Constitution At our last general meeting on 10th September, the meeting voted to ac-cept the amended Constitution with the additional comments submitted by club members, by a majority of the members present at the meeting. This now means that your Committee can advance to the next stage of this lengthy and torturous process, which is to now look at the changes that will be introduced under the Associations Incorporation Act 2015. As I explained at the meeting, the next series of changes are mandatory, the information published to date by the Department of Commerce Con-sumer Protection confirms that there are 19 items to be reviewed by the Committee to ensure that our Constitution complies with the requirements of the new law. When we have completed this review I will summarise, to a future meeting the required changes, and then have the adjustments added to our Constitution. At this point, your Committee will submit the Con-stitution for the Holden Car Club to the Department of Commerce Consumer Protection and publish the completed document on the website. Holden Car Club Rules As members would know the Department of Transport (DOT) rules relating to Concessional license have been in a state of flux for a number of years, resulting in some confusion of the Club’s role in the new set of rules. Being unsure of the final position of the DOT, the Holden Club took a “watching brief” approach to the changes as they unfolded. It was tempting to include new concessional licence changes into the Constitution, but that was a cumbersome method of dealing with the rules as they evolved. Therefore a new set of Holden Car Club Rules were drafted alongside the Constitution, picking up issues that were better dealt with outside the Club’s Constitution. At the last meeting I tabled the proposed Holden Car Club Rules and invited members to take a copy of the proposal away and read them. I asked for feedback in writing so that all comments can be consid-ered and included in the final set of rules for consideration at a General Meeting. Once again this is an important document in the management of the Holden Car Club. I apologise to the membership for dedicating so much text to these issues but it is important to inform the club of the upcoming changes and to give the members the opportunity to read and comment on these. When we have completed the Holden Car Club Rules for Concessional Licence, we will publish them on the website for all to see. We have now adjusted the membership list and retired those members that have not renewed their mem-bership for 2016/2017. The numerical strength of the Club now stands at 170. If you are a new member, select an up coming event from the list in this Newsletter and come along to meet your fellow Holden Club members. See you at the next event

All Events that advise catering ie. Sausage Sizzles, Picnic’s, Breakfasts etc where the club is sup-plying / providing the meals, a cut off date one week prior to the Event will be advertised. If you do not get your Name down by this cut off date, you are still most welcome to join in the Event / Run but will need to provide your own meal. This rule will apply to all members and is to make catering a stress free process!

30.06.16 – Members voted to accept the Constitution as it now stands. Members were advised we have to make mandatory government changes to the Constitution and given that we have no control over these changes it was voted that the changes be made and lodged at Department of Commerce without further consultation with members. A copy of the Constitution will be uploaded to the Club website.

Club tax obligations - Of the 3 tiers HCCofWA falls within the 1st tier, $250,000 and under. We more than comply with all requirements stipulated. The 1st tier ruling of “all funds from members are for members” means we have no tax obligations.

Event Recap -

Spencers Brook - a great run through the countryside, organised by Barry Larsen, thanks Barry. 23 People attended, we may have overwhelmed the Spencer Brook Tavern with some people not getting their lunch in the end. Still a good day despite this.

Pie & Lamington Run – 63 adults and 9 children attended at Beverley’s Lesser Hall. Thanks to Craig Johns

for organising the run, and everyone who organised the amazing food. We also took in a museum in the main street of Beverley and Mark Taylor’s vintage caravan and car collection. One of our most popular events and rightfully so, was a great day.

Targa West – 12 people attended with some good weather. As usual Organiser was brilliant but helpers don’t

seem to make things run as smoothly. Bindoon – next week, list at front, please add your name if you are attending. Friday Night Cruises commence again on 7 October 2016. Lots and Lots of non club events coming up some of which are, Tailend Charlie, a 57 day trip at 50kmh fol-

lowing a Chamberlain Tractor. – North Vs South – Concessional vehicles are able to be used for this event if members wish to attend. Please contact Annette Beale and she can arrange a letter for one off use of your vehicle for this event. This letter to be carried in your vehicle.

CMC Delegate Terry thanked everyone for their condolences on the passing of his Mother. The last meeting was the AGM

and general Meeting on 15 August 2016.Peter Taylor has sent some information out that details what to do if you are selling or transferring a Code 404 vehicle. This information is available from the Registrar. Code 404 is one of 40 different concessions being worked on at the moment. The Motor Museum has been granted $711,990 from Lotterywest towards a new 2000m2 building. Building works have com-menced.

New Business

Constitution Vote –Voted on and accepted. Club Rules – For the last 2 to 3 years DoT has been working on rules for Concessional Licensing. We have

been waiting for them to be at a point where we can incorporate our club rules in conjunction with those changes. We feel we are at that stage now and our Club Rules have been amended according-ly. Jim read the new Club Rules out to members and invited them to take a copy home with them. Any suggestions/comments must be received in writing or email by 7 October 2016. (please see Ap-pendix A for Club Rules). The Committee will then assess all suggestions/comments received at a Committee Meeting and incorporate any that are suitable. The 1st part of the Club Rules cannot be changed as they are Code 404 rules, the 2nd part of the Club Rules are HCCofWA Rules.

Busselton Trip – tentative booking made at the same place as last year. John and Bonny Roberts are taking on the organising of this years run, thanks John and Bonny. A show of hands from members indicated no objections to the same venue as last year.

Tailend Charlie – 57 days @ 50kmh – information at front for those interested – not a club event. Brockwell Run – Leaving from Wesley College in Como this year, see event calendar. Southern Cross Car & Bike Show – information at front for those interested. Shannon’s 2016 Perth Classic – further information to come. Adelaide Trip 2017 – Proposed to run this trip again if enough people interested. May NOT include the Holden

Factory tour (Craig still negotiating). Following is a rough plan of the event – Cars would transported, probably by train on Sunday, members fly to Adelaide on Monday, stay at the Capri Lodge near the train station ready to collect vehicles on Tuesday. Touring around various places in SA, Victor Har-bour, McLarenvale, Mt Barker, Murray Bridge, Hahndorff, Tununda, MAYBE a tour of the Holden Fac-tory. The trip last year cost approx $6000 per car, based on two people in each car. So price would be in this vicinity, all funds paid direct from Members to vendors.

EARLY NOTICE OF CLUB’S ANNUAL WEEKEND AWAY

Next year’s annual weekend away will be held in Busselton on the long weekend com-mencing Friday, 3 March until Monday, 6 March, 2016. Accommodation has been reserved in Busselton and arrangements are in hand to visit some places of interest. Further details will be published in future newsletters. As the accommodation is offered on a “first come, first served” basis members are asked to contact Bruce Jones or Craig Poole to register their interest in being included on this run. As usual, the Club will partly subsidise the cost of the weekend’s accommodation.

GM Owners’ Day is fast approaching, I am asking all members to come out and support your club by attending GMOD.
