It is where she came to amble and play.

“Every time we had an opportunity to walk here, we did,” said Carmen De La Rosa, of the many hours as a child spent at the Anne Loftus playground with her family.

She serves now as the state representative in the Assembly for the district.

“We are really fortunate to have the treasures that are our Northern Manhattan parks,” said De La Rosa. She joined with fellow elected officials and NYC Parks leaders on October 20 to wield shovels and break ground on a reconstruction of the playground located in Fort Tryon Park.

The $4.2 million overhaul will replace the playground’s popular central spray shower area, creating a variety of new spray features. It will also add a new half basketball court, climbing and fitness equipment, plantings, seating and play surfaces, with enhanced ADA accessibility.

While the playground has been closed since August for the start of construction, the event served as the ceremonial groundbreaking for the project, which was fully funded by City Councilmember Ydanis Rodríguez.

“This is all about the children,” he said. “It’s all about investments in the community.”

Situated at the intersection of major roads such as Broadway, Riverside Drive and Dyckman Street and near public transportation, the playground serves as an anchor for the community, said NYC Parks Commissioner Gabrielle Fialkoff.

She said the renovation plan was driven by input from local residents, including

interactions with Community Board 12 and the Fort Tryon Park Trust.

“We’re responding to what they said they wanted more of, such as more play equipment for kids, adult exercise equipment,” she said.

“Since the pandemic, we’re seeing everyone is using the parks in an unprecedented way and cares about their greenspace,” Fialkoff added. “It’s now even more where people want to play, exercise, and be with friends and family. Having a community-driven approach is key to the process.”

The project is expected to be completed in summer 2022, according to an NYC Parks

spokesperson. New playground upgrades will also allow

for better drainage, Fialkoff said. “This playground was prone to flooding.

Once it flooded after a big storm, it was closed and no one could use it,” she said. “We are thinking about the design more holistically.”

Originally designed by the sons of Frederick Law Olmstead, the playground was first opened in 1935 and later named for Anne Loftus, a former District Manager

All city employees will be required to have at least one shot of a Covid-19 vaccine by October 29. The new policy was announced by Mayor Bill de Blasio on Wed., Oct. 20th.

The new mandate applies to the city’s entire municipal workforce, including police officers and firefighters.

Unvaccinated employees will be placed on unpaid leave until they show proof of vaccination to their supervisor, de Blasio said.

Previously, city workers had the option to provide proof of negative Covid tests to stay on the job.

Uniformed members of the Department of Correction will face a later deadline of December 1.

City employees will receive an extra $500 in their paycheck for receiving their first shot at a city-run vaccination site by October 29.

“To the 71 percent of city workers who fall under this mandate and are already vaccinated, you have my heartfelt appreciation,” Chokshi said. “For those who have yet to get vaccinated, know that we are here to answer your questions and support you in making this important decision. Vaccination is restoring our most essential functions – school, work, care – by safeguarding individuals and communities. Today, we take another hopeful step forward.”

City residents can participate in early voting ahead of the November 2 general election.

The city’s Board of Elections (BOE) will open 106 early voting poll sites between October 23 and October 31.

Hours vary by day of the week. New Yorkers should verify their poll site

before heading out, the BOE said, as where they typically vote on election day might change for early voting.

Those who do not participate in early voting can head to the polls on election day November 2.

Early voting was launched by the city in 2020 to offer voters more flexibility, reduce wait times on election day and ease the burden on poll workers.

In the 2021 New York City election, voters will select their choices for Mayor, City Council, Comptroller, Public Advocate and Borough President. State and county offices including Manhattan and Brooklyn District Attorney and State Supreme Court members will also be on the ballot.

The city has released a non-partisan voter guide, which can be found online at voting.nyc and has also been mailed to all registered voters.

In addition to selecting candidates, New Yorkers will be voting on five ballot proposals.

Unlike the primary election in June, the general election in New York City will not feature ranked choice voting.

So argues City Comptroller Scott Stringer in assessing the degree to which Minority and Women-Owned Business Enterprises (M/WBEs) are missing out on contracts from city agencies.

Out of $30.4 billion in contracts awarded by the city in Fiscal Year 2021, only $1.166 billion (3.8 percent) was awarded to M/WBEs, according to a new report by the city’s fiscal watchdog.

The M/WBE analysis is released annually by the Comptroller’s office and includes letter grades for all 32 city agencies.

“As this administration prepares to leave office, it is clear that the city, from the next Mayor and Comptroller to the next City Council, have abundant opportunities to address the systemic inequities experienced by communities of color especially as we continue to rebuild our economy amid the Covid-19 pandemic,” said Stringer.

Overall, the city fell to a “C-” grade for M/WBE spending in FY 2021 after earning “C” grades in the two previous years.

Out of more than 10,500 certified M/WBEs in the city, 84 percent did not receive any city dollars in FY 2021, Stringer said.

The share of certified M/WBEs receiving city contracts has never exceeded 22 percent since FY 2015, he noted.

In other FY 2021 grades, the Commission on Human Rights and Department for the Aging each earned their fifth consecutive “A” grades from the Comptroller — both spent more than 50 percent of their eligible dollars with M/WBEs.

The Comptroller’s office also was awarded an “A” grade for the third straight year. Over the last eight years, the office has increased its M/WBE spending from 13 percent in FY 2013 to approximately 53 percent in FY 2021, Stringer said.

The Department of Transportation received an “F” grade, spending less than five percent of its eligible dollars with M/WBEs, the report said.

Among a series of recommendations, Stringer said that all incoming citywide officials appoint executive-level Chief Diversity Officers, asked that the next City Comptroller conduct a

racial equity audit of the city agencies, and suggested the city should adopt the “Rooney Rule,” first enacted in the National Football League (NFL), to ensure their cabinets are diverse. The rule requires a team with a head coaching vacancy to interview at least one or more diverse candidates.

Stringer also called on incoming city leaders to prioritize diversity, equity, and inclusion within their first 100 days in office and to eliminate the gap between M/WBE certification and receiving city spending.

The report noted that the city has nearly tripled its number of certified M/WBEs since 2013, from 4,000 to almost 11,000 business entities. However, no more than 2,000 M/WBEs have ever received city contract

dollars in a given year, Stringer said. “Over the last eight years, my office has

given voice to solutions from M/WBEs directly on how the city can better connect them with opportunities, which has led to real change,” said Stringer. “But there is still room for significant improvement.”

On October 14, Hochul revealed that the state would commit to fully fund the current Foundation Aid formula to New York’s school districts over three years and end the state’s prior opposition to providing the funding.

Beyond the commitment to CCNY, Powell also remained close to the Bronx.

In 1991, while Chairman of the Joint Chiefs of Staff, he returned to Morris High School to speak to students there. He also visited the borough in 2010 to help cut the ribbon on a South Bronx affordable housing complex named in his honor.

“Our borough has lost a giant today,” Bronx Borough President Rubén Díaz Jr. wrote on Twitter. “A true trailblazer by becoming the first African-American Secretary of State. Thank you for your years of service and never forgetting the Bronx.”

Though the Democratic nominee for mayor is heavily favored to win the November 2 election against Republican contenderCurtis Sliwa, Adams said he was still hard at work fulfilling his duties as Brooklyn’s president – despite the grueling campaign schedule.

Speaking at a virtual roundtable for members of community and ethnic media on October 18, Adams detailed a typical day.

“I’m still up at 5 a.m., meditating, exercising, drinking my smoothie,” he said. “Going all day until about 1 a.m., seven days a week.”

And while he expressed confidence in his ability to bring important changes to City Hall, he acknowledged that he might make mistakes along the way.

Far too few seats have been available in certain zip codes in the city,” Adams said. “That is unfair. We currently have a segregated school system.”

Currently, families need to opt in to take the Department of Education’s gifted and talented test. Adams said he’d prefer to give the test to all students, with parents getting

Fort Tryon Park is on the National Register of Historic Places and is considered one of New York City’s top ten scenic landmarks, Fialkoff said.

“It’s a wonderful resource that we have here,” said NYC Parks Manhattan Borough Commissioner William Castro.

Fort Tryon Park Trust Chair Jeff Bauml said his nonprofit has partnered with NYC Parks for more than 20 years on extra maintenance, targeted repairs to retaining walls, tree preservation, and providing extra equipment and staff.

In addition, the Trust helps sponsor more than 300 community events per year.

“It’s a legacy,” Bauml said of the park. “Many years of immigrants have come through here, they’ve prospered, a lot of it is because the parks provided green space, and then the next generation comes through.”

Including for De La Rosa, for whom the playground and the park serve still as a welcome oasis – one she shares these days with her own daughter.

“We feel it as a community each day,” she noted, “when we have the privilege to walk through these beautiful green areas.”

child Asmahan was in 7th grade at PS/IS 187, I worked with attorney Michael Rebel and local organizers to launch the Campaign for Fiscal Equity,” said Senator Robert Jackson in a statement. “CFE took us 13 years to litigate, visiting the highest court in New York on three separate occasions. In response to the 2006 court order we won, the state enacted the Foundation Aid formula in 2007 that promised $5.5 billion over four years statewide to guarantee every child the opportunity to get, at minimum, a sound, basic education.”

The Foundation Aid formula takes school district wealth and student need into account to create an equitable distribution of state funding to schools.

However, New York State had never fully funded Foundation Aid, despite the 2006 court order.

The new settlement announced by Hochul requires New York State to phase in full funding of Foundation Aid by the FY 2024 budget. In the FY 2022 Enacted State Budget approved in April, the executive office and the state legislature agreed to fully fund Foundation Aid by the FY 2024 budget and enshrined the commitment into law.

“The commitment to fully fund Foundation Aid will ensure that Black, Brown and low-income students attend schools that are fully resourced

and will significantly close the opportunity gap,” said Alliance for Quality Education (AQE) Executive Director Jasmine Gripper. “Today marks the beginning of a new and long overdue chapter in the fight for education justice in New York. “I think it’s imperative that we appoint the mayor of the city of New York to determine the success of our schools,” he said. “I hope they give it to me for the entire four years because it’s imperative for me to move forward a very aggressive agenda where we’re going to turn around the inequalities in education.”

Regarding public safety, Adams said the city would “hit reset” on the relationship between cops and citizens. Beginning on day one of his administration, Adams will begin visiting every police precinct in the city, he promised.

“I’m going to have the backs of my police officers,” he stated. “But if you wear that uniform and you don’t respect the nobility of public protection, I’m going to remove you from my department in an expeditious fashion.”

“It’s not going to take four years to get rid of an abusive officer like we saw with Pantaleo,” referring to the New York Police Department (NYPD) officer Daniel Pantaleo, who was involved in the 2014 death of Eric Garner.

Adams, a former NYPD officer, added that he hoped to “redefine the ecosystem of public safety” by involving numerous groups into the conversation, and also signaled that he would revive the NYPD’s controversial plainclothes unit, which was disbanded in 2020 after involvement in numerous shootings.

“It is not just the police. It’s crisis

management teams, it’s faith-based institutions, youth groups, educators. We want to look at public safety differently and have an intervention plan of things we can do right now, like put in place plain-clothes, anti-gun officers but also a prevention plan, a long-term plan,” Adams said.

“We’re going to zero in on gang crimes through precision policing and coordinating our gang units throughout the city so we can go after those who are committing real crimes in this city due to gun violence. Every time we hear of a shooting, the next sentence you hear, for the most part, is that the shooting is gang-related,” he added. “We need to go after the people we know are likely to commit a crime and let’s talk about mental health assistance, job placement, housing. Let’s be precise in helping people who are on the pathway to criminal behavior and we can turn around this public safety crisis.”

Adams said his administration would continue to support immigrant New Yorkers, in matters of law enforcement and otherwise.

“We’re going to continue to be a sanctuary

city. We’re not going to partner with ICE,” he stated, referring to the federal Immigration and Customs Enforcement agency. “We’re not going to allow our agencies to partner with them, to go after our undocumented citizens.”

He voiced support for legislation, currently pending in the City Council, that would allow legal permanent residents to vote in municipal elections.

“You are paying taxes into the city. You walk into the store to buy a loaf of bread, no one is asking you for your green card or your documentation before you pay for it.” he remarked. “You should receive all of the benefits that taxpayers are receiving.”

Adams addressed the host of neighborhood rezonings that were advanced under the de Blasio administration and suggested that the city should attempt rezonings in wealthier neighborhoods.

“We should be upzoning in areas that traditionally, we have not upzoned in – affluent parts of our city, in Manhattan, Soho, south of 42nd street, from 9th Avenue over

to Park Avenue, we should be upzoning for affordable housing,” Adams said. Instead of what we’re doing now, we’re going into poor communities, upzoning those areas, and displacing long-term tenants. We need to change that.”

Commenting on New York City Comptroller’s recent report that 84 percent of Minority and Women-Owned Business Enterprises (M/WBEs) are missing out on contracts from city agencies, Adams said a more proactive approach was needed to ensure those businesses are not left out.

“Scott released his report from last year. The horse is already out of the barn, you know? We have to stop governing our city in the rear-view mirror. We must govern our city in real time,” Adams remarked. “If we would have identified in real time that an agency is not trending in the right direction, we could take corrective action immediately.”

Adams touted the importance of the community and ethnic press in reaching a wide swath of New Yorkers, particularly in immigrant communities.

“I believe in credible messengers. People listen to you,” he said. “You understand the culture; you understand the method of communication. You do it in the appropriate language and you know how to reach people. Not everyone receives information the same way.”

Adams has hosted several roundtables with diverse outlets in recent months and promised to continue in the future.

“Hopefully,” he offered, “[then] you’ll be calling me Mayor.”
