CONTEXTE

The United Cities and Local Governments of Africa(UCLG-Africa) and the Seoul

Human Resources Development Center(SHRDC) have decided to sign a

Memorandum of Understanding (hereinafter referred to as “MOU”) to promote

and enhance their relationships, collaboration and partnership.

This initiative is taking place in a very challenged and complex context for the

African Regional and Local Governments marked by the implementation of the

Global Agendas for "The World we Want": the Sustainable Development

Goals(SDGs), the Climate change Agenda, the New Urban Agenda, the Sendaï

Framework and the Addis Ababa Agenda for Action, as a universal,

comprehensive, transformative, far-reaching and people-centred Agendas.

The African Vision 2063 (The Africa we Want) is “an integrated, peaceful,

prosperous Africa, driven and managed by its own people and representing a

dynamic force in the global arena”.

To support all this Agendas and Commitments, the United Nations General

Assembly, in its Resolution 72/235. Human Resources Development, adopted on

20 December 2017 is:

- Stressing that human resources development lies at the heart of economic,

social and environmental development and that health and education are at

the core of human resources development;

- Stressing also that human resources development is vital to the efforts to

achieve the internationally agreed development goals, including the

Sustainable Development Goals, and to expand opportunities for people, in

particular for the most vulnerable groups of the population;

- Calls upon the international community to place human resources

development at the core of economic and social development and to

develop short-, medium- and long-term strategies to effectively enhance

human resources capacities, as educated, skilled, healthy, capable,

productive and adaptable workforces are the foundation for achieving

sustained, inclusive and equitable economic growth and development;

UCLG-Africa has initiated several projects to create an enabler environment for

Human Resources at the African Local Level, such as the African Local

Governments Academy (www.uclgafrica-alga.org), the Professional Networks of

Territorial Managers, the Observatory for African Local Human Resources, the

Observatory of Local Finance, to name a few.

Established in 1962, the SHRDC is an Institute for providing training programs,

promotion and recruitment exams for the public officials for the Seoul

Metropolitan Government and its 25 self-governing districts. The best practices

and policies of the city of Seoul have been developed into training programs not

only for the benefits of Seoul citizens but also for all the Metropolis members.

SHRDC offers on a yearly basis at least 5 international training programs on

thematic like Sustainable mobility, Urban planning, Water management,

Governance for Sustainable development, e-Government and Tax system.

This is why UCLG-Africa and SHRDC has decided to join their efforts to support

the Human Resources development at the Local level, by signing this MoU.

OBJECTIVE

The MOU formalizes the basis upon which UCLG-Africa and SHRDC may

cooperate on human resource development and international training programs

related to sustainable urban development targeting officials of African local and

regional governments with the goals of building capacity for urban development,

improving effectiveness in urban governance and enhancing the benefits of the

training programs.

The Official Ceremony of signature of the MoU took place on Saturday, October

05, 2019 at the Headquarters of the United Cities and Local Governments of

Africa(UCLG Africa), in Rabat, Kingdom of Morocco.

This Ceremony was marked by the following moments:

The Welcoming of the Delegation and the presentations of each Delegation;

Presentations on SHRDC and UCLG-Africa;

Official Signing of the MoU.

1. Welcoming & Introduction

The SHRDC Delegation was welcomed

by Mr Jean Pierre Elong Mbassi,

Secretary General of UCLG-Africa, and

was composed by:

- Mr. Yong Mok Shin, President of

Seoul Human Resource Development

Center (SHRDC) in Seoul

Metropolitan Government (SMG),

President of Metropolis International

Training Institute (MITI);

- Mr. LEE Jonghyuk, Teamleader of

International Training;

- Mr. KIM Namchul, Program

Manager.

2. Presentations on SHRDC and UCLG-Africa

The opening of the Ceremony was marked by the words of welcome addressed to

the Korean Delegation by Mr Jean Pierre Elong Mbassi, Secretary General of

UCLG Africa. This brief introduction was followed by a presentation of the

members of the UCLG Africa General Secretariat present:

Dr. Najat ZARROUK, Director of ALGA and her staff;

Mr Charles PATSIKA, Director of the Membership and Public Relations

Department;

Mr Mohamed NBOU, Special Advisor to the Climate Task Force of UCLG

Africa;

Mr Brygo GAUTIER, Director of the Territorial Coaching Programme;

Miss Gaelle Yomi, Media Specialist;

Other Officers in UCLG-Africa.

The Honorable President of Seoul Human Resource Development Center

(SHRDC) in Seoul Metropolitan Government (SMG), President of Metropolis

International Training Institute (MITI) expressed his willing to rely from now on

UCKG-Africa to build a strong partnership between the two Institutions, through

training programs focusing on HR development and urban development. The

SHRDC has indeed development a strong program based on the Metropole of

Seoul's policies and best practices.

The SHRDC has more than 18 training programs per year that could benefit to

UCLG-Africa Members and Networks.

The Directors of UCLG-Africa made presentations to share information's on

UCLG Africa's vision, mission and activities, as the united voice of the Local

Authorities in Africa, dedicated and engaged in building the African Unity from

its grass roots, through Advocacy and Mobilization, Institutional Development,

and Capacity Building, Training and Empowerment of its Members and

Networks.

3. The official Signature of the MoU

Mr Jean Pierre Elong Mbassi, Secretary General of UCLG Africa and Mr Shin

Yong Mok, President of SHRDC proceeded then to the official signature of the

MoU which formalizes the basis upon which the two Parties will cooperate on

Human Resource Development and International Training programs related to

sustainable urban development targeting Human Resources in African Local and

Regional Governments, with the goals of building capacity for urban

development, improving effectiveness in urban governance and enhancing the

benefits of the Training Programes of SHRDC and ALGA of UCLG-Africa.
