PUBLIC SAFETYHave we reached fall? The high temperatures for the next week are forecast to be in

the upper-60s to mid-70s, so it definitely feels like fall. You can never really be sure about this Midwest weather though.

The month of October brings the festive and sometimes bizarre holiday, known as Halloween. During this time residents may be competing to see who can make their house look the spookiest, running around trying to find one of a kind costumes, or throwing/attending parties. Throughout this annual freak fest, please remember kids. Trick or treat night will be on Thursday, October 30th from 6:30-8:30pm, due to many of you attending, or participating in the Edwardsville parade.

During trick or treat night, moving from spot to spot in large groups and attaching reflective material and/or carrying some type of flashlight or glow stick can be a simple way to alert drivers in the area to one’s presence. The Public Safety Officers will be patrolling the area throughout the event, and they will have glow sticks and trick or treat bags for those who would like one. We would like to believe that no one in our community would tamper with candy passed out during this time, but with these items often being collected from various sources it is always a good measure of safety to inspect everything prior to allowing your little princess, superhero, ghost, or goblin devour them.

With winter a few months out, the concept of snow removal and road hazards is sure to come up in discussion. During this past week, I spoke to representatives from Republic Services, who were in the process of evaluating drivers for their placement of empty trash bins, driving habits, etc. the re-placement of receptacles is only one half of the equation. During patrols the Public Safety Officers and I have noticed that trash bins are being placed in varying proximities to the roadway, by the membership. These items are to be placed in the road easement, similar to one’s mailbox. They are not to be placed on the edge of the pavement, or in the roadway, which constricts the already narrow passageways. Winter storms and the snow removal process will only compound this problem, if we do not work toward keeping the roads free of such items.

Our lake is in excellent condition with great water quality, currently at full pool andafisheryequaledbyfewlakes in the Midwest. The recent FNB/Tiki Bar Bass Club Tournament was won with a little over 36 lbs. of bass in two days. An 18 lb. a day average for two daysisfigureequaledonlybyKentuckyLake.Severalsmallmouth were weighted in the 3 lb. class and our smallmouth stocking is only in its 4th year. The growth rate coupled with the natural reproduction we have seen is evidencethatwehaveanothersportfishforourmember’sto enjoy. The Fishing Committee is scheduled to meet on 21 August at 7:00 p.m.. Boating is a concern this season. Many do not realize we have in excess of 1,100 boats registered within our Community and this coupled with gas prices means many are staying at home to enjoy all water sports. We are experiencing many watercraft in an overloaded condition, people sitting on the gunwales or sundecks, violating the no-wake restriction within 75’ of our shoreline, not hooking up the kill switch when under power, operating a watercraft at night without running lights and not having children under 12 years of age in a PFD. Please understand these laws are for the safety of all boaters and please comply with them. We have always stated a boating accident can be catastrophic and easily cost the life of a loved one. Always err on the side of safety and thisismagnifiedwiththenumberofboatsandthesizeofour lake.

Road safety is another concern. We have a 25 mph speed limit and stop signage within our Community. Many are speeding and simply blow through the stop signs. Please look around and see all the children riding bicycles, members walking along the roads with their pets and understand our rules must be observed.

We are currently planning on continuing Dredge operations thefirstweekofSeptemberinSanJuanHarbor.Wearegetting the additional 700 feet of pipe required to complete this project and will be welding it this summer. Once we start this project it will place an impediment on the recreational use of the North end of the Lake.

Manager’s ReportSeptember 2014

Our lake is in excellent condition after our recent high water even over the Labor Day Weekend. We experienced on day of no-wake due to high water and everyone seems happy with the increased water level of full pool this late in the year. Our 319 project is continuing to enhance our water quality by slowing the water down coming into the lake and allowing a significant amount of silt to settle out above out lake. We will be back in San Juan Harbor by the end of the month and dredge until ice up. We are very fortunate compared to other reports from Illinois Association of Lake Communities where they are experiencing lake closings from blue-green algae and several are reporting fish kills due to oxygen depletion.

Roads will be completed this month and we continue to try to get the most out of our funding. During the last high water even we had a 3 inch rain in a relatively short period and the improvements made to our storm water drainage plan handled it without incident. After the Great Webber Flood our Board reviewed what storm water drainage was in place and brought our current system up to a 20 year rain standard. We are working annually on this plan and feel the major detriments to storm water drainage have been addressed and as we go forward this element will be in hand.

School has started. Children sometimes have a difficult time understanding their surroundings and in some cases they do not understand or forget that traffic can be a danger. In an instant a game of tag can turn into a life threatening event and when it happens can change the child’s and driver’s lives forever. Many parents are with the children at the school bus stops and we would like to impose on you to assist us in keeping the

children safe.You can keep usapprised of vehiclesgoing too fast in thevicinity of the busstops, unrulychildren or children

who take safety for granted and any suspicious activity such as individuals or vehicles in the vicinity. We do not want you to take action but would request you contact us so we can. Protecting our children is a charter we all have and is of the utmost importance.

IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER

Public Notification of Haloacetic Acids and Trihalomethane Standard Exceedance

Our water system recently violated the IEPA Standards for the above chemicals. Althoughthis is not an emergence, as our customers, you have the right to know what happened, what you should do and what we are doing to correct this situation.

We routinely monitor for the presence of drinking water contaminants. Each calendar quarter samples are collected and analyzed to determine the levels of Haloacetic Acids and Trihalomethanes. Haloacetic Acids and Trihalomethanes are a byproduct of drinking water disinfection, which is needed to kill harmful organisms. An average of four quarterly samples is used to determine compliance with the IEPA drinking water standards.

The average level of Haloacetic Acids was .062 milligrams per liter (MG/L) during the third quarter of 2014 (July 1- September 30, 2014). The average level of Triahalomethanes was .088 milligrams per liter (MG/L) during the same time period. These levels exceed the IEPA public drinking water standards of .060 MG/L for Haloacetic Acids and .080 MG/L for Trihalomethanes.

Exceedance of the standards is not an immediate health risk. However, some people who drink water containing Trihalomethanes in excess of the MCL over many years may experience problems with the liver, kidneys or central nervous systems, and may have an increased risk of getting cancer. People who drink water containing Haloacetic Acids in excess of the MCL over many years may also have an increased risk of getting cancer.

You do not need to use an alternative (e.g., bottled water) water supply. However, if you have specific health concerns, consult your doctor.

Disinfection byproduct formation is dependent on the levels of natural organic matter in the water, water age in the distribution system, pH, temperature and the free chlorine residual, as well as other factors. We are consulting with our engineers to determine what corrective actions are necessary and plan to have these levels within the IEPA standards before the end of 2014. Additional testing will also be conducted.

Social CommitteeDespite the unsettled weather for the Beach Party in August those who attended had a very active day. Four volley ball teams competed:  I’d Hit That, Will Work for Sets, Burge and Slackers.  The first place team was “I’d Hit That” with members Jake Avello, Kelsea Herndon, Kenlea Herndon, Clay Dawson, Ronald McDonald and Eddie Wilson.  Our first washer tournament was also held with eight teams participating.  The winning teams all won gift certificates. The Giant Water Slide was again a big hit with the younger crowd.  Winners of the sand castle contest were treated to medals for Most Creative, Most Interesting, Biggest, Best Theme and Most Realistic. The Social Committee sold refreshments and all who attended had a great time.  A big thank you to Kerri McCann, chairman, and her helpers for a fun day at the Shores.  We also want to thank Long John Silvers and Gilliganz for their support. September 7th was the kick-off of Ballroom Dancing at the Clubhouse!  The plan is to continue hosting this the first Sunday of the month.  The October program will start with a 1/2 hour of instructions and then dancing.  Hope to see you there and bring your own snacks to keep the energy going! Hey kids, are you picking out your costumes for the Halloween Party at the Shores?  Save the date, Saturday, October 18th doors open at 5:00 pm, entertainment at 5:30 with “Big Pap G.” The Social Committee will be selling hot dogs, nachos, chips and soda to help support the event.  Volunteers are always needed. Breakfast, with Santa, will be on Saturday, December 6th!

HOLISHOR ASSOCIATION, INC.CONVENANT STATUS

Rationale for the Proposed Changes to the Holishor Association, Inc Covenants

On October 31, 2012, the voting period for the approval of proposed Covenant changes came to an end. These changes were proposed to comply with and respond to recent legislation included in the Illinois Common Interest Community Association Act (CICAA 765 ILCS 160/), and included the following summary items.

1. Added a member voting rights clause that essentially ensures budgets, and subsequently annual assessments, are approved by our members and not solely by the Board of Directors. 2. Removed the section regarding septic systems and water since they are no longer applicable due to being functions of the Holiday Shores Sanitary District. 3. Removed the “right of first refusal”, a practice wherein a member would be required to offer the sale of their property to the Association before other buyers. 4. Removed the language regarding membership dues since it is currently addressed in our Bylaws. 5. Added a clause to allow for home-based occupations. 6. Updated to reflect current building requirements.

According to Part 9 of our Covenants, “All of the restrictions, conditions, covenants or agreements contained herein shall continue until January 1, 1975. The same June thereafter, and from time to time be changed, altered, amended or revoked in whole or in part by the owners of the lots in the subdivision whenever the owners of at least two-thirds of the said, so agree in writing.” This means that any change to our Covenants requires agreement by owners of two-thirds of all lots. The results are provided below.

- 1797 total lots available to vote - 1198 votes were required to pass these changes - 1361 votes were submitted - 1091 votes were valid - 1047 votes were IN FAVOR of these changes (650 by ballot + 397 by proxy) - 44 votes were NOT in favor - 270 proxies (i.e. IN FAVOR) were invalid (expired or duplicates)

As you can see, there was overwhelming support by our members to approve the proposed changes. The second attempt to incorporate these same changes is now underway. Please act now to affirm your agreement by selecting one of the options below.

HOLISHOR ASSOCIATION, INC.CONVENANT AMENDMENT FORM

Membership in the Holishor Association, Inc. is mandatory. The Owner/Purchaser of any lot in the Property agrees to abide by these covenants and restrictions and the community instruments, of Holishor Association, Inc., (“Holishor”). Holishor, pursuant to its Articles of Incorporation shall be governed by a Board of Directors as provided in the duly adopted Bylaws of the association. The Owner/Purchaser of any lot in the Property further agrees to pay annual dues, assessments and fees as decreed in the Bylaws and community instruments of Holishor so long as they shall own property in the Holiday Shores Subdivisions, to Holishor, its successors or assigns and said amounts shall be a reasonable, necessary and proportionate charge as specified by Holishor’s Board of Directors, pursuant to the Bylaws for the administrative operation, management, acquisition, maintenance, upkeep, and operation of various areas and facilities on the Property and reserved for the use of Holishor and its members, regardless of whether or not the privilege of using such areas or facilities are exercised. This covenant shall be deemed to run with the lots and Property and non-payment of any annual charges, fees and/or fines as provided in the Bylaws by any member and/or Owner/Purchase of any lot shall be a lien upon said lot.

The membership shall have the right to approve, via a membership vote as outlined in the Bylaws, any additions, changes and deletions of the Bylaws.

The owner/purchaser of any lot or Property further covenants and agrees that no material men’s or mechanic’s lien shall be permitted to accrue or attach to the property of Holishor.

Restrictions

1. Said lots and Property shall be used exclusively for residential purposes except those lots designated as business or commercial areas on the plats aforementioned: provided, however, “Home Occupations” are permitted on said lots in compliance with the standards, limitations, rules and regulations adopted by the Holishor Board. No lots June be subdivided.

2. Not more than one single family dwelling house June be erected or constructed on one lot and provided further that no building June be erected prior to the erection of a dwelling house. No accessory or temporary building shall be used or occupied as living quarters. Minimum residence living space on ground or first floor, exclusive of porch space shall be as indicated in the Holishor Bylaws. All building plans are subject to approval of Holishor, and must comply with building code of the appropriate governmental entity. No porch or projection of any building shall extend nearer than twenty-five (25) feet from any road right-of-way; of any abutting property owner; nor nearer than thirty (30) feet from the rear line of any lot; nor within fifty (50) feet from the normal high water line of Holiday Lake without written permission of Holishor. All conditions must comply with the Zoning Ordinance of appropriate governmental entity.

3. No waste shall be permitted to enter Holiday Lake.

4. No noxious or offensive trade or activity shall be permitted on any lot, nor shall anything be done thereon which shall be or become an annoyance or nuisance to the neighborhood. No animals or fowl shall be kept or maintained on said lots except customary household pets in reasonable numbers.

5. No signs of any kind shall be displayed on any lots except those expressly permitted by the Bylaws.

6. No boat docks, floats or other structures extending in to the lake shall be constructed or placed into or on said lake without prior written approval of Holishor. Use of the lake is limited to members of Holishor, and such use shall be in compliance with the Bylaws, rules and regulations of Holishor.

7. Holishor, for itself, its successors, assigns and licensees reserves a fifteen (15) foot wide easement along both sides of all road rights-of-ways and ten (10) foot wide easement along the side and rear lines or each and every lot, except for that portion of any lot which abuts the shore of Holiday Lake; with the right of ingress and egress thereon for the purpose of installing and maintaining utility lines, gas and water mains, sewer lines and drainage ditches and appurtenances thereto; together with the right to trim, cut or remove any trees or brush necessary, and the right to

locate guy wires, braces and anchors where necessary. Except where an owner of two or more adjoining lots constructs a building which will cross over or through a common lot line, said common lot line shall not be subject to the aforementioned ten foot easement.

8. Holishor, for itself, its successors, assigns and licensees also reserves the right to cause or permit drainage of surface waters over and/or through said lots. The owners of said lots shall have no cause of action against Holishor, its successors, assigns or licensees either at law or in equity excepting in causes of willful negligence, by reason of any damage caused said lots in installations and maintaining above mentioned installations.

9. These restrictions shall be considered as covenants running with the land, and shall bind the owner/purchasers, their heirs, executors, administrators and assigns, and if any of them shall violate or attempt to violate any of the covenants or restrictions herein contained, it shall be lawful for any person or persons owning such lots in the subdivision to prosecute any proceeding at law or in equity against the person or persons violating or attempting to violate any such covenants as restrictions and either to prevent him on them from so doing, or to recover damages for such violation. All of the restrictions, conditions, covenants or agreements contained herein June from time to time be changed, altered, amended or revoked in whole or in part by the owners of the lots on the Property whenever the owners of at least two-thirds of the said lots so agree in writing. Provided, however, that no changes shall be made which might violate the purpose set forth in Restriction 1.

Any invalidation of any one of these covenants and restrictions shall in no way affect any other of the provisions thereof, which shall thereafter remain in full force and effect. Restriction No. 1 contained herein shall continue for a period of 99 years from the date of the recordation of these Fourth Amendment and Restatement to the Covenants in the Recorders Office of Madison County, Illinois.

10. Classes of membership in Holishor shall be defined by the Bylaws.

Treasury ReportRoger Rawson: There hasn’t been much activity as far as differences in the Treasury Report. Our total operating funds are a little over $376,000. Our total reserves are around $531,000. Ray Garber had gone over some of the schedules here and we are a little bit ahead on our income. This is due to more activity on real estate and collections on past dues and assessments. The collection process is working very well. We should get back to a normal state and have a lower delinquency percentage. Joe Nicoloff states that for the record we have paid $63,875.57

towards the principle on the North Property Loan. The balance is now down to $255,048.54. Dave Decker suggests waiting to approve the Treasury Report based upon a certain topic. Roger Rawson agrees that he still needs to check up on something before this is approved. Dave Decker asks if the principle payment was made in July. Joe Nicoloff answers that there have been several principle payments made and there was one made at the end of July.

Committee ReportsVillage Incorporation CommitteeRich Hertel reads the Village Incorporation Committee report: Bob presented the Bethalto 2014/2015 revenue projections to give us some idea of what types of and potential revenue can be achieved by a village. Very interesting considering Bethalto has a little more than twice our population. This was a big help. It was also decided to wait a while until we outline the boundaries of the proposed village. Need to study the areas more closely and what would be the pros and cons of all areas. Glenn talked to the IALC people and found that IALC was the group that pushed the 2/3’s amendment addition of 765 ILCS 160/1-20. Glenn will also attend the August IALC meeting to discuss this amendment and the possibility of changing it to exempt from its requirement. Andy talked to Senators Haine and Manar. Both gave us their support and would help us any way they can. Andy will, when appropriate, send letters to Haine and Manar outlining our “challenge” including a formal request for assistance. We should be discussing our position on dues versus tax income. Maybe a list of what each property is accessed from highest to lowest to get a median number. See where we stand on our current revenue compared to what we would need and at what levels of tax revenue. Conversation ensues.

Building CommitteeRich Hertel reads the Building Committee Report: The Building Committee cared for 13 items at the July 15 and August 5 meetings. Permits for 2 storage sheds, a pool, a deck and footings for new garage walls were approved. Two permits were closed with refund and 6 permits were closed with refunds forfeited.

Old BusinessCovenant Amendment Affirmation StatusJoe Nicoloff: We are still around only 900 affirmations on the amendment. We are still 300 short. The committee is working through this. If you haven’t affirmed, please do so.

Update on Emergency Culvert RepairGlenn Dalton gives update. The culvert that needed repaired was over on High Point and Tamarach. That is the road that was trying to fall in because there was a void. The bottom of the pipe is gone, and that’s what is causing the void. The other problem that we had with that, it that’s an 18” pipe and there was

a custom made Frisbee stuck in this pipe which was removed. However, there is another blockage in that pipe that is causing an issue. Once we resolve the issue, we will be continuing with getting the bids to start repairs. We plan on putting a sleeve in that pipe that will not require us to dig up any more of that road with the exception of the area underneath the current void that we have. It will save a lot of time and a lot of money. It is a smooth pipe that we are looking to install so it will increase the flow of the drainage. We have two more culverts in addition to this one that we have to replace this year. We have to get our culverts done. We hope to have this accomplished by the end of September.

Restaurant UpdateJoe Nicoloff: Glenn and I met with somebody who called in was interested in the restaurant. They were wanting to have more of a sit-down meeting before they applied for anything. Glenn will be getting in touch with them and Kenneathia to set up a meeting. If they are still interested, they will submit their formal package and go through the process. Glenn had one other contact from someone that had previously contacted the Restaurant Committee. They (the interest contact) had not submitted any paperwork. We aren’t sure if that contact is viable.

Boat Sticker RuleJoe Nicoloff: This proposed rule has been posted. We have had discussions on it. Now we can have a vote on this tonight. Rich Hertel reads what the proposed rule states. New BusinessCommittee Guidelines Review and ApprovalJoe Nicoloff: After the last meeting, Rich Hertel asked if anyone had any comments or recommendations to forward them to him. There were a couple recommendations that were incorporated into the guidelines. Roger Rawson, Dave Decker, and Rich Hertel had additional recommendations. Gerry Theodor (1346), Chair of the Building Committee and member of Lakes and Dams Committee, also had additional recommendations. Dave Decker suggests sending these guidelines to each Committee Chairperson for feedback as well. The Board agrees. Changes will be made accordingly.

Lakes and Dams- Reserve Fund RecommendationsRich Hertel reads recommendations from the Lakes and Dams Committee: This discussion paper is submitted to the board in response to the request for a recommendation regarding reserve funds. The Silt Retention Fund, with approximately $25,000 set aside, was established for the use of Geo-Bags. Since silt test in the areas we planned to use Geo-Bags do not show a need for silt to be removed, and the fact that acquiring permits for Geo-Bag use appears to be difficult at best to acquire, we recommend the following use of these monies. Retain $15,000 for Gabian Baskets at three creek locations, to be placed this fall or next spring, and release $10,000 for other projects. The Dredge Fund, with approximately $88,184 set aside, was established for the replacement of the dredge. The Committee feels, after many years of operating our dredge, replacement of the dredge may never be necessary or could be so many years out, that putting

money aside now could be deferred for many years. Continual assessment of this piece of equipment, with a judgment in the future of its longevity, could re-establish this fund. Therefore, maintaining $50,000 in this fund to repair or replace the most costly item, the engine, would allow $38,184 to be reallocated. The North Property, with approximately $11,000 set aside, was established for cleaning the retention ponds on the North Property. It was originally estimated that this would occur in 22 years, current silt build-up measurements indicate this will not be necessary for 45 years. Based on the 22 year estimate the annual set aside in the reserve fund is $7,300, based on the 45 year estimate this could be reduced to $3,500 annually. This build-up of silt is monitored closely, and adjustments could be altered if necessary. Other methods of silt removal, such as mechanical, are being explored. Rich Hertel asks if reallocated reserve funds stay in reserves or if they can be used for other projects outside the reserves. Glenn Dalton answers that the reserve funds stay in the reserves. Keep in mind, this report is just a recommendation which will be formally submitted to the Board for approval.

Open FloorKenneathia Williams (1991)- I would like to know why the Restaurant Committee report was not read. Joe Nicoloff answers that we can read it in but there’s not really an update stating what you have done. Kenneathia states that the Restaurant Committee would like to have some questions answered. We would like to know what our charter is and what our purpose is here and how to move forward. Joe answers that the Restaurant Committee’s purpose is the same as it has been since the charter was established- To review applications submitted and once a restaurateur is in place, you are to oversee that operator. Since we didn’t find anybody acceptable after going through the application process, it has been in limbo. Kenneathia states that there are too many people involved in this with little communication. Joe states that the Restaurant Committee is not going out and soliciting other people right now. If someone calls the office and is interested, the only point of contact that interested parties talk to is Glenn, who then passes along the information to the Restaurant Committee.

Trevor Martin (1285)- I understand what you are saying, Joe. However I do see a flaw in that. In my business, whenever someone calls and expresses and interest, they are directed to me. They don’t answer any questions. That way the committee knows everything that has been talked about. Joe Nicoloff states that the Restaurant Committee is under the Board of Directors. Glenn is the Lake Manager and I am President of the Board of Directors. What I’m trying to say is that this information was going to be funneled to the Restaurant Committee anyway. The Restaurant Committee was the initial contact when you were soliciting people. Now that you’re not soliciting people, Glenn is now the initial contact. If someone comes in result of the soliciting, they will be directed to the Restaurant Committee. Glenn Dalton clarifies that all he and Joe were trying to do was set up a meeting between the interested party and the Restaurant Committee. We want the Restaurant Committee to continue the process that they currently have in place to come up with a recommendation to the Board of Directors for a restaurant.

Kenneathia Williams (1991)- If the Restaurant Committee continues to do what we have in place, and we are sharing all of the information with the Board as we were requested to turn over all of the candidate packets- to my understanding, all of the candidates are being revisited. Is that correct or not? Joe Nicoloff states that we are doing some internal investigation.

Pam Maibaum (2088)- At the conclusion of the second round of interviews, the Restaurant Committee started to question the wisdom of turning around and going for a third time to try to sell a product (the restaurant) with nothing changing. We did it once and it failed. We did it a second time, and with the approval of the Board, set a good working set of criteria and none of the candidates ultimately met that criteria. With that being the outcome, the Restaurant Committee set out to find another way to solve this problem. We went to the community in the form of a poll. 87% of the 90 people that responded said that they wanted the ability to vote to open the restaurant to the public or not. That is the last recommendation that this committee made to the Board that has still not been addressed. We have heard more through the grapevine than we have through direct communication. That grapevine suggests that we are doing background checks on the previous candidates and we are speaking to previous candidates without the knowledge of this committee. It is very difficult to know how we are to move forward when we are obviously no longer in control of this process. It is really disconcerning that our report was not read into the record. There’s a severe breakdown going on and we want nothing more than to find a candidate for this restaurant. The process has now been changed. We have been given no direction. So that when you say we have not been actively seeking candidates, you are absolutely correct. Right now this Board, as the Boards have within the last 13 years, have chosen to ignore that non-members are not supposed to frequent our restaurant. It is for guests and members only. The Boards have always looked the other way. This is a huge reason why we are having trouble finding a candidate who wants to take advantage of this opportunity. Our recommendation from this day forward is to call a special meeting and have the membership vote on opening this up to the public. We are ready to work for you but we can’t get answers to our questions to move forward. All we do is bring recommendations and we ask for your action on them. Conversation ensued. Rich Hertel asks Pam if she’s saying that the only way a restaurant is going to make it here is if it’s open to the public. Pam answers that there were a couple of options. The other was charging a restaurant fee, and that was denied. We are trying to brainstorm other ideas. Roger Rawson states that nothing has been denied and nothing has been put under the table. We are trying to exhaust some options that we see. Pam states that I am not willing to move forward if we are revisiting past applicants who were already denied. Roger clarifies that we are just crossing some T’s and dotting some I’s before everything is said final. Pam states that for the record, none of the Board members have asked anyone on the Restaurant Committee anything about any of these candidates and are doing so without the Restaurant Committee’s recommendations. Rich Hertel states that as we speak, the Village Incorporation Committee is investigating the option of becoming a village and this could have some bearing on whether or not the restaurant can become public. If we were to become a village, it’s very possible that our lake community as we know it could change. Darren Onwiler

states that he personally feels that the restaurant should remain private. However, I have no issue asking the community if they want it open. Pam states that if the restaurant goes public, at least eight applicants expressed an interest in our restaurant. Darren Onwiler states that these applicants should be pursued until a decision is made. What does it take to have a vote to call a special meeting? Joe Nicoloff answers that we normally have a meeting in May but a special meeting can be called by the President, a vote of the Board, or 20% of members. Pam states that the Restaurant Committee’s recommendation is to schedule a special meeting to discuss the bylaw for the restaurant to be public or not. Conversation ensued. Joe Nicoloff states that it is going to be discussed.

Kenneathia Williams (1991)- I have been very involved with entire process from day one with the committee, with the Board, and Executive meetings. I cannot be associated with unprofessional doings. So I will be resigning tonight. Rich Hertel states that he is sorry to hear that.

Gerry Theodor (1346)- Regarding the Lake Management Committee. We are in need of a chairperson for this committee. None of the current members are interested in the Chair and have exhausted the efforts of anybody they nominated for it.

Pam Maibaum (2088)- I appreciate you allowing me to express what exactly it is that this Restaurant Committee is recommending. I understand that you have accepted our recommendation and will take it under advisement. Can I ask how exactly that process goes? Joe Nicoloff answers that we will discussing this. We will probably be discussing this at the next meeting. Joe states that with the Restaurant Committee chair resigning, this whole thing is in limbo right now. Pam asks if this conversation will happen in a public realm and not in an executive session. Joe answers, of course.

Old BusinessCovenant Amendment UpdateDave Decker: We need an additional 305 affirmations to pass.

Emergency Culvert RepairPresentation with slideshow given by Glenn Dalton. Glenn states that a lot of our problems are caused by debris and the erosion of the culvert pipes. We normally dig a trench, remove the old pipe, set and establish a grade from the inlet side, and fill it will rock to give it a footing in which it’s set. We have been made aware of a new system to culvert repair. There is a PVC type of plastic with a life expectancy of 100 years. You take this PVC pipe and insert it into the old culvert pipe. Unless we are making a significant upgrade on that pipe, we wouldn’t have to excavate. We can simply insert the new pipe and grout it in which that pipe will provide service for us. One interesting thing about this new process is the fact that you can increase the flow significantly by using this slick PVC pipe. We would ask the Board to consider allowing us to approve us to install this new system on the

emergency culvert repair over on Point of View and Tamarach. This is a viable way of redoing and old system. Darren Onwiler asks how the PVC pipe will hold up with the continued deterioration of the previous culvert structure. Glenn answers that the previous culvert pipe would be encased in concrete. Conversation ensues. Before approving this, Darren Onwiler suggests that we contact references to get their feedback on this system. The Board agrees. Dave Decker requests for Glenn to obtain feedback from the references and to provide this information for the next Board meeting. Glenn Dalton agrees to do this.

Committee GuidelinesRich Hertel: We have received comments back from the Building Committee and the Boating Committee regarding the Committee Guidelines. The Social Committee has requested a few more days to review these guidelines. I will provide the recommended revisions as soon as they are given. I know there has been some talk on if we need these guidelines or not. People seem to think these guidelines are a good idea. Guidelines help determine the responsibility of the committees and are a valuable tool. Dave Decker requested that name of the Committee be added to note their changes.  Rich agreed to do so.

Restaurant UpdateDave Decker: Effective after the last Board meeting, all of the active members of the second Restaurant Committee resigned. At this point we do not have a functioning Restaurant Committee. We have a couple individuals who have shown interest and have contacted the office. We are going to go ahead and talk to them; give them information. We have requested the information that the Restaurant Committee has accumulated in the past. We are going to continue pursuing our search for a restaurateur. Discussion Rich Hertel: I have been doing some research and have put some numbers together. I would like to state that I am all for having a restaurant in this location. According to statistics, we have 1,170 homes here at Holiday Shores. According to the population census of 2014, we have 2,900 people living here at Holiday Shores. I put some number together based on the number of people living here. If 100% of the  households who live out here supported a restaurant at least one time per month over a course of a year at a $30 per visit the annual gross revenue would be close to $421,200. If they supported the restaurant 3 times per month the annual gross revenue would be $1,263,000.    If only 50% of the households supported a restaurant one time per month over the course of a year the gross revenue would be

$210,600.  If they supported the restaurant 3 times per month the annual gross revenue would be $631,800.  Considering our population, Worden with a 1,044 people supports two restaurants and Bunker Hill with 1,774 people supports 3 restaurants.  We have the households to support a restaurant. Rich Hertel recommended a small survey be posted in the October Times to gather information from the people that would be helpful to the Board in seeking a restaurant. Dave Decker stated that regardless if 25% of the people want or would support a restaurant the goal of the Board is to have a successful restaurant.  Surveys have already been taken in the past.  That data can be provided.  Glenn agreed to provide it.  Rich noted that the existing restaurant location can seat 60 people comfortably with 43 outside if the weather is good.  The survey recommendation was not acted upon.  Conversation ensues.

New BusinessFishing Committee ReportRich Hertel reads report. A synopsis of what took place at the Fishing Committee Meeting on August 20 and how the funds were allocated. Laregmouth Bass- $2,000, Channel Catfish- $2,000, Red Ear Sunfish- $1,500, and Hybrid Striper- $1,000. Smallmouth Bass were not stocked this year due to majority vote and the Tiki-Bar Bass Club being unsure about contributing monies toward stocking. (They have funded the Smallmouth stocking since 2007). Using the amount of $2,000 towards Largemouth Bass should keep the year class of fish consistent without overstocking. 45% of the Largemouth sampled in the electro-shocking were 12” or under. $2,000 was set aside for Channel Catfish. They have become a little more popular to fish for and they have not been stocked since 2010. Supplementing the Red Ear Sunfish population with $1,500 seemed to be the right thing to do as some fisherman have started to catch some quality fish in the 9-10” range. Hybrid Stripers were once again added this year as a few fishermen seem to enjoy fishing for them and according to IDNR, they help keep the shad population in check. Fred Cronin of the IDNR was in attendance and went over the spring electro-fishing results. According to him, our Largemouth Bass population is strong and consistent or even better than it has been in the past. All other species of fish in the lake that were sampled looked healthy and the condition of the lake as a whole appeared healthy as well. Dave Decker states that there were 15 people in attendance. There was a discussion about which percentage goes into Su Twan. Glenn Dalton states that every year, we look at the IDNR stocking for the species we are putting into Su Twan. Channel Catfish, Red

Ear Sunfish, and Largemouth Bass are what is usually put into Su Twan. We use the IDNR per acre percentage for stocking in Su Twan. As an example, we use 25 Largemouth Bass per acre. Every year we stock Su Twan with the IDNR per acre percentage. Every other year, IDNR gives us an electro-shock of that lake as well.Rich Hertel motions to approve the recommendation for the stocking of the fish for this year. Roger Rawson seconds.Action: Motion carried.

Appointment of OfficersDave Decker: We have received Joe Nicoloff’s resignation from the Board effective 08/27/14. I would like to take a moment to thank him for all his efforts. He has been on the Board quite a while. He has taken a lot of shots while being President. He did a good job of trying to steer this community through that environment. We appreciate all of his efforts and wish him the best in the future. With that being the case, we now have an opening in one of our officer’s positions which we’re going to need to resolve very quickly. Roger Rawson states that the Board should go in the direction of the last annual meeting as the next person that had the most votes should be asked to serve; which was Monte Thus. Darren Onwiler states that he feels the same. The community had already voted and if we had had another spot for a Board member, Monte would have been in anyway. It’s only natural that we follow that vote and offer the open position to Monte. Dave Decker asks if anyone else has any candidates they would like to put in for consideration. Roger Rawson makes a motion to appoint Monte Thus to fill open position on the Board. Rich Hertel seconds.Action: Motion carried.Dave Decker states that the next thing we have to do is to elect a President of the Board of Directors. Gary Kluckman motions to appoint Dave Decker for President. Michael Parker seconds.Action: Motion carried.

Dave Decker: Now we have to fill an opening position for the Vice President. Is anybody willing to take on that position. Open Floor

Joe Roth (1030)- I’d like for the Board to rethink the restaurant deal. You know what the accusations were that the Board wasn’t listening to what people wanted out here. It’s not going to cost anything to publish a survey in the Holiday Times. I do agree that you probably wouldn’t get a lot of participation. I think if I was on the Board, I think this would be a good tool to say “we are listening to what people want”. This would be a good way of reaching out to the community. Also, I have a question about the PVC pipe. Even though the pipe is supposed to be a better flow, how is 14” going suffice? Glenn Dalton answers it’s because when we get the 142” of flow, that brings us up to the same as a 20” pipe- because of the slick pipe and the cone that is put on it to get rid of all of the inhibited airflow that’s in that pipe.

Monte Thus (6)- Jacksonville Lake is allowing us to perform a ski show September 13 at 3:00pm. We are doing the show in between the boat races up there. If you missed the show and want some entertainment, come up and see us.

Gerry Theodor (1346)- I would like you to know that I have yet to talk to ANYBODY in my realm of people out here that I know who want the restaurant open to the public. I have not had one person tell me they want it open to the public. Also, the information that was given out by the last Restaurant Committee, you can’t base anything on what they said from the survey they took on Facebook. They had some high percentage figure of how many people wanted it open to the public. The reason that you can’t take that very far is because that’s a closed little realm in the Facebook page of one person. A lot of those people aren’t even members out here and don’t live out here. I know this because of a comment from a non-resident that was posted on that page. That survey was absolutely worthless and had no scientific basis at all.

Jerry Allen (1024)- I’ve only been out here about three years. The restaurant is very important part of this community. I think we really need to have a restaurant in here to add more amenities to the members. If you went ahead with your survey, an important question to ask is if the members would support the restaurant being open to the public. The statistics of the Restaurant Committee survey was not enough to make a decision on. Another thing, a couple weeks ago there was an accident on Barbados and Tartuga. The officer was in shock

that there wasn’t any signage in that particular intersection. It would be hard to determine who’s at fault there. Would we as a community be at risk because there was no signage on that particular intersection? Someone could sue us because we didn’t have the proper signage on our streets. Has that ever been looked at? Glenn Dalton states that there are a lot of streets out here that don’t have signage. The big thing that you have to look at is the general rule of thumb always applies. The person on the right has the right of way. That’s how it has been out here since the 1960s. We have $500 a year for signage. That’s not a lot of signs. We only replace the signs that are currently in place. That topic will be brought forward in the next Public Safety Committee meeting to bring forward to the Board. Dave Decker states that in regards to your restaurant comment, the only reason anyone has brought up the idea of opening the restaurant to the public is because some people believe that they can’t get anybody in here to run a successful restaurant with it being private. In my opinion, until that is put to bed, the idea of opening it up to the public just doesn’t make sense if we can get somebody in here who can run a successful restaurant with it being private. In regards to the road signage, the real question is what’s the State of Illinois rules? Whatever the rules are for the state would follow out here. There is an Illinois rule that states who has the right of way regardless of signage. It is definitely something the Public Safety Committee can look at.

Fishing CommitteeWell the Tiki Bar Bass Club 2014 season has come to a close. Some of the club members will be competing in the Missouri State Buddy Bass Championship, a two day tournament at the Lake of the Ozarks on October 18th & 19th. Some of the members have fared well at this tournament in the past. But for some of the club members it never ends as some of the teams fish the winter circuit at Coffeen Lake which starts in October and ends with the classic the first of March.

On Saturday, August 23rd, we held the third annual Rick Henke Memorial Bass Tournament. We had 13 boats to fish the event. The weather was hot and the teams brought several fish to the weigh in for the crowd to see. We couldn’t have made this event successful without the help from the Henke Family. They were all there to sell 50/50 tickets and hamburgers and hotdogs. Thanks to Mark at Lakeside Marina for providing the entertament for the evening. All the money raised at this fundraiser went to the Boys & Girls Club of Bethalto in Rick’s name. Rick was a big supporter of the Boys & Girls club and a coach for their ball teams. The bass club donated $10.00 per boat to the cause plus matched the $130.00 to make it a total of $260.00.

1st Place was the team of Larry Nealy & Freddy with a five fish limit that hit the scales at 13.51 lbs. 2nd Place was the team of Jacob Greco & Steve Tucker with a five fish limit topping the scales at 13.49 lbs. 3rd place was the team of Rob Clarkson & Dave McKeown who also had a limit weighing in at 12.99 lbs. They also had Big Bass of the day with 4.74 lbs. We would like to say thank you for all the teams who supported this event. We are already planning next year’s event so watch the Holiday Times for the dates.

Some another results are August 31st 1st place Joe Gulash & Gary Horn with 5 fish 13.68 lbs. 2nd place Brian Helm & Shaun Dilts also with a limit of bass 12.71 lbs. 3rd place team was Freddy & Richie Mullen with 5 fish 11.92 lbs. Big Bass of the day went to Chris & Barb Cox with a nice 5.03 bass.

September 7th 1st place was Andy Pashedag fishing alone with 5 nice bass smashing the scales at 17.38 lbs. Andy had a great day also having Big Bass of the day with 5.59 lbs. 2nd place was the team of Fredddy & Richie Mullen they had a limit of bass also tipping the scales at 13.79 lbs. 3rd place went to team Joe Gulash & Gary Horn who also had 5 fish for a total of 12.62 lbs.

The Women’s Guild of St. John’s United Church of Christ at Midway will be sponsoring an “All You Can Eat Chicken Dinner” on Sunday, October 12th from 11am-3pm. The dinner will be served at the Moose Lodge, 7371 Marine Road, Edwardsville, IL. (about 1 mile east of Edwardsville on Rt. 143). Menu is: Fried chicken, mashed potatoes & gravy, seasoned green beans, corn, dinner salad, bread, tea & coffee. Cost is $8.00 for adults and $4.00 for children 2 years to 12 years old. Tickets can be purchased at the door. Carry-outs will be available. Delicious homemade pies and desserts from the Women’s Guild will be available for purchase at the dinner.

The Holiday Shores Baptist Church will welcome Rob Lemon as their new Senior Pastor on Sunday, October 19. Pastor Lemon and his wife, Anita have been in the ministry for more than 30 years and are excited to be a part of this community. Everyone is invited to attend the morning worship at 10:45 am to meet the pastor and his wife and encourage them as they start this new chapter of God’s work.

The Lemons have recently been serving God in Griffith, Indiana, where Rob has served as Pastor for five years at the Griffith Baptist Church. Prior to that the Lemons were involved in church planting for eight years in Florida followed by eight years in West Virginia and twelve years in Fairfax County, Virginia.

Pastor Rob earned his undergraduate degree from Moody Bible Institute in Chicago and two master’s degrees (Master of Arts and Religion and Masters of Divinity) from Liberty University in Lynchburg, VA. Rob has also been aradio announcer/engineer in Ohio, Chicago and Florida.

“We believe God has led us to work together for God’s glory here at Holiday Shores,” Pastor Rob said after being welcomed by the congregation in August.

The Lemons have been married for over 30 years and have three adult children and one grandchild.

Pastor Rob, Anita and the congregation are looking forward to serving together as teammates for Christ in Holiday Shores and the surrounding communities.

The Moro Presbyterian Church is having their Annual Fall Bazaar Bake Sale, and Luncheon on Saturday, October 4th from 9am-2pm. There will be quality crafts, including, crocheted, embroidered, quilted, and appliqued articles, holiday items, baked goods, white elephant sale, and a Quilt Raffle. A large variety of freshly baked goods and jellies will be available for sale. Our beautiful handmade quilt will be on display and the quilt raffle will be held at 2pm. fees, attorney fees and court costs charged against and not paid by the renter.

At the expiration of the rental/lease term, the renters/lessee shall not receive a refund of any prepaid dues and assessments. Membership shall not be transferable. (9-24-94 revised 5-21-11)
