Airbus Defence and Space launchesXEBRA

Airbus Defence and Space has launched its new XEBRA X-band milsatcomservice using the world’s most compact X-band terminals and the Skynet satellitenetwork. The XEBRA service provides superior global communications mobilitywith high throughput for tactical and intelligence based missions using terminalsweighing 5.1kg and only 23 x 25 x 8cm in size.

The Skynet satellite network consists of eight satellites and associated groundsegment, and is the world’s only commercially owned military satellitecommunications system. Skynet provides hardened and secure communicationservices over X-band, a frequency band resilient to rain-fade (signal interferenceby precipitation) and primarily reserved for military and government users.

The XEBRA service is the first of its kind at X-band and is ideal for transmittingfull motion video via secure remote access. The compact, lightweight terminal,created in conjunction with Hughes Network Systems LLC, is backpack portableand ideally suited for missions requiring Communications on the Pause (COTP)capabilities.

The terminal operates with standard military battery packs and can delivervideo conferencing or live video streaming services via secure X-band. Satellitepointing and acquisition are achieved using a built in LCD screen and adjustablestand, which allows the terminal to maintain a link even in harsh environmentalconditions.

“The new XEBRA service provides users with a secure, resilient and highlymobile communications capability utilizing innovative technology,” said DavidKingdon Jones, Government Communications, Airbus Defence and Space. “Byusing our Skynet X-band military communications satellite system and joiningforces with Hughes Network Systems as a terminal development partner, we areable to provide ultra-lightweight, portable and reliable communications for use inharsh and remote environments.”

Under the Skynet PFI (Private Finance Initiative) contract, Airbus Defenceand Space provides all Beyond Line of Sight (BLOS) communications to the UKMinistry of Defence. The contract also allows other NATO and allied governmentsto use Skynet’s services to augment their existing services and to benefit fromthe unique Skynet performance attr ibutes associated with small anddisadvantaged terminals, ensuring reliable and tactical communications even onthe edge of cover making it ideal for naval and airborne platforms.

Raytheon completes DARPAPersistent Close Air Support flighttest phase

Raytheon Company has successfully completed the flight test phase of theDefense Advanced Research Projects Agency (DARPA)’s Persistent Close AirSupport (PCAS) programme.

PCAS is a package of technologies designed to speed close air support tosoldiers on the battlefield, enabling ground troops, Joint Terminal Attack Controllers(JTACs) and combat aircrews to share real-time situational awareness andweapons systems data. Executed in three phases, the four-and-a-half yearprogramme included flight testing during the first six months of 2015.

“The PCAS programme was able to reduce close air support response timesfrom nearly one hour to less than six minutes,” said Tom Bussing, Raytheon VicePresident of Advanced Missile Systems. “By speeding critical information todecision makers, PCAS could save lives in the battlespace.”

During the US Marine Corps’ Talon Reach V exercise in March, the programmedemonstrated end-to-end, fully digital weapons release of a Griffin missile from amodified MV-22 Osprey tiltrotor aircraft. In May, an A-10C Thunderbolt II attackaircraft and a joint terminal attack controller (JTAC) on the ground, both usingPCAS’ real-time digital communications and situational awareness capabilities,successfully employed 10 GPS and laser-guided weapons in a second series offlight tests.

The PCAS system is designed to be platform, digital radio, sensor, andweapons-class agnostic, and to be portable from platform to platform. The twomain parts of the system are PCAS-Air, which consists of smart launcherelectronics and a pilot tablet, and PCAS-Ground, which comprises the equipmentused by the JTAC.

Raytheon is the systems integrator for PCAS. The company leads an industryteam comprised of Rockwell Collins, General Electric, BAE Systems, NorthropGrumman and 5-D Systems. Raytheon brings its expertise in overall systemsintegration, weapons, aircraft integration and unmanned aircraft system groundcontrol stations to PCAS. As part of its conclusion of the programme, DARPA isnow focusing on transitioning PCAS technology demonstrated on both the A-10C and the MV-22 to different military platforms. DARPA is also working with theArmy on other PCAS transition activity relevant to ground forces and mannedand unmanned aircraft.

Significant new advance inautonomous ASWBritish company Blue Bear SystemsResearch (BBSR) is promoting itsautonomous sonobuoy deployment (ASD)capability that significantly enhances anti-submarine warfare (ASW) operations. Thesystem, which combines hardware andsoftware, has been developed by theglobally recognized specialists in thedesign, development, evaluation andimplementation of unmanned systems.BBSR supplies leading military andindustry customers around the world,including the UK Ministry of Defence. Thecompany sees enormous potential forASD, which is designed for use with bothmanned and unmanned rotary wing andfixed wing maritime platforms.

Enhanced precision and safety,together with reduced costs, are keybenefits of ASD. The system is pre-programmed by the user selecting thedesired pattern of sonobuoy deployment.ASD then automatically determines themost efficient route to drop the buoys,which only happens when it is safe to doso. The system takes information fromexisting onboard systems such as AIS, AirData Units, radar and Identification Friendor Foe (IFF) and weather conditions.

Deployment can be achieved at low ormedium altitude automatically, leaving thecrew free to concentrate on locating thesubmarine threat. No new equipment isinvolved and minimal training is required.

The capability has been demonstratedon the Royal Navy frigate HMS Iron Duke.

Cyber Threats: are we prepared?We are all familiar with the old adage, ‘knowledge is power’ and this is especially true of the world we live in today.Information is King. With it, information brings superiority. But the systems that constantly provide us with this preciousinformation are under threat. Our critical infrastructure networks that surround financial services, government, oil andgas, utilities, healthcare and the chemical industry, are under fire and the frightening thing is that we don’t appear to beprepared to defend ourselves against these critical security threats.

Our utter reliance upon communications infrastructurethrough different types of networks, means that we are open tocyber attack from adversaries. The exposure of any loopholesor weaknesses could be catastrophic.

In March, Reuters reported that Pentagon ‘testers’ managedto break into military networks and steal or manipulate “reallysensitive mission data” and prevent critical networks fromoperating as needed. Michael Gilmore, the Pentagon’s Directorof operational test and evaluation, stated that at least one militarymission in each of fourteen major assessments carried out in2014 was found to have a high risk of cyber attacks. Theserevelations were made in an unclassified annual report releasedin January 2015.

Understanding the new threatThe world of cyber threats and security is a realm that we are farfrom understanding. We use these networks every day, yet wedo not seem to understand the implications of their use andwhat happens when weaknesses are exposed and exploited.This is set to be a long and sustained operation in itself and willinvolve everyone from the military to corporations, organizations,and individuals. Everyone needs to take responsibility for theirown cyber security. The networks we rely upon and use everydayare more vulnerable than we think. It does seem that on militarylevels, there has been a reluctance to address the cyber threat.Perhaps the thought of it is just too huge. How do you begin totackle this? However, if it is not tackled, the consequences couldbe devastating.

Although it seems that we have been talking about cyberthreats and security for some years now, the pace of evolution

of cyber attacks and the techniques used to launch them is sorapid that law and policy cannot keep up. It cannot keep pacewith our technical ability today so it is important that policy makersare fully aware of the dangers, the mitigating methods that canbe used to counter attacks and to be as savvy as possible interms of cybercrime.

Defence companies are taking the cyber threat extremelyseriously, and are working to take on the best talent and makethe best alliances possible to try to stem the flow of cyber attack.It will take a multi-agency approach involving crime agencies,the military, and corporations and organizations to work in aunited way to tackle cybercrime and cyber attacks.

Cyberattacks are evolving all the time, and it is such acomplex issue that we are only really just getting to grips with,but we are far from understanding the enormity of cyber securityand have much work to do. Cyber attacks are rapidly on the riseand we are still learning as we tackle them. Admiral MichaelRogers, US Navy and lead for the National Security Agency andUS Cyber Command said to Signal Media: “...we’re taking anairplane and we’re trying to fly it and build it at the same time”.Admiral Rogers also predicts that a damaging cyber attack oncritical infrastructure could well strike the US in coming yearsand that steps must be taken to prevent this from happening.

Cyber CommandThe United States has set up Cyber Command. This organizationhas been put into place to focus on the prevention of cyberattacks. Based in Fort Meade, Maryland, it centralizes commandof cyberspace operations, organizes cyber resources andsynchronizes defence of US military networks. USCYBERCOM

makes it a priority to educate people, whether they are in themilitary or not, to be aware and to know what to look out for andbe suspicious of. It is a fact that awareness of cyber securitymust be heightened as this is a war that cannot be fought by justa section of society. It will take all individuals, all companies andcorporations, all organisations, to be aware and to report anythingthat is suspicious. Both personnel and individuals must beinformed and aware of social engineering, email phishing,fraudulent websites, theft of information and malware.

Recruiting the right talentRecruiting the right talent to help address the cyber threat isvitally important. In 2013, as part of the UK MOD’s full-spectrummilitary capability a major recruitment initiative was started torecruit hundreds of computer experts as cyber reservists to helpdefend the UK’s national security, working at the cutting-edge ofthe nation’s cyber defences.

The creation of a new Joint Cyber Reserve was alsoconfirmed, which will see reservists working alongside regularforces to protect critical computer networks and safeguard vitaldata.

In response to the growing cyber threat, the UK is in theprocess of developing a full-spectrum military cyber capability,

including a strike capability, to enhance the UK’s range of militarycapabilities. Increasingly, the UK defence budget is being investedin high-end capabilities such as cyber and intelligence andsurveillance assets to ensure that the country is kept safe.

Policy makers are moving too slowly over cyber attacks.Private industry is headhunting the best cyber experts to try tocounter the cyber problem. The problem is, however, that withterrorist attacks, we don’t know a cyber attack will be launchedand when. Some experts will argue that the extent of cyberattacks today has not been devastating and, other than costingmoney and embarrassment, no real harm has been done.However, others will argue that this is just the beginning and thecapabilities of cyber attackers are not yet known. It is. Therefore,it is vitally important that preparations are in place and thatpopulations are urged to be highly vigilant.

There is a huge amount of innovation taking place in thefield of cyber security and prevention and detection of attacks,and it is important that each thread of the military, of business,governmental organizations, energy companies and individuals,are prepared to work together the help combat this newest formof warfare that can strike without warning. If we bury our headsin the sand - we will have no idea what the consequences willbe. GMC

The system is also very flexible and can meet theindividual needs of the user: “We use whatever technologythe customer wants us to use. If they have legacy equipment;old radios that they want to keep on using, we simply integratethose into the system. If they want new radios, we can alsohelp them supply the right ones depending on the standardsthey might have,” says Christensen.

We will take the system and put it into aframework that has multiple levels of security tested to EAL5 which is a pretty tough testing criteria. GMC: Canyou begin by giving our readers some background informationon GRC as a company?Iain Pope: The company was started by my brother and me in 1996. We are bothex-military, and when we left the forces we went into the commercial world anddecided to set up a defence communications company. We became heavilyinvolved in the defence market during the second Gulf War when we started tosupply communication resources to EADS.

Our core market is the military government market and it is focused onexpeditionary-type communications. It’s about deploying to the remote areas andbeing able to meet all your communications needs from rapid deployable voiceand data to encrypted communications. Our core customers would be specialistusers and Early Entry Exploration teams, for example.

In the last couple of years we have branched out more into the commercialmarkets such as oil and gas – both the security companies that look after them,and the expeditionary communications for exploration teams who are deployedto remote areas.

GMC: Can you give me more information about the agreement that youhave signed with Airbus Defence and Space and its significance?Iain Pope: We’ve signed a Master Purchase agreement with Airbus DS. Thisallows them to buy certain products and services from GRC to fulfil theirrequirements. One of those is welfare communications for deployed troops inoverseas locations, known as Wel2Go. Troops are regularly sent overseas toserve in different situations. One good and recent example of this is when theBritish military deployed a field hospital to Africa to help deal with the Ebolaoutbreak. Whilst the troops were deployed there, they needed to be able to calltheir families and friends and also to gain access to the Internet. It is for this typeof situation that Airbus requires our solutions.

We are supplying our Scytale solution as a communications mediumspecifically for welfare so that troops can access the Wel2go network throughScytale to call home or to access the internet when deployed overseas. The

Wel2Go service that the Scytale will be used for is relied uponby the Army, Navy and Air Force for their welfare requirements.

The big significance of the contract for a small, 20-personcompany like us is that we are dealing with one of Europe’slargest defence companies. Airbus Defence and Space hasoffices and deployments throughout the world. It is a hugeaerospace and defence company so for us to be involved isgame changing and we can leverage this for future business.Airbus Defence and Space also sells into many other marketsso, as an SME, we also gain access to new regions of the worldthrough this contract. It is very significant.

GMC: Please take me through the ScytaleLite system andits capabilities.Iain Pope: We originally came up with an idea to create whateventually became Scytale’s tagline, which is ‘an office in a box’.We wanted to provide a solution for companies who work inremote areas - something that could be deployed and used witha satellite, microwave, or Ethernet link. Scytale allows you tomake normal handset telephone calls, to have Internet access,but it also enables you to create a 2/3G bubble using a GSMPicoCell. This means that a user can take their own mobile phonewith them, when deployed. The great thing about it is the hugecost savings that can be made for companies who deploy peopleoverseas. They are able to save on the huge roaming chargesthat come with overseas calling. If there is no cellularinfrastructure, satellite calls are very expensive so by deployingthe Scytale solution you can make calls that are generated fromthe UK, even though you are overseas. The user can plug intothe box and use their own mobile with all their contact details inone place. Users can use their own phone number using Scytale.It doesn’t matter where they are in the world, people can stillreach you on the same number. You are more accessible, nomatter where you are.

We developed the box to enable first responders andoverseas expeditions to take their office with them. That openedup other markets such as the welfare service for Airbus Defenceand Space. It can be used for aid agencies in the aftermath ofdisasters where a small team is deployed to assess the situation.

There are similar products on the market, but the USP of theScytale box is that it is pre-configured before you deploy. Youdon’t have to take a communications expert with you. You takeyour box with you, you turn it on when you arrive at yourdestination and the configuration is taken care of in the UK.

Everything is automatically done. It frees up resource allocationsand it also makes things very cost-effective. We even produceone bill for all types of connectivity used. It’s simple and cost-effective.

GMC: What are the main trends in the mission criticalcommunications market at the moment? What are yourcustomers asking you for?Iain Pope: The first thing that customers ask for is ease ofdeployment. People want to know that they can just takesomething off-the-shelf, turn it on and it will work. People wantto be able to pick up a box, at short notice, they want to transportit easily, on a plane and when they land, they want to be able toplug it in and use it. That is the number one for criticalcommunications. The other thing our customers want is securecommunications. A lot of the information sent and received willbe sensitive, so security is very important. Finally, there arecustomers who are looking for cost-effective communicationsas well. So cost, ease of deployment and keeping theirinformation safe – that is what our customers tell us they need.

GMC: Can you tell us about the other types of products youoffer?Iain Pope: Our other core product is the Arion TacSat Solutionthat extends to beyond line of sight range of tactical radios. It isdesigned to be used with numerous tactical multi-band radios.The Arion iGMTT & Mission Module is capable of passingencrypted voice and situational awareness data throughunencrypted IP bearers, allowing it to be left unattended in themost strategically advantageous location.

It has been designed to work as part of a network or as asingle radio. With the IP feature the Arion iGMTT & MissionModule is also capable of transmitting real-time, encryptedcommunications directly to any base station anywhere in theworld via a range of IP bearers (GSM, microwave, ISP, orsatellite).

This functionality also allows remote control of its features,minimizing the need to visit equipment in hostile environmentsand greatly increasing user safety. We also re-sell the majorsatellite operator’s airtime and equipment. We sell Thuraya, Avantiand Inmarsat airtime and hardware, for example.

GMC: In terms of R&D, how does GRC go about developingits products/solutions?Iain Pope: It’s very customer-centric. All our development is user-driven. We have very good relationships with our customers andthey regularly feedback to us and tell us about what they ideallywould like in terms of solutions and their features. We then goaway and speak to our engineers to see whether we can developa solution. Most of our development has come from end userproblems. We are fortunate to be a small and agile companyand we are able to quickly turn ideas around into a prototype.Some of the larger corporate companies will take much longerto turn ideas around and that is where we have a clear advantage.We have some excellent software and hardware developmentengineers who can quickly develop a prototype. We take it to thecustomer and if they ask whether they can add features we goback and work on it until we have the perfect solution for them.That’s how it works.

GMC: What can we expect from GRC in the coming year?Iain Pope: One of the biggest things for GRC next year will bethe launch of Inmarsat’s Global Xpress (GX) service. GRC isthe first UK SME to be given a distribution agreement by Inmarsatto sell GX services. We will provide direct sales from Inmarsat ofGX into European Union governments and Ministry of Defencesof the new GX service. This will really open up the market for us.We will work in direct partnership with Inmarsat and Inmarsatwill approve our products for their L-band and GX Networks.This is something we are very much looking forward to in theNew Year. Mobile battlefieldMobile capabilities on the battlefield are more importantthan ever before. The ability to communicate through avery small, highly portable, yet highly capable device, hasbecome priceless. As civilians, we know this. We oftenremark that we couldn’t manage without our mobiledevices but increasingly, the same is true of troops on thebattlefield.

Mobility is literally transforming the way in which the militaryoperates, connects and supports its personnel and using mobiletechnology provides the perfect means in which to deliver missioncritical tools to every echelon. The ideal scenario will be for eachsoldier to be able to use a mobile device no matter where in theworld they are, and at any time. There is big demand for mobiletechnology on the battlefield and it makes perfect sense.Smartphones and other mobile devices such as tablets are highlyportable, lightweight and very easy to use.

The off-the-shelf approachThe US DoD has spearheaded the adoption of off-the-shelfsmartphone use. The Blackberry has, until fairly recently, beenthe off-the-shelf mobile device of choice for the military but thisis rapidly changing as the military embrace other smartphonetechnology, namely the iPhone and Samsung Galaxy and theiOS and Android operating systems. Both have been approvedfor military use. The Department of Defense is accelerating itsadoption of commercial mobile devices for both classified andunclassified information as it recognizes the enormousoperational benefits that smartphone technology will bring, notonly to the battlefield and the DoD but to other federal agenciesas well.

The commercial off-the-shelf products available todayperform extremely well but, obviously, there are manymodifications that need to be carried out before a commercialsmartphone can be used for military purposes – this is chiefly

down to the high levels of security that are required but thereare also other aspects of modification to consider such as theapps that must be made available and also the ruggedness ofthe phone.

The Defense Information Systems Agency is responsible forthe delivery of commercially-available mobile devices to the DoD.DISA is working to streamline the deployment of mobile devicesand services across the DoD through changes in botharchitecture and acquisition. To provide mobile services, DISAis contracting with commercial carriers capable of handingsensitive data.

DISA has re-engineered its approach to evaluating andsecuring mobile devices, operating systems, and applicationsto ensure that the DoD will have access to the latest mobiletechnologies in a timely manner.

DMCC-SThe United States DoD and the Defense Information SystemsAgency (DISA) and the National Security Agency (NSA), havebeen developing a classified mobility capability, which has nowmoved out of the pilot stage and is operational. Known asDefense Mobile Classified Capability – Secret (DMCC-S), thisenables users to access classified voice and data, up to secretlevel, from anywhere in the world.

The latest release, version 2.0.5, builds on the previousservice offering by providing improved call interoperability,failover, and the introduction of a mobile device management(MDM) system for an enhanced security posture.

The DoD will also provide a new and secure mobile devicethat features enhanced graphics, improved sound quality and alonger battery life than earlier pilot devices. DMCC-S securemobile devices are commercial smartphones with some features,such as the camera, GPS, and Bluetooth, disabled.

The operational mobile classified capability brings the DoDone step closer to the Joint Information Environment vision,where warfighters and national level leaders can access a secureinfrastructure and applications from any device, anytime,anywhere.

DMCC-S is the replacement capability for the Secure MobileEnvironment Portable Electronic Device (SME PED) system,

which DISA shut down on July 30 as part of DISA’s commitmentto achieve fiscal efficiencies by eliminating legacy and duplicateservices.

The agency started replacing SME-PEDs and first-generation DMCC-S devices with the second generation DMCC-S devices and will continue this transition, along with supportingnew customer requests, through the end of this year.

The release is a big step forward in the ability of the DoDbeing able to deliver secure mobile capabilities faster than wehave ever seen before. The use of commercial products approvedvia NSA’s Commercial Solutions for Classified Program providesa mechanism to securely access and deploy new technology

with significantly reduced deployment cycles which is importantbecause it enables the DoD to scale the capability. The agency’sgoal is to have 3,000 DMCC-S users by second quarter of fiscalyear 2016.

Transformative Apps ProgramThe Transformative Apps Program, or TransApps, is beingdeveloped by DARPA (Defense Advanced Research ProjectsAgency) and it has already been proven in combat for tacticalmobile platforms to enable troops to collect, access and sharetactical data or imagery in the field. This could be anything fromhigh-resolution map imagery and unit positions all the way tomission plans and medical evacuation procedures. The TransAppsystem was delivered to 4,000 troops operating in Afghanistan18 months after its establishment in 2010. TransApps uses theAndroid operating system and was developed with the inherentcapability of functioning securely in limited bandwidthenvironments and without connectivity, The Android operatingsystem was selected due to its open architecture. The kernelwas ‘hardened’ by DARPA and the ability to check for data integritywas implemented. TransApps also needed to address the criticalissue of security and to ensure that the devices would beinteroperable with the existing military infrastructure. Thesmartphones also need to be able to function in the event of anoutage, which frequently happens in theatre. The secure systemuses military radios rather than commercial networks.

Soldier’s daily operational needs were turned into apprequirements by DARPA and its smartphone developer partnerson the TransApp project and the apps created cover a myriad ofuseful tools.

TransApps looked at different crucial areas that needed tobe covered by apps including blue force tracking, speechrecognition, cultural training, human terrain mapping, missionplanning and biometrics. Mapping capabilities were top of thepriority list as soldiers are deployed in areas they have neveroperated in before and they must have access to the highest

quality mapping systems. They also require other vital tools suchas information sharing and even medical information. Here area few examples:

TransHeat App: utilizes algorithms to process travel routes, andvisually depict for the soldiers the frequency by which they traveleach route. This can assist soldiers in taking alternative routes,and provide less predictability in their behaviour, which in turncan help them avoid ambushes, IEDs and roadside bombers.

SMART Triage: an app that lets first responders document thecharacteristics of the injured personnel, and log injuries andtreatments. It depicts a 3-D mannequin that can be annotatedwith medications and other treatments.

Search and Rescue: SARApp allows users to search and collectdata, including georeferencing and time stamps, to facilitatereporting and response management. This includes a range ofdata, such as photos, imagery, and audio recordings, which aredisplayed on a map.

Translation: the capability to translate into many differentlanguages. Soldiers need to have access to a reliable translationapp that can enable them to communicate with locals and buildup relationships and to understand what is going on around them.

WhoDat: An app that enables soldiers to take photographs ofpeople and add notes so that they can build up a virtual line-upon patrol enabling them to gather intelligence more easily.

The UK approachThe UK is also looking at the potential that mobile technologycan hold for all echelons of the military. The Defence Scienceand Technology Laboratory (Dstl) is the UK’s leading governmentagency in applying science and technology to the defence andsecurity of the UK. As part of the Ministry of Defence (MOD),Dstl responds to the science and technology direction set by theUK government’s National Security Strategy, and StrategicDefence and Security Review. Dstl brings together the defenceand security science and technology community, includingindustry, academia, wider Government and internationalpartners, to provide sensitive and specialist S&T services to MODand wider government.

A Dstl spokesperson told GMC that : “Smartphones andtablets have great potential; however their use in a militaryoperational context is not straightforward and research is on-going to determine how they could best be used. For example,Apps could be used by troops to improve their awareness ofwhat is happening around them (Situational Awareness), to sharethat awareness with others and/or increase the tempo of lowlevel operations.”

There is no doubt that the UK MoD sees benefits in the useof smartphone technology. They view it as having the potentialto allow greater and more effective information sharing usingsmall and lightweight devices. It is also acknowledged that thedevices will be very familiar to operators through his/her personaluse, which could also reduce the training burden for personnel.

In terms of R&D, Dstl is still at the evaluation stage. Thespokesperson continued: “Dstl’s Future Soldier Vision conceptshows what a soldier could be wearing and using on thebattlefield in the 2020s, based on current military research andemerging commercial technology. This includes concepts forcommunication technologies, and part of the ongoing FutureSoldier Vision research is evaluating the contribution ofsmartphones and tablets and looking at how they could best beused.”

A place in the future soldier visionMany would say that smartphones have become an invaluablecommunications tool and you can see how smartphone, as wellas other mobile devices, would be a good fit for militarycommunications. They are very small and compact, and useinterfaces that any soldier would be at home with. The use ofoff-the-shelf commercial technology and devices can save themilitary a huge amount of money. Once modified andstandardized for military use, with enhanced security at varyinglevels, one small smartphone or tablet could, in the future, replaceseveral items that at present have to be carried by troops. Thebenefits of taking a highly effective and widely-used product andadapting it for military use are enormous and the cost savingsare also hugely significant. The fact that the smartphone is sowidely used means that everyone is familiar with them. It is nowtime that the military embraces technology that is fast-movingbut easily implemented and by using COTS technology, it cansave money whilst dramatically reducing costs and making lifea great deal easier for those operating on the battlefield. The transformation of the PolishArmed ForcesThe process of modernization is being undertaken by many countries’ armed forces. Thereis recognition across the board, that conflict is evolving, and that military capabilities must also evolve on land, sea andin the air. The key to any mission success lies within communications and this is a key consideration in any developmentprogramme.

Poland is undertaking a programme of technical modernizationthat will be completed by 2022.

The Polish Armed Forces are an essential element of thenational defence system. As an entity they are relied on by thePolish government and people to perform a broad spectrum ofmissions including national defence, stabilizing internationalsituations and supporting internal security and providingassistance to wider Polish society.

The Polish Armed Forces is now in the process ofmodernizing its armed forces and increasing their efficiency. In2011-2012, the priorities in terms of technical upgrades wereidentified. They were the development of air defence, the mobilityof the armed forces, information and unmanned systems. Astrategic decision was made to increase investment in the Polishdefence industry and the associated research sector. The processof modernization has been underway for some time now, andPoland has been increasing its competitiveness and innovationof its domestic defence industry and its export capabilities.

The Polish armed forces aim to incorporate a much higherlevel of interoperability with their allies. This will mean theupgrading of equipment and also the withdrawal of obsoleteequipment. The modernization of C2 systems is also a priority

along with artillery, aviation, naval forces, ground based airdefence and logistics.

To achieve the goal, Poland is effectively looking to walk inthe footsteps of their allies and achieve modernization in similarways. The Polish armed forces have clearly recognized theimportance of mobile communications technology and areinvesting in this side of communications as a priority to ensurethat their C4ISR capabilities are strong and versatile. The Ministryof Defence also wishes to strengthen its ability to deal with non-military incidents such as humanitarian crises and disasters.

In terms of interoperability, and working with other alliedforces as part of NATO, Poland is investing in R&D on SoftwareDefined Radio programmes and implementation of standardsand infrastructure. Investment is also being made in satellitecommunications which are considered to be an important partof the Polish armed Forces’ communications portfolio. Allowingtroops to operate in remote areas such as Afghanistan andCentral Africa, at sea and in mountainous areas where moderninfrastructure is unavailable, satellite is a staple means ofconnectivity and is especially important for use by Special Forces.

In order to make the changes necessary to transform thePolish military, and also to extend its capability and versatility, a

network of partnerships is being formed through domestic andinternational companies that will enable knowledge transfer andcollaboration. This will enable Poland to enhance its defence industrythrough work with other nations and highly experienced defencecompanies to ensure that the transformation results in the endproduct that the Polish MoD are seeking and also to open up exportopportunities.

New UAV capabilityWB Electronics and Thales have worked in collaboration to developan exclusive tactical unmanned aircraft system for Poland, as partof their Gryf requirement, the Polish Ministry of defence’s tacticalmedium range UAV programme.

The WB Electronics/Thales solution offers a capability that fullymeets the Gryf requirements for an armed unmanned aircraftsystem, and delivers the capability through full Polish industrialcollaboration. Based on the combat-proven unarmed Watchkeepersystem delivered to the British Army, the WB Electronics/Thalessolution will integrate its surveillance capability with a strike capabilityof the Thales FreeFall Lightweight Multi-role Missile (FFLMM)together on a single platform.

Commanders can fully understand and exploit their environmentusing the high-performance Intelligence, Surveillance, TargetAcquisition and Reconnaissance (ISTAR) capability. In a fastchanging environment, the solution can dynamically re-task to aneffects-based capability allowing them to make faster, betterinformed decisions during critical target engagement.

Building on the partnership announced in July, the system willnot only deliver the right capability, but will deliver the system throughfull partnership with the wider Polish industry. Polish industry hasextensive expertise in building unmanned aircraft. Many Polishsolutions, such as the FlyEye offered by the WB Group, are currentlybeing used by the Polish Armed Forces.

Through this unique partnership, WB Electronics and Thaleswill be able to establish a sovereign capability for the Polish Armedforces. Critical technologies developed by Polish engineers couldalso be exported to other countries in the future.

Boeing and PGZ to partner to support technical modernizationBoeing and Polska Grupa Zbrojeniowa (PGZ), one of the largestdefence groups in Europe, have signed a broad-based agreementoutlining areas where Boeing and PGZ member companies maycollaborate in support of the Technical Modernization Plan of thePolish Armed Forces.

Boeing will access talent and innovation within Poland’s defenceindustry while cooperating with PGZ companies in advancing theirbusiness goals. Together they will explore opportunities to support,sustain and upgrade defence systems; integrate unique Polishsystems on Boeing platforms; strengthen manufacturing capabilities;incorporate PGZ companies in Boeing’s supply chain; pursue jointresearch and development and advance defense industrialcapabilities.

“PGZ member companies are diverse and have the potential toplay an even larger role in the international aerospace and defenceindustry. The collaboration opportunities available through Boeing’sexpansive military, commercial, security and space portfolios canturn potential into reality for PGZ,” said Jeff Kohler, Boeing’s vicepresident for International Business Development for Defence,Space & Security.

“Since its establishment, PGZ’s priority has been to make itsbusiness activity as international as possible. We find it particularlyimportant to conclude such agreements with foreign partners that,on one hand, are going to support the execution of the TechnicalModernization Plan of the Polish Armed Forces and, on the otherhand, are going to incorporate PGZ companies in internationalsupply chains,” said Wojciech D¹browski, President of theManagement Board of PGZ. “I am convinced that cooperationbetween PGZ and Boeing will be fruitful for both parties. This is anopportunity for PGZ companies to achieve innovation growth andenter new business areas.”

One of the first Boeing platforms offering potential for Polish

industry collaboration is the AH-64E Apache, which is acandidate for Poland’s attack helicopter requirement as partof the country’s defence modernization program. Boeing andits AH-64E Apache industry team – which includes GeneralElectric, Lockheed Martin, Raytheon and Longbow Ltd. –recently participated in a two-day workshop with 10 PGZcompanies to forge partnerships as part of Poland’s KrukProgram. Boeing and its industry partners will continue to workwith PGZ companies to identify opportunities across othermilitary and commercial platforms and systems.

By making use of the technology Polonisation potential,close cooperation with the Polish scientists and focus on theresearch and development process, PGZ offers innovativeproducts which enhance Poland’s security. Furthermore, itupgrades, modernizes and maintains vehicles, airplanes,helicopters, and vessels. In the coming years, PGZ will developaerospace and satellite technologies as well as cybertechnologies as it looks to triple its business by 2030.

Emphasis on collaborationBy following in the footsteps of other nations that are also goingthrough the military modernization process, Poland is hopingto leverage on experience and relationships in industry to helpdrive their process forward. Relationships with companies suchas Boeing and Thales, who have huge experience in theinternational defence industry, can only be valuable to the Polisharmed forces, as well as to the Polish defence industry itself.Communications capabilities are more vital than ever in thecomplex military operational environment of today and it is vitalthat Poland’s military can communicate effectively and efficientlybetween themselves but also on an international stage, as apart of the NATO alliance. With support and expertise from otherinternational players in the defence field, the technicalmodernization plans for the Polish armed forces will be easierto achieve and will enable valuable collaboration, relationship,and capacity building opportunities.

The tools to stopinterference

The drive to mitigate interference continues, and is gainingimpressive momentum in terms of support and also interms of the technology that is being developed to tackleit. In this article we take a closer look at the impact thatinterference has on military satellite links and at technologythat is available to help military users to locate andeliminate sources of interference.

The good news is that the attitude of the military andcommercial satellite industry is extremely positive and they areaggressively attacking the issue of interference by workingtogether and also working with technology innovators. Throughcoordination with the commercial satellite industry, the issue ofinterference can be effectively tackled in two main ways: throughapplication of technology that can help alert when interferenceis occurring and pinpoint it so that it can be stopped; and througheducation and training to ensure that satellite equipment isinstalled correctly and is not causing interference. There are alsoother means by which interference can be prevented such asusing type approved antenna – and these are also beingaddressed by the military today.

Highly experienced engineers continue to work tirelessly tomake the business of identifying and eradicating interferers agreat deal easier than in the past. Interference is often completelyunnecessary, yet holds great consequences for the industry interms of disruption and money. Pinpointing the source of theproblem means a sharp increase in using resources andpersonnel, and excessive pressure to resolve quickly. The vastmajority of instances of interference come down to improperinstallation of ground equipment, lack of training, poor groundequipment manufacturing, and a lack of adherence to industrystandards and guidelines. However, as we have seen veryspecifically in recent times, political motivation can also lead toincidents of malicious jamming - and this is extremely challengingto deal with.

For the military in particular, and due to the type of satellitecommunications they use, it can be challenging to addressinterference problems. Military users often deploy comms –on-the-move or comms-on-the-pause that include self appointingantennas.

Satellite IRG is the industry organisation dedicated to fightingthe interference problem. The group has called for the use ofCarrier ID to be implemented across the board.

Carrier ID is a unique identification code that is embeddedin a transmitted carrier. This is then decoded by satellite operatorsto identify the uplinker of an interfering carrier. Privacy is ensuredfor the customer as no customer information needs to be includedin the CID code.

The identification of an interfering carrier is easily resolved ifthe carrier has an identification code. If this code is known, thecarrier can easily be notified that it is interfering and that it muststop.

Satellite IRG has been working tirelessly over the last fewyears to encourage CID to be implemented, and Satellite IRGhave been working with broadcasters to show them how theycan take practical steps to mitigate interference using technology,using educational workshops and training for VSAT installerssuch as the training provided by GVF, for example. It will only betackled through awareness and bringing together the militaryand commercial satellite industry to make sure that everythingis being done that possibly can be to stamp out interference assoon as possible.

In June, the results of Carrier ID (CID) transmission tests

were presented at a workshop of the IRG at Eutelsat’sheadquarters in Paris.

The tests were carried out on 17 and 18 June by IRGmembers, WORK Microwave, a leading European manufacturerof advanced satellite communications equipment, and Eutelsat.The uplink was provided by IABG in Munich.

The CID transmission tests were run using WORKMicrowave’s DVB-S2 modulator, which includes DVB-CIDtechnology. Eutelsat made capacity available to WORKMicrowave on the EUTELSAT 21B satellite whose pan-Europeancoverage ensured that other members could participate,including satellite operators (Arabsat, Es’hailsat, Intelsat), carriermonitoring system manufacturers (Siemens ConvergenceCreators, Zodiac Aerospace) and the monitoring earth stationin Aflenz, Austria.

The tests were conducted using three scenarios in order tofully test the CID demodulation capability. Scenario 1 testedrobustness to constellation variation by using different modulationtechniques of the DVB carrier. The participating companiesidentified no difference in processing capabilities between thedifferent techniques.

Scenario 2 involved lowering the transmission power tosimulate ASI or XPOL interference. When the power was downto 4dB of SNR, the detection time remained unchanged. At 1dBSNR, this was affected by around 60 seconds.

Scenario 3 tested a real interference case, where bothcarriers had ID and the companies participating were able todetect the Carrier ID of both the main carrier and the interferingcarrier.

“CID is one of the most effective ways of combating satelliteinterference,” commented Martin Coleman, Executive Director,the Satellite Interference Reduction Group. “These tests are vitalto ensuring that both the technology and processes work asthey should, and giving those companies confidence to effectivelytransmit and detect CID information.”

There are a variety of products on the market that candramatically improve interference detection and resolution forthe military.

Advances in Satellite Communications System Monitoringhave surpassed even ground equipment and softwareimprovements. Satellite operators have replaced traditionalSpectrum Analyzers with Advanced Digital Signal ProcessingSystems. Technical concept overviewThe intelligence of MilSatMon’s Situational Awareness lies inthe integration of the most advanced monitoring, measurement,and detection products available in today’s satellite groundsystems industry. adjacent satellite as they are pointed accurately to the correct satellite. The Satmotion Pocket Line Up method employs four steps for soldiers to

accomplish accurate remote commissioning:

1. Antenna Pointing: In this step, the app displays maps and ground references onthe soldier’s smartphone that indicate where to point the antenna. After therough pointing is completed, the app receives the forward signal from the satelliteand displays an SNR value.

2. Peak and Pol: The soldier can transmit a CW carrier and optimally adjust thepower. By moving the orthomode, the cross-pol interference over 35dBis minimized, in many cases.

3. Automatic 1dB Compression Point: A soldier presses a button in the app andSatmotion Pocket displays the BUC saturation point.

4. Report: After the installation is finished, a complete report is generated for post-install analysis at the Hub.

Moreover INTEGRASYS is actively working on several projects foremergency response, such as ICARUS, a research project which aims to developrobotic tools which can assist human crisis intervention teams. However, it will take education and moves by thesatellite industry, to encourage military users to ensure that they are employingtechnology and encouraging training initiatives such as those led by GVF, that traintroops on how to install antennas and how to align them correctly so as not tocause interference. The CID initiative has also proved to be effective as a means ofinterference mitigations and the military must be shown how they can move forwardin a practical way by using such a simple yet highly effective means. We can seejust how much interference detection and resolution has moved on, and if everyoneis using it, the battle with interference will be a much easier one to win.

Raytheon will begin FAB-T satellitecommunication terminal productionThe US Air Force has cleared itsMilestone C decision briefing allowingRaytheon Company to start low-rate initialproduction of communications terminalsfor the Family of Advanced Beyond Lineof Sight Terminal (FAB-T) program.

The Milestone C review marks thebeginning of the production phase of theprogramme. Raytheon will produce bothairborne and ground terminal variants,deliver spares and provide training,installation and logistical support, under anexercised contract option of the previouslyawarded production programme.

FAB-T is a highly secure satellitecommunications terminal that allows thePresident of the United States, senior militaryadvisers and combatant commanders toreceive and transmit voice, data, imageryand video across the world to support variousmilitary operations. The terminals, whichprovide access to and command and controlcommunication links to the AEHF satellitecommunications system, will bemanufactured at Raytheon’s facility in Largo,Florida. Raytheon’s Marlborough, Massa-chusetts, site will also provide support.
