The 109th plenary meeting of the General Assembly will be held on Wednesday, 18 June 2008, from 10 to 11 a.m. in the General Assembly Hall (see p. 6).

There will be an informal meeting (closed) of the General Assembly to hear a briefing by the Secretary-General on the issue of the global food crisis and the Rome Summit, and other issues. The meeting will be held on Wednesday, 18 June 2008, at 11 a.m. in the Trusteeship Council Chamber. Member States are invited to participate at the ambassadorial level.

Security Council The Security Council will hold an open debate on Thursday, 19 June 2008, in the

Security Council Chamber, in connection with the agenda item “Women and peace and security”. General Assembly Sixty-second session

The 3rd meeting of the Ad Hoc Working group on the Revitalization of the General Assembly (A/RES/61/292) will be held on Thursday, 19 June 2008, at 3 p.m. The 4th and 5th meetings will be held on Friday, 20 June 2008, at 10 a.m. and 3 p.m. The meetings will take place in the Trusteeship Council Chamber. General Assembly Sixty-second session

Preparations for the Follow-up International Conference on Financing for Development to Review the Implementation of the Monterrey Consensus (Doha, Qatar, 29 November–2 December 2008)

Informal interactive hearings with representatives of civil society and the business sector on financing for development will be held on Wednesday, 18 June 2008, from 10 a.m. to 1 p.m. and 3 to 6 p.m. in Conference Room 4. Sierra Leone configuration

An informal NGO briefing (open) to the Sierra Leone configuration of the Peacebuilding Commission will be held today, 17 June 2008, from 10 a.m. to 1 p.m. in Conference Room 4.

Economic and Social Council Informal consultations

There will be informal consultations, convened by the President of the Council, H.E. Mr. Léo Mérorès (Haiti), on the ministerial declaration of the high-level segment of the 2008 substantive session, today, 17 June 2008, at 11 a.m. in the Economic and Social Council Chamber.

Briefing

General Assembly Committee on the Exercise of the Inalienable Rights of the Palestinian People Special meeting

The Committee on the Exercise of the Inalienable Rights of the Palestinian People will hold a special meeting to mark sixty years of dispossession of Palestine refugees, on Friday, 20 June 2008, from 10 a.m. to 1 p.m. and from 3 to 6 p.m. in the Economic and Social Council Chamber.

All United Nations Members and Observers, United Nations system entities, as well as intergovernmental and non-governmental organizations, are invited to attend. The Committee has also invited to the meeting a number of experts to speak on various aspects of the issue.

The ninth meeting of the United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea will be held at Headquarters from 23 to 27 June 2008. The meeting will be convened on Monday, 23 June, at 10 a.m. (sharp) in Conference Room 1. The format and annotated provisional agenda of the meeting are contained in document A/AC.259/L.9. Economic and Social Council Substantive session for 2008

The Economic and Social Council will hold its substantive session of 2008 from 30 June to 25 July at United Nations Headquarters. The session will be opened on Monday, 30 June, at 9 a.m. in the Economic and Social Council Chamber. The annotated provisional agenda is contained in document E/2008/100. The proposed programme of work is contained in document E/2008/L.5 and the status of documentation for the session will be issued as document E/2008/L.6.

The lists of speakers for all segments have been indicated and are open. If no specific reference is made to a list of speakers, it implies that no such list is being maintained. The deadlines for inscription are indicated in the relevant paragraphs below. Ad Hoc Open-ended Working Group on Informatics

The Ad Hoc Open-ended Working Group on Informatics will hold its 2nd meeting on Monday, 23 June 2008, from 2 to 5 p.m. in Conference Room 9. Trust Fund for the Follow-up to the International Conference on Financing for Development

The Trust Fund for the Follow-up to the International Conference on Financing for Development seeks voluntary contributions in order to support the activities involved in the preparations for the Doha Review Conference in 2008, and to support the travel and participation of representatives of developing countries, in particular least developed countries (para. 12 of General Assembly resolution 62/187 (A/RES/62/187)). The Secretary-General issued, on 6 June 2008, a note verbale to all Governments through their Permanent Missions, appealing for voluntary contributions to the Trust Fund. General Assembly Seating protocol for the sixty-third session

On Wednesday, 4 June 2008, the Deputy Secretary-General drew among the Member States the name of Barbados to occupy the first seat in the General Assembly Hall at the sixty-third session. Trust Fund to accept voluntary contributions

A Trust Fund has been established to accept voluntary contributions so as to eliminate the backlog of the Yearbook of the International Law Commission (para. 21 of General Assembly resolution 62/66 (A/RES/62/66)). A circular letter has been issued to Governments through their Permanent Missions. In accordance with the terms of reference of the Trust Fund, voluntary contributions may be received from Governments, intergovernmental and non-governmental organizations, private institutions and individuals. Prepared statements

Speakers in the Security Council are advised that providing in advance copies of prepared statements which they intend to read out in the Council greatly facilitates the work of the Secretariat by permitting a sufficient number of copies to be distributed to all meeting participants and by assisting interpreters, verbatim reporters and press officers in maintaining the quality of the product delivered. Both interpretations and verbatim records rely upon the statement actually delivered, but copies of texts help interpreters to correctly render details and nuances and help verbatim reporters to produce the written record more quickly. Speakers are therefore encouraged, whenever possible, to provide copies of their statements, as early as possible in advance of delivery, to the Conference Officer in the Chamber.

Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road (CMR) concerning the Electronic Consignment Note. Geneva, 20 February 2008

The above Protocol was adopted during the seventieth session of the Economic Commission for Europe’s Inland Transport Committee on 20 February 2008. In accordance with its article 7, the Protocol shall be open for signature by States that are signatories to or parties to the Convention and are either members of the Economic Commission for Europe or have been admitted to the Commission in a consultative capacity, at United Nations Headquarters in New York, until 30 June 2009.

Certified true copies of the Protocol, of which the English and French texts are equally authentic, will be prepared and will be transmitted to all States as soon as possible.

The Secretary-General takes this opportunity to recall that, under established international practice, only Heads of State, Heads of Government or Ministers for Foreign Affairs are empowered, by virtue of their functions, to sign a treaty, on behalf of a State without having to produce full powers to that effect. Other representatives wishing to sign a treaty must be in possession of appropriate full powers, which expressly authorize signature of a specified treaty by a named representative issued and signed by one of these authorities.

Multilateral Treaty Framework: An invitation to universal participation

2008 Treaty Event: Towards universal participation and implementation –– Dignity and justice for all of us

United Nations Headquarters (23-25 and 29-30 September 2008)

It is recalled that a series of successful treaty events has been held annually at the United Nations Headquarters commencing with the Millennium Summit in September 2000. This year, the annual treaty event will be held from 23 to 25 and on 29 and 30 September 2008, to coincide with the general debate of the sixty-third General Assembly.

The event, entitled “2008 Treaty Event: Towards universal participation and implementation –– Dignity and justice for all of us”, provides a distinct opportunity for States to demonstrate their continuing commitment to the central role of the rule of law in international relations. This year’s event will highlight treaties associated with the sixtieth anniversary of the Universal Declaration of Human Rights, the International Year of Planet Earth, the International Year of Sanitation and the International Polar Year, as well as transit and transport treaties of concern to landlocked and transit developing countries.

The list of treaties being highlighted this year has been circulated by depositary notification C.N.158.2008 of 7 March 2008. As is customary, it will be possible to undertake treaty actions with regard to any treaty deposited with the Secretary-General during the treaty event. Necessary facilities, including media coverage, will be made available for treaty actions to be undertaken in a solemn setting.

Delegations intending to sign or deposit instruments relating to multilateral treaties deposited with the Secretary-General during the treaty event may wish to inform their Governments accordingly for the purpose of completing the requisite domestic procedures.

Under the established international practice, only Heads of State, Heads of Government or Ministers for Foreign Affairs are empowered, by virtue of their functions, to sign treaties, on behalf of States without having to produce to full powers to that effect. All other representatives wishing to sign treaties must be in possession of appropriate full powers, which expressly authorize signature of specified treaties by a named representative issued and signed by one of these authorities.
