Subject: Tender Notice for award of annual rate contract for supply of Ink Cartridgeof HP/Samsung Pdnters/ Fax machines fot official use in the Ministry ofCivil Aviation.

Sealed bids/ quotations (Iechnical/ Financial Sepatately) ate invited ftomauthorized sellets, distdbutots/ ASPs of Samsung/HP, having the office located inDelhi/NCR, fot supply of Ink Cartridge of HP/Samsung Ptinters/ Fax machines forofficial use in the Ministry of Civil Aviation fot one yeat as Pet terms and conditionsdetailed out in the following patagtaphs.

2. The ftms should deposit their Technical and Financial bids in separate envelops

and put these in a single envelope superscdbing 'QUOTATION FOR SUPPLY OFTONER/ CARTRIDGE". The quotation shall be addressed to Undet Secretary (Admin),Ministry of Civil Aviation, Rajiv Gandhi Bhawan, Safda{ang Aitport, New Delhi-03 and

shall reach the undersigned before 1600 hts on 23'd Febtuary,2016 by dtopping inthe "TENDER BOX" placed at the Reception office at the entry gate of RaiivGandhi Bhawan on ot before the ptescribed date. Quotations received aftet stipulated

date/ time shall not be entettained. The Technical bids shall be opened on 11:00 hts on24th February, 2016 in presence of the tendetets or their reptesentatives who may like tobe present. The Depatment reserves the tight to accept ot reiect any ot all quotation(s)

without assigning any reasons theteof. The Financial bids of only those firms which qualif'technically shall be opened on a convenient date as decided by the Department' The eligible

flrms shall be infotmed in this regard. The Technical bid shall contain all the document inTechnical bid as per Annexure-I of the tendet notice. Thc Financial bid shall contain details

3. The tendetet should quote theit tates of the items sttictly as pet Annexue-Il of the

tender notice. However, Financial bid of frms will not be consideted if their Technical biddoes not contain documents as mentioned in Pata-6 of this tendet notice.

4. Rates should be quoted only for the original/ genuine Ink Cartridges andthe rates should not be above MRP. It may be noted that no comptomise on quality

would be made and no firm will be petmitted to change specifications mentioned in tendet

notice and ifany firm submits quotations v/ith changed specifications, theit quotations will

be reiected.

5. The rates should be inclusive of delivery charges and should be quoted accotding

to the given item specifications. The taxes (vAT), if chargeable, should be clearly

mentioned sepatatelY.

6. The Technical bid must be accompanied along with the following documents failing

which the tender will be reiected:-

a) Earnest money deposit oF Rs.1,00,000/- S.upees One Lakh Oniy) in the form ofDemand Drait/ Banket Cheque/ FDR in favout of 'Pay and Accounts Officer,

Ministry of civil Aviation, New Delhi' which vill be refundable fot unsuccessful

bidder after completion of tendet pfocess. The date of issue of EMD shall not be

earlier than the Jate of issue of this tendet notice. Successful biddet (s) has to

deposit FDR/Bank Guatantee as petfotmance secutity in favout of 'Pay &Acicounts Officer,, Ministry of Civil Aviation, New Delhi within a mofith ofawarding the tendet as secudty deposit/ performance secudty. The performance

securityihall temain valid fot a pedod of sixty days beyond the date of compleuon

of all conractual obligations including w^fi nty obligations, if any. The amount ofperformance security shall be indicated at the time of awarding the contract.

b) bAN/ TIN number should be clearly mentioned in tendet and copies should be

enclosed.c) Petformance Cettificate with respect to supply of

HP/Samsung Ink carridge to any three Govetnment Ministry/Departrnent/ PSUs

in last two yeats (not before Januaty,2014).d) Annual tumovef ceftificate of the firm cenified by chatteted Accountant foi at

least Rs.50 lakh @.upees Fifty lakh only) dudng each of last two financial yeats, i.e.

yearc 2013-201'4 and 2014-2015.

e) An undertaking stating that no legal suit/criminal case is pending against its

pattnets f p.opt1.to. having been eatlier convicted on gtounds of tax evasion ftaud

with Govetnment.f,) An underaking stating that the fi"rm/ agency have not been blacklisted ot

terminated ot debaned by any Govt'/Authority/Department'g) As a token of acceptance and having understood/agteed to the terms. and

conditions as specified in the tender document, duly signed tender document by an

authodzed signatory along with the seal of the firm, in odginal'

h) All information as required in tendef document should be signed by Ptoptietor/

Partnerf Authodzed signatory by competent authority'

i) Participating firms should submit authori zanon certiFrcate from HP/Samsung

(eitheiof them) valid nI 31 /3 /2011 (i.e. the term of this Conttact)'

7. The financial bid should be submitted in a separate envelope as pef Annexufe-Il of

this Tendet notice having following details:-

a. The rates must be quoted only fot original/ genuine HP/Samsung Ink catuidge

and should be cleat in all iespects and typed as pet Annexure-Il attached

herewith. No addition/alternation/overwriting is permissible. Handwdtten bids

shall not be accePted.

b. AII the cells/boxes of attached list shall be duly filled. In case the tendetet

doesn'twanttoquoteforapatticulatitem(s),itshouldbementioned.Notapplicable' cleatlY.

c. The Financial Bid/tates should have the stamp in otiginal of the fitm and signed

by the tenderet ot his authorized signatory on each page'

8. Incomplete or conditional tendets will not be enteltaifled'

rates only, so that the Department does not face any shortage of goods at any given point

offedng L1 tates in less than 25o/o items, shall be considered fot award of contfact.

10. The tates of the biddets/tefldefefs who fail to submit all the essential documents

desired in the tender notice will not be accepted'

Terms and conditions:-

The oeriod of contract shall be from 01.04.201 6 to 31.03.201,7. The awatd of

cont;ct is non-ttansferable and can't be sub-tendeted'

The Earnest money and performance security will beat no intetest'

No advance payment will be made.

Statutory deductions as applicable such as TDS at prevailing rates will be deducted

from the tendetets bills, where applicable.

No escalation in tates will be allowed during the contract period'

The supply, iF found not up-to the matk as pet apptoved item or deficient due to

u.ry o,h., teaso.r, shall be iejected at once and *4 hult to be temoved/replaced

ir.rtedintely. In case of failure, teiected supply can be disposed by the Ministry and

no claim for the same shall be enterained. In addition to above, the perfotmance

security shall also be forfeited and the contract to supply shall also be cancelled'

The Ministry ieserves the right to cancel the tender or to withhold payment in the

event of non-cofirnence-J.rt o. unsatisfactorl'' petformance by the tenderet' In

such eventuality, the Department further reserves right to purchase the item ftom

any other firm'f' market'and the cost of the same shall be borne by the tendeter.

If any infotmation futnished by tendeter is found to be incottect ot false at any

time, the tender will be liable to be terminated without any notice and the eamest

In the event of any dispute adsing out in connection with the interptetation of any

clause in the terms and conditions of the tendet agteemeflt, will be subiect to

iurisdiction of Coutts of Delhi/ New Delhi'
