Brief About Dilasa
Dilasa Janvikas Pratishthan is the Non Government Organization (NGO)
working for the rural upliftment since last 17 years with a MISSION to give solace
to the villages by improving the condition of water, soil and vegetation along with
the empowerment of women. The Aurangabad based organization, which was
established by Mrs. Anagha Patil, Associate Professor in Psychology and Mr. Sanjeev
Unhale, renowned journalist of the region, spread the tentacles in 2524 villages
in the backward Marathwada, Vidarbha, Northen Maharashtra and Pune Regions.
With a multi-disciplinary team of qualified and experienced Civil Engineers,
Water Resources Engineers, Agriculture Engineers, Agriculture Experts, Social
Mobilizers, most of them being women, Dilasa is working on the vast canvas of
Watershed development. The first watershed Kaccheghati was developed as a
showcase, and NABARD considered it as the Text Book of Watershed. With a zeal
to carve out the village with the ridge to valley approach, Dilasa treated approximately
3,25,809 hectares of land under watershed within a span of a decade. Presently
Dilasa is Resource Support Organization (RSO) of NABARD in Marathwada under
Indo-German Watershed Development Programme (IGWDP) and Vidarbha under
NABARD Holistic Watershed Development Programme (NHWDP). Dilasa
implemented aquifer management project in Aurangabad, which is considered as a
step further in the overall watershed concept. The approach of water sector expanded
when Dilasa made all the endeavors to implement 341 water supply schemes in
Jalna and Beed districts under
Jalswarajya Scheme. Even, the
field of irrigation was not spared
because the organization is
working for the capacity building
of Water Users Associations
(WUAs) in Marathwada region.

Women sector is yet another Mission of Dilasa. The organization formed 1554
Self Help Groups (SHGs) in Aurangabad district. It was strongly felt that SHGs are
assumed as a mere tool of income generation and not of sustainable livelihood activity
etc. Dilasa changed this concept with its realistic results by transforming SHGs into Self
Enterprise Groups (SEGs). This result oriented transformation boosted the concept of
the SHGs and gave birth to Nirmiti Bachat Gat Bazar in Aurangabad and popped up on
it’s own Global Marketing Technique / network in Pune, Nasik, Mumbai for SEGs
made ethnic products. It is indeed a path-finding work in Women Empowerment as has
been widely accepted and honoured by general public.
Dilasa is a forerunner in its unique gesture of innovations. Dilasa is the first
NGO to introduce/develop Hot Water Chulla, different low cost structures in watershed
and gradually shifted and ultimately established Rural Technology Park in Aurangabad
as narrated below. First of its kind amusement for the residents of Aurangabad and the
surrounding rural areas.

Nirmiti Mahila Bachat Gat
Bazar which is located in Garkheda
area of Aurangabad city, is the unique
marketing place of SHG products. The
NABARD supported Rural Mart
Concept, thus shaped into this Bazar.
Many rural SHGs are supplying more
than 50 ethnic products to this maul.
The SHGs from the far-flung areas of
Soygaon to Aurangabad are supplying
different food products to this Bachat Gat Bazar/maul etc. These SHGs are now supplying
their products to some of the mauls of Metro Cities like Mumbai to start with, Pune,
Nasik etc..
Dilasa Rural Technology Park
The Rural Technology Park located on the Aurangabad-Beed bye-pass road in a
specious 12000 sq.ft. area is yet another showcase of Dilasa for the urbanites. Many
innovations in chulla making, biogas, nursery techniques are exhibited in this Park.
Hundreds of school students visit this park every day. It is observed that this exposure
visit increases their awareness regarding environment. The rural technology park is now
an attraction of Aurangabad.

Main Activities of the Organization
1) Watershed Development :
Dilasa firmly believes that watershed is lifeline of Rural development.
DILASA aims at improving the Quality of Rural Life through re-generation,
preservation and renewal of the degraded natural resources – including land,
water and vegetation. During past 12 years, Dilasa developed more than
71,326.91 ha. of land covering a population of 1,50,000 with active community
participation. Many watersheds are the models of sustainable livelihood through
Natural Nesource Management. Presently, Dilasa is working as Resource
Support Organization (RSO) for Indo-German Watershed Project in
Marathwada Region. Apart from RSO in Akola District, under Prime Minister’s
Package of NABARD, Dilasa is also identified as Support Training Institution
(STI) for Government Watersheds. Team members of Dilasa are conducting
detailed impact study of watershed programmes from Techno-social
Perspectives. While planning any watershed, Dilasa is facilitating Village
Watershed Committees in holistic and integrated manner. Appropriated
technology and indigenous knowledge is utilized/applied by us in various water
conservation structures and soil improvement measures.
2) Women Development
Empowerment of rural women is the Prime objective of Dilasa, which
believes on the four pronged programme of emancipation of women viz. (1)
From conventional smoky Chulla, (2) The labourious chore of fetch of water
for day-today domestic activities, (3) From the routine chore of plucking fuel
for Cooking and Fodder for cattle. (4) Unproductive and exerting manual
work in Agril. field and incidental day-to-day activities. Dilasa can be said to
be the first to devise and introduce its innovative programme, first of its kind
in A’bad, smokeless chullas through it’s Rural Technology Park. DILASA
Keenly participated in the Common water supply schemes by making the
“women centered action plan” and implemented rigorously the watershed
project for the conventional fuel for cooking and fodder for cattle stock.

Dilasa is also engaged in the Self-help Groups movement since last over a
decade, and formed more than 1500 women groups as of date. They have
been systematically organized with requisite inputs including training and Skill-
based Entrepreneurship Development. Having initiated/implemented effectively
towards all these steps of Woman empowerment, on-going efforts were
continued to strengthen the link of products of SHGs to the market unto the
consumer. With Global Market Techniques Approach, More than 28 ethnic
products created the well articulated network with the mauls, not only in/around
Aurangabad, but also to start with in some of the metro cities like Mumbai,
Pune, Nasik. Linkage with marketing and consumer satisfaction has been a
step ahead in the SHGs. Dilasa Mahila Gruh Udhyog is formed for the SHG
products preparation and marketing which has been gaining brand name in the
market for it’s value added parameters like nutrient, healthy & Hygienic quality
and eco-friendly wrapping etc.,
3) Water Supply
With its concept of “Supply Driven” to “Demand Driven” approach,
Dilasa played a vital role in Water Supply and Sanitation Sector. Dilasa has
successfully facilitated Eight Water Supply Schemes under kfw supported
‘Aaple Pani Project’. Moreover, the organization worked as Capacity Building
Consortium (CBC) for “JALSWARAJYA PROJECT” of the World Bank in
Jalna, in Beed Districts, simultaneously. It is worthy to note that incidentally
both these Districts stood first in their performance with the value-added efforts
of DILASA. Well qualified, Trained, variedly Experienced and equipped Socio-
technical teams of DILASA implemented more than 266 water supply schemes.
In line with CBC motto, Training to all stake-holders in different phases of the
programme and constant motivational input to the partners like Support
Organization (SO) and Technical Service Provider (TSP) for preparation of
homogeneous village action plan were also imparted from time to time until the
logical end. The organization is also credited for technical, social and financial
process monitoring of Jalswarajya Project of The State as a whole, and has
thus a forerunner in resolving the water scarcity menace to the extent possible.
All this brought a nationwide accreditation to DILASA. State and Central level
honours have been bestowed as a mark of recognition of it’s Tireless Team
Efforts, as listed above.

4) Aquifer Management :
Aquifer is defined as the soil or strata which has capacity to store and
transmit the water under the ground. Understanding aquifer management is
conjunctive/conservative use of water by community. Dilasa is the only Support
Organization working under Aquifer Water Management Pilot (AQMP) in
Aurangabad district. The village action plan is prepared by conducting detailed
water demand, supply, available sources, existing/future demand side
interventions and supply chain, management rules and it’s periodical audits
and corrective measures if necessary. This novel projects of Aquifer devised
by the World Bank were implemented in GP-9 of Aurangabad district. The
beauty of the project lies in the management by the community in which the
water rules and regulations will be formed by Aquifer Committees and
Associations.
5) Dilasa Rural Technology Park
The Rural Technology Park located on the Aurangabad-Beed bye-pass
road in a specious 12000 sq.ft. area, is yet another showcase of Dilasa for the
urbanites, including the population of Historical Aurangabad. Many innovations
in Chulla making, Biogas, Nursery Techniques are exhibited in this Park.
Hundreds of school students visit this park every day as a practical exposure
to the buddy school going students, urbanites and the next-gen populace. It is
observed that this exposure visit enhances their awareness regarding Environment
of which they are the care-takers/protector of the days to come. The rural
technology park is now an amusing attraction for the residents of Aurangabad
and it’s surrounding residents.
In the heart of the city, on Aurangabad-Beed Highway, Dilasa established
its Rural Technology Centre for the exposure of the masses. The rural life can
be transformed by appropriate Agro-Rural Technology. In this part, efforts
were made to give the exposure of environmental friendly and need based
devices for the rural areas. With the help of Appropriate Rural Technology,
Dilasa established the technology park, apart from the Bio-gas, Sarai Cooker
and different models of improved smokeless chullas, the green house to retain
the rare species, hot water chulla and eco-sanitation system which are some of
the unique gestures of this park. It is note-worthy that this rural technology
park is gaining immense response from the schools, rural masses and others.

Moreover, it had become yet another innovative attraction for the historic
Aurangabad city.
It is not only the exposure centre to the urbanites, but also marketing of
many innovative products and it’s after sale services are provided regularly.
The Bio-gas working on kitchen waste, and Sarai Cooker which prepares food
with the coal of barely only 1 (one) rupee cost. These are the main attractions
of this rural technology park.
6) Participatory Irrigation Management
Dilasa is working as Capacity Building Organization in Marathwada Region
under Maharashtra Water Sector Improvement Project (MWSIP) of the World
Bank. To improve irrigation service, delivery and productivity of Irrigated
Agriculture by strengthening the Water Users’ Associations (WUAs). In the
project WUAs are sensitized for their ownership of the irrigation projects with
its operation and maintenance. Dilasa has tie-ups with at least 100 WUAs with a
Mission to change their stereotyped mindsets i.e. farmers should not beg for
water in the command, as they are the masters of their own destiny. In addition,
the organization proved its metal in kfw MIP-M (Minor Irrigation Programme -
Maharashtra) Programme in Bolegaon Project by strengthening WUA.
7) Information,Education & Communication (IEC)
Headed by a Scholar and popular journalist by profession, having wide
and varied experience of the livelihood of mankind, locations and localities of
Maharashtra as a whole, Marathawada and Aurangabad regions in particular,
Dilasa is very keenly working for changing the mindset of the people with the
different tools of Information, Education & Communication (IEC). DISALA
has on its roll the band of Media Experts, Technologists, Engineers, Trainers,
Communication specialists, Scholars in the cultural fields. Dilasa is poised to
take a leap forward with its specialization in IEC techniques/products and
sepcialised skills. As a State IEC Consultant for MWSIP Project in WB, the
organization is making all out effort to produce appropriate tools in the IEC.
This IEC is not confined to only posters and colourful paintings, but it is a
systematic strategy for better water management practices and conjunctive use
of surface - groundwater. This is the first project in WRD in which IEC process
is initiated to adopt the good practices in water resources sector too.

8) Nodal for the CHILDLINE
Dilasa is also playing the role of Childline Nodal Organization to ensure
effective networking to reach out every child in it’s care and protection by
responding to the emergencies on 1098. With the help of social welfare, women
and Child Development Programme, Municipal Corporation, District
Collectorate, Police, Juvenile Justice Centres, Tele-communications and even
Corporates, Dilasa ensures that the issues faced to the calls are addressed with
effective functioning and rendering prompt and effective services.
9) Dilasa Mahila Gruh Udhyog
Dilasa is unique organization which had established strong links with the
mauls. Moreover, Dilasa Mahila Gruh Udyog, the sister concern of Dilasa is
dedicated only for the sole purpose of Manufacture and marketing of the SHG
products. Within short span of time, Dilasa got the Trade Mark and stepped
in the corridors of the mauls in an effective manner, catering the needs of the
consumers. It is our commitment that the social marketing can uplift the
supressed skills of the rural women, which in turn make them self-reliant with a
sense of satisfaction and achievement. It is pertinent to note that as of date,
the organization stood at par with the Global Market Techniques leading to
consumer choice, satisfaction to their tongue tastes, nutritional values with hygienic
practice of preparations, preservation, environment friendly packing ete.
10) Village Development Programme :
Dilasa Janvikas Pratishthan is actively implementing Village Development
Programme in 5 villages in Jintur block of Parbhani District. Financial exclusion
and need of water for irrigation has been identified as one of the major hurdles
in development process. Therefore, Financial inclusion and need of water for
irrigation is being considered as a major plan of the development of strategy to
correct the past mishap. In this context as also with a view to bringing down
all round poverty to the development and integrated approaches to the
sustainable development, NABARD has in tune with its mandate, initiated village
development programme in a five selected villages on the eve of its completion
of 25 years of it’s committment to rural prosperity and hence decided DIALSA
to be an appropriate nodal Development Organisation to overcome this lacunae.

10) Backward region grant Fund (BRGF) programme:
In Maharashtra 12 districts are known as backward on the basis of
Human Development Index, per capita income & literacy rate. To remove
this backwardness government of India has provided special backward
region grant fund to the state government. Maharashtra state government
has implemented this programme through “YASHADA” with the help of
NGO. Under this programme capacity building training of Gangapur block
in Aurangabad District is given to Dilasa. Under this programme members
of 110 Gram Panchayats, Gram Sevaks, Water supply workers & Talathis
are to be the covered. Till the date Dilasa has organised 9 training
programmes. Under every training 5-6 Gram Panchayats & about 50-60
members are covered. Syllabus for training is prepared by Yashada Pune.
During the training, rules of Gram Panchayats, Gram Sabha, Human
Development Index, right to information, participatory village level micro
planning, information regarding e-governance, information about 73rd
amendment, preparation of village action plan, etc. topics are discussed.
After completing the training, Grampanchyats have prepared their village
level action plan and submitted to Zilla Parishad.
11) Joint Liability Group (JLG) programme:
This NABARD supported programme is for propagating use of drip
irrigation through financial support given to Joint Liability Groups (JLGs).
Some JLGs are exclusively of women farmers while some JLGs have
men and women farmers. A Joint Liability Group (JLG) is an informal
group comprising of 4-10 individuals coming together for the purpose of
availing bank loan on individual basis or through group mechanism against
mutual guarantee. The NABARD has appointed Dilasa Janvikas Pratisthan
as agent for formulating JLGs in Aurangabad & Jalna Dist. Accordingly
Dilasa has prepared plan for formulating 200 JLGs. The JLGs are linked
with State Bank of Hyderabad branches for further financing them for
Drip irrigation activity. Till today Dilasa has formulated 100 JLGs, however
actual financing took place for 25 JLGs amounting approximately 40
lakhs. The activity is still continuing. The farmers are taking Very much
interest in this activity.

12) Better Cotton Initiative (BCI):
The project is implemented in 20 villages of Aurangabad district preferably
coming under Godavari basin or basins of local rivers. The first cluster is
located in Aurangabad block comprises 14 villages i.e. Shamwadi, Bakapur,
Rampur, Peerwadi, Gangapur Shendra, Mahalpimpri, Kaccheghati, Hirapur,
Konewad, Shekata, Selud, Murumkheda, Karmad and Ladsawangi and the
second cluster of Gangapur block comprises of 6 villages i.e. Kobapur,
Bhoigaon, Bolegaon, Babargaon, Dahegaon and Agarwadgaon. Dilasa is
working in water sector and availed potable water source in every village.
However, there is a need to sensitize them about the health and safety.
There is a strong need to minimize the harmful impact of crop protection
practices. People are not well versed of using the mask while applying the
pesticides. In the present situation pesticides are applied without any
appropriate care. Dilasa is organize the campaign for using the appropriate
protective and safety equipments. Basically, the decent practices regarding
the pesticides, its application and different nitti-critis are not up to the
mark.
Implementation of Sustainable production of cotton for economic growth,
farm livelihoods and ecosystem health project was started on 1st August
2009 with the financial support from World Wide Fund for Nature India
(WWF-India). With the initial village survey and taking into consideration
farmers’ approach and traditional cotton cultivation practices, the project
was implemented in 5 villages of Aurangabad block covering an area of
346.36 ha with 246 cotton growing farmers. As the project was started in
mid of the crop season, the initial demonstrations related to planting
technique, soil test based nutrient application, basal dose application could
not be covered. During the project period need based trainings on selected
better management practices in cotton cultivation were given to the project
farmers. Farmer get acquainted with the importance of close spacing taking
into consideration the soil type, soil test based nutrient application, basal
dose application, integrated nutrient application, integrated pest management,
application of bio-pesticides and clean harvesting and storage. In the year
2010 project was implemented in two blocks (Aurangabad and Gangapur)

of Aurangabad district covering an area of 4320 ha and reached 1596
cotton farmers. During the project implementation period various activities
such as awareness meetings about the project in newly selected villages,
on - field soil testing camp, raising two demonstration plots at each project
village, regular fortnight meeting, training of master trainers, training for
BMP farmer, raising trial plots, regular monitoring visits and field day etc.
were organized . All these activities were media publicized in local news
paper. All these efforts taken during the project period get directly reflected
into rise in lint yield in demo and BMP plots as compared to control or
non project farmer, there is reduction in cost incurred towards fertilizer
application and total input cost for cotton cultivation. The average yield in
demo plot was found higher as compared to BMP and control. The average
lint yield in demo, BMP and control was 11.05, 9.82, and 7.92 qt/ acre
respectively.
13) Livelihood enhancement of Tribal families through orchard
development (WADI):
After detail study about tribal families in Nashik, akola & Aurangabad
district, Dilasa came to know that livelihood of tribal families can be
enhanced through orchard development in their available minimum one
acre land as they are having very close attachment with fruit trees since
long. In this context, Dilasa has started the programme called “wadi’ for
1000 tribal families in nashik district in 2011 and 1000 families in Akola
district in 2012. Dilasa will be with these families for seven years unless
and until these families should get ensured livelihood. This programme is
being sponsored by NABARD that is really committed for rural poor
families. In this programme, 100 landless tribal families for each location
are also being supported for their livelihood. Along with orchard
development, other issues such as health, drudgery reduction of women,
SHG promotion, producer group, village level institution and capacity
building through live exposure and trainings are being carried out. The
objective behind this is to address the holistic and sustainable livelihood
development of tribal families. This is a good example of sustainable
livelihood in tribal areas. This programme for Aurangabad district is under
consideration.

14) Livelihood Resource Support Organisation for Integrated
watershed management programme(IWMP)
After successful implementation of different projects in Maharashtra
and looking to the impact on livelihood, Dilasa has been selected as
resource support organisation by YASHDA under IWMP for livelihood
component in 2009. The oraganisation is working in two role as mentioned
below:
As a State Level Resource Organization (SRO) for Livelihood
component:
Under this programme , Dilasa has been identified as a State resource
organisation for capacity building of all stakeholders involved in IWM
programme in Aurangabad & Nagpur division since 2009. The main
emphasis is to enhance the livelihood of all families in the vicinity of
watershed area. For this Dilasa has organised a series of livelihood trainings
(annexure attached). The major stakeholders in these kinds of trainings
are Agriculture Assistants. Watershed Development team (WDT) members
such as Agriculture Experts, Livelihood experts, community organiser
etc. The remaining trainings are under progress. Next step to livelihood
trainings is to develop the livelihood action plan for each & every cluster.
In this context, Dilasa with its experienced team, has started to induct the
field staff towards livelihood action plan. As its new concept, Dilasa its
own has taken initiative to develop one livelihood action plan for each
district on pilot basis. The objective is to demonstrate the whole process
involved in this plan. Remaining all livelihood action plan are being
developed by field staff of IWMP under guidance of Dilasa. These plans
will indicate the existing situation & potential from livelihood perspective.
As a District Level Resource Organization (DRO) for Livelihood

15) Livelihood Resource Agency (LRA) for Tejaswini
programme under MAVIM:
Though Dilasa and Mahila Aarthik Vikas Mahamandal (MAVIM),
Mumbai have previously worked in collaboration, the Livelihood Resource
Projects under Tejaswini Maharashtra Rural Women Empowerment
Programme is another major partnership for the common goal of women’s
empowerment. This project is being funded by International Fund for
Agricultural Development (IFAD).
Sustainable livelihood and enterprise development is now burning issue
in India. As population of productive age group has increased, sustainable
livelihood becomes imperative. It is not possible to get job / employment
for every one especially rural woman. Household responsibilities, lack
of higher education and in most of the cases our tradition does not allow
women to choose job / employment. Though women have immense
potential, creativity, energy and time to do constructive work, she is not
considered as good human resource. Her work is not being acknowledged
by larger section of the society. Women has capacity and capability to
create money and in societal and national development.
Considering all these factors, Dilasa and MAVIM came together on a
common platform to create an opportunity for women to utilize their
energy, time, potential and exercise their rights and subsequently get
empowered in the process. Women empowerment is not just limited to
her but it helps her home, village and society in general.
Hence, as a part of empowerment programme; Dilasa and MAVIM
with the support of IFAD has conducted Socio-economic and Sub-
sectoral Research Study to identify region specific potential livelihood
opportunities and enterprises in the four district of Vidarbha region of
Maharashtra viz. Akola, Amravati, Chandrapur and Gadchiroli. This study
will reveal its findings of potential sub sector and Dilasa and MAVIM
will impart Entrepreneurship Development Trainings to women for next
3 years and do hand holding till women create sustainable enterprises.

Dilasa’s journey towards livelihood
Dilasa has started its journey from basic things (water, soil, human etc) in
1996 to livelihood enhancement up to market establishment. It means
livelihood has to be build up on the existing available resources. Livelihood
means many things to many people. It is multi-dimensional concept and has
emerged as an important global issue in our society. The sustainability of
livelihoods becomes a function of how men and women utilize asset portfolios
on both a short and long-term basis. Sustainable livelihoods are those that
are able to cope with and recover from shocks and stresses (such as drought,
civil war, policy failure) through adaptive and coping strategies;
Some researchers describe it as a goal, some as process and others as
form of intervention. But according to Dilasa, livelihood is the combination
of above mentioned three aspects. The empowerment is important aspect
of livelihood. The term empowerment includes the word power. It means
control over material assets, intellectual resources and ideology. Empowerment
is active process to enable women to realize their full identity and powers in
all spheres of life. The process of empowerment is both individual and
collective since it is through involvement in groups that people often begin
to develop their awareness and their ability to organize, to take action and
bring about change. This understanding of empowering women is similar to
the Dilasa’s concept of empowerment of women. Especially, it is appropriate
in relation to women in rural area. Since 1995, Dilasa is working for the
upliftment of rural women. It has been observed that rural women are most
neglected and deprived class of the society. It is a symbol of discrimination.
The constitution of India has given equal rights to women but in reality,
condition of rural women is miserable. It is observed that due to patriarchal
norms, social customs, women are kept in continued suppression, sub-
ordination and subjugation. The cultural preference for son and consequent
bias against the daughter, the triple burden of reproductive, domestic and
agricultural work result in low survival rate of women. Moreover, since
name of women on revenue land records are not mentioned women have
been almost barred from formal financial system. Women’s access to credit
is lower thereby limiting their ability to acquire any productive resources.

Women - run business tends to be smaller and grows slower. In addition,
carrying heavy loads of water, fuel and fodder from long distances, exposure
to smoke at the time of cooking result in complex health problems. Lack of
education and training often prevent them from contributing effectively in
developmental process. Despite rural women’s role as agricultural worker,
home maker, bread winner their access to extension services is poor and
they have less technological support. Child marriage, Dowry death, Domestic
Violence, Poor health facilities, discrimination in every sphere of life are
some common problems faced by women. Low self esteem, helplessness
and hopelessness about the life, dependency, lack of self-sufficiency, low
motivation and deprivation make her life more complicated. Main cause
behind all these problems is that rural women are not economically self-
sustained. Thus, it is a need of the time to empower rural women.
Dilasa is the organization which is working in women development field
from last 16 years. It is noticeable that State Government had allocated
women multi-purpose centre to Dilasa in 1995 which had shown spectacular
performance. Moreover, the Scheme Development of Women and Children
in Rural Area (DWCRA) is implemented by Dilasa in which the focus was
on formation of Self Help Groups of poor women in rural area. This was
the important step of Dilasa adopted for organizing and strengthening rural
women folk. Taking into consideration the experience in DWCRA, we feel
that only organizing women folk will not serve the purpose but to empower
them in real sense is necessary. According to Dilasa, empowerment means
recognizing women’s knowledge, contribution, enhancing their self esteem,
making women’s organizations economically independent, reducing women’s
burden of excess work within the home and farm, strengthening women’s
groups and organizations. In short, empowerment is a process and awareness
and capacity building leading to greater participation, to greater decision
making power & control through transformative action. In addition, concepts
of empowerment covers different components i.e. skill development
especially the ability to plan, take decisions, organize managers and carry
out activities to deal with people and institution in the world around them.
Moreover, it includes action to bring about greater equality between men
and women.

In the light of these views Dilasa gave thrust upon some important
problems of rural women with some concrete solutions.
Under the natural resource management programme, Dilasa has
implemented so far watershed development activity on 3,09,226 hectares
which cover more than 2024 villages in Marathwada, Vidarbha and North
Maharashtra regions of Maharashtra State. Total number of beneficiaries
under this programme is 1,50,000. The impact of this programme on
women is noteworthy. Due to this programme water, fodder, fuel problems
of women in that area are solved. Moreover, their income also increased
because of vegetable production. Moreover, their confidence, social
interaction, self esteem, participation and decision making, self reliance
also increased. In short, this programme has given ample livelihood
opportunities to women.
Hot water chulla is also indigenous innovative technology provided by
Dilasa to women in various villages. This technology has got success because
of saving in fuel, time & energy of women. Moreover, in-house pollution
stopped. Smokeless chulla is also very useful technology in rural area.
Dilasa has installed 510 Hot Water Chullas and 591 smokeless chullas in
various villages. We feel that such type of cost effective appropriate
technologies should be given to women for their drudgery reduction.
Formation and promotion of SHGs with thrift and credit facility also
serves the purpose of strengthening women. Dilasa has 16 years’ experience
of SHG group formation which has developed the insight of Dilasa regarding
women development. Dilasa not only organized women for SHGs but also
tried to transform this network into Self Enterprise Groups (SEGs). Taking
into consideration the traditional skills of women, Dilasa encouraged women
for the production of ethnic food products which are in demand from
urban area. With the help on-farm and off-farm income generating activities,
Dilasa has got success to initiate livelihood support. Nirmiti Mahila Bachat
Gat Bazar is a success story of Dilasa regarding livelihood activities. Dilasa
made allout efforts to transform Self Help Groups (SHGs) into Self
Entreprise Groups (SEGs). Dilasa organized successfully 45 exhibitions in
series at important places in Maharashtra, viz. Mumbai, Pune, Nasik,
Aurangabad, etc. After this successful accomplishment of Dilasa, NABARD

came forward to give some help to establish SHG Bazaar at Aurangabad.
Subsequently NABARD has given sanction to Nirmiti Mahila Bachat Gat
Bazar as a marketing place for the SHGs to sale out their products.
Dilasa had given more priority to the ethnic products made by women.
With the constant persuasion, more than 52 products of different types are
produced and placed in this Bazar. They include various types of Grain
Papad, Kurdai, Kharwadi, Sandge, Pickles, Chatni, Spices, etc. Moreover,
women have shown their skills in the production of Artistic Bags, Purse,
Candles, Lamps, etc. These products are also getting good response from
malls at Mumbai, Pune, Nasik and Aurangabad. Our organization feels that
such type of activities should be supported so that the movement of SHGs
will become meaningful.
The Aurangabad Municipal Corporation has honored Dilasa by giving the
tasks of sale of cloth/paper bags to the citizens so that use of plastic bags is
controlled. For this purpose, one shop and two mobile carts have been
provided by the Corporation to Dilasa.
Livelihood support activity is the only alternative for the well-being of
women folk. There is a direct link between the natural resources base available
in the village and the sustainability of the livelihood of the community for
their survival. However, women are the only working force which can link
between the natural resources and the livelihood activities depending on
them.
The concept of livelihood of women depends on the products of economic
processes such as agriculture, horticulture, forestry that converts
environmental inputs, biomass into the economic output. However, reduction
in poverty and support for the livelihood of women depend not only upon
the economic input but also the values, social norms and institutional
arrangements that govern the products of economic processes. For this, the
strengths of natural resources management should be studied in depth which
can be turned into livelihood activities. Most of the time livelihood activities
remain area - specific.
Any livelihood comprises people, their capabilities, their means of living
and assets available with them. Most of the time, women could not

understand their capabilities. The role of the Livelihood Resource agency
is primarily to understand the strengths of the people and their area first
and then giving them the proper training of the activity, which is linked
with the market. Basically, the livelihood activity should be socially
sustainable, which can cope-up with and recover from stress and shocks,
and provide for the future generation. All in all, livelihood programme of
women begins not with merely needs of the women but their strengths and
assets assessment. Livelihood activity is not merely centred at the financial
transactions and turn over but it is more important in building self esteem
and self reliance of the women. After some handholding, the activity should
be independent. It is very lamenting scenario that the very concept of the
livelihood remained subsidy oriented in the first phase. Breaking the donor
recipient syndrome is yet another objective of the livelihood and proper
training should be given for the sustainability of the livelihood activity.
With this changing objective, the livelihood activity cannot be undertaken
in the typical SHG format. Most of the time the gesture of self help group
remains for internal lending and there is no cohesiveness of the common
interest group. It seems that livelihood activity cannot be implemented on
the lines of self help groups.
Dilasa made an endeavour to transform self help group into self enterprise
group for the ethnic food products. This can be the line of working in
giving the strength to the livelihood support activity for women. The
capability and the resources for the quality life is the soul of the activity
Nirmiti Mahila Bachat Gat Bazar is one of the examples of linking livelihood
activity to the market network.
While considering the livelihood, it should be primarily based on the
local strength, the utility of the natural resources, infrastructural facilities
including human resources, the institutional arrangements for backward
and forward linkages and skill development orientation. The identification
of resource poor, their experience and inclination towards the livelihood
activity should be considered as the bottom line to maintain the sustainability
of livelihood. The human resource, land, water, forest and livestock are
five tools to consider the livelihood activity. The need, availability,
inclination, work skills about the livelihood are the major factors for the

human resources. While hilly, fertile or virgin lands are some of the important
components about land apart from the recurrent drought situation, the very
basis of the livelihood is mainly dependent on the water availability. It should
be considered as to whether irrigation facility is available in the area and if
not any alternative is available to cope-up with the water situation. The
approach of the forest department is yet another constraint in the livelihood.
Basically, the livelihood activity should be innovative. Dilasa made an
effort to introduce single phase dehydration machine in the vegetable belt of
the Aurangabad block. The dehydration machine is producing tomato powder
and other many dehydrated vegetable products. Whenever there are no
remunerative prices for the vegetables in the market, dehydration machine
had created the alternative for the farmers in the area. Dilasa strongly
propagates the fact that appropriate technology should be introduced to the
villagers as a part of livelihood. Technology is not created only for mass
production but the production by masses.
