DEVELOPMENT
Chapter 190 District
♦ Developer begins by establishing District in accordance with Chapter 190 Statute.
♦ Special District is developed and infrastructure is built and funded through bonds issued by Special District .
♦ Bonds issued by the District to build required infrastructure are paid through assessment on each home within the District according to an assessment methodology.
♦ District owns, manages and controls infrastructure as provided through the establishing State and local government framework.

COMMUNITY DEVELOPMENT DISTRICTS 1-13 The elected Board of Supervisors within each District levies Assessments (taxes) on
property owners within that district to operate, maintain and manage infrastructure owned by that District.

Project Wide Fund ♦ South of CR466 there is a unique mechanism to manage the
maintenance assessments needed for “common” areas.
♦ Infrastructure such as landscape along major roadways, storm water facilities, tunnels, multi-modal paths, etc. are paid for through a Project Wide Fund (PWF).
♦ The PWF receives its revenue from Districts 5-13, Sumter Landing and Brownwood Community Development Districts based on assessable acreage and the funds are used to maintain the common areas.

VILLAGE CENTER COMMUNITY DEVELOPMENT DISTRICT
(VCCDD) Management Services ♦ The VCCDD provides the management services and general
government services for all other CDDs within The Villages and the North Sumter County Utility Dependent District (NSCUDD).
♦ The use of the VCCDD as a “management” company provides the rest of the CDDs and NSCUDD a benefit from economy of scale.
♦ The type of services cost allocated to the other CDDs and NSCUDD are personnel, buildings and overhead (electric/phones/landscaping), operating supplies, and equipment.

Community Standards
• Architectural Review Architectural Review Committee (ARC) approval is required prior to any external modification / alteration being done to the outside of your home / home site.
• Deed Compliance Deed restrictions are declarations between the declarant (developer) and property owner.
Lawn ornaments, signage restrictions and easement rights are just a few of the restrictions that may be included.
While Architectural Review and Deed Compliance for Districts 11and 12 are currently being processed by the Developer’s representative, residents may contact Community Standards with concerns.

Sunshine Law The State of Florida is renowned for putting a high priority on the public’s right of access to governmental meetings and records. In fact, the principles of open government or government in the “Sunshine” are not only embodied in Florida Statutes, but also are guaranteed in the state Constitution.
Sunshine Law applies to any gathering or communication between two or more Board members of the same Board to discuss any matter which foreseeably could come before the Board.

Sunshine Law Sunshine Law requires all Board meetings:
1.Must be open to the public.
2.Reasonable notice of meetings must be given.
3.Minutes of the meeting must be taken.
While recording meetings is not a requirement of the State of Florida, the District records all meetings and a copy can be purchased for $1.00.

Public Records The Florida Supreme Court has determined that public records are all materials made or received by a Board in connection with official business.
As soon as a document is received by the District it becomes a public record.
The District Clerk serves as the VCDD’s Boards’ Custodian for public records.

• What are they?
Annual non-ad valorem assessments paid by the numbered district residents for the operations and maintenance of that District and its infrastructure.
• How are they determined?
During the budget process, each numbered district Board determines the assessment amount based on the annual operating needs and planned future needs. These fees are calculated considering the amount of revenue needed and distributing that amount to owners based on the unit’s acreage and number of lots.

Over 1,450 Facilities to Enjoy Recreation & Parks includes: 12 Regional Recreation Centers 30 Village Recreation Centers 56 Neighborhood Recreation Centers
Pools: 11 Sport Pools – residents only, 30+ years of age. Water sports activities are scheduled daily. 30 Family Pools – residents & guests, who have young family members visiting 56 Adult (Neighborhood) Pools – residents & guests; 30+ years of age

Recreation Parks: We provide a variety of parks throughout the community. These include Fitness Trails, Pathways, Passive Parks, Nature Trails and Leisure Parks. Staff: We have over 550 staff members that work for the Recreation & Parks Department. This includes the Fitness Clubs, The Enrichment Academy, Boat Tours, Room Reservations and Special Events Facilities: Facility conditions are reviewed on a regular basis. The Recreation & Parks Department has a review and replacement system in place to keep our facilities and equipment looking top notch. Programs/Activities: There are over 3,100 clubs and activities led by Resident Lifestyle Volunteers in the Recreation & Parks Department. The Enrichment Academy: TEA provides and operates a variety of fee based extra-curriculum that enhance and expand learning opportunities for residents and general public. A self-supporting division with income supplied from course fees.

Types of Recreation Centers Regional Center – the largest recreation complex consists of multiple meeting rooms, arts & crafts room, theater, catering kitchen and outdoor facilities. Oversight of 2-4 Village Centers within a specific region Hours of operation: 7:00 AM – 10:00 PM Village Center– the mid-size recreation center situated amongst the different Villages. These centers consist of a large meeting room, card room, billiards hall, kitchen and outdoor facilities. Oversight of 2-3 Neighborhood Areas Hours of operation: 7:00 AM – 10:00 PM Neighborhood Center – the small satellite recreation area generally associated with an adult pool. These areas may also have a bocce court, shuffleboard court, corn toss or horseshoe pit available for residents to enjoy. Hours of operation: 7:00 AM – Dusk

The Resident Lifestyle Volunteers are leaders of clubs or activity groups that fulfill a social, recreational, educational, emotional or physical need of it’s members, supplementing lifestyle services for the residents of The Villages. The Resident Lifestyle Volunteers work with the Recreation Department in coordination of services, scheduling, support staff, communications, facilities, and other related services that benefit the community. Currently we offer over 3,100 Resident Lifestyle Clubs/Activities under these broad categories: Arts, Dance, Health & Wellness, Music, Social Clubs, Special Interest, Sports, Swimming and Performance Groups.
