Mill Site 4. 1 Atlantic Square 2. Washington Exchange 5. 2 Atlantic Square

3. 220 Broomielaw 6. Broomielaw Quay

GLASGOW CITY ‘AVENUES’ PROJECTAs part of the Glasgow City Region City Deal funding, Glasgow City Council is investing approximately £115 million within the city centre to deliver on the Enabling Infrastructure – Integrated Public Realm (EIIPR) programme. More commonly known as the Avenues programme, this aims to integrate and bind the urban structure of the city together.The bounding streets of the site; Brown St, Carrick St and Broomielaw form core routes which we aim to connect through ground floor public realm enhancements.

CONSERVATION AREAThe site sits immediately adjacent to the Central conservation area. While not bounded by the same planning conditions as a proposal within the area, given the adjacency similar design principles will be followed.

IFSDThe proposed site is situated within the heart of the International Financial Services District (IFSD) and is an ideal location for an office development.

Glasgow’s City Development Plan (2017) establishes this area of Glasgow as the International Financial Service District (IFSD) - identified as a Strategic Economic Investment Location (SEIL) in the Strategic Development Plan.

Although the ISFD is a Principal Office Area with primary usage formed of offices and ancillary functions “the City Centre Strategy encourages new build and refurbishment developments which will provide residential, hotel, leisure, and supporting uses in order to promote a night-time economy in the initial IFSD (Broomielaw) area.” (Strategic Development Plan, Clydeplan Strategic Planning Authority, 2017)

The ISFD is subject to 2 citywide policies - CDP1 Place Making Principles and CDP2 Sustainable Spatial Strategy which must be considered for any proposals. In addition, CPD3 Economic Development will apply. .

The site lies outwith the Central Conservation Area. While there are a number of listed buildings close by, there are no listed buildings on this site.

CONCEPT

Phase 01 of the Carrick Square development has established the scale, massing and overall design language to be used for the Second Phase of development.

01 - Phase 01Shown Opposite in Blue, Phase 01 is a 14 story office development with a public plaza linking Brown St & Carrick St.

02 - Development Site The northern portion of the city block feature a number of small scale buildings with mixed uses, these are amalgamated to form the overall development site.

03 - MassExtruding the footprint of the site to establish the overall scale & area of development.

04 - FormFollowing the pattern set by Phase 01, scale is increased towards the North.

05 - ArticulationStepped projecting bays to the upper floors create terraces to the upper floors with recessed lower levels define human scale & interact with the public space.
