FIRST SITTING
Owosso, Mich. July 30, 1947
The first sitting of the 47th Annual Conference of the Michigan District of the Pilgrim Holiness Church convened at 1:00 P. M., July 30, 1947 at Seminary Park Tabernacle, Owosso, Michigan.
The Conference was called to order by Rev. R. C. Hawkins, District Superintendent, who requested Rev. Paul Trissel to direct the congre-gational singing. Rev. Gaylord Skinner was at the piano.
Scripture lesson from Ephesians II was read by Rev. Wm. H. Neff. Prayer was offered by Rev. B. 0. Shattuck.
The District Superintendent then introduced Rev. Wm. H. Neff, First Assistant General Superintendent as the chairman of this conference. Rev. Neff spoke to the conference expressing disappointment that Rev. Stikeleather could not be with us and asked the patience and prayers of all that the disposition and Spirit of Jesus might be manifest in all sittings.
The Secretary then called the roll. The Chair called attention to the standing rule fixing the conference
bar. The same schedule of hours as last year was adopted, with the ex-
ception that this sitting close at 4:30 P. M. instead of the usual time. Rev. R. C. Hawkins, District Superintendent, read his report, which
was accepted by a rising vote o thanks. The District Superintendent presented two new churches for ac-
ceptance into the District—Elkhorn, Rev. Ray I. Sweet, pastor, and the delegate, Charles Kibbe; Lapeer, Rev. Bob Nelson, pastor and Mrs. Nelson, delegate. These churches were received into the conference.
The following reports were read and accepted: District Treasurer, Rev. A. F. Osborn. Treasurer of Bible Holiness Seminary, report by Rev. H. T. Mills. District Statistician report by Rev. H. C. Rickner. District Treasurer of the Young People's Society, Rev. Wm. N.
Miller. The Secretary then read a letter from Rev. Paul Hollmann of Mil-
waukee, Wis., which stated his misfortune of a fall, resulting in break-ing his leg while painting a house.
Word was received of the death of Dr. J. B. Chapman, General Superintendent of the Church of the Nazarene. It was moved and carried that the secretary send a telegram of sympathy and condolence to Mrs. Chapman.
A motion was made and unanimously carried that a love offering be taken from this convention and sent to Rev. Hollmann to show our appreciation. A march proceeded in which $85.28 was received.
Rev. Calvin Hendrick read the report of the District Sunday School Secretary. It was accepted by motion.
The motion carried that Rev. Paul Elliott, General Sunday School Secretary speak to the conference on the General Pension Plan, for the first order of business of the Wednesday morning sitting.
The resolution committee reported. Resolution No. 1 was referred to the committee to be redrafted and again presented to this conference. Resolution No. 2 was also referred to the committee.
It was moved and carried that the first order of business, Thursday afternoon shall be the election of officers and that the evening sitting be devoted entirely to the ordaining of candidates to the ministry.
A motion was carried that this conference send a hearty greeting to Rev. C. E. Cliff, Rev, and Mrs. Walter Gaylord, Mrs. Harry Woods. The Secretary was instructed to convey the above greetings.
A rising vote of sympathy and condolence was extended to Rev. K. W. Phipps, who recently lost his father and mother in death.
Adjourned by motion. Dismissed with prayer by Rev. E. F. Ewers.
SECOND SITTING
The second sitting convened at 7:30 P. M., July 30, 1947. Congregational singing was led by Rev. J. L. Schell. Prayer was
offered by Rev. E. F. Ewers. Rev. A. C. Doehring read for the scripture lesson Col. 3: 1-18. Following this Rev. Schell favored us with a special song. This was enjoyed by all.
The following reports were read and accepted. The Young People's Executive Secretary, Rev. E. C. Swanson. The
Auditing Committee reported the books of the Treasurer's of Bible Holiness Seminary, the District, and the District Young People's Society were correct.
Upon the recommendation of the District Council it was moved and supported that Rev. Gerald Beckwith and Rev. C. L. Walker be ac-cepted as members of this conference.
Mrs. T. M. Fast gave an oral report of the Home Missionary activi-ties. This gladly was accepted by all.
The following resolution was adopted: Whereas, the present system of changing of Pastors involves a great deal of confusion, delay and uncertainty; Therefore be it resolved: The second week in May shall be designated as the time for the churches of our conference to vote on the recall of the Pastor.
Further, that a standard ballot and proper envelope be provided for this purpose by the District Council. This vote shall be by secret ballot, the result tabulated and sent to the District Superintendent immediately. A committee for this purpose to be composed of the Church Secretary and two other names elected by the local church board.
It was moved and carried that the Thursday afternoon sitting be at 2 o'clock instead of 1:30.
Be it resolved that the District Secretary send a letter of thanks to Rev. K. C. Vance for his splendid contribution to the camp by assisting us to secure camp equipment.

THIRD SITTING
The third sitting convened at 9:00 A. M., July 31, 1947. After an uplifting song service, Rev. Wm. Neff spoke words of en-
couragement and blessing. The scripture lesson, I Corinthians 13, was read by Rev. J. C. Brillhart. Rev. Gerald Beckwith then led in prayer. The minutes of the previous sitting were read and approved.
The chairman introduced Rev. Paul Elliott who spoke on the General Pension Plan. Time for discussion and questions on this plan was granted by the chair.
It was moved and carried that we vote by secret ballot on the sub-ject of the Pension Plan.
Mrs. Wm. H. Neff was introduced to the conference. By a unanimous vote, Rev, and Mrs. Wm. H. Neff were accepted into our conference.
Two visitors were introduced to the conference, namely: Rev. A. W. Pickard, pastor of the local Free Methodist Church, and Rev. Nathan Hawkes, Evangelist of the Church of the Nazarene.
The District Superintendent appointed the following tellers: Richard Miller, Melbourne DePeal, J. L. Robinson, Charles Jones, John Cliff and Bob Nelson.

It was moved and carried that as the Iron Mt. delegate could not be present we seat Mrs. A. H. Williams within the bar.
The motion on the Pension Plan was lost. The committee on Memorials reported. The report was accepted. Rev. James Cunningham, Illinois, having accepted a church within
the District, was accepted into the Conference. Rev. M. T. Cockman was granted a seat in the Conference bar. Following announcements, we were adjourned by expiration of time.
Closed by singing "In the Sweet By and By." Prayer by Rev. J. C. Brilihart.

The fourth sitting convened 2:00 P. M., July 31, 1947. Following a Congregational song Rev. Neff exhorted as to the
necessity of special prayer in behalf of this sitting. While on our knees, the songs, "Have Thine Own Way," and "Let the Beauty of Jesus" were sung, after which Rev. Wm. H. Neff lead in prayer. Rev. Miss Ruth Alexanaer favored us with a special song.
The Chair greeted Rev. C. E. Cliff who has been ill, and spoke words of appreciation for his services rendered to the church. Rev Cliff then responded with words of appreciation to the Lord for being able to be here.
It was moved and unanimously carried that we take a love offering for Rev. Cliff. which amounted to $144.46. All were blessed and uplifted
The minutes of the previous sitting were read and approved. The chair then read from the manual, making clear the election of officers.
Rev. Hawkins chose two more tellers, James Woods and Elton Hoornstra.
The election of officers was as follows: District Superintendent, Rev. R. C. Hawkins Assistant Superintendent, Rev. L. R. Neff District Secretary, Rev. D. F. Price
The nominations from the District Council for District Treasurer were as follows: Rev. A. F. Osborn, and Rev. G. V. Skinner.
Rev. A. F. Osborn was elected as the Treasurer. Ballots were cast for the five advisory members of the District
Council. The tellers were excused to count the votes so that we might proceed with other business.

The report of the Examining Board was called for. The District Council was excused to consider the report of the Examining Board. A profitable Testimony Meeting proceeded while they were deliberating.
The Conference accepted the report of the Examining Board upon the recommendation of the council.
It was moved and carried that we take up other items of business following the Ordination Service tonight.
After the announcements, Rev. Neff pronounced the benediction. Adjourned by expiration of time.
FIFTH SITTING
The fifth sitting convened at 7:00 P. M., July 31, 1947. The order of business being an ordination service, a special spirit
of reverence prevailed in the opening exercises. Rev. Gaylord Skinner led the congregation in two songs namely, "I Need Thee Every Hour" and "Rock of Ages." Prayer was offered by Rev. M. L. Goodman. Rev. and Mrs. G. V. Skinner then favored us with a special song.
Rev. Wm. Neff spoke from II Corinth. 3: 9-17. He exhorted the candidates to do the right kind of work, stressing the fact that all are

His workman. He also stated that God is not so much interested in the quantity of our work as He is in the quality.

The minutes of the previous sitting were read and approved. A motion carried that we return to the former order of business,
that of the election of officers. The Chair requested that Mrs. L. W. Sturk, wife of the General
Superintendent came forward. Appropriate remarks were given by him to the conference concerning her.
It was moved and carried that we give Mrs. Sturk an honorary seat within the conference bar.
The tellers brought in the report of the afternoon balloting for District Councilmen. Those elected were: Rev. M. L. Goodman, Rev. A. S. Joppie, and Revi G. E. Stace.
It was moved and carried that we have a re-reading of the names receiving votes for the District Council.
The ballots were cast again and the tellers were excused to count the same.
The nominees for District Trustees were as follows: Rev. J. R. Thompson, Mr. A. G. Elliott, and Rev. A. F. Osborn.
Rev. Walter Yoh from Penna. was introduced to the Conference. It was moved and carried that as we were in the midst of impor-
tant business we extend the time to 10:00. Rev. Miss Bertha Keinbaum from Ohio, and Dean of Theology of
Bible Holiness Seminary, was introduced to the conference. A report from the tellers revealed that Rev. J. R. Thompson was
elected as District Trustee. The nominees for the Examining and Educational Board were: Rev.
A. C. Doehring, Rev. A. S. Joppie and Rev. B. E. Manker. There was no election from the first ballot. A motion carried that we vote again on all three names. The tellers
were excused from the conference so that they might count the ballots. The tellers reported that Rev. A. C. Doehring was elected to the
District Council. The tellers reported that A. C. Doehring was elected to the Examining
and Educational Board. Upon recommendation to the conference from the District Council,
the President of B. H. S. was declared ex-officio member of the Board of trustees of said Institution and that the by-laws shall be made to conform to this action.
The Secretary read the names of the following nominees by the council for trustees of Bible Holmes Seminary: Brethren A. S. Joppie, J. R. Thompson, D. F. Price, G. V. Skinner, C. R. Hendrick, T. M. Fast, A. C. Doehring, L. R. Neff, and L. N. Nelson.
Ballots for Trustees of Bible Holiness Seminary were cast and the tellers were instructed to count and bring the result to the morning sitting.
The report of the tellers revealed that Rev. C. R. Hendrick was elected to the District Council.
Moved and carried that after the election shall be completed the next order of business shall be an address by Dr. L. C. Philo at which time he shall be allowed twenty minutes to present the recommendation of the Executive Committee of Bible Holiness Seminary relative to a financial plan.

Rev. H. B. Kreider, Home Missionary Representative, reported. The same was accepted by the Conference.

SiXTH SITTING
The sixth sitting convened at 9:00 A. M. August 1, 1947. After congregational singing, Rev. L. N. Nelson read the 34th Psalm.
Rev. H. S. Bennett offered prayer. Rev. Wm H. Neff spoke briefly to the conference. The minutes of the previous sitting were read and approved. Report of the balloting on the Trustees of Bible Holiness Seminary
gave no election. It was moved and carried that we vote on the six names receiving
the highest number of votes. To complete the agenda of yesterday's business we proceeded with
the election of officers. Dr. L. C. Philo presented the need of a new building for Bible Holiness
Seminary. The motion prevailed that this Conference authorize a joint meeting
of the District Council and Board of Trustees of Bible Holiness Semi-nary to perfect and promote a plan to finance the new building. This meeting to be called at the earliest possible date.
Rev. A. F. Osborn, District Treasurer, announced his moving to North Branch and exhorted the need of rightly identifying monies sent to the Treasurer.
The tellers reported Rev. J. R. Thompson and Rev. G. V. Skinner elected to the Board of Trustees of Bible Holmes Seminary. Another vote was necessary to select the last member of said Board. The tellers were excused to count the ballots.
Resolutions from the Ways and Means Committee were brought in and accepted.
Resolution No. 1. General Budget. Resolution No. II. District Ministerial Relief Fund. Resolution No. III. Fuel for District Parsonage. The tellers reported no election for Trustee of Bible Holiness
Seminary. The motion was carried that we vote on the two highest. Ballots
were cast and the tellers excused to count. Resolutions of the Resolution Committee. Resolution No. II Bible Holiness Seminary Service was carried. The tellers reported that Rev. C. R. Hendrick was elected to the
Board of Trustees of Bible Holiness Seminary. The following Resolutions were accepted: Resolution No. III Missionary Society. Resolution No. IV District Sunday School Paper. Resolution No. V An Appreciation to Rev. W. H. Neff. Resolution No. VI An appreciation to workers. Resolution No. VII Minutes of 1946. Moved and carried that this conference instruct the District Treas-
urer to pay the District Statistician $25.00. Announcements were in order, after which we sang the Doxology.
Rev. Miss Ida Christiansen dismissed with prayer. Adjourned by expitation of time.

SEVENTH SITTING
The seventh sitting convened at 1:30 P. M. After Congregational singing, Rev. H. C. Rickner read from Col.
1: 1-18. Miss Nettie Nickles favored us with a special song. The motion was unanimously carried to supplement the District
Superintendent's last year's salary with a gift of $200.00. An offering was to be taken at this sitting and if this was not sufficient, the balance shall be taken from the Superintendent Fund.
Moved and unanimously carried that we increase our Superinten-dent's Salary for the coming year $500.00.
Rev. Hawkins graciously thanked the conference. The following resolutions were accepted: Resolution No. 8. Time for Young People's Convention. Resolution No. 9. Division of the District. Resolution of the Ways and Means Committee. Resolution No. 4. General and District Budget. The Examining and Educational Board recommends that: Bertie
Meade be given an Evangelistic Commission; Erwin Forbes a two year District License; Robert and Dorothy Ackerman be given a District License of one year standing.
Moved and carried that the Bible School Budget which is $1.50 be increased to $2.00.
Rev. R. C. Hawkins, District Superintendent, read the committee appointments.
There was a call for the District Secretary to read Resolution 13 page 19.
A word of appreciation was extended to the Statistical Committee for their splendid work.
All business not transacted in this conference will be disposed of by the District Council. This motion was carried.
Moved and carried that the District Secretary write the Argus Press and express the appreciation of this conference br the publicity given to our activities.
Rev. B. 0. Shattuck, who after 41 years of service to the Pilgrim Holiness Church stated that he was retiring from full time service. He assured the District of his cooperation in the future.
Rev. Hawkins responded with a word of appreciation to Bro. Shattuck for services rendered this District.
Rev. W. H. Neff made brief, fitting remarks of tribute to Rev. Shattuck, wishing him health and many years of happy service.
Adjourned with singing "When the Roll is called up Yonder." The closing benediction of the conference was given by Rev. Wm. H. Neff.

MEMORIALS
REV. BURTON B. FERRES
Rev. Burton B. Ferres, was born in Dutton, Ont., June 22, 1882 and took his departure to the heavenly world February 21, 1947 at Croswell, Michigan at the age of 64 years, 8 months and 1 day. He leaves to mourn his loss, his devoted wife and six children.
As a preacher his delight was the theme of Holiness. This was evidenced by his godly life. He was a loving husband and a kind father.
The Word which he had so faithfully preached during his ministry, became his constant companion in the latter years of his affliction. His favorite hymn, "What a Friend we have in Jesus" was fully realized during his long illness, as well as in health and in his active ministry. His real faith and courage were again witnessed by praise in the last words that fell from his lips, "Praise the Lord."
The funeral services, with Rev. M. L. Goodman officiating, were held in the Applegate Pilgrim Holiness Church and burial was made in the Washington Cemetery to await the resurrection of the dead.
Not now but in the coming years It may be in a better land We'll read the meaning of our tears And there sometimes, we'll understand.
REV. ANNIE CHRISTIE LOUNDS
Rev. Annie Christie Lounds was born January 5th, 1878 and departed this life June 10, 1947 at Saginaw, Michigan at the age of 69 years, 5 months and five days. She was united in marriage to Rev. Geo. A. Lounds, Sept 30, 1908, who preceded her in death March 5, 1944. She had been an invalid for nearly four years; her sister caring for her since the death of her husband.
She has served the district as a pastor's wife from its pioneer days, and performed the duties of a minister as opportunity offered. She has served on many committees, viz: auditing, statistical, missionary and memorial.
She was known as a woman of prayer, and deep piety; and her kind, friendly spirit won a host of friends wherever she ministered. Her generosity is described in Prov. 31: 20 "She stretched out her hands to the poor; yea she reached forth her hands to the needy.
Many daughters have done virtuously but thou excellest them all. We believe she hath done what she could."

To the Forty-seventh Annual Conference of the Michigan
District of the Pilgrim Holiness Church
Greetings to you in the name of Him who loved us, washed us from our sins in His own blood, and made us kings and priests unto God. We rejoice today with unspeakable joy, not because of material gains, but because our names are written in Heaven and the Holy Ghost abides in all of His sanctifying fulness. Amidst the turmoil, conflicts, and com-plexities of living in the twentieth century, may we as a church, as well as individuals, ever keep his love enkindled flame burning on the altar of our souls. May our eyes of appreciation look back to Calvary, our eyes of realization properly appraise the present situation, and our eyes of anticipation ever be turned Heaven-ward, looking for the glad dawning of the bright eternal day.
Our hearts have been saddened this year by the loss of two of our ministers, Rev. B. B. Ferres, and Mrs. Lounds, a real prayer warrior. She left this world of suffering to go to be with our Savior. They served well through life's little day, and have now gone to their eternal reward, where they will shine as the stars forever.
A considerable material loss resulted from the fire that destroyed Joppie Hall and all beds, bedding and mattresses that belonged to the camp. However, through the generosity of a good Ohio Pilgrim, Rev. K. C. Vance, we were able to purchase much new equipment at a great saving. Also, many of our churches are responding to this need with offerings to help replace this loss.
Today, this great conference of our church has ön1y words of praise to our God for the way that He has led us. During the year that has just closed He has enabled us to make gains in every department of our church. To Him be all the glory!
OUR CHURCHES
One of the sources of greatest encouragement to us this year, is the forward strides taken by a number of our established churches. Looking at the composite picture, there seems to be a deepening hunger for Spirituality and a closer walk with God. This has been instru-mental in bringing about some gracious revival meetings and a marked increase in church attendance and membership. Some churches have standing room only in many services. Outstanding among these are Pontiac, where Rev. C. V. Holstein is laboring as Pastor, and Owosso, under the leadership of Rev. M. L. Goodman. Shouts of victory from new-born souls as well as from established saints are frequently heard in our churches. The following material gains have been made this year.
Ecorse—Rev. B. A. Kraatz, Pastor, re-modelled the interior of the sanctuary and the Sunday School rooms.
Flint Fourth—Rev. L. R. Neff, Pastor, erected a fine basement church. Flint Lapeer Rd.—Rev. L. N. Nelson, pastor, constructed a lovely
auditorium on top of their basement church. Sault Ste. Marie—Rev. W. N. Miller, pastor, built a major addition
to auditorium and completely re-modelled the Sunday School rooms. Hope—Rev. Albert Lacey, pastor, erecting a major addition to care
for their expanding needs. Lapeer—Rev. Robert Nelson, pastor, constructing a fine basement
church. Dryden—Rev. Raymond Dean, pastor, built a nice entrance and
tower on their church.

Jackson—Rev. T. M. Fast, pastor, installed automatic furnace and completely re-modelled the Junior rooms.
Eaton Rapids—Rev. M. C. Kittle, pastor, liquidated all indebtedness. Disco—Rev. Paul Degrandchamp, pastor, installed new seats. Iron Mountain—Rev. A. H. Williams, pastor, purchased excellent
property in the best location in town. The following churches have secured new parsonages this year;
Kalamazoo, North Branch, Scottville, Whigville. Nearly all our churches have made material improvements in one
way or another.
OUR SUNDAY SCHOOLS
There appears to be a broadening vision for Sunday School work in our Conference. To us, this field is largely unexplored. However, as the opportunities and possibilities to advance the Kingdom work through this department of the church pierces our realization, we are increasing our activity in this field. Our Sunday School Committee has ably functioned this year, and our Secretary, Rev. C. R. Hendrick, has done commendable, promotional work. If all of us will cooperate fully, we can double our attendance in the next five years.
OUR YOUTH
Under the able leadership of our Executive Secretary, Rev. E. C. Swanson, our Conference Youth Work is surging ahead. A number of new societies have been organized and all eight zones are functioning. Some of them are doing exceptionally well. It is desired that in the future a larger place will be given to the Youth in our churches. Here at our doorstep, lies an unevangelized generation that presents to us the greatest challenge ever given to our church. Let us make adequate plans to give the Gospel to this generation.
OUR JUNIOR DEPARTMENT
More and more we are realizing the necessity of giving the Gospel to our boys and girls, before sin has ravaged and ruined their lives. Departmentalized Sunday Schools, Daily Vacation Bible Schools, Children's meetings, Junior Churches and many other avenues lead us to this fertile field of evangelization.
CHURCH EXTENSION WORK
Good progress has been made in this department of the church. With Rev. A. H. Williams leading the way, the Iron Mountain Church has purchased property in an excellent location for a church. The work at Munising has progressed so well under the leadership of Rev. H. C. Rickner, that it is now entirely self-supporting. They are erect-ing a new parsonage and indeed are a very creditable church. Rev. Paul Trissel has worked had at The Heights, (Hought,on) and now has a splendid congregation to whom he ministers each week.
Under the direction of the Spirit six new fields have been opened to us this year. Rev. Norman Wilcox has gone into L'Anse and gathered together a little nucleus of people. They are few in number and in the earliest stages of development, but they present to us a hopeful possi-bility. This is the only Holiness work within one hundred miles. The Traverse City Church has branched out in two directions, giving us a Sunday School and preaching point at Kasson as well as a splendid new church building at Traverse Heights. A full-time Pastor will be sent to this place. Prospects are excellent for a Pilgrim Holiness Church.
Under the direction of Miss Mareella Dean, a member of the faculty

or Bible Holiness Seminary, a work has been launched among the Mexicans near Owosso. They have built a lovely new church building that is practically paid for. Rev. M. T. Cockman, by the aid of the Spirit, has blasted out another Pilgrim Holiness Church, this time in Lapeer. In this endeavor he has been ably assisted by Rev. Bob Nelson. They have worked hard and are erecting a beautiful basement church. The church is organized with eight charter members and will be presented to this Conference. Pastors who reside nearby, notably Rev. L. N. Nelson and Rev. Raymond Dean have cooperated in getting this work started. Also the Thumb zone made a contribution to this work. Rev. Ray I. Sweet and his congregation were organized into a Pilgrim Holiness Church this Spring with seven charter members. This is a rural church that fills a definite need in this place. These churches are ready to be received into the Conference at the call of the Chair. In addition to these, Rev. Richard Miller is conducting services in South lonia and Rev. Charles Sheldon is conducting services on Drummond Island.
I am asking again that each of our eight zones open a new work this 'ear. The far northern zone has already accepted the challenge and is making its plans. New churches can be established if we are willing to pay the price. Plenty of fields are opening to us if vision, men, and money are forthcoming. At this time we have sixty-one organized churches and seven unorganized. There certainly should be many, many more unorganized preaching points developing into churches.
Allow me again to call your attention to the twenty point program for the future as outlined by your District Superintendent at the Ministerial Convention. I trust that the various committees will pro-vide adequate legislation to get these matters before this Conference.
AN APPRECIATION
It is a privilege to follow Rev. J. R. Thompson in this work. He was an able and aggressive man. It has been a pleasure to serve you during this past year. Your prayers, your co-operation, your kindness, and spirit of understanding have made my tasks easy. The problems have been few, and the blessings have been abundant. It is my earnest desire to be a better servant of God, the church, and lost humanity in the days to come. Following I respectfully submit the report of my personal labors for the year:

DISTRICT RESOLUTIONS
No. 1 PASTORAL CHANGES
Whereas, the present system of changing of Pastors involves a great deal of confusion, delay and uncertainty; Therefore be it re-solved that the second week in May shall be designated as the time for the churches of our conference to vote on the recall of the Pastor.
No. 2 BIBLE SCHOOL SERVICE
The Executive Committee of the Board of Trustees of Bilbe Holiness Seminary recommends to the District Conference that one full service of the camp be given to the interests of Bible Holiness Seminary. Be it further resolved: that this conference set the date for this meeting.
No. 3 COMMITTEE ON MISSIONS
Be it resolved: that a committee of two be appointed by the District Superintendent to work with the corresponding Secretary of Missions for the promotional work of Missions of the District.
No. 4 SUNDAY SCHOOL PAPER
Be it resolved that the District Sunday School Committee publish a District Sunday School paper. That this paper be published quarterly, and be distributed throughout the Sunday Schools of the District.
No. 5. APPRECIATION
Whereas, the conference appreciates the efficient and faithful ser-vices rendered by Rev. Wm. H. Neff: Be it resolved that a rising vote of thanks be given him, also that he be presented with a love offering of $50.00.
No. 6 APPRECIATION
Whereas the conference appreciates the good work done by the dining room, kitchen and ground workers: Be it resolved that a rising vote of thanks be given the workers in these three departments.
No. 7 PREVIOUS RESOLUTIONS
Be it resolved that the following resolutions found on Page 19 of the 1946 Minutes be retained: Resolution No. 3 and No. 12. Furthermore that Resolution No. 5 be placed in the Standing Rules.
No. 8 YOUTH CONVENTION
Whereas, the conference has adopted the action of having our Bible School service on the first Sunday of our Camp: and, whereas, that said action will shorten the time alloted to the Young People.
Therefore, be it Resolved that the Conference permit the Young People the privilege of holding their Convention at some other ap-propriate time;
Be it further Resolved that the time and place be set by the Executive Committee of the Young People's Organization, and, be it further resolved: that the first Friday night and all day Saturday of the Camp-Meeting be alloted to the Young People as has been the custom in the past. The regular camp evangelists to be employed for said gathering, Said gathering to be called 'Young People's Day."
No. 9 INVESTIGATION
Whereas, due to the present growth of our Conference it is rapidly becoming impracticable for one man to adequately and efficiently supervise so large a territory, and, whereas, the Indiana District has a plan that is operating quite successfully: Therefore, be it resolved:

that this conference authorize the District Superintendent to appoint two men to form a three man committee, with himself as chairman, to study the Indiana District's plan of operations and any other plans that will enable this conference to properly evaluate this method of ad-vancing our District work. This committee to report to our next annual conference.
No. 10 ELECTIONS
Inasmuch as our General ConIerence elected all their general officers by open ballot; without dropping the names of those receiving but few votes, therefore, be it resolved, that the same procedure be followed by this conference in electing district officers except those nominated by the District Council as provided by the manual.
No. 11 PLOTTING CAMPUS
Be it resolved that a committee be appointed by the District Council to plot the entire camp ground as to sections for tenting, house trailers, and parking.
Be it further resolved that a certain section designated by this com-mittee be divided into lots for lease to individuals for the purpose of building cottages. A list of restrictions is to be formulated by the District Council.

Inasmuch as the General Board has asked for a $1.00 raise per member in the General Budget: be it resolved: That the General Budget be raised to $4.00 per member.
No. 2 MINISTERIAL RELIEF
In view of the present need of our aged miiIsters in this District, be it resolved: That the $3,959.07 in the Ministerial Retirement Fund be transferred to the Ministerial Relief Fund, to make it immediately available. Be it further resolved that standing rule number six, on page seventeen of the minutes be changed to read District Ministerial Relief Fund, instead of Ministerial Retirement Fund.
No. 3 COAL FOR PARSONAGE
Be it resolved: That the District buy the coal for the District Par-sonage this year.
No. 4 PERCENTAGE OF DISTRICT BUDGET
Be it resolved: That standing rule No. 2, paragraph 3, page 17, be made to read, Home Missions .84 per cent, District expense .12 per cent, General conference delegates .04 per cent.

STANDING RULES
1. CONFERENCE YEAR The Conference year shall close June 30, and complete reports must
be reviewed by the local boards and forwarded directly to the District Statistician, Rev. H. C. Rickner, 301 Birch St., Munising, Michigan by July 15. All reports received after July 15 shall be omitted from the yearly report.
2. GENERAL BUDGET Each church shall raise for the general budget the equivalent of $4.00.
3. DISTRICT BUDGET The churches shall also raise for the District Budget the equivalent
of $4.50 per member, divided as follows: Home Missions .84 per cent; District Expense .12 per cent; General Conference .04 per cent.
4. BIBLE SCHOOL FUND Each church shall raise for the Bible School Fund the equivalent
of $2.00 per member per year, pastor included at the same rate. All money raised for the Bible School Fund, plus other Bible School offerings shall be sent to the Bible School Treasurer, Rev. L. C. Philo, 1020 S. Washington St., Owosso, Michigan.
5. DISTRICT MINISTERIAL RELIEF FUND Each church shall provide the equivalent of $1.00 per member, per
year; also each licensed or ordained minister and each licensed or ordained deaconess shall pay $2.00 per year into the District Minis-terial Relief Fund.
6. DISTRICT AND GENERAL FUND All monies raised in the local church for district and general work
shall be sent to the District Treasurer, who shall forward general funds to the General Treasurer.
7. MINISTERIAL TITHES One half of all ministerial tithes shall be turned to the support of
the District Superintendent.
8. PASTOR'S CAMP-MEETING EXPENSE Inasmuch, as our pastors are expected to support and attend the
Annual Camp Meeting, each church shall provide the equivalent of the pastors offering or salary for the two Sundays of the camp, and the pastor shall be privileged to attend the entire Camp Meeting.
9. EXAMINING AND EDUCATIONAL BOARD The District Superintendent shall be chairman of the Examining
and Educational Board by virtue of his office.
10. CAMP MEETING EXPENSE Churches are to be rated according to their financial strength and
part of the Camp Meeting expense shall be raised among the churches of the District. The District Council shall prorate the expense among the churches. Recognized ministers of the Pilgrim Holiness Church, their wives and children sixteen years old and under shall be enter-tained free of charge for camp and conference.
11. RESOLUTIONS No resolution shall be presented to his conference until it has been
type-written and signed.
12. CONFERENCE BAR The first ten seats in the three middle sections of the tabernacle
and the platform are fixed as the conference bar.
13. SALARIES The District Superintendent's salary is fixed at a minimum of

$3500.00 per year, plus 5 cents a mile for traveling expenses. The District Treasurer shall receive $250.00 per year and the District Sec-retary shall receive $150.00 per year.
14. STOVES FOR PARSONAGES The local church shall provide good modern heating and cooking
facilities for the parsonage, the type to be suitable to the locality where the parsonage is situated.
15. CREDENTIALS The District Superintendent shall have read Sections 99, 100 and 101
of the Manual instructing all district licentiates that hereafter they shall appear before the district examining board at Conference time before their credentials shall be granted.
16. MINISTER'S SECULAR WORK Be it resolved, that those ministers doing secular work turn one-half
of their tithe to the District Budget.
17. CAMP MEETING FUNDS The District Treasurer shall submit an itemized report of camp meet-
ing funds as recorded in 1946 Conference Journal, Page 18. This report to appear in the Minutes.
18. AlTOfNTMENT OF COMMITTEES The District Superintendent shall appoint all committees. The
Standing Committees are to be appointed to include new men where possible and to avoid the duplication of men on several committees.
19. BUILDING COMMITTEE The District Council shall appoint a district building committee, com-
posed of two ministers and one layman, who have experience in the work of acoustics, architecture and construction. This committee shall council and advise the board of local congregations concerning the construction and disposition of property and the selection of build-ing sites.
20. BURIAL BENEFIT Each local church in the Michigan District shall enroll its pastor
and wife in the Ministerial Benefit Association, and pay the expense of their membership, and each call that comes thereafter, from the church treasury.
All general full-time evangelists and their wives, receiving their principal support from their meetings shall be enrolled in the Minis-terial Benefit Association, said membership and each call that comes thereafter shall be paid by the church of which he is a member.
Also that the District Superintendent and his wife shall be included, the expense to be paid from the minister's one-half tithe fund.
The ministers employed in our educational institutions and their wives to be included in this action and the expense be paid from the Bible School Treasury.
Our home missionary pastors are included in this action, the expense to be paid from the home missionary treasury.
The retired elderly ministers and their wives are included in this a ction, the expense to be paid from the ministerial relief fund.
21. VACATIONS it is recommended that our churches grant their ministers a two-
weeks vacation with pay.
22. DISTRICT CONFERENCE The District Conference shall convene Wednesday, 1:00 P. M., pre-
ceding the camp meeting.
23. MISSIONARY SOCIETY REPORTS Be it resolved, that a yearly report of each missionary society be
