The Eastern Visayas Regional Disaster Risk Reduction and Management

Council is set to conduct a humanitarian mission to earthquake-stricken Bohol on October 31 –November 3, 2-13. RDRRMC Chairman and Office of Civil Defense Director Rey Gozon said a humanitarian team has been formed and all set to go bringing with them not only relief goods but taking with them human resources and material resources which are the actual needs of Bohol. The need were identified as Mental Health and Psycho Social Support Team; Personnel for data gathering; Relief Teams; Water Filtration Systems; Demountable tents for evacuees and for hospital patients with side walls; Portalets; Food; Relief goods; Bottled Water; and Medicines. In a meeting held on October 29 at Ritz Tower de Leyte, the member agencies both government and private, have identified the team and the goods that will be brought to Bohol by the said humanitarian team. East Samar COMELEC declares peaceful barangay polls, releases partial results for city

Election Supervisor made known to the public here, that the recently held barangay election was peaceful, having no major election-related incident that has been reported his office. Except for alleged vote-buying incidents and coercion of a few candidates, no other report has been said of the recent political exercise, Beato said. These alleged reports, Beato added, has still to be proven (with hard evidences) so the same could stand in court, but unless otherwise, no case can progress against erring candidates. He also informed that the remaining P2,000.00 honoraria for teachers who served in the recent polls are under process, particularly for those barangays who already have given their 10% Internal Revenue Allotment(IRA) contribution. However, he noted, he said, that some 32 barangays in the province have yet to submit their contribution to the COMELEC. “Undas” preparations underway in Leyte, says DPWH

Leyte reported the office is preparing for the yearly undertaking in the observance of “Undas” or All Saints and All Souls Days on November 1 and 2. District Engineer Angel Sia, DPWH-First Leyte Engineering District (Ist-LED) informed the department will organize a skeletal force to operate during the “Undas” to accommodate the expected influx of motorists going home to their respective provinces for the observance of “Undas.” He added the

skeletal force will focus operations along roads especially near cemeteries. The official explained the activity is in line with DPWH Secretary Rogelio Singzon’s directive to activate the department’s “lakbay-alalay” program to free highways from any obstruction and provide free roadside emergency repair assistance to motorists during the long week-end. The Department of Health (DOH) Region 8 and the Samar Provincial

Health Office (PHO) recently met with the Provincial Health Emergency Management Staff (PHEMS) composed of government agencies, non- government organizations and civic organizations in order to strengthen partnership and to fine tune plans in disaster preparedness in the province. Executive Order No. 102 mandates all levels of health facilities of the government to establish and institutionalize the Health Emergency Management Staff (HEMS) to prevent or minimize loss of lives and injuries during and after disasters or emergencies. Samar Provincial HEMS Coordinator Roque Limse said that in the event of disaster or emergency, the Rural Health Units (RHUs) City Health Office (CHOs) and Technical Divisions of the PHO are mandated to automatically converge HEMS and create a functional 24/7 Operation Center (OpCen). DOH Hospitals and other provincial hospitals are also mandated to establish and institutionalize the Hospital-HEMS and create a functional 24/7 OpCen. Limse stressed that in order to institutionalize the HEMS, the Local Government Unit of each health facility and the hospital concerned has to formulate the Local Policy, Protocol and Guidelines for HEMS and Health Emergency Preparedness Response and Rehabilitation Plan (HEPRRP). Limse also disclosed that in order to have comprehensive Disaster Preparedness Plan, there is a need to formulate a Hazard Analysis, Assessment and Vulnerability Assessment of the areas potential to hazards. On October 26, six mayors of Samar signed a Memorandum of Agreement with BFAR National Director Asis Perez on their alliances on the protection and development of fisheries in their municipalities. Sto. Nino Mayor Lilia Conejos said that she is happy for the BFAR projects like the payao program and the P400 thousand support project BFAR will pour to her fishing municipality. These might be in the form of post-harvest facilities, as fish is highly perishable, and will require a good storage facility to command better price, said Perez. In the island town of Almagro, where Perez and other guests on board alighted the research vessel, the BFAR official sought the support of the fisherfolks gathered at the town square. “Hindi naman siguro kayo papayag na paputukan ng mga illegal fishers ang mga payao na para sa inyo?” (I am sure you won’t allow illegal fishers to blast your payaos), the fishery chief told the fishermen of Almagro. The other mayors also agreed that they will support the change of

fishing gears and implement a closed- season fishing. Closed-season fishing is the time when fishing is not allowed as the fish is in the spawning season or when the eggs lay their eggs. Sta. Nino island –town and Almagro island.The cruise also gave the Eastern Visayas media an appreciation of the different potentials in fisheries during the presscon inside the research vessel.A week before, some 75 fisherfolks from the six areas were treated to a training on how best to maximize the use of payaos. This is the news that welcomed the press in Eastern Visayas during a meeting with the Bureau of Fisheries and Aquatic Resources officials this weekend on board the MV/DA-BFAR research vessel. While cruising the Samar Sea, National Director Asis Perez shared some good news about the bounty of the premier fish species still found in Samar Sea. Raffy Ramiscal, Chief Scientist on board the BFAR research vessel said that if only Samar fisherfolks will avoid hunting juvenile fish, the volume of catch will be better for small fisherfolks. He then urged the mayors of coastal and island municipalities present to legislate measures and improve law enforcement so that supply of fish can be sustainable. “The more that we should push you to protect these fish,” said Perez.

Fish species like alumahan, hasa-hasa, talakitok and other fish that command better price still abound in the Samar Sea. Perez also assured the fisherfolks that the Aquino Administration is giving the fishery sector an unlimited support due to the ‘endless potentials in fisheries’ giving emphasis to the rise of small fisherfolks. Southern Leyte appropriates P1 M for Mt. Nacolod preservation endeavors

The provincial government of Southern Leyte has appropriated P1 Million for

the preservation efforts for Mt. Nacolod, a key biodiversity area, sitting at five municipalities in the province. Provincial Environment and Natural Resources Management Officer Eva Abad reported, “the provincial government of Southern Leyte was able to insert in the approved Annual Investment Plan (AIP)in the amount of P1 Million for the preservation efforts of Mt.Nacolod, a key biodiversity area,” during the finalization of the draft Conservation Management Framework (CMF3) for the Mt.Nacolod Lanscape at Syshore Beachfront, October 24-25. She further reported that said funding will be available by 2014 yet. Abad further noted that mentioned funds shall be utilized in response to the needs that might arise particularly within the conservation management framework that the requires the provincial government intervention. The Mt.Nacolod landscape crossed over seven local government units,namely, Sogod, Libagon, St. Bernard, Hinunangan,Abuyog and Mahaplag and two provincial governments of Leyte and Southern Leyte provinces, it was learned. “ Southern Leyte is very rich in biodiversity,” as Fauna and Flora International (FFI) project officer Mime Ledesma reported after two surveys were conducted in 2011 and 2013 at Mt. Nacolod. In 2011, FFI has discovered for two species of genus platymantis thumb-size frogs and the Cimmamunon A wild plant on 2013, both species are endemic to Southern Leyte throughout the Philippines, she said. authorities in Northern Samar on Sunday, October 27, 2013. Reports coming from the 8th Infantry Division of the Philippine Army based in Catbalogan, showed that Ruel C. Sirse, aka Bulay and Melly C. Esponilla, aka Mica, NPA squad member and NPA Medic respectively, surrendered to soldiers of the 34thInfantry Battalion under Lt Colonel Rodrigo Ilustrisimo. The government troops were reported to have been conducting peace and development activities in Barangay Rizal, Gamay, Northern Samar when they were approached by the surrenderees. The duo brought along with them one .45 Caliber pistol with three magazines and 20 live bullets. Under the AFP Guns For Peace Program, they will receive P25,000.00 in exchange for the firearm they surrendered. Each of them is also entitled to receive P50,000.00 livelihood assistance and P15,000.00 immediate assistance

from the Office of the Presidential Adviser on the Peace Process (OPAPP) under its Comprehensive Local Social Integration Program (CLIP). They can further avail of the Local Social Integration Program of the Local Government Unit of Northern Samar. During the interview Bulay and Mica admitted that they are live-in partners and they decided to surrender because they wish to raise a family away from harm and violence.
