SINCE the Civil Service Bureau (CSB) first introduced the “Occupational Safety and Health Training Programme” in 2009, more than 160 Occupational Safety and Health (OSH) personnel of different grades and ranks from over 60 bureaus/departments (B/Ds) have completed the programme. The participants acquired a basic knowledge of OSH, and were given hands-on training to conduct safety inspections and prepare safety review reports in the programme that lasted just a couple of days. Participants attending the“General Training Course on Occupational Safety and Health”held between July and August 2010. 38 Civil Service Bureau Interviews with participants of the “Occupational Safety and Health Training Programme” The “Occupational Safety and Health Training Programme” comprises two courses, namely the “General Training Course on Occupational Safety and Health” and the “Specialised Training Course on Safety Review”. The “General Training Course on Occupational Safety and Health” is a four-day course covering a variety of topics: OSH legislation, concepts of good housekeeping in the workplace, occupational health hazards control, safety inspection, occupational injury investigation, fundamental principles of preventing accidents and so on. The “Specialised Training Course on Safety Review” is a five-day course that provides further training to participants on the knowledge and techniques required for safety reviews, which helps them review and improve measures for OSH management in B/Ds. The programme has been well received. Here two participants provide an insight into what they gained from the programme. Manager (Safety and Health) of Hongkong Post, Agnes Chow Kim-mei Miss Chow is a Registered Safety Officer. She is primarily responsible for the OSH management, safety inspection, safety audit, various OSH training and promotional activities, the promulgation of departmental safety guidelines, etc. in the Post Office. Professionally qualified, Miss Chow enrolled in the “General Training Course on Occupational Safety and Health” in September 2009 and the “Specialised Training Course on Safety Review” in January 2010 to better equip herself with OSH knowledge and techniques. “The case study of an occupational injury investigation in the ‘General Training Course on Occupational Safety and Health’ was very useful. The topics on fire safety and 5S good housekeeping in the workplace were also job-related,” says Miss Chow. Miss Chow also says that the course not only provided her with the latest information about OSH, but also an opportunity to meet the OSH personnel from other B/Ds, so that they could share their views and experience in OSH. 5S refers to five housekeeping principles originated in Japan. It represents five Japanese terms, namely “Seiri, Seiton, Seiso, Seiketsu, Shitsuke”, which mean “Organisation, Neatness, Cleanliness, Standardisation, Discipline”.
