1 Policy statement and purpose

Corrective Services NSW (CSNSW) strives to engage every inmate in custody in NSW in pre-release planning. NEXUS is an offender-centred approach to reintegration, during which CSNSW staff assist inmates to plan their release back into their chosen community. SAPOs are required to address the needs identified in this three-streamed process, in accordance with the Policy for Prioritising Offender Services and Programs in Custody.

This policy has been developed to outline and standardise the delivery and recording of the NEXUS service.

The key objectives of NEXUS are to:

• increase the number of occasions where OS&P staff members prompt inmates to consider their release needs;

• provide inmates with an awareness of actions they should undertake to assist with their successful return to the community;

• motivate inmates to develop skills and to access services and programs that will increase the likelihood of remaining in the community following exit from custody;

• promote inmate access to service providers to prepare for their return to the community; and

• empower inmates to take responsibility for their return to the community.

2 Procedures

NEXUS is a three-streamed intervention. The first two streams occur as part of the reception and induction processes and throughout case management/classification reviews. The third stream is a group session conducted six to three months prior to the inmate’s earliest possible release date (EPRD). Each stream is described below:

Stream 1 – The inmate is provided with a brochure (see Annexure 1) upon reception into a correctional centre. The brochure has four key questions, based on the processes of Motivational Interactions, to prompt the inmate to think about their life after custody.

Stream 2 – The inmate is provided with a worksheet (see Annexure 2) during case management (classification reviews or at a subsequent meeting). The worksheet requires the inmate to set goals in the areas of proof of identity, housing, finances, transport, support, education and employment, health, property and clothing, parole and immigration. These goals form the basis for discussion with an OS&P staff member.

Stream 3 – During a group session facilitated by a SAPO or SSAPO, held six to three months prior to their EPRD, the inmate is provided with a booklet (see Annexure 3). The booklet contains more detailed information, in a checklist format, to help prepare for release.

A summary of this process is provided in a table form in Annexure 5.

Cluster Manager of Services and Programs (MOSPs) and Specific Needs Managers are responsible for ensuring that the delivery of NEXUS is in accordance with the centre needs and processes. This includes ensuring the availability of rooms and the provision of printed resources. Streams 1 and 2 resources are printable from the OS&P intranet site and the Planning your release booklets can be ordered by emailing [email protected].

2.1 NEXUS Stream 1 Stream 1 is provided to every inmate in a CSNSW correctional centre, including unsentenced inmates, at their Formal Induction Meeting which is facilitated within 96 hours of reception.

2.1.1 Planning and implementing NEXUS Stream 1 The Cluster MOSPs/Specific Needs Manager ensures copies of the Planning Your Release Brochure – D16/776284 (Annexure 1) are available. The brochure is to be printed double sided, in colour, on A4 sized paper.

2.1.2 Delivery of the NEXUS Stream 1 session At Formal Induction and Formal Orientation Meetings, the SAPO will provide every inmate with a Planning Your Release Brochure. The inmate will be informed that the Planning Your Release Brochure is to assist them to start thinking about:

• their life in the community; and • what issues the individual inmate needs to address during their term of imprisonment to

assist them when they are released. Note: Refer to Policy and Procedures for Reception, Screening, Induction and Orientation of CSNSW Inmates for more information on the Formal Induction Meeting.

2.1.3 Recording the NEXUS Stream 1 session in OIMS Upon provision of the Planning Your Release Brochure, the SAPO will record the inmate’s attendance at the Stream 1 session via an appointment in OIMS under the 01OSP: NEXUS reintegration planning service line (Module: Brochure given or Brochure declined/refused).

Refer to Annexure 4 for a full description of how to record Stream 1 in OIMS.

2.2 NEXUS Stream 2 The aim of NEXUS Stream 2 is for the inmate to set his/her own goals in relation to their individual reintegration needs. Stream 2 is provided to inmates during case management or via classification reviews.

2.2.1 Planning and implementing NEXUS Stream 2 The OS&P staff member providing case management or sitting on a classification review ensures they have sufficient copies of the Planning Your Release Worksheet – D16/772114 (Annexure 2) before attending Classification reviews, CMTs. The worksheet is to be printed double sided, in colour, on A3 sized paper.

The worksheet is issued but not discussed during a classification review. A separate Support Services referral should be made for this purpose.

2.2.2 Delivery of the NEXUS Stream 2 session – first case management meeting or classification review

During the first case management meeting or classification review, the OSP staff member will

provide the inmate with a Planning Your Release Worksheet.

The inmate will be informed that the Planning Your Release Worksheet is to assist them to commence thinking about the following questions:

• What is important for you to have when returning to the community? (eg a birth certificate, contacts with government departments)

• How confident are you that you can achieve these things? • If you were released tomorrow, would you be ready? • Do you have everything needed for your release?

The inmate will be encouraged to complete the worksheet. A date for review can be suggested and written on the plan. If the inmate needs help to complete the worksheet because their literacy level is low, or if they need subsequent service delivery, they should be encouraged to refer to a SAPO through the usual Support Services channels.

2.2.3 Recording the NEXUS Stream 2 session in OIMS – first case management meeting or classification review

Upon provision of the Planning Your Release Worksheet, the OSP staff member will record the inmate’s attendance at the Stream 2 session via an appointment in OIMS under the 01OSP: NEXUS reintegration planning program/service line (Module: Worksheet given or Worksheet declined/refused).

Refer to Annexure 4 for a full description of how to record Stream 2 in OIMS.

2.2.4 Delivery of the NEXUS Stream 2 session – second case management meeting or classification review

At the second case management/classification meeting (or during any discussion with an OS&P staff member), the OS&P staff member checks in with the inmate to see how they have progressed with completing their worksheet and finds out whether they need any help.

2.2.5 Recording the NEXUS Stream 2 session in OIMS – second case management meeting

Any discussion pertaining to an inmate’s progress on their worksheet can be recorded in the Stream 2 session via an appointment in OIMS under the 01OSP: NEXUS reintegration planning program/service line (Module: Worksheet discussed / completed).

However, all service provision which arises from this meeting must be recorded under the appropriate line. (For example: Fundamental Support, Proof of identity)

Refer to Annexure 4 for a full description of how to record Stream 2 in OIMS.

2.3 NEXUS Stream 3 The aim of NEXUS Stream 3 is to provide a ‘safety net’ to all inmates with six to three months prior to their EPRD. In most cases, the format will be a group session and will build on the first two streams. The Stream 3 session assists inmates to prepare for release by exploring the Planning Your Release Booklet, including the checklist (page 3 of the Planning Your Release Booklet). This highlights reintegration areas which the inmate will need to consider six months before release, then three months, one month and one week before release.

2.3.1 Resources Cluster MOSPs/Specific Needs Managers ensure copies of the Planning Your Release Booklet (Annexure 3) are available from [email protected]. Note that there are both male and female versions of the Planning Your Release Booklet.

2.3.2 Planning and implementing NEXUS Stream 3 The SAPO conducting the Stream 3 session identifies the inmates who are required to attend via the NEXUS Weekly Report from EDRMS (D14/458969). This list gives the priorities for Stream 3. However, other inmates wishing to participate may do so.

2.3.3 Delivery of the NEXUS Stream 3 session 1. Arrange to have identified inmates attend the group room 2. Welcome group and explain the purpose of the session - to help inmates identify what their

post-release needs may be 3. Work through the Checklist on Page 4 of the Planning Your Release Booklet and explain

that the booklet goes into further detail 4. Advise participants that the booklet is colour coded according to when tasks should be

completed. For example, purple items should be completed six months before release 5. Determine whether each individual in the group requires assistance with reintegration. If

assistance is required, this can be given at the end of the session or at a subsequent one-to-one appointment

6. If applicable, the SAPO can provide details of any upcoming EXPO sessions If time permits, SAPOs are also encouraged to utilise their group facilitation skills and engage the group in discussion about other challenges they may face upon release; finding employment, repairing relationships etc. This discussion is designed to raise their awareness of the potential challenges so that they may be more psychologically prepared. This discussion is not designed to stimulate additional service provision.

2.3.4 Subsequent Service Provision arising from NEXUS Stream 3 session Service provision arising from the NEXUS Session (for example birth certificate application) could occur immediately after the group session.

This – and all subsequent reintegration service provision - must be recorded in accordance with the Compendium of Support Services (D13/494841), as per Annexure 6.

2.3.5 Recording the NEXUS Stream 3 session in OIMS On completion of the Stream 3 session, the SAPO will record each inmate’s attendance via an appointment in OIMS under the NEXUS v13 service line (refer to Annexure 4 for a full description of how to record Stream 3 in OIMS).

2.4 NEXUS Stream 3 (resource only) While the NEXUS Weekly Report prioritises those inmates who are between 6 and 3 months from EPRD, the Planning Your Release Booklet may be provided, as a resource only, to inmates whose EPRD is greater than six months or less than three months.

2.4.1 Recording NEXUS Stream 3 (resource only) in OIMS The SAPO will record the provision of the Planning Your Release Booklet via an appointment in OIMS under the 01OSP: NEXUS reintegration planning program/service line (Module: Booklet given-Resource Only).

3 Application

This policy applies to: Cluster MOSPs, Specific Needs Managers, SSAPOs and SAPOs.

4 Implementation

Version 2.4 of the policy is being released following a period of review that incorporated feedback from the field. It will follow the below implementation:

• Email from Director of Services OS&P • Published on the OS&P Policy and Procedures Intranet site • Changes of policy included in the Monthly Directors’ Update • Regional Service Managers (RSMs) and MOSPs will be facilitating discussion around the

new policy during staff meetings • Policy and Project Officer will be available to discuss implementation and any ongoing

challenges • The Policy will be reviewed in 24 Months

6.6 Annexure 6 – Recording service provision in OIMS following a NEXUS Stream 3 session

Refer to the Compendium of Support Services (D13/494841) regarding specific service provision following the NEXUS Stream 3 session. Record all service provision in OIMS following a Stream 3 session as follows:

1. Ensure you are operating from your correctional centre’s caseload (i.e. not Enquiry); 2. Go to Programs & Services>>Accredited Programs>>Offender Programs and Evaluation

Measures. 3. Enter the inmate’s MIN and execute the query. 4. Go to the Programs/Services block. 5. Scroll to (or create) the relevant 01OSP service line that reflects the service provided. As

per the Compendium of Support Services, the service lines available are: o 01OSP: Fundamental Support o 01OSP: Program Support o 01OSP: Specific Needs o 01OSP: Wellbeing

6. Click on the appointments tab and enter the details of the service provision: a. Date (can be back-dated if needed) b. Start Time (24 hour time) c. End Time (24 hour time) d. Type (should be entered as Program Session) e. Location (should be auto-populated with your current caseload) f. Staff Name (should be auto-populated) g. Phase (use the LOV) h. Module (use the LOV) i. Session (left blank)

7. Record a brief comment to reflect key details of action taken. This is a running record to assist yourself and/or another staff member dealing with the task.

8. Save. 9. If the comment is also important for Case Management purposes and needs to be known

by others, a case note must be created. Copy the comment (Ctrl+C) to form the basis of a Case Note (entered later via Case Management>>Case Notes).

10. Enter attendance outcome in the Confirm Attendance field. a. If the inmate was present when the service was provided, select Attended; b. If the service was provided in the absence of the inmate, select Offender Not Required.

11. Exit. Note: Do not make any changes to the Program Status; leave the service line open (i.e. status is Referred) to record any further occasions of service by yourself and/or other staff.

12. If a case note is required, go to Case Management>>Case Notes. Use Crtl+V to paste the comment.
