9 ACCOUNTABILITY AND TRANSPARENCY Accountability in terms of transparency and reporting for decision-making processes at every level could be supported by voluntary peer review mechanisms that would contribute to improved monitoring and evaluation. The collection and sharing of sound and comparable data on disaster losses are necessary for improving transparency. Good Practices: Internal control system Strategic Plan and Performance based pluri-annual budgeting system, activity reports, periodic reports etc. have been in Turkey . External Audit System Govermental instutions in Turkey have been audited by auditors of Court of Audits and Prime Ministry Undersecretariat of Treasury regularly. T.R. Court of Audits , INTOSAI Auditing of Disaster Aids and Accountability WG prepared ‘’Standart for ISSAI 5510- Auditing of Disaster Risk Reduction’’ Turkish Statistical Institute(TSI) determined standart for risk management.: Establishments manage the risks by means of determining and analising their risks, making risk gradation and deciding İf they can transfer risk or not.
