October 19, 2015 Dear Parent or Guardian, The Houston Independent School District is addressing classroom overcrowding issues across the district by proposing a plan to redraw attendance-zone boundaries at several HISD elementary schools. The district’s proposal includes several schools in the surrounding area, specifically Smith, Stevens, Highland Heights, and Wainwright elementary schools. HISD will be holding a community meeting for our area on Thursday, October 29, from 6-8 p.m. at Smith Elementary School located at 4802 Chrystell Lane, 77092. This meeting will give you details about the district’s recommendation and how it may affect your school, and will also provide you a chance to give your input and feedback before a final proposal is presented to the HISD Board of Education for approval in November. HISD is committed to partnering with parents to come up with a plan that benefits all students. The district’s goal is to begin implementation of any board-approved changes in time for the 2016- 2017 school year. WHAT IS THE ISSUE? A number of schools in the Houston Independent School District are experiencing growth in their zoned populations, which is causing enrollment in some classes to exceed the state maximum. State law requires students in kindergarten through fourth grade classrooms to have no more than 22 students.

WHAT IS THE DISTRICT DOING? The district is taking a number of steps to address this challenge, including a proposal to change the attendance boundaries of the school to which you are zoned. Please see the attached maps for a detailed picture of your school’s current attendance zone and the proposed change.

IF THE ATTENDANCE ZONE CHANGES, CAN MY CHILDREN STAY AT THEIR CURRENT SCHOOL IF I WANT THEM TO? Yes. All currently enrolled students have the option to either stay at the school to which they are currently zoned or enroll at the newly zoned school. This includes currently enrolled pre-kindergarten students.

WHAT ABOUT TRANSPORTATION? If your children live more than two miles away from school, transportation can be provided if he or she meets district qualifications.

I WANT TO KEEP MY CHILDREN TOGETHER AT THE SAME SCHOOL — WHAT ARE MY OPTIONS? If there is space available at the school to which you are currently zoned, siblings of your currently-enrolled child(ren) may also enroll. This may not be possible if the school to which you are currently zoned does not have available space. Siblings may not be enrolled if doing so would force the school to deny enrollment to another student who lives in the new attendance zone or cause classroom sizes to exceed the state maximum of 22 students per class.

Remember, HISD is a district of choice. You always have the option of seeking a seat at any school in the district with available space. If you find a school that has space and is able to accept your student, that school will process the necessary paperwork.
