I . INTRODUCTION

The p a s t year has been f u l l of hope and d e s p a i r , and i n many

.-,.,espects t he U.S. Committee For The Care Of European Chi ldren , I n c .

,again went through the manic c y c l e s of t he summer of 1940. You w i l l

remember our emergency Di rec to r s meetings i n September of l a s t yea r .

Depor ta t ions from France ha.d l e f t an es t imated 8,000 t o 10,000

c h i l d r e n homeless and p a r e n t l e s s , and these c h i l d r e n ' s own f u t u r e

was a grave m a t t e r . Cable communications from every r e s p o n s i b l e

European source poured i n t o t h i s count ry urg ing emergency a c t i o n .

A hemispher ic program inc lud ing Chi le , Argent ina , B r a z i l , Mexico,

the Dominican Repu?>lic, the United S t a t e s and Canada o f f e red a s s i s t -

ance f o r these ch i ld ren . O f f i c i a l n e g o t i a t i o n s made i t p o s s i b l e

under e x i s t i n g immigration laws, f o r the United S t a t e s t o accep t

up t o 5,000 c h i l d r e n . Finance p l ans were organized, t h e neces sa ry

approva ls and c learances were made. J o i n t D i s t r i b u t i o n Committee

underwrote $2,000,000 of t h i s es t imated $5,100,000 ven ture .

Chi ldren were being s e l e c t e d i n what was unoccupied France. Twenty-

e i g h t American e s c o r t s were chosen inc lud ing f i v e d o c t o r s , f i v e

n u r s e s , two n u r s e ' s a i d e s , and s i x t e e n c h i l d c a r e people , and made

i?eady t o s a i l . The necessary t r a v e l documents were a v a i l a b l e l a r g e l y

due t o t he f i n e coopera t ion of t he Chief of t he passpor t D iv i s ion and

His Exce l lency , t h e Portuguese Ambassador. Thousands of c a l l s and

l e t t e r s from r e l a t i v e s and f r i e n d s regard ing c e r t a i n c h i l d r e n i n

France swamped t h i s o f f i c e . A l l t he se were handled and c l a s s i f i e d .

F i n a l l y , t he e s c o r t s s a i l e d on a Saturday, November 7, 1942. An

hour l a t e r t h e i nvas ion of Af r i ca was announced.

The Vichy Government had f i r s t approved a unit of 1,000

c h i l d r e n , b u t t h i s was c u t i n h a l f , and f o r these remaining c h i l d r e n

examinations and sel .ec t ions were made. These 500 were ready, e x i t

:p?rmits and z f f i d a v i t s i n l i e u of p a s s p o r t s were approved, t r a v e l

-712rangements and scliedu1.e~ were completed. They were t o have l e f t

: / i a r se i l l e on Thursday, November 12t11, bu t t he French border was c losed

on Tuesday, November 10th--a t r a g i c ending t o a h e r o i c e n t e r p r i s e .

9ur e s c o r t s were b i t t e r l y d i sappoin ted . These people had gone p r e -

pared t o r e t u r n by mid-December. They were s t randed i n a country

which was t h e i n t e r n a t i o n a l rumor mart of m i l i t a r y and p o l i t i c a l

whisper ings . Despi te these uneasy days, t h e e s c o r t s made a ven ture

i n t o Spain and broke ground f o r a t r a n s f e r of t h e c h i l d refugee

evacuat ion program. The e s c o r t s r e tu rned t o the United S t a t e s on

January 27, 1943 w i t h 31 c h i l d r e n . The s p i r i t , morale and achievement

of these people was t r u l y g r e a t , and p r a i s e must be paid Mr. Bennet

Bchauf f le r , t h e ch ie f e s c o r t . D r . Kathar ine Dodge wrote a f i n e

medical r e p o r t which w i l l be i nva luab le i n comparable emergencies i n

the f u t u r e . I n a d d i t i o n t o t he f i r s t 31 c h i l d r e n , t he U.S. Committee

has s i n c e rece ived a second group of 21 and a t h i r d group of 35

c h i l d r e n . I n t he l a s t group was one f ami ly of t h r e e , Fanny, aged 1 2 ,

Eva, aged 9, and Max, aged 1 4 months. The mother i s s t i l l i n

Barcelona where she a r r i v e d a f t e r having f l e d from France ac ros s t h e

Pyrenees w i t h t hese t h ree c h i l d r e n . Her husband had p rev ious ly

c isappeared i n t o a Nazi work camp. We have run i n t o d i f f i c u l t i e s

i n our j o i n t e f f o r t s t o save c h i l d r e n i n t ha I b e r i a n Peninsu la , b u t

~ h e s e a r e t o be expected, and wi th good f o r t u n e and p e r s i s t e n c e , we

"nay y e t be a b l e t o b r ing a l a r g e number of c h i l d r e n out of va r ious

zones.

r equ i r ed f o r solution^ ~aemain l a r g e . What t o do wi th a t e n year old

boy who has become a community menace, and who responds t o mother ly

a f f e c t i o n wi th a f u l l f l edged a d u l t love response, and whose f a t h e r

f e e l s t h a t h i s son was born 500 yea r s too l a t e , f o r h i s s o n ' s p re -

normal responses would e a r l i e r have been considered a s p e c i a l g i f t of

t h e Gods; o r , the runsway g i r l ou t wi th t he armed f o r c e s ; o r , the

c h i l d developing a f u l l blown psychosis ; o r , t h e boy who has worn out

eve ry community placement resource ; o r , t he o l d e r boy and g i r l who

t r y t o s h i f t t h e i r b a s i c l o y a l t i e s and t r a d i t i o n s t o t h e i r own s e l f i s h

ends, and so on. Added t o these a r e cons tan t immigration requirements

r e l a t i n g t o ex t ens ion of v i s a s , f i n g e r p r i n t i n g , a l i e n r e g i s t r a t i o n s ,

and so on. I wish t o pay the h i g h e s t compliments t o our s t a f f who

have a l l joined i n t o a s s i s t i n meeting s h i p s , e s c o r t i n g c h i l d r e n ,

s e r v i n g a s i n t e r p r e t e r s , a r ranging t r a n s p o r t a t i o n , s ee ing luggage

through t o the end, a s we l l a s c a r r y i n g t h e i r heavy and cons t an t d a i l y

d u t i e s .

To these must be added the new r e s p o n s i b i l i t i e s f o r p r i v a t e l y

evacuated B r i t i s h c h i l d r e n . By d i r e c t i o n of t h e P r e s i d e n t ' s War

Re l i e f Control Board, a s of March 9, 1943, the U . S. Committee became

the s i n g l e r e spons ib l e agency i n t he United S t a t e s f o r a s s i s t i n g where

breakdowns occur i n t h i s group of c h i l d r e n . These a r e n o t e a s y

problems, f o r when they come t o u s , they have u s u a l l y undergone a

long pe r iod of t r i a l and e r r o r . Picking up a t such a p o i n t means

ve ry c a r e f u l and adequate handl ing . I n t h i s r e s p e c t we f i n d our

adv i so ry s e r v i c e t o be of g r e a t a s s i s t a n c e , and many a f ami ly has

'men a b l e t o work through on i t s own wi th t h i s he lp .

The U . S . Committee now has 1,193 c h i l d r e n i n t he United on t h e

b a s i s of i t s corpora te a f f i d a v i t of suppor t , who a r e placed i n 65

c i t i e s and 35 S t a t e s , We a r e f i n a n c i a l l y r e spons ib l e f o r an a d d i t i o n -

a l group of 426 i n t he Un3. tedStates under t h e ausp ices of European-

Jewish C h i l d r e n ' s A i d , Inc . We, t hus , have n t o t a l f i n a n c i a l r e -

s p o n s i b i l i t y f o r 1,619 c h i l d r e n i n the United S t a t e s . Of t he 1 ,193

U.S. Committee c h i l d r e n , 791 a r e Engl i sh , 177 a r e German, 53 a r e

Po l i sh , 23 a r e Aus t r ian , 1 4 a r e French, 4 a r e Hungarian, 3 a r e

Russian, 9 a r e Czech, 13 a r e Portuguese, 5 a r e Belg ian , 8 a r e

Armenian, 1 i s Turkish, 40 a r e Spanish, 1 i s Rumanian, and 16 a r e

s t a t e l e s s . For these c h i l d r e n , t he f i n a l U.S. Committee r e s p o n s i b i l i -

t y w i l l end i n 1958. A r e l i g i o u s breakdown shows 735 P r o t e s t a n t ,

113 Catho l ic , 320 Jewish. T h i r t y - f i v e , c h i l d r e n have r e tu rned t o

England, and we e s t ima te t h a t 53 boys w i l l meet t h e i r l i a b i l i t y t o

3 l e c t i v e Se rv i ce t h i s y e a r .

Regarding placements and replacements of our c h i l d r e n ,

686 a r e s t i l l i n t h e i r o r i g i n a l f o s t e r homes, 284 have been rep leced

once, 85 rep laced twice , 28 t h r e e t imes, 15 f o u r t imes, 6 f i v e t imes ,

nnd 1 s i x t imes. F i f t y - t h r e e ch i ld ren a r e a t p r e sen t i n i n s t i t u t i o n n l

and group c a r e . This i s a good r eco rd , and i s clue t o tha placement

p c l i c i e s of t he U.S. Cormittee, and the e x a c t i n g and s k i l l f u l c a r e

which the designated c h i l d r e n ' s agencies employ i n behalf of each

c h i l d .

The Board w i l l be i n t e r e s t e d t o know t h a t t he Hoover Company

and Warner Bro thers a r e now meeting the e n t i r e c o s t s f o r t h e i r

Company c h i l d r e n . These a r e groups of 75 and 40 c h i l d r e n r e s p e c t i v e -

l y . The Iiodak Company has always met t he axpenses f o r i t s c h i l d r e n .

11. U.S. COMMITTEE RELATIONSHIPS TO PRESIDENT'S WAR RELIEF CONTROL BOARD AND NATIONAL WAR FUND.

A . P r e s i d e n t ' s War Re l i e f Control. Board

I n 1941 by Executive OrBer of the P r e s i d e n t , the Committee

known 88 the P r e s i d e n t ' s War Re l i e f Control Board, csmposed of

Messrs. Joseph E . Davies, Charles P . Tnf t , and F rede r i ck P.Keppe1,

was c r e a t e d , and by the Execut ive Order of J u l y 25, 1942, i t has

c l e a r l y def ined powers t o c o r r e l a t e war r e l i e f a c t i v i t i e s i n r e -

l a t i o n t o t he r a i s i n g of p r i v a t e f inance and f u n c t i o n a l programs.

I n September of 1942, the U.S. Committee appeared be fo re t he

P r e s i d e n t ' s War R s l i e f Control Board, and secured i t s o f f i c i a l

approval . Before funds could be r a i s ed i n t h i s count ry by a

p r i v a t e war r e l i e f agency, t h e agency must be l i c e n s e d by the

P r e s i d e n t ' s War Re l i e f Control Board. I t was then necessary t o

secure the approval of M r . Gerard Swopels Nat iona l Budget Committee

f o r War Appeals, of our budget. From t h i s p o i n t , . i t was the

agencgls r e s p o n s i b i l i t y t o go be fo re the 400 o r more war and

community c h e s t s of the n a t i o n . Under t h i s scheme, t he U.S.

Committee had r a i s e d a s of May 1, 1943, $404,000.

B. The Nati-onsl War Fund ---- I n December 1942, t h e Pres iden t1s rWar Re l i e f Control B o ~ r d

i n i t i a t e d the format ion of a Nat iona l War Fund agency, which agency

i s t o be r e spons ib l e f o r r a i s i n g the t o t a l n a t i o n a l war r e l i e f agency

budgets . This agency w i l l make i t s appeal through l o c a l Community

Funds o r War Chests and r u r a l communities throughout t h e United S t a t e s .

I n February 1943, t h e U.S. Committee appeared b e f o r e the Swopc

Finance Committee, which Committee cont inues t o se rve a s t h e p re -

l imina ry sc reen ing Committee f o r t he Nat iona l War Fund f o r r e - e s t i m a t - . ,? i n g budget needs f o r t he ramaining yea r , 194& The U. S. Committee

budget was approved.

111. PRESENT FINANCIAL SlPATUS OF THE U.S. COMDlITTEE -- -Ap-.-

As of May 1, 1943, t h e U.S. Committee bank ba lance was

$150,848.11. Because of t h e n a t u r e of t he Nat iona l War Fund f inance

program, the U.S. Committee budget covers a 15 month pe r iod beginning

October 1, 1942 and ending December 31, 1943. As of March 1 5 t h , a

r s v i s e d budget f o r t h i s 15 month per iod of $634,000 was approved by

the Nat ional War Fund. Towards t h i s budget t he U. S. Committee has

now r a i s e d $2'71,643.35 i n cash and has pledge commitments t o t a l l i n g

$133,342.58 f o r a t o t a l of $404,955.93. Fome shr inkage can be ex-

pected i n t he pledgeitem. A t the time of Nat iona l War Fund approval

of our r ev i sed budget they accepted r e s p o n s i b i l i t y f o r :$334,000.,

our remaining 1943 budget . This w i l l be l e s s i n view of our l a r g e r

cash income, and w i l l decrease pending our pledge payments and

a n t i c i p a t e d monthly needs . This t o t a l of $334,000 i s a v a i l a b l e

should i t be needed. I n a d d i t i o n an arrangement has been a r r i v e d

s t whereby J o i n t D i s t r i b u t i o n Committee p a r t i c i p a t e d w i t h t h e U.S.

Committee f o r the remainder of t h i s year . The Execut ive Committee

w i l l r e p o r t on t h i s m a t t e r , and I recommend the approval of t h i s t~greement .

IV. 19'14 BUDGET ESTIMATES -.

This budget is divided into three major parts--500 European

C:hildren Project at $362,100; U. S. Committee Continued Responsibili-

ties at $241,100 and Privately Evacuated English Children in the

United States at $22,800.

Regarding the 500 European Children Project, this number of

childrcn was arrived at after discussions with the foreign field

staff representatives of the American Friends Fervice Committee and

the American Jewish Joint Distribution Committee and their national

representatives. The decreased cost basis is arrived at by planning

towards smaller groups of children coming into the United States on

a monthly basis, thus cutting the large estimate for one year's child

care after arrival in the United States considerably. Should 1/2 the

proposed 500 or more come at any one time, op should more than 500

become a realistic possibility, then this budgot estimate will need

revision.

Thus, in presenting this U.S. Committee budget to the National

War Fund, it should be clearly unddrstood that unforseen developments

may require the U.S. Committee to request a proportionate increase.

Further, regarding the relationships of the Amcricsn Jewish Joint

Distribution Committee and the U.S. Committee, the followS.ng action

of our Executive Committee is explanatory:

"RESOLVED, that the United States Committee and the American Jewish Joint Distribution Zommittee will absorb their own administrative expenses, and it was

FURTHER RESOLVED, that for each $9 expended for a a child, the Unitad States Committee will pay $5 and the American Jewish Joint Distribution Committee will pay $4, end it was

FURTHER RESOLVED, that this is a continued expense for each child including costs of one year's care after arrival in the United Stetes, and will continue in effect towards all children of the thousand children project

However, the American Jewish J o i n t D i s t r i b u t i o n Committee would

be open t o new proposa ls , and they would be a s coopera t ive a s p o s s i b l e

The burden of f inance i s p r i m a r i l y a U.S. Committee r e s p o n s i b i l i t y i n

r e l a t i o n t o t h e Nat ional War Fund f o r f u t u r e groups of ch i ld ren .

Regarding p r i v a t e l y evacuatad ( c o n s u l a r ) c h i l d r e n , we have

budgeted f o r 150 c h i l d r e n a t an aver?ge c o s t of $30. p e r month.

The U.S. Committee program i s sub-divided t o show $25,000 f o r

European-Jewish Ch i ld ren ' s A i d , I nc ; U . 9 . Committee c h i l d r e n a t

$89,100; General Adminis t ra t ion a t $62,100; Yale F a c u l t y Committee a t

$,40,000; U.S. Committee, London Branch a t $6,500; and the P u b l i c i t y

budget of $18,400 i s pu re ly an es t imated f i g u r e , and w i l l be used by

t h e U.S. Committee t o supplement o r cooperate w i th t h e Nat ional War

Fund. I t i s upon t h e i r adv ice t h a t such a budget e s t i m a t e i s included

I t i s my recommendation t h a t t h i s budget be approved s u h j e c t

t o mod i f i ca t ions a s hay be requi red by f u t u r e even t s .

A. Non-Sectarian Foundation

The Liquida t ing Committee of the Non-Sec t a r i a n

Foundation f o r Refugee c h i l d r e n i s t ak ing o r has t aken fLna l

a c t i o n on a l l remaining a f f a i r s of t h a t Committee. The t e n

c h i l d r e n whom they were r e spons ib l e f o r b r ing ing t o t h e United

S t a t e s under the corporate a f f i d a v i t of German- Jewish Ch i ld ren ' s

Aid, Inc . have become United S t a t e s Committee c h i l d r e n , and a

t r u s t fund h a s been e s t a b l i s h e d f o r them. As f a r a s the United

S t a t e s J u s t i c e Department i s concerned, t he United S t a t e s Com-

m i t t e e i s t h e guarantor of t h e i r n o t becoming p u b l i c charges,

t h a t t hey a r e i n proper cus tody and t h a t they a r e under con t in -

u ing supe rv i s ion . However, I recommend t h a t formal a c t i o n of

t h i s Board be taken a s s u r i n g t h e L,iquidatlon Committee of the

Non-Sectarian Foundation t h a t t he United S t a t e s Committee i s a s

f u l l y r e spons ib l e as f o r any o t h e r U . S. Committee c h i l d r e n ,

and upon t h i s b a s i s , then, t he Non-Sectarian Foundation can

wi th a.ssuYance completely l i q u i d a t e i t s remaining a f f a i r s .

B. Yale Facu l ty -- Committee - FOP the p a s t t h r ee yea r s , the Yale Facu l ty Committee has

f lnanced a p a r t i c u l a 5 - g ~ o u p of c h i l d r e n f m m Cambridge and

Oxford. D:Le t o requj-rements of the Nat iona l War Fund, they

can no longer have t h e i r own campaign fund d r ive . Because

these a r e U , S. Committee c h i l d r e n , they must be f inanced by

t h e U. S. Committee. These funds w i l l be r a i s e d v i a t h e

Nat iona l War Fund, and w i l l add about $40,000 to t h e U. S. Com-

m i t t e e budget f o r the year 1944. Because of t he p e c u l i a r na tu re

of t h i s p r o j e c t , and because of the i n t e g r i t y w i t h which the

Yale Facu l ty Committee has and wishes t o cont inue t h e i r respon-

s i b i l i t i e s , I recommend t h a t t h i s Board i n v i t e and approve the

s e l e c t i o n of a person f r o m the Yale Facu l ty Committee t o se rve

subject to a few minor suggestions of administrative nature,

the prior worlcing responsibilities of the Yale Faculty Cornmitte~-

be maintained.

C. U. S, Committee for the Care of European Children, Inc. - ---- --.-- -- London Branch --

In 1940, the U. S. Committee was greatly assisted by the

American Committee for the Evacuation of Children in London in

the planning of the evacuation program of the English children,

and this Committee was financed and has continued to be financed

by the U. S. Committee. In June 1942, at the recommendation of

the Child Care Committee of the Board of Directors of the IT. S.

Committee, a well qua.lified social worker was employed to assist

in behalf of interpretation to parents there and treatment pro-

grams for children here. By January 1942 the evacuee children

were begfnning to shake down. We knew what adjustment problems

were more than normal every day growing up matters, and the

public relations aspects of social work and company groups were

such that company officials were amenable to social work prac-

tice. Miss Noel I<. Iiunnybun, who is at this meeting, and who

will speak to you later, has been our social worker in England.

It is my recommendation that the American Committee be adopted

by the U, S, Committee as an official branch, subject to the

administration of the U. S. Committee, and that it be known as

U. S. Committee for the Care of European Children, Inc. - Lon- don Branch, and that Mr. Lawrence Tweedy be asked to continue

serving as the Chairman, and that he be made a member of this

Board, and that a small Executive Commi.ttee be appointed to

which this Board and the Executive Director may look for advice

and suggestion, and that the books of this Committee be kept in

accordance with the suggestions of our auditors.

go beyond what we know now, I b e l i e v e the democrat ic peoples w i l l

necessary human r e l i e f s w i l l draw deeply on the exper ience and r e -

sources of every war r e l i e f agency. Any war r e l i e f agency which

hones t ly main ta ins i t s p r e s e n t f u n c t i o n cannot b u t keep a b r e a s t of

t h e imp l i ca t fons of i t s t o t a l and long-range j ob . No war r e l i e f
