Digital India Conclave on Smart Policing

organized by India Today Group on 6th August 2016 at Hotel Pal Heights, Bhubaneswar.
He spoke on latest initiatives taken by Odisha for Smart Policing in the State.

One of the challenging tasks before us in the last quarter was
to make elaborate police arrangements for the smooth conduct
of the car festival-2016. I am happy that with a good deal of
planning, coordination, monitoring and unwavering support from
all quarters, we could ensure an incident free festival. My
heartiest congratulations goes to all officers and men including
members of the Home Guards and Fire Services organization for
their contribution towards the smooth conduct of the festival.
It is heartening to note that Odisha Police contingent, which
participated in the state level Independence Day Parade in Andhra Pradesh as part of the new
Inter-State Friendship and Harmony Programme of Government of India, bagged the Best
Contingent Award. Recently, three of our top athletes made us proud by winning medals at the
65th All India Police Athletics Championship-2016 at Hyderabad.
One of our mission mode e-Governance projects is the “Crime & Criminal Tracking Network
System (CCTNS). This project, inter alia, aims at creating citizen centric portal for interface with
citizens in providing police related services. I have a vision to implement the project on a priority basis
for the benefit of the public for which I need your whole-hearted support.
As a part of our continuing effort for community oriented policing, the “Ama Police Samitis” will now
take up safety and security concerns of the senior citizens in the urban police stations of the State.
I convey my best wishes to all the members of Odisha Police and their family for a happy and
prosperous Durga Puja.

Odisha Police participated in the State level Independence Day Parade, 2016 at Anantapuramu, Andhra Pradesh asper new Inter-State Friendship Relation and Harmony programme of Govt. of India and bagged the best ContingentAward. The contingent was felicitated by Sh Chandrababu Naidu, Hon’ble Chief Minister, Andhra Pradesh. On arrivalin Odisha the contingent was felicitated by Sh KB Singh, DGP. Sh BK Sharma, Spl. DGP (Crime), Sh Satyajit Mohanty,ADGP (Hdqrs), Smt B.Radhika, ADGP (SAP) attended the programme.

Elaborate Police arrangement was made for the smooth conduct of Car Festival at Puri. 130 Platoons of Force, 2
Company of Rapid Action Force, 2 Units SOG, 3 Units ODRF and 470 AET Trainees were deployed during the 12 day
long festival. 16 SsP/Commandants, 26 Addl. SsP, 52 D.S.Ps, 82 Inspectors, 542 S.Is/A.S.Is & 2000 Home Guards were
also engaged for this mega annual event.

Training Programmes and Workshops
A workshop on Marine Policing was held at BPSPA,
Bhubaneswar on 5th & 6th August, 2016. Discussion
was held on subjects like Coastal Security, Intelligence
gathering and Surveillance, Community participation
in Coastal Security, role of Navy and Coast guard in
Coastal Security etc. SsP of Coastal Districts, Officers
from Navy, Coast Guard, State Fishery Dept. and
Marine Police Stations attended the workshop.
A State level training programme on Operation
Muskan – II was held on 5th August, 2016 at CID,
CB conference hall to sensitise field functionaries on
JJ Act, POCSO Act and Child Rights Act. 46 police
officers and 10 officers of W&CD Department
attended. Sh B.K.Sharma, Spl. DGP Crime, Sh Saswat
Mishra, Secretary, W&CD Dept., Sh Asit Panigrahi,
IGP, Crime imparted training in the programme.
A Workshop-cum-training programme on
“Strengthening Wildlife Law Enforcement
and Conservation in India” was held at
State Crime Branch office, Cuttack on
27th Aug, 2016. Sh K B Singh, DGP, Sh BK
Sharma, Spl DGP, (Crime), Sh Sidhant
Das, PCCF and Sh Asit Panigrahi, IGP,
Crime attended the programme.
A workshop was held at Cuttack on 8.7.2016
to sensitise bicyclists for using adhesive Retro
Reflector Tape in the bicycles. UPD Cuttack
organised the programme in association with
International Road Federation and its Odisha
associates. Sh Sanjeev Arora, DCP, Cuttack
and Sh Anupam Avasthi, Director, IRF
attended the programme.
A seminar was organised by Jajpur Police
on Human Trafficking, JJ Act, POCSO Act,
on 20.7.2016. Sh AK Sahoo, SP Jajpur, Sh PK
Acharya, Sr Research Associate, NLU,
Cuttack, Smt Kuntirani Pradhan, Prof, NLU,
Cuttack And Sh PK Panda, Legal Advisor,
Dist Child Protection Unit attended the
programme as resource persons.
“Ama Police Samiti”, Tihidi organised a
workhop on “Cyber Crime” on 22nd
July 2016 to sensitize the college
students. Sh AK Biswal, Principal,
BNMA College and Sh Trilochan Sethi,
IIC Tihidi attended the programme as
resource persons.

The 75th State Police Football Championship,
2016 was held at Reserve Police Parade
Ground, Baripada from 26th August to 11th
September, 2016. 42 teams from different
Police Districts, Establishments and
Battalions participated in this annual event.
OSAP 6th Bn came out victorious in the final
match played against Koraput Dist.
Sh R.Prakash, Supdt. of Police, Mayurbhanj
was the Chief Guest in the closing ceremony.
Odisha Shines at All India Police
Athletic Meet, HyderabadAthletes of Odisha Police have achieved
spectacular success in the 65th All India
Police Athletic Championship – 2016 held
at Hyderabad. Sepoy Bighnaraj Miridia of
Odisha Police secured Gold Medal in the
Men’s 400 mts. Race. Constable Bonita Lakra
has bagged the Silver in the prestigious
Women 100 mtr. Race while Constable Rina
Baa secured the Bronze Medal in the
100 mts. Women hurdles event.

Government approved special operational incentives
in favour of Constable/Sepoy appointed on
contractual basis and posted/deployed in SOG/SIW/
DVF and in Naxal affected areas.
Government raised the ceiling of one month’s extra
salary from 15,000 to 20,000 for Havildar/Constable
and Sepoys.
“Ama Police Samiti” will take up safety and security
concerns of the senior citizens in the urban police
stations of the State. As part of the initiative, police
will maintain a data-base of senior citizens staying
alone, and verify the credentials of the domestic
help & tenants. Local police will also periodically
visit their residences.
Govt created 9 posts of Inspector of Police for
9 Marine Police Station in the State.
Govt created additional 10 posts of Special Task Force.
We are happy to bring outthe 4 th issue of the quarterlynews letter with relativelylarger space for activitiesfrom outlying units andestablishments. Thanks to ourPRO and his team for their efforts in regularlyscanning the newspapers to come across any goodinitiative and then being in touch with the concernedunits to share them with us. In spite our best effortsand while the 4th Issue is in print, not much informationon such activities comes out voluntarily. But it isinteresting to note that “Ama Police Samitis” now takeup wide range of activities of public interest- fromCyber Crime Awareness to Health Care to BloodDonation Camp.
We will be looking forward to your views andcontributions to enrich the contents of this News Letterin future.
