Central Government Employees Welfare Housing Organization (CGEWHO), was formed in 1990.Begining its inning with its first project at Chennai in 1994, CGEWHO is now 26 years old organization, richly experienced in the housing sector. Having completed 32 projects with 13927 no. of DUs, we are now gearing up to play a wider role in implementing the housing policies of the Ministry of Housing & Urban Poverty Alleviation. CGEWHO is already following the major guidelines of Real Estate Regulation Act (RERA) and is ready to implement its requirements in totality after the issue of notification by the State Governments. As a welfare organization, working on 'No Profit – No Loss' basis, CGEWHO has recently taken up it's landmark project at Greater Noida, wherein 33 lac Sqft of built up area is being constructed in a multi-storey configuration as an ultra modern housing complex. Important environmental guidelines like Solar Energy usage, Organic Waste Management, Rain Water Harvesting, provisioning of sufficient green areas and facilities like Health Care, Education and Convenient Shopping for residents are being provided to fulfil the aspirations of approximately 10000 populace. In addition to the Greater Noida project, CGEWHO is also coming up with projects in Chennai Phase –III ,S A S Nagar, Meerut & Vishakhapatnam in the near future. We are also participating in the 'Housing For All' mission under Credit Linked Saving Scheme being implemented in CGEWHO projects wherein a maximum subsidy of Rs. 2.2 lac is provided to the beneficiaries whose income is less than Rs. 6 lacs per annum and have applied for 'A' type dwelling unit which has a carpet area of less than 60 sqm. A land bank is being generated for taking up more projects in future. CGEWHO is gearing up to embrace ISO 9001 for its Head Office, in a bid to have a Professional touch and to keep pace with modern techniques . A quick grievance settlement mechanism is being adopted in the Organisation . In order to make it more beneficiary friendly we are migrating from existing software systems to a latest technology system. A marketing team is being recruited to facilitate various requirements of the beneficiaries. Despite the country-wide slump in the real estate market which resulted into large number of cancellations, CGEWHO is determined to complete its existing projects to maintain and continue the unflinching trust reposed by the beneficiaries in CGEWHO since its inception in 1990. In the present scenario the marketing plays a vital role of providing information to the prospective beneficiaries. Therefore, the in vogue marketing systems are being followed to dissipate the strengths of CGEWHO to the individuals, who can then take considered decision. The website of CGEWHO has been revamped and now it gives details of vacant DUs / parkings in the corresponding schemes. The website also gives status of the on-going projects alongwith actual photographs of the same. We have achieved a turnover of Rs. 98 Crs during the year 2015-16 and have ambitiously defined for increasing our turnover to Rs. 200 Cr in the coming year 2016-17. CGEWHO is committed to good quality, speedy construction, transparency and value for money. Our housing complexes are being planned with specifications comparable to reputed builders, at a much lower cost being a No Profit No Loss Organisation. CGEWHO has completed 26 years of existence, having registered on 17 July 1990 under Societies

Registration Act, 1860. CGEWHO has completed and handed over 32 housing projects to its beneficiaries

comprising 13927 dwelling units.

Though it has completed 26 years since inception, effectively it has been in operation for nearly 22 years only

– initial 04 years having been the formative years. In this short span of nearly two decades CGEWHO has

created a niche for itself in the housing sector. CGEWHO, on an average, is constructing 2 DUs per day. The

DETAILS OF DUs/ PROJECTS

From the stage of conception of a housing project to its closure, a wide range of activities have to be

completed, some of which are as below :

i) Conducting Demand Survey, if required.

ii) Procurement of land from the concerned State Govt. or otherwise through turnkey contracts

iii) Technical Planning to include appointment of Architects, selection of Construction Agency(ies), award

of contract etc.

iv) Planning and announcement of the Housing Scheme and making allotments.

v) Monitoring, execution and administration of projects.

vi) Periodically apprising the beneficiaries about progress of the project thr. PMC Meeting and calling of

commensurate instalments.

vii) Allotment of specific DUs to the beneficiaries thr. Draw of lots without any floor/prefereutial charges.

viii) Pre-final costing of the project, calling-up of the final instalment alongwith offer of possession.

ix) Handing over DUs to the allottees, on receiving full and final payment.

x) Formation of Apartment Owners' Association and handing over all the common

areas/amenities/services to it.

xi) Maintaining the project during Defect Liability Period (DLP) of one/two year(s).

xii) Closure of the Project, including finalization of Contractors' bills etc.

xiii) Execution of sub-sale/lease deed in time with beneficiaries, as the case may be.

xiv) Collect/Refund shortfall/excess, if any and close the project accounts with 'NIL' balance.

Greater NoidaThe most prestigious project of CGEWHO at Greater Noida has already commenced. CGEWHO is making all efforts to move forward for speedy execution of the same particularly, in the wake of recession of Real Estate market. The piling works are in progress the project. The pile load test, Proof Checking of Structural Designs as well as overall quality control have been assigned to IIT – Roorkee. The pile load tests are carried out in

physical presence of Head of the Department of Geo-technology of IIT, Roorkee. The Greater Noida project is planned with structural safety measures as well as good finishing specifications. The complex shall also have an State of the art Shopping Complex, Community Centre, Primary Health Centre, Primary School etc. as amenities. The balance 8 Acres of land are kept for future extension and shall be taken up after completion of the present development of 30 Acres.

FUTURE OUTLOOK

Mohali, Phase-II

Mohali, Phase-II project is contiguous to Mohali Ph-I, which had been completed in the April '13. At Mohali Ph-II, CGEWHO is constructing 620 DUs of various categories. Construction activities are in a very advanced stage and after attaining all statutory clearances from authorities, the final call-up notice is expected to be issued to the beneficiaries in. Despite the country-wide slump in the real estate market which resulted into large number of cancellations, CGEWHO is determined

240 DUs are being constructed contiguous to Bhubaneswar Ph-I project, which was already completed and handed over in 2013. The project is fully subscribed and the project is progressing as per schedule. On completion of Bhubaneswar Ph-I, the total complex in an area of approx. 10 Acres shall be a landmark complex in Bhubaneswar.

Chennai Phase-III:The Chennai Ph-III project comprises 1220 DUs, which is going to be constructed contiguous to Chennai Ph-II project, has recently been announced and construction activities are expected to be commenced shortly. On announcement, there was an overwhelming response from the beneficiaries, except for a few DUs in 1 Bed Room catagory i.e type ̀ A'. All other types of DUs are over-subscribed and waiting list is being created.

Credit Linked Subsidy Schemeq

qCoverage - 'A' type flats at Kendriya Vihar at Mohali-l, Mohali-lI, Greater Noida, Chennai-III.

qBeneficiaries - LIG categories having income upto 6 Lakh p.a.

qBeneficiary should not have any pucca house anywhere in India to be eligible.

• Interest subsidy @6.5% for loan amount upto Rs.6 Lakh on NPV @9% p.a. This works out to Rs.2.20 Lakh on loan tenure of 15 years.

• Loan Period – maximum 15 years • Additional Loan beyond the limits i.e. Rs.6.00 Lakh, if any, will be at non-subsidized rate.• The houses constructed/ acquired under the Mission should be in the name of the female head of the

household or in joint name of the male head of the household and his wife. • All house built or expanded under the Mission shall essentially have toilet facility.

To provide ‘Housing for All’ by 2022, total 20 million units are required

Who is defined as a beneficiary under Housing for All?

A beneficiary is defined as a family comprising of husband, wife and unmarried children. Such beneficiary should not own a pucca house either in his / her name or in the name of any member of his / her family in any part of India to receive central assistance under the Mission. EWS category of beneficiaries is eligible for assistance in all four verticals of the Missions whereas LIG category is eligible under only CLSS component of the Mission.

FREQUENTLY ASKED QUESTIONS (FAQ)

What is the definition of carpet area?

Area enclosed within the walls, actual area to lay the carpet. This area does not include the thickness of the inner walls.

What is Affordable Housing through Credit Linked Subsidy?

Under Credit Linked Subsidy, beneficiaries of Economically Weaker section (EWS) and Low Income Group (LIG) can seek housing loans from Banks, Housing Finance Companies and other such institutions for new construction and enhancement to existing dwellings as incremental housing. The credit linked subsidy will be available only for loan amounts upto Rs 6 lakhs and such loans would be eligible for an interest subsidy at the rate of 6.5 % for tenure of 15 years or during tenure of loan whichever is lower. The Net Present Value (NPV) of the interest subsidy will be calculated at a discount rate of 9%. Any additional loans beyond Rs. 6 Lakh, will be at nonsubsidized rate. Interest subsidy will be credited upfront to the loan account of beneficiaries through lending institutions resulting in reduced effective housing loan and Equated Monthly Instalment (EMI).

Question Answer

A house is defined as an all-weather single unit or a unit in a multi-storeyed super structure having carpet area of upto 30 sq. m. for EWS category and upto 60 sqm. for LIG category with adequate basic civic services and infrastructure services like toilet, water, electricity, etc.

How is a “house” defined as a EWS or LIG House?

States/UTs will have flexibility in terms of determining the size of house and other facilities at the state level in consultation with the Ministry but without any enhanced financial assistance from Centre.

Whether state has the flexibility to fix the area for house under EWS/LIG category?

The subsidy would be released by the CNAs based on the disbursements made by PLIs to the beneficiaries. Subsidy, so disbursed by the CNA to the PLI, will be credited by the PLI to the borrower’s account upfront by deducting it from the principal loan amount. As a result, the borrower will pay EMI on the remainder of the principal loan amount. E.g., the borrower avails a loan for Rs. 6.00 Lakh and subsidy thereon works out to around Rs.2.20 Lakh, which will be reduced upfront from the loan (i.e., the loan would reduce to Rs. 3.80 Lakh) and the borrower would pay EMIs on the reduced amount of Rs. 3.80 Lakh.

What is role of State/ UTs/ ULBs for Affordable Housing through Credit Linked Subsidy scheme?

Role of States/UTs/ULBs under this component would be as under: State/UTs/ULBs/PLIs shall link beneficiary identification to Aadhaar, Voter card, any other unique identification or a certificate of house ownership from Revenue Authority of Beneficiary’s native district to avoid duplication. ? State Level Nodal Agency (SLNA) identified by State/UT for implementing the mission will facilitate the identified eligible beneficiaries in getting approvals and documents, etc. to avail of Credit Linked Subsidy.

Question Answer

Who are the PLIs through whom this subsidy will be released or credited?

Lending Institutions, like banks, HFCs, MFIs etc. who have signed MoUs with any one of the Central Nodal Agencies (CNAs), will be the PLIs, who will operate the Scheme.

What happens where a beneficiary having availed housing loans from one of the PLIs and also benefit under CLSS, switches over to another PLI for taking advantage of the reduced interest rate?

A beneficiary who has taken a housing loan and availed of interest subvention under the scheme but later on switches to another PLI for balance transfer will not be eligible or claim the benefit of interest subvention again. Beneficiary can claim interest linked subsidy on only one loan account.

What happens when the subsidy has already been disbursed, but due to certain reasons, the construction of the house is stalled?

In such cases, the subsidy is to be recovered and refunded to the Central Government.

Whether PLIs need to enter into any MoUs with CNAs for claiming subsidies?

Yes, PLIs need to enter into MoUs with one of the CNAs so as to claim benefit under CLSS.

An advance subsidy will be released to each CNA at the start of the scheme. Subsequent amounts of credit linked subsidy will be released to the CNAs after 70 % utilization of earlier amounts, on quarterly basis, and based on claims raised by CNAs.

How subsidy will be disbursed to the CNAs?

The subsidy would be disbursed to the beneficiaries account upfront by deducting it from the principal loan amount. As a result, the borrower will pay EMI on the remainder of the principal loan amount.

How the subsidy is to be released to beneficiaries?

Yes, beneficiaries can apply for sanction of home loan for tenure of 30 years, which would depend on the due diligence norms of the PLIs concerned. In such cases, however, the interest subsidy would be restricted on home loans upto Rs. 6 Lakh for tenure not more than 15 years.

Can we get 30 year home loan for EWS beneficiary?
